Performance 2012
Introduction
Enhancing productivity in all sectors in the country is important to achieve
development targets. Sri Lanka is on the right track for the development process after
the ending up of long term ethnic conflict. In the exercise of transforming Sri Lanka
to be the Miracle of Asia under the Mahinda Chinthana-Vision for the Future,
productivity promotion is a most important factor.
H.E. the President has accorded the highest priority to productivity promotion by
setting up a separate ministry for productivity promotion and articulates to increase
productivity by 5-6 percent on average annually during the next decade. Achieving
higher levels of productivity at 5-6 level as envisaged in the Mahinda Chinthana-
Vision for the Future’ is an ambitious and a challenging task which requires all public
and private sector organizations and all other stakeholders to work in an effective and
efficient manner in the use of resources/inputs in order to contribute to a greater level
of productivity growth.
The Ministry of Productivity Promotion is the major policy making body in the field
of productivity promotion. In line with the National Policy Frame Work, the Ministry
of Productivity Promotion has been assisting all sectors/entities, all communities in
the country by providing guidance and facilitation to enhance the levels of
productivity with a view to make Mahinda Chinthana-Vision for the Future’ a reality
and to contribute to make Sri Lanka a Wonder of Asia.
In line with the National Policy Framework, several important projects/programs have
been implemented by the National Productivity Secretariat under the purview of the
Ministry during the period to enhance the productivity in the country. By means of
these programs, all sectors namely the public sector, the private sector the school
sector, and the community sector as well as the community are made aware of the
concepts of productivity and through promotion of productivity action is taken to
fulfill the aims of the national development.
This performance report highlights the progress of the projects/programs implemented
by the Ministry and its institutions as at 31st December 2012.

Vision
Higher standards of living and better quality of life for all through higher productivity at
all levels with equity.
Mission
Formulate policies and strategies to create a highly skilled, dynamic and competitive
labour force and to be the centre of excellence in promoting productivity by 5-6 percent
annually.
Objectives
1. Formulation policies and strategies pertaining to the promotion of productivity and
the labour market trends
2. Adding zest required for raising the productivity of all levels of Sri Lanka’s
economy for the systematic operation of the labour market, its smooth functioning,
stimulation and promotion
3. Carrying out the functions of supervision and coordination in implementing the
labour market policies, productivity promotion programs and projects
4. Improvement of the productivity management systems at all levels and in all aspects
of the Sri Lankan economy, exerting supervision and providing guidance
5. Establishing appropriate institutional framework and methodologies for the
realization and sustaining of the above objectives

Department of Manpower & Employment
The Department of Manpower & Employment comes under the purview of the
Ministry of Productivity Promotion. It has been established in terms of the extra-
ordinary gazette No 1640/31, dated 12.02.2010 and activated with effect from
01.01.2010 with a view to plan and develop human resources, implementation
of National Manpower & Employment Policy, development of competitive,
skilled and flexible Sri Lankan work force, and assimilation and dissemination of
reliable labour market information.
The Department of Manpower & Employment is headed by the Director General
who is responsible for implementation of the Human Resources and
Employment Policy. In addition to the staff of the Head Office, Human
Resources and Development Assistants attached to the District Secretariats and
Divisional Secretariats to implement these programs at grass root level.
The Department has four divisions namely Employment Creation, Promotion
and Career Guidance, Manpower Planning, Development & Research and
Administration, Financial & Management.

National Productivity Secretariat
The National Productivity Secretariat which is responsible for implementing the
productivity concepts. The NPS was functioning under the Ministry of Labour prior
to 2010. The National Productivity Secretariat implements programs towards
introducing productivity concepts, promoting productivity best practices to the
entire country including public, private, schools and community sectors. The
National Productivity Secretariat mainly engaged with conducting productivity
promotion programs, trainings and consultancy, research and development
activities, and coordinating activities of the Asian Productivity Organization.
With a view to enhancing productivity in all sectors, the NPS conducts annual
Productivity Awards Competitions, National Quality Awards, and Productivity
Poster Competitions. Moreover, special programs being implemented by the
Secretariat for the Police Departments, the Customs, Public and Private Banks, the
Ministry of Defence & Urban Development, Ceylon Electricity Board, and Sri
Lanka Military Forces. The National Productivity Secretariat also implements
various programs/projects such as Kaizen Entrepreneurs Program, Community
Development Program, ‘Deya Nanwana Hela Wiruwo’ for Sri Lanka Military
Forces, ‘Supasan Nimthera’- Western Province Educational Program, Sapiri Suwa
Niwasa for community program and ‘Diriya Sanasa’.
NPS is the Sri Lanka‘s Liaison Office to the Asian Productivity Organization
(APO) and works with around 20 member countries of the Asia Pacific Region and
the APO. The APO’s Head Office is located in Tokyo, Japan. Recognizing the
importance of introducing and enhancing productivity for sustainable growth, new
entrants in the region are coordinating jointly the APO in future. Some countries are
already commenced the process.

