Part A

1. Why should I take CPD?

1.1 The Hong Kong Institute of Housing (hereafter referred to as “the Institute” ) currently offers the following classes of membership, namely Fellows, Members, Practitioners, Probationers, Associates, Affiliates, Registered Students, Honorary Fellows and Retired Members. In December 2005, an amendment to the By-Laws of the Institute was passed at the Extraordinary General Meeting, stating that Corporate Members (i.e. Fellows and Members) are required to take mandatory CPD for themselves to update with latest changes and expectations of the property management (PM) profession as well as to upgrade their professional profile.

1.2 On 31 October 2011, By-Laws of the Institute was revised to include a new class

of member i.e. “Practitioner” who is also required to take mandatory CPD so as to attain continuous advancement in the profession.

1.3 For Probationers, Associates, Affiliates, Registered Students, Honorary

Fellows and Retired Members, they are not required to fulfill the mandatory CPD requirements. However, they are encouraged to take CPD and make constructive contributions to the profession with their invaluable knowledge and experience.

1.4 Corporate Members and Practitioners who are working in PM or PM related

part-time job will have to meet mandatory CPD requirements in the same manner as other members who are working in full-time PM jobs.

1.5 Corporate Members and Practitioners on career break (should re-enter PM field

before end of same membership year) are still required to take mandatory CPD with the aim of keeping themselves abreast of the latest information and knowledge in the industry, so that membership can be renewed in the upcoming year. By taking CPD, they can rapidly adapt to their new working environments and the rapid changes in the profession.

1.6 Corporate Members and Practitioners who are no longer working in the industry

at the time for renewal of membership have to notify the Institute in writing for resignation of membership.

1.7 The ultimate goal of taking CPD is to enhance the professional status and image

of property managers in the eyes of the general public at large. In the long run, CPD is beneficial to the development of quality practitioners and the industry’s professionalism.

2 What kinds of activities would be counted as CPD?

2.1 Any activity which enables you to maintain and enhance your professional

competence, knowledge or personal development in PM will be counted as CPD. Since the competency profile of each individual is unique, YOU should be in the best position to decide what kinds of activities to be counted for your CPD.

2.2 The Institute suggests a simple mechanism for self-assessment. If the answer to any of the following questions is 'yes', the activity is likely to be counted as CPD:

• Will the activity enhance my knowledge / expertise / skills / understanding

or any other personal development of the PM profession? • Will the activity enable me to perform more competently / effectively as a

PM professional? • Will the activity keep me aware of the changing need(s) / expectation(s) in

the PM profession/industry?

2.3 Job assignments with opportunities to acquire new skills / techniques or knowledge, such as participating in a hawker control exercise which you have never taken part in can be counted as CPD. However, routine or repeated works of the same nature will not be counted as valid CPD activity. In other words, CPD should not be a routine or regular activity of your day-to-day duties.

2.4 For new skills / knowledge described in Section 2.3, you may proactively seek wider exposure in your job to fulfill the Professional Practice requirement in CPD. For example, you may join a meeting of Estate Management Advisory Committee (EMAC)/ an Owners Committee (OC) / Management Committee; Annual General Meeting / Extra-ordinary General Meeting; participate in the promotion activities of a shopping centre; an estate non-routine function or take part in the prosecution proceeding against obstruction; small claims on management fee arrears etc. which you have not experienced before. You have to take the initiation to seek for such opportunities with the consent of your supervisor and other parties concerned. This arrangement is particularly necessary for those who are not in the position to participate in the activities listed in Section 3.14 under the category of Professional Practice.

2.5 Non-housing related activities in a private / public housing body /

organization may also be counted as CPD on Personal Development. For example, knowledge in human resources management; environmental protection; public health prevention measures (such as measures against H7N9 Avian Influenza); financial control; information technology and technical awareness. However, clear learning objectives of such activities in relation to PM should be illustrated. If in doubt, you can refer to the questions in Section 2.2.

2.6 You may also engage in a CPD programme of another professional body and

count the CPD credits for both institutes at the same time, as long as the activity contributes and relates to your professional development in PM. A brief illustration of how the activity relates to PM should be provided.

2.7 The Institute does not validate courses or events to be counted for valid CPD

unit(s). As each individual CPD programme has its own merits, it is necessary for you as a member to assess and decide whether the subject, level and quality of a particular event / course are PM related and are able to meet your identified needs.

2.8 The Institute’s Mandatory CPD programme has been commencing since 1

January 2006. As stated in the By-Laws of the Institute, the cut-off date for CPD reporting is set on November 30th of each year. As illustrated in the example below, CPD activities which fall within the following period of time will be counted as valid CPD units of the respective period of membership:

Remark: For example, if Year (N) is 2013, then Year (N+1) is 2014 and Year (N+2) is 2015.

