知易行難The Inspiration of Innovation

Innovation has become a buzzword in the world of modern business. With it has come a popular misconception that tradition is a barrier to innovation, and that a long history and new ideas needed for a bright future are somehow mutually exclusive.

In reality, however, the true pioneers of innovation — people like Steve Jobs of Apple — drew their inspiration from experience and their ideas from the lessons of the past. Companies such as Facebook and Uber and successful Hong Kong start-ups like Tink Labs and GoGoVan were able to innovate and flourish because they understood the possibilities that lay in the age-old concepts of social networking, transport and communication. They succeeded by understanding tradition and adding innovation.

So at CLP, our history reaching back more than a century should be seen not as an impediment to innovation but rather as a gateway to brilliant new ideas. We understand the energy industry better than anyone and we are better placed than anyone to innovate and exploit its limitless possibilities.

In this issue, we take a look at how employees turn innovative ideas into reality in every aspect of our business from power generation, transmission and distribution to customer service. Every day, we respond to the unique challenges of our city and innovate to make life better for our customers.

We live in a fast-changing, rapidly-evolving digital era. People rely increasingly on technology. It is important for our employees to keep pace with the latest developments in social media. That is why we have organised tailor-made workshops for our frontline employees. It is vital that we stay ahead of the field in our knowledge.

Innovation takes many forms. In this issue we look at the creative forces that drive us forward such as our Please Come and Save the Earth music contest where I saw one group perform the song in sign language. Innovation may be a modern day buzzword, but at CLP, it has been a way of life for decades. We have been innovating for more than 110 years and the ingenuity and imagination of our people is a tradition we can all be proud of. Let’s continue to lead the way. Let’s innovate.

「創新」是近來最熱門和最受關注的課題。談

及創新,很多人會說知易行難,特別是像中

電般擁有悠久歷史的企業,因為有人認為傳

統是創新的包袱,但不少創新先行者如蘋果

的喬布斯等,他們的理念也是以自己曾經接

觸的科技傳統為基礎。由此可見,傳統其實

是創新的基石。

創新不一定是宏偉的想法或概念,也並非

科學家或矽谷企業的專屬。許多成功的

例子如社交媒體Facebook、租車應用平台Uber、以至香港的初創企業如經營出租旅遊手機的Tink Labs及電召貨車平台GoGoVan等,他們的創新意念皆源於日常生活。

電力行業性質獨特,我們不僅著眼當下,

還要制定長遠的發展計劃。因此,我們百

多年來一直放眼未來並敢於創新。對中電

來說,創新絕非空談,今期的封面故事將

為大家介紹,同事們如何把創新意念結合

科技,在發電、輸供電以至客戶服務每個

業務流程中,變成實際應用的方案,應對

未來都市的挑戰和改善客戶的生活質素。

數碼科技發展速度令人難以預測,但肯

定的是我們將越來越倚賴科技。科技不

斷衝擊傳統的商業模式,為同事們帶來

挑戰,因此我們有需要加強培訓,如近

期為前線同事度身訂造的工作坊,分析

社交媒體的影響和如何處理公關災難。

早前我出席慳電乖乖音樂比賽,有參賽

者用優美的手語「唱」歌,他們的無窮

創意,令我們明白音樂不只能聽,也能

看,創新例子隨處可見。無論是知易行

難,還是知難行易,就讓我們一起經

歷,一起分享成果。

Innovation does not always mean thinking of something revolutionary or ground-breaking. Small ideas can have an impact too. Our colleagues in the Power Systems Business Group recently launched two pilot programmes to enhance overall operation efficiency and typhoon response through data integration and analytics.

Our colleagues at the Generation Business Group are making use of 3D printing technology to try to produce prototypes to replace some non-critical spare parts of power plant equipment. Further material analysis will be conducted to ensure the quality of the prototypes before they are put in use.

For customers, meanwhile, we have launched pioneering initiatives including the Eco Power 360 and Eco Rewards programmes to promote energy efficiency and greener lifestyles. We have also revamped the Yuen Long Customer Service Centre, converting it to a Smart Energy Experience Centre which showcases smart home devices and innovative technologies to customers.

