Panel 1A, “Political Economy”

Political Economy of Davao Region: Mindanao's Ace

Many scholars study the ethnography of the Lumads or Indigenous Peoples and the long standing

armed-struggle with the extremist and communist insurgents in the southern part of the

Philippines. However, the political economy of Mindanao regions remain understudied. Only few

know that behind the bloody and chaotic image of Mindanao is a top performing region which

paradoxically the home of the 15 communist fronts and the nucleus of commerce in the south.

The region in Mindanao which showed peculiar economic growth in the last two decades despite

the threats of communist insurgency is Davao Region (Region XI). It is believed that insurgency

is a force that can pull the economy down. Why Davao Region can thrive despite the impediment

is the central question of this study. Existing counter insurgency theories argue that the

combination of conventional military tactics and non military strategies (diplomatic, economic

and informational means) can be instrumental in pacifying insurgencies. Through in-depth review

of government plans and reports together with semi-structured interview with a former rebel, I

found out that the threats brought by insurgency in Davao Region are confronted by convergence

and connectedness among the National Government, Local Government, Non Government

Offices and Private Sectors. More importantly, local politics play a significant role in quelling or

exacerbating insurgency in the region. Evidently, the combination of military and non-military

approaches accompanied by the principle of convergence and increasing presence of the local

government especially in far flung areas weaken the number of communist insurgents, thereby

allowing government interventions both in peace and economic development work in the region.

Hence, I argue that the existing counterinsurgency strategies have to be accompanied by the

principle of collective action by multi-agencies and active Local Government Units who

continuously combat poverty, inequality and low productivity — the roots of insurgency.

Creativity amidst Crisis: Strategies of Water Resource Protection and Conservation in the

Philippine Hinterlands

By using ethno-history which “fundamentally takes into account how people’s sense of events are

constituted and their own ways of culturally constructing their past” (Gewertz and Schiefflin 1985,

cited in Abayao 2011, 2), this paper highlights the strategies of the Obo-Manobo of Tico, an

upland village in North Cotabato, Mindanao, Philippines in dealing with threats to their water

environments. These strategies range from revitalization of traditional knowledge systems,

introduction of new practices and the strategic use of State laws. The creation of the village in

itself is a strategic response against environmental abuses committed in the past. Rather than

portraying the Obo-Manobo actors as mere passives, this paper suggests that threats are a two-

way phenomenon. While threats endanger lives and resources, threats are also opportunities. It is

crucial to look at how people practice their agency especially their creativity in protecting their

water resources in the face of these adversities.

Infrastructure Governance in the Philippines: Dutertenomics in Historical Perspectives

This paper studies infrastructure governance aspect of Dutertenomics of the Philippines. While

Aquino administration focused on public-private partnership (PPP) for infrastructure

development as a priority policy, the Duterte administration launched "Dutertenomics" or “Build,

Build, Build”, a large-scale infrastructure development plan of about 8 trillion pesos, about 160

billion USD, over 6 years in 2017 that mainly depends on national budget and Official

Development Assistance (ODA) as financial source rather than PPP. This triggered the debate of

"PPP vs ODA" in the Philippines.

The paper discusses policy changes and directions of last four administrations since Ramos in the

areas of law/regulation, institution, finance, and specific sectors/ projects as a background of

Dutertenomics. Then, Dutertenomics is argued from the viewpoint of 1) acceleration of

infrastructure development, 2) shift from PPP to ODA including from China in the context of Belt

and Road Initiative (BRI), and 3) hybrid and unsolicited PPP.