3. How do I plan my CPD and compile the record?

3.1 The first step is to develop a CPD plan in Annex 1(a). We suggest that you may identify your personal needs and objectives annually by listing out:

Current main duties and responsibilities of your local PM related job; The skills / knowledge / expertise you are expected to demonstrate; The skills / knowledge / expertise you would like to develop and the

objectives for such development; The list of forthcoming events which you plan to incorporate in your CPD

programme, e.g. a PM related seminar; Any special circumstances that may affect your CPD progress, e.g. taking up

a PM related degree course, etc.

3.2 Sample of a personal CPD plan is shown at Annex 1(b).

3.3 You have to maintain a master record (the CPD Record in Annex 2(a)) of all your CPD activities throughout each year. The activities can be categorized by three main aspects (please see Section 3.5) and include the following information:

• Date and duration of the activity undertaken; • Organising body of the activity;

• Brief description/illustration of the activity on its relevancy to PM;

• Number of CPD units awarded to the activity (please see Section 4 below for CPD Units allocation).

3.4 A sample of the CPD Record is shown at Annex 2(b).

3.5 The three categories of activities are:

• Education & Training — A formal activity or structured programme of learning / training related to PM;

• Professional Practice — Any activity which involves PM related practices and/or skills;

• Personal Development — Any activity or self-study which develops your personal skills or knowledge in the PM profession/industry.

3.6 Members may make reference to the table shown in Section 3.14 to decide the allocation of CPD activities to the appropriate category. It illustrates with examples grouped under each category of activities. Those examples are not exhaustive, you may add related activities of your own accord to the list where appropriate. However, series of events/activities under same criteria/topic in a year will count as one event only, and maximum score is 5 CPD if duration is at 5 hours or more, otherwise 1 hour for 1 CPD only.

3.7 The Institute has allotted to each category of activities a minimum number of

units as detailed in Section 3.14. Members have to fulfill the minimum number of units designated to each category and there is no upper limit.

3.8 If you are not engaged in mainstream property management work, you may

concentrate your CPD on the Personal Development and Education & Training categories that are related to PM. Activities that can help members to improve their job skills or knowledge of the industry/profession will also be counted. As such, a brief illustration will be required to substantiate the relevance.

3.9 Even if you are taking a career break or are temporarily retired before

renewal of membership for the upcoming year, CPD is still required for renewal of membership as CPD is also relevant and valuable to your future career planning. In planning your CPD, you should ask yourself:

• Which direction you are going to take when you resume your PM career?

• Which type(s) of skill / knowledge / expertise will be necessary for the new local PM job?

3.10 The CPD Record should be reported through honour system to the Institute

via either the official website at www.housing.org.hk or submission of the CPD Record in Annex 4 & 2(a) by Fax: 2544 3112 or by Post: Units 2008-2010, Telford House, 16 Wang Hoi Road, Kowloon Bay, Kowloon, H.K.. Since you are required to certify your own CPD record, there is no need to submit evidence / proof of attendance for the activities you have included in your CPD Record except in case of doubt. If so, submission of the evidence of attendance may be required by the Institute. You are therefore advised to record down clearly the name, date, time duration, achievement and organization of the activity in the brief summary for easy verification.

3.11 You are requested to review your personal CPD plan regularly to ensure that

the PM related activities you have taken part are in line with your personal needs and situation. You may be well prepared to revise or update the CPD plan due to changes in your career and personal pursuits.

3.12 An annual evaluation can be made by:

• Assessing the fulfillment of your plan;

• Reviewing your professional development over the past 12 months;

• Summarising all the CPD activities undertaken and responsibilities held over the past 12 months;

• Adding up the total number of units achieved.

3.13 A sample of an evaluation report is shown at Annex 3(b). 3.14 Sample Activities Table

Please note that the current minimum CPD units required per annum are:

- Corporate Members - 20; - Practitioners - 10.

practice • Tasks being performed for the first time (please

refer to Section 2.4) • Tours / visits • Joint Annual Dinner of the Institute/CIHAPB

Personal Development (Corporate Members: minimum score per annum : 5 units)

(Practitioners: minimum score per annum : 3 units)

• Structured reading • Private study on specific topics • Research for papers • Developing new skills, e.g. information technology,

management, etc. for better management use • Development of Personal Relationship within the industry (e.g. social function organized by the Institute)

•Training courses / Seminars / Conferences/Workshops / Briefing sessions for other closely related disciplines e.g. technical, FM

Note:

- The activities listed in the Table above are not exhaustive. However, all CPD should relate directly or indirectly to PM industry/profession. A brief summary of how the CPD activities/events (except those organized or supported by the Institute)/structured readings (including articles/publications of the Institute) are related to PM will be required.

