丹波市は、兵庫県のほぼ中央東部に位置し、美しい

自然と懐かしい田園風景が広がる緑豊かな地域の中に

様々な地域資源を有しており、平成16年11月に６つの

個性豊かな特色をもつ町が合併し、誕生しました。

　

人口減少や少子高齢化の進展が懸念される中で、丹

波市では市民の方々と心を通わせ「聞く、話す、決め

る！」をモットーに、新たな丹波市の創造に向け、シティ

プロモーションや安全安心な暮らしづくり、活力ある

産業の発展など「ワクワク・ドキドキ」するような地

域づくりを展開していきます。

　

この冊子では、丹波市の観光や伝統文化、誇りなど

についてご紹介します。

　

皆様にご覧いただき、さらなる成長を遂げようとす

る丹波市を感じていただければ幸いです。

Tamba City is located in the central eastern part of Hyogo prefecture. Lying among beautiful nature it is abundant with various regional resources such as rural landscape spreading nostalgic feelings. The city was born by merging of six distinctive towns each having its own uniqueness in November 2004.Amid concerns over the declining population, the declining birthrate and the aging of society, Tamba City is committed to promoting mutual understanding with its citizens and motivated to create a new image of Tamba city basing on the "Listen, Talk and Decide" concept. We are doing our best to develop a community that is "exciting and excitable", such as creating safe and secure living, developing vigorous industries.In this brochure, we will introduce main sightseeing spots, traditional culture and pride of Tamba city.We will be very glad if all of you come to see Tamba City and feel its efforts to achieve further growth.

水分れ公園 本州一低い中央分水界

丹波竜化石工房 ちーたんの館 古 代 体 感

黒井城跡 360 度雲海に包まれる美しき城跡

　

日本海側と太平洋側のどちらか

に水が流れる境界を中央分水界と

言い、水分れ公園の位置は本州一

低い中央分水界（標高95m）のう

ち最東端にあたります。分水界を

象徴する人口の池などを設けてお

り、水と親しむことができます。

近くにある「水分れ資料館」には

模型などが展示されています。

　

平成18年、市内で日本最大級の

大型植物食恐竜の化石が発見され

ました。「丹波竜化石工房

ちーた

んの館」では、丹波竜（タンバティ

タニス・アミキティアエ）の全身

骨格模型を中心に展示。見て、触っ

て、楽しみながら恐竜について学

ぶことができます。

丹波の赤鬼と名をはせた荻野

（赤井）悪右衛門直正が城主の黒

井城跡。戦国時代の山城跡として、

高い評価を受けています。

　

城跡から望む360度のパノ

ラマの風景は見る者を圧倒します。

特に春と秋は雲海の発生率も高く、

雲海を望める山城スポットとして、

ひそかに脚光を浴びています。

Miwakare parkThe boundary where water flows in either the Japan Sea side or the Pacific side is called the central watershed, and the location of Miwakare park is at the easiest end of the lower Central watershed (sea level:95m), which is the lowest in Honshu. There is a pond water of a population symbolizing the watershed, etc., and you can be familiar with water. Models and so on are displayed in the "moisture content museum" nearby.

Tamba dinosaur fossil labIn 2006, a fossil of the largest large-scale plant diet dinosaur in Japan was discovered in Tamba city. "Tamba dinosaur fossil lab" exhibits mainly the whole body skeleton model of Tamba dinosaur (Tamba titanis · amicitiae ). You can learn about dinosaurs while watching, touching and enjoying.Events such as workshops and seminars where you can have valuable experiences are held from time to time.

Kuroi-jo Castle RuinsOgino (Akai) also known as Akuemon who named the red demon of Tamba is the owner of Kuroi-jo Castle Ruins. It has received high praise as a mountain castle ruins of the Sengoku Period.The 360 degree panoramic landscape you desire from the castle ruins overwhelms the viewers. Especially in the spring and autumn, the incidence of the sea of clouds is high, and it is secretly taking the limelight as a mountain castle spot that can see the sea of clouds.