「つながり」とは、フィリピン研究において最重要の概念であり、同時に無批判に用いられ

てきた概念でもある。本発表はつながりを「接続」と「切断」の実践による生成体として位

置づけ、その両義性を論じる。誰もが何かしらでつながっている、このような感覚はフィリ

ピンにおいてなかば当然視されている。親族における双系制、Filipino Value 論、Sikolohiyang

Pilipino、移民研究など垂直・水平に縦横無尽に拡がるイメージとして「つながり」は用いら

れ、困難な状況においていかに生命の維持するためにつながるかが問われ、さらには問題に

対する処方箋として繰り返し用いられた。しかし、ドゥテルテ政権がつながりを動員し 2 万

人以上の超法規殺人を可能にしたように、つながりは必ずしも望ましい結果/効果をもた

らすものではない。本発表はフィリピン研究におけるつながりの用法を概観し、ジプニード

ライバーの事例からつながりにおける切断が社会関係を維持/創造する側面を論じる。

フィリピンの小売業においては、ある奇妙な現象が観察される。それは、スーパーやコンビ

ニといった現代的小売形態がすでに広く浸透しているにもかかわらず、それによって取っ

て代わられるはずの伝統的な零細個人商店、サリサリストアが、現代小売と同等の速度で増

加していることであり、さらに、そのサリサリストアは同一歩行圏内にしばしば不必要と思

えるほど多数立地していることである。なぜ、サリサリストアはかくも大量に存在し、購買

力上昇に伴う小売現代化の波に逆らって拡大できるのであろうか?本報告では、この問い

に答えるため、まずマニラ市、ケソン市、マカティ市で実施したサリサリストアを対象とす

るバランガ/クラスターレベルの量的調査に基づきサリサリストアの経営と立地展開の実

態を明らかする。その上で調査結果に基づき、「商業資本の存立根拠論」を理論的フレーム

ワークとして用い、サリサリストアの多数併存・増加要因を考察する。

制度の構築者としてのドゥテルテ:露天商と非効率な行政手続きへの取締りから

2016 年に発足したドゥテルテ政権下で、麻薬関係者に対する超法規的殺人に代表され

るように、法を逸脱する行為に対して国家自らが法の枠組みから外れる取締りを行った。

そのため政権発足当初、ドゥテルテは法の支配や国家制度の正当性を低下させる破壊者

であると懸念された。他方で、ドゥテルテ政権は法から逸脱する行為に対する取締り制

度の整備、構築を強く進める側面もある。本発表では、ドゥテルテ政権による露天商と

非効率な行政サービスへの取締りから、同政権が法の支配を進める面を描く。従来の露

天商に対する取締りは、MMDA と地方政府の間で管轄範囲や権限が曖昧になっていた

が、同政権は MMDA を主な執行者と位置づけ、取締り体制を整えた。非効率な行政サ

ービスに対しては、共和国法 11032 の策定とその執行機関である反レッドテープ庁の設

立により、業務の迅速化を徹底させた。これらの政策は人々の支持を得ており、政権の

高い支持率に寄与している可能性がある。

Pilipinas

Nagsimula sa terminong hiking at/o climbing ang konsepto ng pamumundok o mountaineering

sa Pilipinas. Isa itong aktibidad kung saan umaakyat ng bundok ang isang hiker o climber na

naglalayong marating ang tuktok nito. Hiking ang tawag mismo sa paraan ng pag-akyat at

mountaineering ang tumutukoy sa aktibidad ng pag-akyat. Madalas itong itinuring na libangan ng

iilan ngunit ang karanasang ito’y hindi na bago para sa mga Pilipino lalo na yaong naninirahan sa

lalawigan. Layunin ng papel na ito na siyasatin ang konsepto ng pamumundok mula sa

kolektibong karanasan ng mga piling Hiker o Namumundok sa lungsod ng Maynila batay sa dami

na ng bundok na naakyat sa iba’t ibang lalawigan sa Pilipinas. Sinuri ang mga ito gamit ang

penomenolohikal na disenyo na siyang nagluwal ng iba’t ibang konseptong nauugnay sa

karanasan at kalinangang Pilipino.

Ang mga Wika at mga Institusyon ng Mas Mataas na Edukasyon sa Lipunang Pilipino:

Saysay, Kasaysayan, at Kinabukasan

Sa Pilipinas, ang edukasyon ay tinitignan bilang susi upang makaahon sa kahirapan. Ang wika ay

masasabi namang isa sa pinakatampok na bahagi ng edukasyon. Samantala, ang mga institusyon

ng mas mataas na edukasyon (IMME) ay nagkaroon ng aktibong papel upang mapaigting ang

saysay ng wika, hindi lamang sa pagkatuto ng mga Filipino kundi maging sa lipunan sa kabuuan.

Sa bawat yugto ng panahon, may mga IMME na nagtaguyod ng saysay ng wika sa lipunan.

Halimbawa, ang UST at wikang Espanyol bilang tagapagsulong ng “common language” bago

ang Rebolusyong 1898, o ang UP at wikang Ingles bilang tagapagsulong ng pampublikong

edukasyon sa Panahon ng mga Amerikano. Ang ganito ay nagresulta sa pagdami ng mga IMME-

-upang tumugon sa pangangailangan ng lipunan ayon sa nagbabagong mundo. Kapwa sektarya at

di-sektaryang (pampubliko at pribado) mga IMME ay naharap sa pababalanse sa pagitan ng

wikang pambansa at multilingualismo sa panahon ng globalisasyon.

