1988-1997: World Decade for Cultural Development (UNESCO)

UNESCO launched the World Decade for Cultural Development in January 1988 at a ceremony in Paris during which the Swiss artist Hans Erni presented the logo he created for the occasion.

He described his design, widely used in all promotional material for the decade, as “five faces from the five continents of the Earth symbolizing the manifold creativity of social and cultural life”.

The decade was proclaimed in order to encourage countries to reflect, adopt policies and undertake activities to ensure the integrated development of their societies.

Cultuur is een erg complex begrip. In de meest nauwe betekenis gaat het over (de resultaten van) intellectuele, creatieve en esthetische ontwikkelingen.

In de brede betekenis omvat cultuur de manier waarop de samenleving zich organiseert en de levensstijlen die erin ontstaan. Het betreft dan allerlei domeinen van het leven, zoals voedingspatronen, beleidsorganisatie, en de manier waarop waarden tot uiting worden gebracht in maatschappelijke keuzes.

UNESCO: World Decade for Cultural Development

De kerngedachte was dat cultuur een belangrijke bijdrage kan leveren aan de sociale, economische en menselijke ontwikkeling.

Parallel hiermee werd ook de link tussen cultuur en democratie gelegd en groeide het bewustzijn dat het begrip culturele diversiteit niet enkel betrekking heeft op de relaties tussen culturen/staten, maar ook op de relaties tussen mensen binnen een samenleving.

Concluderend kunnen we stellen dat de begrippen ‘cultuur’ en ‘cultural sustainability’ het afgelopen decennium aan belang hebben gewonnen, maar dat er geen eenduidige academische invulling voorhanden is.

Beide benaderingen hoeven elkaar echter niet uit te sluiten. Belangrijk is wel dat de integratie van cultuur op een transversale manier dient te gebeuren: door sectoren, academische disciplines, beleidskaders en landen heen, om effectief te zijn.