- Members should exercise their discretion with an objective and reasonable manner to assess whether the activity should be counted as CPD as described in Section 2.2.

- Same or similar nature of event/activities/training/study within the CPD year or within the committed period should be counted as one event only.

4. How many CPD units should I attain to fulfill the requirement of

Membership Renewal? 4.1 The Institute would count CPD in terms of 'units'. One unit is equivalent to one

hour of study / learning / participation of an activity intended for fulfillment of CPD requirement. The following information will help you to determine the allocation of CPD units:

• To accredit for CPD unit, an event must last for a minimum of half an hour,

i.e. half a unit; • Units counted should be exclusive of travel time to and from the venue

and any break of duration exceeding half an hour, unless the CPD event virtually goes on during the break, e.g. speech is delivered during lunch time in a conference;

• CPD units should be rounded down to the nearest half unit; • Any event running for a half day (morning, afternoon or evening) or more

than 3 hours will normally be counted for a maximum of 3 units even if its duration is more than 3 hours;

• Any event running for one day or even more will normally be counted for

a maximum of 5 units even if its duration is more than 5 hours.

4.2 For each activity / event organised by the Institute with award of CPD units, the number of units will be stipulated in the programme details. Members should make reference to the numbers of units to be awarded in planning their personal CPD programme.

4.3 The number of units allocated to each event is subject to the absolute discretion of the Education Committee of the Institute.

4.4 Corporate Members should complete a minimum of 20 units per annum to fulfill the CPD requirement as to keep up-to-date with the changes and developments in the PM profession. For Practitioners, the minimum CPD requirement is 10 units per annum only.

4.5 The Institute requires a minimum score of 5 units for Corporate Members, and

a minimum score of 3 units for Practitioners to be fulfilled in each category of activities but there is no upper limit. (Please refer to Sections 3.7 and 3.14.)

4.6 If you are taking a career break or are temporarily retired before renewal of

next year’s membership, you are advised to take CPD units in the same manner as a member working in full-time.

4.7 Members are advised to review own CPD record from time to time as to ensure

full compliance before deadline i.e. 30 November of each year. 5. How can I record my CPD units? 5.1 You should use the CPD Record function provided on the website

www.housing.org.hk for recording activities. You can also use the hard copies provided in Annexes 1(a), 2(a), 3(a) and 4 for submission of CPD Record by 30 Nov each year if you intend to send the CPD Records to the Secretariat by email [email protected], by fax : 25443112 or by post.

5.2 The Institute website www.housing.org.hk contains all information in the pack,

including personal CPD Record for you to fill in.

5.3 As the CPD plan is purely your personal plan, you can create your own plan to suit individual needs but in any case the CPD should be related to the PM industry/profession. All you need to follow is to record your CPD units according to the three (3) specified steps:

5.3.1 Personal CPD Plan;

5.3.2 Activity Files; and

5.3.3 Annual Evaluation.

6. When should I submit my CPD Record? 6.1 According to Clause 25(b) of the By-Laws of the Institute, renewal of

membership for Fellows / Members / Practitioners shall be subject to fulfillment of the following requirements on or before 30 November each year:

(i) the applicant has paid the annual subscription fees; and (ii) the applicant has satisfactorily complied with the requirements eg CPD,

declaration on job relevance from time to time as prescribed by the General Council.

6.2 Fellows / Members shall declare their updated job relevance and fulfill the CPD

requirements for application of membership renewal either by completing the Update of Personal Particulars via the official website of the Institute at www.housing.org.hk upon entering your CPD or by submitting to the Secretariat Office of the Institute a Form for Change of Personal Particulars (See Annex 4), together with Record Sheet – Activity Files (See Annex 2(a)) for the immediate past 12 months by email [email protected], by fax: 2544 3112 or by post. The renewal of membership shall be completed on or before 30 November each year.

6.3 Members are advised to pay the Annual Subscription upon receipt of the

Demand Note from the Institute when it becomes due on 1 January each year. 6.4 After vetting by the Membership Committee of the Institute, successfully

renewed members will receive a Demand Note for payment of the Annual Subscription for the following year. Renewal of membership shall not be granted except on payment of the Annual Subscription and fulfillment of other requirements set by the General Council eg. declaration on job relevance. In the event that a member has any Annual Subscription in arrear for 6 months (Clause 26(c) of the By-Laws), he/she shall cease to be a Member.