Conceptualization and Contextualization of the Datu Justice in the Philippines

In recent times with the growing number of crimes and conflict, the effectiveness of our justice

system are constinuously put in question. In our society there is that agreed idea that the extent of

justice is defined by one’s social class, in which case the members of the upper class receive favor

from our justice system. That then leaves the members of the lower class a frequent victim of

injustice in the country. This condition of the justice system in the Philippine has led to alternative

avenues where justice can be sought such as the radio broadcast and televised show of Raffy Tulfo.

The show involves mitigation of different conflicts and concerns of the people which is generally

concluded with Tulfo’s judgment to the assailant and assistance to the ‘victim’. Since its airing,

viewership of the show particularly in a streaming platform youtube has continuously increased

with roughly 6.2 million subscribers. Thus one can observe phrases such as ‘ipa-Tulfo kita’ and

‘i-Tulfo na yan’ among netizens when justice is being sought. It is interesting to note how such

an alternative rises into prominence as the go-to avenue of many Filipinos in seeking justice. In

this study, the Tulfo phenomenon will be analyzed through the Datu justice system and locate

intersections which may explain the patronization of the show as an alternative justice option.

Manhood Made: Exploring the Construction of Masculinities in the Philippine Colonial

Periods through a Historical Gender Analysis

The Philippines is a country with multiple identities due to its colonial history. One disparity

created by this multitude of identities is seen in its gender issues. Despite ranking 16th globally

in the World Economic Forum's Gender Gap Index, the Philippines still exhibits multiple issues

such as gender parity in education and political representation. Numerous laws on gender equality

exist, yet few studies understand how notions of masculinity uphold and recreate oppressive

power structures. To understanding how hegemonic power structures are maintained in gender

relations, one must study manhood's construction. This study explores the construction of gender,

in particular manhood, during the pre-colonial, Spanish-colonial, American-colonial, and

Japanese-colonial periods as these periods influence the Philippine's current socio-cultural context.

The paper uses Eviota's (1992) sex-gender system that draws links between manhood's

construction and the Philippines' current gender practices while putting forth ways to examine the

idea of manhood in the neo-liberal era.

"Rock the Cradle, Rock the State": The Rhetoric of Ideal Motherhood in Building the New

Order under the Japanese Occupation of the Philippines, 1942-45

Examining the debates on the “woman question” in major Japanese-held propaganda publications

from 1942-45, this work illustrates how the rhetoric of motherhood used by Japanese propaganda

in the Philippines utilized a gendered language by which to impose docility and obedience to the

“Father” Emperor/Empire, in which deviance by way of “bad” motherhood speaks not only of her

moral character as a woman (or even a Christian), but also now as a member of the Nation-State.

This works not only in the metaphorical but also the material sense, in that it effectively places

the burdens of war, such as economic scarcity and crises of identity, on the woman as manager of

the household. I write this in the hope to contribute to the understanding of gender as key to

understanding the rhetoric of war, and to look to Japanese occupation history in understanding

modern Filipino femininity.

Under Sieged Women: Depiction of Prostituted Women in Selected Asian Poems

Prostitution is defined as the practice of engaging in sexual activity for a fee. Such is considered

immoral and degrading, yet a thriving industry and treated as a revenue generator in Southeast

Asia. Prostitutes are treated as eyesore of society despite their “contribution” to the economy.

This paper analyzes the depiction of prostitutes to ascertain the factors hindering their societal

acceptance. Their plight has been written in numerous literatures, but only few poets have

translated their dehumanizing circumstances into poetry. This study is focused on a group of

women, hence gender/feminine perspective is used as theoretical framework. Moreover, it

employed critical discourse analysis emphasizing on power and hegemony to comment on the

issues tackled in selected Asian poems. Results show that prostitutes are humiliated, stigmatized

and ostracized of which partly stem from the failure of society and state to acknowledge and

protect their rights as humans and as legitimate workers.

the idea of your artworks? - Study on Conceptual Art and Social Practice」をテーマに実習と講