Lanka Sugar Company (Private) Limited
As per the provisions of the “Revival of Unrdeperforming Enterprises or
Underutilized Assets” Act No. 43 of 2011, monitoring and supervision of
activities of Lanka Sugar Company (Private) Limited (former Pelwatte Sugar
Industries Limited & Sevanagala Sugar Industries( Ltd) were carried out by the
Ministry Productivity Promotion since 11th
September 2011.
Lanka Sugar Company Limited is the largest agricultural rain fed industry and
technologically advanced sugar factory in the country.
Pelwatte Sugar Industries, together with its subsidiaries, engages in cultivating
sugar cane, and manufacturing and marketing sugar and molasses primarily in
Sri Lanka. It is the largest manufacturer of sugar and other by products from raw
sugar cane. The company manages a 2700 hectare nucleus estate and settlement
estates of 3500 hectares situated in the Monaragala District.
Sevanagala is one of the largest sugar factories in the country which has been
taken over by the government on 11th
September 2011.It also produces sugar
and by products from raw sugar cane.

Recruitments
Since the scope of the Ministry and its institutions has been expanded, the Ministry
has taken steps to increase the existing cadre as required. The approval has been given
to create following positions by the Department of Management Services, Ministry of
Finance.
New Graduates
In addition to the existing staff, 750 new Graduates have been recruited to the
National Productivity Secretariat under the government’s new Graduate Scheme.
Newly recruited offices have been attached to the District and Divisional Secretariats
with a view to spread the concept of productivity in all public and private entities,
schools, and the community. Necessary arrangements have been made to equip new
Graduates with necessary knowledge and skills relevant to their career development.
Five (05) days residential training programs have been conducted to train two (2)
groups. Necessary knowledge on basic productivity concepts have been given during
these trainings. 206 Graduates have been trained during the period.

Workshop for Senior Public Managers on Process Re-engineering & Peoples’
Friendly Service Delivery
The workshop for Senior Managers on Process re-engineering & people’s friendly
service delivery has been organized by the Ministry of Productivity Promotion in
collaboration with the Ministry of Public Management Reforms. The participants
represented the Secretaries of Ministries, Senior Officials, Staff of Ministries of
Productivity Promotion and Public Management Reforms. The main objective of
the work shop was to ensure a people’s friendly service delivery and to introduce
the process re-engineering, its importance, and relevance to raise the efficiency
and effectiveness in the public sector.
The objective of the work shop was to understand the concept of process re-
engineering, its relevance to the public sector, possibilities & challenges as well
as promote people’s friendly service delivery. With a view to make a common
vision towards a better service delivery, senior officers were invited from
Government Ministries, Departments, and Provincial Sector Institutions.

Workshop on Public Employment Services- Hotel Taj Samudra-
Colombo
23-25 October 2012
The workshop on Public Employment Services organized by the ILO in
collaboration with the Ministry of Productivity Promotion was held from
23-25 October 2012 at ‘On Golden Pond’, Taj Samudra Hotel, Colombo.
The workshop was provided opportunities for participants to improve
their knowledge and strengthen their capacities on the operations and
functioning of Employment Service Centers as well as to expand the
network to provide jobseekers with opportunities in domestic and
overseas areas.

Circular No. 01/12-
Re-engineering Sri Lanka Public Service as Public Service
accomplishing aspirations of the people
A Circular has been issued to all Secretaries of Ministries and Chief Secretaries of
Provincial Councils by the Ministry of Productivity Promotion in collaboration with
the Ministry of Public Financial Reforms with regard to the ‘re-engineering Sri Lanka
Public Service as public service accomplishing aspirations of the people’ on 19th
June
2012.
As per the instructions and directives issued by the Secretary to the President and the
Ministry of Public Administration, the circular issued with the focus on transforming
‘Management Reform Cells” which have already been established in all
Ministries/Entities in to ‘’Re-engineering Units” as an effort to re-engineer public
services creating enabling environment which fulfils the aspirations of the Sri Lankan
people living in the rapidly developing country.