パラグライダー 空から丹波の大自然を満喫

木の根橋　（大ケヤキ）川を渡る県の天然記念物

九尺ふじ 息をのむほどの優雅な姿

　

テイクオフに適した山があり、

大気が混ざり合って気流が活発な

青垣地域では、パラグライダーが

盛んに行われています。天気と風

の状況がよい日には、風を操りな

がら優雅に空を舞う人たちの姿を

見ることができます。

　

標高630ｍの岩屋山からの

風景を眺めながら空中散歩を楽し

めます。インストラクターと2人

乗りする「タンデムコース」では、

空中での写真撮影も可能です。

　

川をまたいで橋になった、木の

根橋。樹齢1000年以上とも推

定されるケヤキの木の根の一本が

太く成長し、直下を流れる奥村川

をまたいで対岸の地下にもぐり込

み、長さ10mにも及ぶ自然の橋梁

を形づくっていることから「木の

根橋」とも称されています。

　

四季の変化の美しさとともに、

県の天然記念物にも指定されてい

ます。

　

705年に開基された古刹、白

毫寺。5月上旬より優美な九尺ふ

じが見事な花を咲かせます。約

120ｍに渡る藤棚は、1ｍを超

す花穂が薄紫のカーテンのように

広がり、甘い香りが漂います。

　

日没後はライトアップが行わ

れ、あたり一面幻想的な雰囲気に

つつまれ、昼間とは全く違う姿を

味わうことができます。

Kyushaku Fuji（wisteria flowers）Byakugou-ji temple opened in 705 year. Beautiful flowers are blooming with elegant Kyushaku Fuji from the beginning of May. The wisteria trellis, which extends over about 120 meters, spreads like a curtain of light purple over 1 meter, with a sweet scent.After the sunset, the light up is performed, it is enchanted by the fantastic atmosphere every side, you can taste the completely different appearance from daytime.

観るほどに魅力あふれるまちKinone bashiKinone bashi is a large Zelkova crossing the river. One of the root of the Zelkova tree presumed to be over 1,000 years old grows thick. It straddles the Okumura River which flows directly beneath it and enters the basement of the opposite shore, forming a natural bridge that extends over 10 m in length. It is also called "Kinone bridge".Along with the beauty of the change of the four seasons, it is also designated as a natural monument of the prefecture.

Tamba Dainagon Azuki beanTamba Dainagon Azuki bean is said to be the birthplace of the Kasuga area. Because it is hard to break even if boiled down, there is also a theory that it was named "Dainagon Azuki bean" in comparison with the crown position of Dainagon, which does not need to be cut off even if you sword it in the hall.It is said to be rare and expensive so long as it was presented to the court in the past, and features such as "strong sweetness, bald type, skin thin, beautiful gloss" etc. It is also used for high class Japanese confectionery.

　

春日地域が発祥の地と言われる丹波大納

言小豆。煮詰めても割れにくいことから、

殿中で抜刀しても切腹をしないですむ大納

言の冠位に例えて、「大納言小豆」と名付

けられたという説もあります。

　

古くは朝廷に献上されていたほど希少で

高価なものとされ、「甘みが強い・俵型で

皮が薄い・光沢が美しい」などの特徴があ

り、高級和菓子にも使われています。

丹波三宝とは

　「丹波栗」「丹波黒大豆」「丹

波大納言小豆」は、丹波市が全

国に誇る宝物ともいえる特産物

であることから「丹波三宝」と

名付けられました。

　「丹波三宝」の特徴は、丹波

地域特有の気候風土により、素

材の風味が強く比較的粒が大き

いこと、古くから朝廷や幕府へ

献上されるなど伝統的な産品で

あったこと、農家がこだわりと

高い技術を持ち、守り、育んで

きたことなどが挙げられます。

Tamba ChestnutTamba chestnuts that have been considered as very important thing since ancient times were listed in the Kojiki, Manyoshu, Nihon Shoki, and presented to the court and the shogunate.There are varieties such as "Ginyose", "Tsukuba", "Tanzawa". Among these types "Ginyose" is something special as it was named “Gin” (silver) because it was possible to exchange it with silver when taking it to the market.Sweet and big fruit is also highly appreciated in the current market, and many Japanese sweets and confectionery are also on sale, including stewed cookies and chestnut rice.