義を実施、十名ほどの学生や社会人が参加した。本研究会の発表では、同講座について、実

施環境や受講生の反応などを紹介したい。

また、バコロドで実施したものと同様の講座をチェコスロバキアと日本の大学で開催して

おり、それらとバコロドでの講座との比較を試みたい。

Jesuit House プロジェクトの活動について

House を持続可能な形で保全するとともに、地域活動の拠点として活用することで、子ども

達が地域の歴史的遺産に触れながら、生きていく上で必要な力を身に着けられる場所を提

供することを目的に活動しています。また、歴史的遺産の持続可能な保全、さらには地域発

展の補完的な役割を達成するために、数年をかけて地域の住民や活動団体と共に継続的に

活動を行ってきました。

今年度は、プロジェクトメンバーで作成する基本設計を基に、Jesuit House のミュージア

ムの改修案と周辺地域でのチャペルの設計案の確認や施工方法、手順などについて敷地オ

ーナーのジミー氏と NPO の方、地元住民とディスカッションをしながら、行います。これ

までの学生生活で身に着けたものづくりの技術と現地の学生、現地の大工、地域の方々との

共同で、魅力的な空間の実現を目指して活動します。

フィリピン・セブ市旧パリアン地区の抱える問題とスラム街の発展に関する研究

髙田拓夢

セブ市旧パリアン地区はドラッグやゴミ、ホームレスや空き地の不法占拠などの問題を抱

えている。特に不法占拠により形成された SITIO PANTIN というスラム街が存在していた

が、火災により現在は更地となっている。

本研究は、避難している SITIO PANTIN の元住人にヒアリング調査をし、問題点を調べ、そ

れが現在の復興計画でどのように解決されているか調査した。

複数ある SITIOの一つが抱えている問題への着目、現在市役所の発表する復興計画の分析、

計画案の問題に対するアプローチ、計画案の改善点を考察した点で独特である。

結論としては、火災前に SITIO PANTIN に住んでいた約 3000 人は、現計画案では約 500 人

しか住めないことから、復興計画において肝要な点は、約 2500 人の居場所を作ることと言

える。旧パリアン地区は空き地、空き家が多く、集合住宅やリノベーションによって、土地

を有効活用することで、SITIO PANTIN に戻れずとも十分な収容量、新たな居場所を提供で

きるだろう。

フィリピン・セブ都市貧困地域での挑戦:−地域コミュニティとサポーターとの架け橋−

本発表は、フィリピンで長年問題となっている都市貧困について、新たに発足した NPO 法

人 FootRoots の取り組みとその実践手法についての紹介と報告である。都市貧困地域では住

環境や健康・衛生の問題、不安定な仕事や収入、低い生活水準、危険薬物など、さまざまな

社会問題が集積しており、その状況は人口増加や貧富の差の拡大などを背景に、悪化の一途

を辿っている。当団体はこれらの複合的な問題に対し、地域コミュニティや現地の NGO 団

Why should you care?: Immigrant care workers and the future of the care economy

Deanna Joyce Neri

This research explores the motivations and challenges faced by Filipino immigrant care workers

in urban Canada. On the one hand, underrecognition, low wages, multiple discriminations, and

strict immigration policies are among the challenges faced by immigrant care workers. On the

other hand, positive relationships established with clients and a deeper sense of purpose serve as

the recompense for their work. This paper highlights the narratives of Filipino care workers in

Edmonton, Canada. Contrary to the common assumption that this is a low-skilled job, the majority

of care workers are well-educated and professionals in their home countries. However, with

gender ideologies ingrained in the social fabric and presumptions that it is unpaid work, care

workers remain undervalued and invisible in society. This study aims to show an understanding

of the social invisibility of Filipino immigrant care workers and its implications for the future of

the care economy.

Digitized Arts and the HIV-AIDS Advocacies in the Philippines

This study looked into the nature of the digitized art used by artists involved as HIV-AIDS

advocates in the Philippines. Seventy artists in five key cities in the country where the incidence

of HIV infection was highest (Manila City, Caloocan City, and Quezon City in the National

Capital Region, Cebu City in the Visayas, and Davao City in Mindanao). Their artifacts and meta-

artifacts, utilizing digital technology, and some online documents were also analyzed. The results

revealed that the complex art evolved by the use of digital tools were made by artists who were

shared by the notions of human complexity, connectedness, call to change, and the challenge of

communicating the science behind HIV-AIDS. The study also showed that their artworks were

shaped by their networks that suggest the importance of collaboration in the formation of artist

advocates in the education system.

Coronavirus Pandemic and The Philippines Republic Act 11469 "The Bayanihan To Heal

As One Act."

In the realm of CORONAVIRUS-19 pandemic, the Philippines once more encountered historic

public health emergencies. The 1918 flu pandemic also called “Spanish Flu” has a bear-down

impact on the country’s health care systems. A dreadful scale of tragedy happened during the

American colonial rule. A global historical phenomenon most possibly believed to repeats itself.

The COVID-19 situated the Philippines under a public health emergency a grounds for the

enforcement of an “Enhanced Community Quarantine”. A total lockdown, restricting the

movement of the population with exceptions, in response to the growing pandemic of coronavirus

disease 2019 (COVID-19) in the country. It also paved the way for the passing of the republic

Act 11489 or the "Bayanihan to Heal as One Act" in order to fight the COVID-19 pandemic in

the Philippines. The study aims to determine how the law mitigate to flattened the curve regarding

COVID-19.