Implementation of a Service/Business Excellence Framework for increasing
performance of government and semi government institutions
Cabinet approval has been received in 2011 to implement the Service/Business
Excellency Framework for increasing performance of government and non-
governmental institutions.
Within the scope of productivity promotion, a Business Excellence Framework that
has the structure and content conforming to the international best practices adopted by
institutions for achieving excellence is practiced by both public and private
institutions. it comprises seven categories namely Leadership, Planning, Information,
People, Processes, Customers and Results.

Special Programs
Various programs have been conducted
by the Ministry of Productivity Promotion paralleled to the Deyata Kirula Program
2012 which was held in Oyamaduwa, Anuradapura. Different productivity programs
were conducted by the National Productivity Secretariat targeting Public sector, the
school sector and the community sector aimed at productivity improvement. A special
community productivity program has been conducted in Meda-Oyamaduwa village in
Mahavilachchiya Divisional Secretariat Division targeting 84 families.
Deyata Kiruala- 2012
An exhibition stall designed by the
Ministry to make people aware of the
knowledge and information on
productivity concepts. The Stall depicts the
activities of the Ministry and its
institutions. Officers of the Ministry who
attached to the Stall provided visitors with
explanations, briefings and demonstrations
of the exhibits on display.
The stall attracted a large crowd.

Sri Lanka obtained membership of the Asian Productivity Organization in the year 1966, and
since then, various actions have been taken to enhance the productivity of the country.
Accordingly, the decade from 1997-2006 was declared the decade of productivity, and in the
year 2002, marking a distinctive milestone in the history of the country, the policy of National
Productivity was formulated for the public sector as well as the private sector. In order to
implement the policy, the National Productivity Secretariat was set up under the Ministry of
Labour. Since then, various programs have been implemented to promote productivity best
practices throughout the country such as awareness programs, productivity awards,
competitions, setting up of model companies, etc. covering public, private, school and the
community sectors. Under the purview of the Ministry of Productivity Promotion, the programs
have been expanded to promote productivity in the country by 5-6 percent within next decade
as per the Mahinda Chinthana-Vision for the Future government policy frame work.
The National Productivity Secretariat performs as Sri Lanka’s Liaison Office to the Asian
Productivity Organization. The Secretariat is in the process of implementing programs aimed at
promoting productivity concepts in collaboration with the Asian Productivity Organization and

Sri Lanka Police Department
The purpose of this program is to improve
productivity of the Department and to create
efficient working environment and develop
people friendly service delivery. Under this
project, 134 programs have been conducted
and more than 13500 police officers have
been trained.
National Eye Hospital (Neth Pinawana Sath Hadawath)
The purpose of the program is to develop
National Eye Hospital as a model hospital
by introducing productivity best practices
in order to increase a better service to the
customers.

Sri Jayawardenapura Hospital Sapiri Suwa Wimana
The program has been implemented for the
Hospital staff with a view to improve a
quality service. A workshop has been

grade award at the productivity Awards

Bank
Kaizen Entrepreneurs
The Productivity Secretariat has been
introduced the concept of ‘Kaizen’, for
improving productivity in the manufacturing
sector. The program has been implemented
in Gampaha District as a pilot project, to
develop medium and small enterprises.

Attention has been given to introduce 5 S, Green
Productivity, Process development, and quality
circles. Workshops & Awareness programs have
been conducted for selected entrepreneurs in
Gampaha District in collaboration with the
Gampaha District Secretariat.
The program has successfully implemented in
Gampaha District and No. of organizations
gained benefits.
A special program has been
implemented for SANASA Bank to
improve productivity. Athurugiriya
Bank has been selected for the first
round. The purpose of the program is to
increase productivity among SANASA
net work.
Paladai CEB- program for Ceylon
Electricity Board
A program has been implemented for the
Ceylon Electricity Board with a view to
enhance productivity and increase
customer friendly service delivery.
Sri Lanka Bureau of Foreign Employment
A program has been implemented for the Sri
Lanka Bureau of Foreign Employment in
2012. Green Productivity, Kaizen & quality
Circles programs have been introduced.