6.5 For simplicity, newly admitted Members are not required to fulfill the mandatory CPD requirement for the year that he / she is admitted since the General Council has already considered the applicants’ experience and professional development during the vetting process according to Clause 4(a) of the By-Laws of the Institute. Hence, newly admitted Members shall have to comply with the CPD requirement only in the ensuing years after the year of their admission as Members. For example, if Mr. A was admitted as a Member in April 2014, he is not required to fulfill the CPD requirement by 30 November 2014. He is required to fulfill the mandatory CPD requirement from 1 December 2014 to 30 November 2015 and onwards.

6.6 As a supplement to Clause 6.5, a Member who has successfully upgraded to be

a Fellow of the Institute in any time of a year is still required to comply with the mandatory CPD requirement by the end of that year.

6.7 As a supplement to Clause 6.5, a Practitioner who has successfully upgraded

to be a Member of the Institute in any time of a year is required to comply with

the mandatory CPD requirement for Practitioners for the year. Newly upgraded Members shall have to comply with the CPD requirement for Members only in the ensuring years after the year of their upgrade as Members. For example, if Mr. A, a Practitioner, was upgraded to be a Member in April 2014, he is required to fulfill the CPD requirement for Practitioners by 30 November 2014. He is required to fulfill the mandatory CPD requirement for Members from 1 December 2014 to 30 November 2015 and onwards.

7. How can I submit my CPD Record? 7.1 Members are required to submit their CPD Records to the Institute for record

and verification through the CPD Record Function of the Institute website www.housing.org.hk or by fax/post. All they have to do is to input their CPD record via the Institute’s website or to send in the Record Sheet – Activity Files (see Annex 2(a)) to the Secretariat Office of the Institute by fax/post. For the operations of the CPD Record Function, they can refer to the Users’ Guideline which can be downloaded from the Institute’s website www.housing.org.hk. Members may consider showing the record to their employer as a proof of continuous development, or to a prospective employer as supplementary information in the recruitment interviews.

7.2 In principle, the Institute adopts an honour system for members to report their

CPD records. However, the Institute will maintain control over the validity of those submissions by means of random checks of CPD records among the members and if necessary, the selected Members will be contacted for an interview to verify their CPD records. Submission of relevant documents may also be required for proof.

7.3 Members are welcomed to enquire or to give feedback to the Institute on CPD

arrangement from time to time via e-mail: [email protected].

8. What should I do if I cannot meet the minimum CPD requirement by the deadline of Membership Renewal?

If you fail to acquire the minimum CPD units by the time of Membership Renewal, you can make an application to the Institute for an extension of CPD submission. The Membership Committee of the Institute may grant an extension of the deadline for CPD submission, subject to observation of the following points:

(a) If you cannot acquire the minimum CPD units within the time limit for whatever reason(s), you can make a formal application by completing the Application Form – Extension of CPD Submission Date (see Annex 5) to the General Council of the Institute for an extension of the CPD submission date before 30 November of the year.

(b) The General Council of the Institute may authorize the Membership Committee to vet and approve such applications.

(c) You shall then complete the outstanding CPD units within the extended time

limit (maximum period is 3 months from 1 Dec each year). Should you still fail to complete the CPD within the extended period, the Membership Committee shall report to the General Council of the Institute for resolution of termination of your membership.

(d) For member who has applied for extension of CPD submission and has paid

Annual Subscription for the ensuing year, the payment will be held up until expiry of the extension.

(e) Payment of the Annual Subscription for the ensuing year will be refunded

should you fail to complete the CPD requirement within the extended period. Simultaneously, your membership will be terminated.

(f) All CPD units earned during the extended period shall only be counted for the

previous membership year.

(g) Regardless the approval of extension for the previous membership year, you

are still required to fulfill the CPD requirements on or before 30 November of the current membership year.

I have achieved the targets scheduled at the beginning of the year in my CPD plan. The three areas, namely, communication skills, spreadsheet application, Building Management Ordinance which I have intended to cover with.

On the side of dealing with people, I have attended courses on communication skills and how to deal with difficult clients. I did learn from the courses and am much more confident in dealing with aggrieved clients. I also joined in recruitment interviews for security guards and learnt some interviewing techniques.

The workshop on Building Management Ordinance gave me a chance to learn about the new amendments and to share experience with the other housing professionals on the application of the Ordinance.

I have attended a course on Excel ran by XXX Institute, I am now able to use the programme effectively for my daily operation need, such as quotation analysis inventory stock record etc.