Expanding Capabilities in the Philippines: Democracy and Development in the Age of Social

Media

governments across the globe to promote responsive, inclusive, participatory and representative

decision making at all levels of government. This presentation will provide evidence that supports

the flattening of the traditional patron-client pyramid through the use of Web2.0 technologies,

where the trapo no longer is able to maintain their control of power; ushering in a new breed of

politician. This new breed of politician shares information freely, which produces a reciprocating

affect as public relations and accolades are the cornerstone of this new political paradigm.

A Discourse on Nihonjinron and Kokusaika in the Learning of the Second and/ or Third

Language of Japanese Students: The Case of English and Filipino

Japan is known for its culture as a nationalistic country with tremendous love for their language

and culture that is being imposed to its people, also known as ‘Nihonjinron’ or ‘Japaneseness’. In

education, they also learn foreign language like English, Mandarin, Spanish and even Filipino to

achieve internationalization among other countries or to put in concept, it is called ‘Kokusaika’.

But, how do these two discourses affect the learning of Japanese students of foreign language?

This paper aims to discuss the system of foreign language learning of the Japanese students

particularly in English and Filipino in Kagoshima University, Japan and to analyze its pros and

cons through the discourse of Nihonjinron and Kokusaika.

Gender Roles, Marriage and Childcare Experiences among the International Marriage

Brides in Amami-Kikaijima

The persistence and interminable influence of the traditional ie (household) system and the

existence of chonan (first son) responsibilities to the oyamoto (parents’/main house) is still

reflected in Kikaijima which can be seen in the high number of three-generation households in

the small island. However, these strong and persisting characteristics of the postwar Japanese

society are seemed to be challenged or sustained by the emergence of foreign residents –

particularly the international marriage brides – among Kikaijima families. Therefore, the study

examines how these brides stimulate these changes or sustain the traditional system through their

gender roles, marriage and childcare experiences. Using focus group discussion (FGD) as a

qualitative method of the study, the researchers arranged a meeting with 2 Filipino women, 2

Chinese women and 2 Japanese women who are all married to an island man and are living on

the island for a maximum of two decades. The analysis focused on two important aspects: the

persistence and changes made by these international brides (with special reference to the Filipino

brides as the researcher’s main expertise), both in the Japanese traditional family system and in

the concept of ie.

Potential and challenges of Filipino labor force in revitalizing rural Kagoshima

It is a serious problem in Japan to avail enough labor force to sustain economy in both big cities

and rural areas. Introducing foreign labor is one of the solutions to tackle with the issue, but there

are a number of challenges in terms of lawful system and cultural barrier of the local people to

accept the foreigners. The presentation aims to clarify the present situation of the use of Filipino

labor force in rural Kagoshima with the use of official statistics and the result of the field study

by the presenters focusing on the sectors such as agriculture, food processing and fishery. It also

shows some video clips, which feature talks by Filipino workers in Kagoshima prefecture. They

are a spouse of a Japanese husband, a trainee, a language school student and others. Based on the

information, the presentation concludes the potential and future challenges of the use of Filipino

workers in rural areas of Japan.

