История на българския приз за прозрачност и партньорство
„Фондация за прозрачни регламенти” е активен участник в процеса на изпълнение на Стратегията за иновации и добро управление на местно ниво на Съвета на Европа, приета от европейските министри на местното и регионално управление на срещата им във Валенсия на 15-16 октомври 2007 г , като популяризира принципите на добро управление и подпомага областните и общинските администрации да ги прилагат с акцент върху четвъртия принцип – откритост и прозрачност.
За целта още през 2008 г. фондацията учреди приз за прозрачност и партньорство в дейността на областните и общинските администрации в четири категории.

Номинациите за приза за 2008 г. бяха направени въз основа на резултатите от национално социологическо проучване сред областните и общинските администрации и гражданите, проведено в рамките на проект по ОП „Административен капацитет”.
Проучването обхвана 100 % от администрациите – 28 областни и 264 общински администрации в България.
Наградите бяха връчени на 14.07.2009 г. на национална конференция в София с участието на над 500 представители на общинските и областните администрации и неправителствени организации от цялата страна. Събитието бе уважено от представители на Съвета на Европа, Представителството на ЕК в България, МДААР и кмета на гр. Ниш.

През 2009 г. конкурсът бе проведен на принципа на самономинациите, като кандидатстващите администрации попълниха и изпратиха в електронен вариант специално разработени за целта въпросници с подкрепящи документи към тях.
Церемонията по връчване на приза за 2009 г. бе заключителен панел на Общото събрание на Националното сдружение на общините на 18 февруари 2010 г.
Церемонията се проведе под патронажа на Президента на Република България Георги Първанов.

Конкурсът продължи да се провежда на принципа на самономинациите.
Всяка година широка обществено-експертна комисия извършва класирането на кандидатите по действащия Регламент, след което прави актуализация на Регламента за следващата година.
Съгласно Регламента на конкурса администрациите, победителки в четирите категории, стават носители на приза за срок от една календарна година и предават статуетката на следващия победител в съответната категория. В случай че една администрация спечели наградата в дадена категория три поредни години, то статуетката остава нейно притежание завинаги.

Традицията продължава: Конкурсът продължи да се провежда на принципа на самономинациите.
През периода 1 февруари – 30 април 2012 г. областни и общински администрации имаха възможността да подават кандидатури.
Оценителна комисия извърши оценката на подадените кандидатури през месец май и определи победителите в Приз 2011.
Церемонията по връчването на наградите за 2011 г. ще се проведе през месец юни 2012 г.
