NPRM published May 21, 2015; Comment period ended 7/31/2015

Address the following plastic pipe topics:

• Authorized use of PA12

• Miscellaneous revisions for PE and PA11 pipelines

• Additional provisions for fittings used on plastic pipe

• GPAC meeting planned for June 1-3, 2016

Rupture Detection and Valve Rule

(NPRM stage)

This rule responds to:

Requirements of the Pipeline Safety, Regulatory Certainty, and Job Creation Act of 2011 (The Act):

• Section 4: ASV/RCV or equivalent technology be installed on newly constructed or entirely replaced natural gas and hazardous liquid transmission pipelines 2 years after the act was issued

• Section 8: Require operators of hazardous liquid pipeline facilities to use leak detection systems and establish standards for their use.

• The Act also mandated two studies of leak detection and response, one by the GAO, and one by PHMSA.

• Two NTSB Recommendations related to valves and leak detection

National Pipeline Mapping System (NPMS)

• The NPMS is…

– A geographic information system (GIS) dataset of gas transmission and hazardous liquid pipelines, LNG facilities, and breakout tanks

– Operators are required to submit geospatial data for the pipelines and LNGs annually; tank submission is optional

• NPMS data can be viewed online through…

– PIMMA, the password-protected viewer for government officials and pipeline operators

– The Public Viewer, which lets citizens view one county’s NPMS data per session

• The NPMS does NOT contain natural gas distribution or gather pipelines or pipelines that are not regulated

Common Ground Alliance to further the implementation of damage prevention best practices.

• Help states assess their damage prevention programs and opportunities. • Routinely provide informational presentations to various stakeholder groups

to broaden public awareness of our country’s energy transportation pipeline systems.

• Meet with federal, state and local regulatory agencies, and pipeline operators to facilitate timely issuance of permits necessary for conducting pipeline integrity activities.

• Provide consultation to regulators, regulated parties and other stakeholders regarding new and amended regulatory requirements.

• Respond to public inquiries and complaints regarding pipelines and pipeline operations.