関西在日フィリピン人の生活世界――高学歴移住者が行うソフトレジスタンスに着目して

齊藤 優

聞き取り調査対象のフィリピン人高学歴移住者が行なっている生活実践を、「あいまいで両

義的な抵抗」という側面から分析することを試みる。彼らは欧米系の高学歴者とは異なるル

ートから日本の労働市場に参入している。さらに、アジア系外国人であるが故に、職場や日

常生活の中で構造的な立場の差異を経験している。しかし、そのような状況においても、制

限された範囲内で主体性を発揮している。彼らは制度の変革といったハードな抵抗ではな

く、個々人が日常の中で得られる利益を最大限引き出すために、「あいまいで両義的な抵抗」

を行っている。そうした実践を行う姿からは、異国で安定した生活を獲得するための工夫や

逞しさが感じられる。

TIMSS2015 を用いた移民的背景のある児童の学力形成に関する計量的分析

語や継承語の維持の意義も主張されているが、計量的研究においてその効果は十分に検証

されてはいない。本報告では、TIMSS という国際的な学力に関する調査データを基に、フ

ィリピンルーツに限定せず、広く移民的背景のある児童に関する分析を行い、家庭での言語

使用の状況などの影響を家庭の社会経済的な要因を統制した上で分析する。主要な結果と

して、第一に親の社会経済的な地位が大きな影響があり、第二に、家庭での言語使用が影響

を有している。

学校と移民コミュニティの「チーズ」としての母語支援員

近年、貧困・特別支援学級在籍児童数の増加・虐待など様々な事象が顕在化し、学校が「教

育」のみならず制度的にも「福祉」の領域に関わらざるをえなくなってきた (倉石 2018)。

この現象の中、学校はフィリピンから来た母親と子どもの日々の「生活」にどのように関わ

っているのだろうか。本報告では京都市立学校における母語支援員の役割に着目し、これを

明らかにする。

学校関係者や母親からの聞き取りを通じて明らかになったことの1つは、母語支援員が

言語面のサポートに留まらず、学校と移民コミュニティを繋ぐ担い手として大きな役割を

果たしていることだった。ただし、学校からはコミュニティの情報を引き出せる必要不可欠

な存在とされた一方、コミュニティからは「文化」を理解する味方として捉えられ、板挟み

で辛い経験もしていた。

今後、学校とフィリピン系移民コミュニティがいかに関わっていくか、どのような体制が

求められるのかについて議論を深めたい。

脱貧困としての職業

フィリピン・セブの最貧困層の地区において「売春」を仕事と考える若い多数の女性が存在

した。この地区における女性の「売春」を仕事にする行為は「フリーランス」であり、いわ

ゆく非合法的行為である。

そこで一般的に合法とみなされる「売春」を仕事として働く女性の現状を調査することによ

り、「売春」と「貧困」の類似点を分析することに至った。背景として、フィリピン女性の

多くが「売春」を仕事の一つとして選ぶ事実が存在していることがあげられる。目的はなぜ

「売春」を仕事として選択をしたことと、実際、「売春」の仕事をして、脱貧困につながっ

たか、あるいはつながるであろうかの調査をすることにある。調査方法としては実際に「売

春」を仕事としている女性並びに、それらのお店で働く関係者からのインタビューを行った。

結果として、調査内容を精査、分析を行い、「売春」は脱貧困とのかかわりを導き出すこと

である。

最新のフィリピン政治・社会・経済情勢について

4月現在のフィリピンでは新型コロナウイルスによる防疫強化措置が続いているが、「コロ

ナ後」の2021年以降のフィリピン経済は再び年率7%以上の高成長が続くと予想されて

いる。同時に 21 年秋には次期大統領選の候補者も確定し、22 年5月まで次期大統領選の話

題一色になるとみられる。ドゥテルテ大統領への支持率は現在も8割を超えており、政権末

期までこの支持率が続けば、大統領の娘でダバオ市長のサラ・ドゥテルテ=カルピオ、ある

いはドゥテルテが後継者として指名する候補が有力候補になると予想されている。超法規

的殺人などをめぐり欧米からは今も批判が強いドゥテルテ政治が、なぜここまで高い支持

率を得てきたかも含め、フィリピンの現在と近未来を概説する。

フィリピンにおける社会の分断

本研究は、フィリピンにおける社会の分断について考察するものである。アメリカ・トラン

プ大統領を筆頭にポピュリズムの台頭が背景としてあるが、フィリピン研究においては先

進国で見られるものとは独自に研究されているように思われる。そこで本研究ではフィリ

ピンの事例を用いて、世界各国で見られるポピュリズムと見られる現象との一般化を試み

る。特に社会において我々と彼ら、善者と悪者といったように市民の分断を可能にするポピ

ュリズムのメカニズムについて、有権者の政治的指向性に着目し考察する。研究方法として

有権者に対しサーベイを行い、有権者がどれほど権威主義的であるか明らかにする。本研究

は階層に関わりなく広い範囲の人々に対しサーベイを予定していることから、フィリピン

における有権者の全体像を考察でき、事象の一般化を可能にすることができると考える。

Original Philippine Piano Method Book for Young Beginners

This research focused on creating an Original Philippine Piano Method Book for young beginners

modeled from the piano method books in Japan. The Philippines has been greatly challenged with

promoting its music education because there is no music publishing house that can produce

original music method books. Despite the abundance in musical talent and heritage, there is a

great lack of initiative to seriously discuss the following: to have a publishing system to produce

more music materials, to not completely rely on music method books from abroad, to open

opportunities for Filipino composers and pedagogues, and to make affordable and accessible

music method books. With advice from two of Japan’s top music publishing houses, the researcher

was able to make an original piano method book designed for Filipino children, inculcated with

Philippine's rich culture and traditions, making piano music learning interesting that can instill

nationalism as well as basic musicianship.