Performance 2012
National productivity awards competition is one of the main strategies introduced by
the National Productivity Secretariat to increase productivity in public, private,
school, manufacture and services sectors since 2002. Since then, the competition has
been conducted annually and the performance of government institutions has been
evaluated according to the standard criteria and admired organizations which have
been achieved excellence by utilizing productivity concepts. During the year 2012,
2086 institutions have been applied for the competition on voluntary basis and out of
them, 07 institutions have been reached excellence and other institutions have reached
the expected performance levels. From 2013, all public sector institutions are
expected to join to the competition on compulsory basis according to the Cabinet
decision. Accordingly, the performance of all government institutions will be
evaluated and grading them according to their performance level. The award
ceremony has been conducted at the BMICH, Colombo on 04th
December 2012.

National Quality Circles Awards is another strategy introduced by the National
productivity Secretariat. All institutions/.organizations are advised to create quality
circles within their organizations and it is expected to improve productivity of each
organization through the performance of quality circles.

Deyata Kirula 2012-
The National Productivity Secretariat has implemented several programs paralleled to
the Deyata Kirula National Exhibition 2012 which was held in Anuradapura District.
Community productivity program has been conducted in Meda-Oyamaduwa village in
Maha vilachchiya Divisional Secretariat Division.
Exhibition Stall
A modal class room, modal kitchen, and a
modal factory have been designed using
productivity concepts for the public.
Officers of the NPS have provided visitors
with explanations, briefings and
demonstrations on productivity concepts.
House holed productivity program has
successfully been implemented with 84
family units in Meda-Oyamaduwa village
in Mahavilachchiya Divisional Secretariat

E-Learning Course on Lean Production Systems (13-16 August, 2012)
This program was held from 13-16 August, 2012 and 27 participants attended. It was
expected to introduce Lean production system as a highly efficient manufacturing
technique which developed in 1980s & early 1990s to maximize customer value while
minimizing cost.

Our Philosophy
Vision
To contribute to national development through improving rural economy, thereby increasing
the Socio-economic status of farmers with sugar based farming and industry.
Lanka Sugar Company Limited- Pelwatte is a
government entity which is the largest agricultural rain
fed industry and most advanced sugar factory in the
country. Presently, Pelwatte employs 4948 employees,
farmers of out grower 21, 476, settlement 5107 and
indirectly supports many more family members and
related industries in the Uwa Province.
When the assets of Pelwatte were vested to government
on November 2011, the cash flow position of the
company was very poor and no cash/working capital
was available to run the operations. There were many
negative implications to the operations were prevalent.
After the take-over of the Pelwatte & Sewanagala Sugar
industries under the Revival of underperforming &
underutilizing Assets Bill, within a short period of time,
there was a considerable progress has been made.

At the time of Pelwatte was taken over to government,
production was stooped till March 2012 and sales were
handled separately and ENA selling price was
increased almost three times from the market price and
most of the existing buyers were left, including some
of the significant buyers. Therefore, there was much
effort to be taken to increase the sales of ENA during
the period under review.

This is a remarkable
achievement when compared
to lower cane supply due to
several reasons, including
drought, lower planting
program, etc.
Out of the total production value 81% is sold out and from that
61% is comprise from sugar sales and 19% from ENA sales.
Inventories as at 31st December 2012 is 19% of production value
and major composition is from Molasses inventories of Rs. 489 M
Total expenditure for the period is Rs. 2.6 B (80% of production value). Pelwatte has utilized
funds received from the Treasury as well as internally generated funds meticulously and due to
this, Rs. 579 M worth fixed deposits were available in Bank. This is a remarkable achievement
as in the previous years, there were employee unrest due to late payment of salaries while
taking the burden of additional cash out flow for upgrading and promotion which was stopped
for almost five years, but is pleasure noting that currently Pelwatte is on a safe cash flow
position.

The Sevanagala Sugar Industry has been taken over by the government on November 2011 under
the ‘Revival of Underperforming Enterprises or Underutilized Assets Act”, No 43 of 2011. The
industry has been handed over to the Ministry of Productivity Promotion.
Rs. Min. 138.3 has been received from the Treasury. Actions have been taken to make necessary
maintenance and paid arrears to farmers before commence the work.
