HE ALSO SUGGESTED THAT UNDER EACH DEPARTMENT THERE SHOULD BE SOMEONE TO GUIDE, SUPERVISE AND INSTRUCT THE WORKERS. THE MAIN OBJECIVE BEHIND THIS WAS TO DEVELOP SPECIALIZATION IN PRODUCTIVITY AND WORKERS.