Pendiente del Destino, jewelry workshop

Driven by the vision that everyone has the potential to change their destiny, Pendiente del Destino

began as a series of workshops together with participants from Spain and Japan, immersing in the

local communities in the city of Cebu. The jewelry brand is a platform where creativity is used to

break free from the shackles of human trafficking. The brand is partnering with the NGO Good

Shepherd Welcome House, where women who have suffered from maltreatment are sheltered.

Pendiente del Destino artisans collaborate alongside designers and create products as a source of

enjoyment and as on outlet to expresses their individuality. Through financial support and

spreading awareness, everyone can help the women achieve the strength and self-reliance they

need to lead a better lives for themselves.

Philippine Common Urban Spaces from Spanish Colonial Heritage

During more than three centuries of the Spanish colonial period, numerous cities and urban

centers were founded, a lot of infrastructure was created, several crops and cattle were introduced

and the trade flourished in the Philippines Islands. The Spanish missionaries Christianized the

majority of the population and founded schools, universities and hospitals throughout the islands.

New urban models characterized by the creation of new common spaces were implanted

throughout the Filipino territory. The main character of these models is the creation of the Plaza

as a common central space and central element. After a geometric and geographical analysis, this

paper explains the different types of implantation models of common spaces on the island of Cebu

and its transformation to the present.

An exploratory study on the influence of the Filipino language in the French language

learning of Filipinos

French is one of the most popular foreign languages offered in various schools and universities in

the Philippines and the world. Although there have been several articles written about how a

learner’s mother tongue influences their French language acquisition, no study has been made on

the influence of the Filipino language in the French language learning process of Filipinos. Thus,

the goal of this exploratory study is to report how the Filipino language influences the French

language acquisition of Filipinos with a close look at their enunciation difficulties (nasal sounds,

the phoneme [r], and liaisons) based on my experiences as a French language instructor at Miriam

College in the Philippines. By closely examining these difficulties, French language professors in

the Philippines will be able to not only better understand their learners but also find ways to further

improve the current teaching methods used to address these concerns.

近代マニラにおける飲料水と屎尿処理―帝国医療と財政の視点から

千葉芳広

この研究は、19 世紀後半から 20 世紀前半までのマニラの飲料水と屎尿処理について考察す

る。これまで、水質汚染やマニラの経済地理の観点からの研究がみられたが、上下水道の整

備にとって重要となる財政や公衆衛生との関係は十分に分析されてこなかった。本報告は、

この2つの視点に基づいた研究である。まずコレラその他感染症の健康被害は、2つの植民

地統治に跨って水利環境整備の社会的必要性を高めていたため、帝国医療の概念を使って

分析した。その一方で上下水道の建設は基本的に地方政府の役割となり、多大な建設資金は

アメリカ統治下では公債の発行によって調達された。水道の普及は、1930 年代末までには

スラム住民を除く全階層へと及び、飲み水を原因とする感染症の罹患は減少していた。

利用した史料は、国立フィリピン公文書館および政府出版物である。

「誰が「一番のジョワ」なの?」:マニラ首都圏M市の KTV における CCA と顧客の「親密

な関係」に注目して

本発表は、マニラ首都圏M市にある日本人向けカラオケパブ(KTV)X店のバーガール(CCA)

と顧客の関係を事例に、CCA が顧客に対して抱く「サービス」の枠に収まりきらない「情」

について検討する。

従来の研究では、KTV のような接待飲食業や性産業は「親しみ」を演じることで顧客の親

密性への欲求を満たすことが求められる感情労働として論じられてきた。他方、業務内のサ

ービスを超えた親密な関係の形成は、サービス提供者側の身体の安全や収入の安定を確保

するうえで重要であることも指摘されている。しかしながら、サービスとして演じられる

「親しみ」と業務の枠を超えた「親密性」との間には明確な境界はなく、個々の関係のなか

でグラデーションのように変化している。

本発表はX店のある CCA と複数の顧客との関係を考察することで、サービスとしての「親

しみ」が業務を超えた親密な感情に転じるうえで何が重要となっているのかを明らかにす

る。

“Magagandang buhay”を求めて:ロンドンにおける正規/非正規移民問題と人々の戦略

移動する人々の法的ステータスの正規/非正規、社会への包摂と排除をめぐる議論は、近年、

各地でその喫緊性を増している。本報告が事例としたイギリスでもまた、政府による非正規

移民への「敵対的状況」と言われる排除戦略が、移民の人権をめぐって深刻な問題を引き起

こしている。同国におけるフィリピン出身者についても、公式統計に捕捉されている人数の

3 倍近くの人口があるとする推測も出されており、多くの「非正規」な移動者たちが、様々

な物理的、法的ルートを経由して入国している状況が明らかとなっている。本報告は、ロン

ドンにおける非正規移民へのサポート活動を行っている A 教会での参与観察や、当事者た

ちへのインタビューから、人々が実際にどのようなルート、経験を経てロンドンでの生活を

送るようになったのかを整理し、人々が抱える問題や戦略の形を、シチズンシップをめぐる

問題の観点から議論する。

Enhancing community resilience through social enterprises: Case studies from small island