　

古くから重用されてきた丹波栗は、古事

記や万葉集、日本書紀に記載され、朝廷や

幕府に献上されていました。

　「銀寄」、「筑波」、「丹沢」などの品種が

あり、なかでも「銀寄」は「市場へ持って

行くと銀と交換できた」ことから名がつい

たともいわれています。

　

甘くて大きな実は、現在の市場でも高く

評価され、渋皮煮や栗ごはんをはじめ、和

菓子や洋菓子も多く販売されています。

丹波黒大豆は、大粒で味がよく、つややか

で長時間煮ても皮が破れにくいのが特徴で

す。タンパク質やビタミンＢ1・Ｂ2、ポ

リフェノールなどの栄養も多く含まれてい

ます。

　

煮豆や黒豆茶などの加工品だけでなく、

成熟しないうちに収穫する「丹波黒枝豆」

が大人気です。

2020年、市の高齢人口はピー

クを迎え、人口減少や少子高齢化が進

み、地域包括ケアシステムの必要性が

高まることが予測されます。

　

市では、乳幼児から高齢者までを対

象とした地域包括ケアシステムの中核

的役割を果たす「健康センターミルネ」

を2019年上期に開設し、隣接す

る「県立丹波医療センター（仮称）」

と連携して地域を支えていきます。

　

ミルネ内に健診センターや健康課

（市の保健分野を担当）を設置し、「県

立丹波医療センター（仮称）」が隣接

することで、健診や保健指導ならび

に乳幼児健診や精密検査を同日に受

けられるようになります。各機関の

連携を強化することにより、早期に

的確な治療を受けることが可能とな

るほか、忙しい人も受診しやすい環

境となります。

　

介護分野は「基幹型地域包括支援セ

ンター」を設置し、外来受診時や入院

時に在宅復帰や介護保険申請などの相

談をすることが可能になります。さら

に、発達障がいのある児童の訓練や療

養支援など高度で充実した支援を受け

ることができる「こども発達支援セン

ター」も設置します。

　「医療・保健・介護・福祉」の各機

能を集約し、連携を強化することで、

乳幼児から高齢者まで幅広いニーズに

的確に対応することができるハイブ

リッド施設群を構築し、市民に親しま

れる施設をめざします。

一 貫 し た 幼 児 教 育 を 実 施世 界 で 活 躍 で き る 人 材 の 育 成

　

福祉人材の不足が深刻化する中

で、福祉に係る人材の確保と市へ

の移住・定住促進を図ることを目

的に、市内居住で資格保有かつ社

会福祉法人へ就職希望する人のた

めに、次のような支援を行います。

○奨学金返還支援補助金

申請年度内に返還した奨学金の

額のうち年額10万円上限として、

5年間補助。最大50万円までです。

就職支援連携協定大学等からの新

卒採用者は、初年度のみ10万円を

加算して支給。

○家賃補助金

本人名義で契約する民間賃貸住宅

の家賃の一部を年額18万円上限と

して、3年間補助。最大54万円ま

でです。

　

一貫した幼児教育･保育の実施を目的に

「丹波市こども園に関する基本方針」を平

成18年12月に策定し、認定こども園の整備

をしています。平成31年4月には、市内全

域13園が開園し、整備が完了する予定です。

　

多様なニーズに応えるため、看護師や支

援員を配置するなど、病児保育や特別支援

保育の充実にも取り組んでいます。

　

未来を担う子どもたちが、心豊かでたく

ましく生きる力を育むことができる環境を

めざします。

　

英語教育やＩＣＴ機器の活用、キャリ

ア教育の推進を柱とし、子ども一人ひと

りが自信を持って人生を切り拓き、より

よい社会を創り出す力を育む教育を小中

インターネットを用いた海外との交流

や、英語検定の受験費用の補助など、英

語力の向上とともにチャレンジ精神を培

う取り組みを始めています。

Fostering human resources who can play an active part in the world.Education at elementary and junior high schools is developing education that nurtures students' ability to create a better society with confidence in each child's conf idence in pedagogy in English education, utilization of ICT equipment and promotion of career education.We are beginning efforts to cultivate a spirit of challenge for improving English skills by promoting the exchange with overseas using the Internet and providing subsidies for examination fee for English test.

木の駅プロジェクトとは、市民参加型の森

林整備を行う取り組みです。

　

伐採した木材を薪に加工し、ストーブやボ

イラーの燃料として還元させることで、森林

資源を市内で循環させ、エネルギーの地産地

消や持続可能な地域づくり、里山保全をめざ

しています。

　

森林整備で山の水源涵養機能が保全される

だけでなく、エネルギー（燃料）として活用

することで、国外へ流出していた化石燃料等

の燃料費を市内で循環させることが可能とな

ります。

　

食の安全性や環境問題への関心が高まる中

で、生産者・市・ＪＡ（農業協同組合）で構成

する「丹波市有機の里づくり推進協議会」にて、

土壌分析などの研修会を開催し、生産技術の向

上と生産性、品質を確保した安定供給の体制を

整え、有機農業者の育成を図っています。

　