communities in the Philippines

This study investigates the proposition that social enterprises contribute to community resilience

in disaster-prone communities. The research employed a community case study approach using

mixed methods.The research findings show that social enterprises contributed to community

resilience. The contributions of social enterprises to community resilience appear in several

important ways that include 1) gaining reputation and identity recognition; 2) assessing needs and

opportunity recognition; 3) strengthening capabilities for organizational diagnosis, development,

and capacity building; and 4) actual operation of SEs. The contributions are shaped by SE key

attributes of social enterprises such as social mission, triple-bottom-line paradigm, and

developmental stage. These are also affected by different contexts affecting SEs performance and

landscape. In all these contributions, the concept of community organizing serves as a core

component. Organizing facilitates the processes where social enterprise organizations can

collectively perform towards achieving its primary objective, responding to their vulnerabilities

and enhancing their capacities.

Bangon: Local Narratives of hazards and self- recovery: Aquaculture as a Mode of

Adaptation

Through the lens of political ecology, the thesis frames vulnerability based on the intensification

of bangus (Chanos chanos) aquaculture in Dagupan City. It is one of the main producers of bangus

throughout the country and among the secondary cities perennially affected by seasonal flooding

(delap). Based on my ethnographic fieldwork in select villages (barangays) from 2013 to 2018,

bangus aquaculture intensified in the fishponds. To survive, people engage with local livelihood

practices on self- recovery such as driving (pamamasada) of dugout canoes (baluto) and motorized

boats, capture fisheries (pagsisigay) and raising of other fishes like vermiculated spinefoot

(malaga), pompano (pampano), and trevally or jack (talakitok) that are of high value. The main

finding is that human- bangus relationship is embedded in socio- economic life (on the production

and marketing of bangus for human sustenance, food security and income) and in the riparian-

marshland and estuarine ecological rhythms, including delap.

Technique to Collect Peanut Worms in Visayan Islands, the Philippines

The peanut worm (Sipunculus robustus), also referred to as salpo, is a type of bristle worm found

in tidal flats and consumed as food in the Philippines, especially on the Visayan Islands. It is

sometimes sold in the local market and is used mainly as a marinade called kilawin. It is also

consumed as an accompaniment to alcoholic drinks (pulutan), although some people enjoy having

it as a snack. It is harvested in tidal flats when the tide is low. The gatherers are mostly from a

poor socio-economic background and are often considered to be experts in collecting the worm

using simple tools such as hatchets and knives. These gleaners can precisely identify the burrows

occupied by peanut worms using a unique technique that is not easy to describe as a “tacit

dimension.” They can also understand the environment and embody the gleaning technique as

“habitus.” To investigate the actual conditions of the peanut worm gleaning activity, an ecological

anthropological analysis was conducted as a case study in Mactan Island, Cebu Province. The

results revealed that this technique was an adaptation to a tidal flat environment where the

gleaners must be specialized to glean the worm exclusively by acquiring the technique. This

presentation concludes that this technique as a habitus is in harmony with nature, and the gleaners

have developed special capabilities to survive the tidal flat environment as an adaptation strategy.

This technique could probably be one of the unique cultures nurtured by the Visayan people over

generations.

Dual Dimensions of the Philippines-Stereotyped Sexual Values and Adolescents in Present

In past works, it is discussed that the influence of the Roman Catholic Church has resulted in

limited adolescent reproductive rights in polies as well as in society. The purpose of the research

is to explain the dual dimensions of the Philippine Society in adolescent reproductive health

matters. This research conducted 1,140 questionnaire surveys and interviews with 9 adolescents

aged 15+ and 4 schoolteachers, in public high school or an alternative learning center. This

research found that sexual values among Filipino adolescents are diverse, and it does not matter

whether they are Roman Catholic. It proposes that the public stance, which imposes the

importance of sexual morality and familial values should not be involved into policy making: it

just leaves adolescents’ actual needs’ left behind.

30 minutes. (some may talk for 20 minutes others may talk for 25 minutes and leave

Each session has extra 30 minutes for general discussion or buffer to absorb the time

consumed by technical problems.

Just in case, you may send the presentation materials to the moderators beforehand

so that the moderator will help you to share the slide with you only when you have