種子や苗（一定の要件を満たす）の購入、有

機ＪＡＳ認証取得にかかる経費の一部も助成し

ています。

　

２０１９年度には栽培技術や経営について学

び、実践できる研修施設として「丹波市立農の

学校」を開設し、地域の担い手となる農業者を

育成します。

　

丹波布は「しまぬき」と呼ばれ、江戸末期

から明治末期にかけて丹波佐治郷で盛んに織

られていた手織木綿です。

　

綿を糸車で紡ぎ、草木で染め、手機で織り、

緯糸にくず繭を入れるのが特徴で、国の選択

無形文化財であり、県の伝統的工芸品にも指

定されています。

　

手作業ならではの温かみのある風合いと渋

い色味の素朴さの中に、独特の縞柄がモダン

な雰囲気を醸し出します。

　

丹波布の技術と伝統は、若い世代に受け継

がれています。

Kinoeki ProjectK inoek i p ro jec t i s an i n i t i a t i ve implementing civic participation type forest maintenance.By processing logged timber into firewood and returning it as fuel for a stove or a boiler, we aim for forest resources to be circulated in the city, local production of local energy for local consumption, creating a sustainable community, conserving mountains in the village vicinity.In addition to preserving the mountain water source recharge function by forest maintenance, by utilizing it as energy (fuel), it becomes possible to circulate the fuel expenses of fossil fuels etc. that flowed out of the country in the city.

Organic farmingWith growing interest in food safety and environmental issues, at the "Tanba City Organic Village Promotion Council" comprising producers, cities, and JA (agr icultural cooperat ive association), we hold workshops such as soil analysis. We have organized a stable supply system that improves product ion technology , ensures productivity, quality, and trains organic farmers.Purchasing of seeds and seedlings (satisfying certain requirements), and part of expenses for obtaining organic JAS certification are also subsidized.In 2019 we will set up a "Tamba City Farming School" as a training facility where pupils can learn and practice cultivation techniques and management, and educate farmers who will become the local players.

Tamba-nuno（Tamba city's traditional crafts）

Tamba-nuno is called "Shimanuki", hand woven cotton which was woven actively in Tamba Saji Town from the end of the Edo period to the end of the Meiji era.It is characterized by spinning cotton, dyeing with vegetat ion, weaving with hand machine, and putt ing waste cocoon in weft. It is a selected intangible cultural property of the country, and it is also designated as traditional craftwork of prefecture.A unique stripe creates a modern a tmosphere in the warmth and handsome texture unique to hand work and astringent taste.The technology and tradition of Tamba-nuno has been handed down to the young generation.

　「たんばチャレンジカフェ」とは、起業す

るうえでの基本的な心がまえや各業種の専門

家の紹介、起業後のフォローアップなど、幅

広い支援で起業を応援する専門機関です。

　

豊かな自然と豊富な食材に恵まれた市に魅

力を感じ、地域資源の活用や地域課題の解決

にチャレンジする人を求めています。

　

若者や女性ならびに農林業や商業など

様々な階層やカテゴリーの有望起業家が、

その力を最大限発揮できるよう効果的なア

ドバイスを行い、起業を全力でサポートし

ます。

　

移住希望者にとって、移住を決める大きな

要因として「住まい」のほかに「仕事」があ

ります。市内のやりがいのある魅力的な仕事

を紹介する仕事情報サイト「たんばの仕事」

を開設しました。

　「たんばの仕事」では、勤務条件や給与な

市内にある空き家を地域資源と据え、有効

活用するために、空き家情報サイト「住まい

るバンク」を開設しました。

を売りたい・貸したい方の物件情報を集め、

空き家を買いたい・借りたい方へ情報を提供

するとともに、地域とのマッチングも行って

います。

　市内から京阪神圏域へは、舞鶴若狭自動車道及び中国自動車道を利用して約 1 時間 30 分。　春日 IC から延びる北近畿豊岡自動車道の延伸により、但馬地域へのアクセスが格段に向上し、広域の交通アクセスが非常に便利になりました。　鉄道は、JR 福知山線・JR 加古川線あわせて市内に 8 駅が存在し、JR 大阪駅までの所要時間は、柏原駅及び谷川駅から特急電車で約 1 時間 10 分と比較的短時間での移動が可能。