創新不一定要動地驚天,每人都可以踏出一小步,在日常生活中運用創新思維。輸

電及供電業務部即將推行的先導項目,利用大數據改進工作流程和表現,便是一個

好例子。其中一個項目是為輸電設備編製「數碼健康紀錄」,藉分析和整合數據提升

設備運作效率。另一個例子是分析颱風預測動向對供電系統的影響和優化資源配

置,為颱風季節作更全面的應急準備。

此外,發電業務部率先利用3D打印技術,嘗試製造部分市場上已停產的發電設備零件。相關製成品已通過初步功能測試,稍後將進行更仔細的物質檢測以確保質素。

隨著資訊科技、互聯網、物聯網及流動智能裝置的發展和普及,中電亦積極利用相

關技術推出「智能全方位」及「智能積賞」等創意節能獎賞計劃提升客戶體驗,成效獲

合作伙伴和客戶一致好評。

此外,中電的元朗客戶服務中心已變身為智能生活體驗館, 展出由初創企業研發的智能家居產品及數碼技術,例如應用備有人臉及語音識別技術的互動電子資訊板,

讓客戶體驗切合個人需要的嶄新互動服務。客戶可親臨中心體驗個性化和與眾不同

的服務。

為邁向低碳未來,中電採取多項措施,包括在

龍鼓灘電廠增建一台燃氣發電機組,目標於

2020年前投產,同時積極研究在香港水域興建海上液化天然氣接收站,提升成本效益並

擴闊供應來源,讓客戶以至香港整體受惠。

為配合政府的減排目標以應對氣候變化,

中電將在新界西堆填區就地取材,利用

沼氣發電,發展全港最大規模的堆填沼

氣發電項目。項目工程將在取得環保

署的最終同意後展開,預計在2018年第三季投入運作,產生的電力將接

We are already building an impressive low carbon energy portfolio. Our latest projects include a new gas-fired generation unit at Black Point Power Station, which is expected to go into operation before 2020. We are also studying the possibility of building an offshore liquefied natural gas (LNG) terminal to increase our choice of natural gas supply.

CLP is preparing to launch Hong Kong’s biggest landfill gas power generation project in the West New Territories landfill, which aims to help the government achieve its goals of carbon reduction. Construction work will begin once final consent from the Environmental Protection Department is agreed and the project is expected to go into operation by the third quarter of 2018. This waste-to-energy project represents a significant step forward in developing renewable energy for Hong Kong, offsetting the impact of coal-fired power generation and emissions from coal burning. It will help improve the overall air quality of Hong Kong and combat climate change.

公開組冠軍保良局蕭漢森小學同學:「參加比賽不但加強

大家的環保意識,更令我們學懂團結就是力量。」

“Unity is strength — that’s what we learned from the contest,” say pupils at the Po Leung Kuk Siu Hon Sum Primary School, winners of the contest’s open category.

幼兒組冠軍天樂幼稚園梁詩穎老師(後中)在編排上花了不少

心思,無懼挑戰讓幼兒以饒舌(rap)形式唱出歌詞。“It’s very challenging for kindergarten kids to perform the song in rap but they all did it,” says Ms Leung Sze Wing (middle, back row), teacher at Talent Kindergarten and winner of the kindergarten category.

中電繼去年8月推出〈看到的電力〉幼稚園教材套後,再創新猷,首辦慳電乖乖音樂比賽。活動共吸引170隊、近1,700人發揮音樂創意,巧妙演繹慳電乖乖這首充滿環保訊息的歌曲。

要從眾多參賽隊伍中脫穎而出,殊不簡單。晉身

3月12日決賽的27隊隊伍施展渾身解數,當中有以手語合唱、管樂吹奏、結他伴唱加節奏口技或中樂伴奏等不

同方式演繹歌曲,競逐幼兒組及公開組多個獎項。

評審團由政府決策局、環保組織、教育團體和傳媒及音

樂界的代表組成,他們均大讚各參賽隊伍的創意滿分,

一首兒歌也可以有千變萬化的演繹方式,殊不簡單。

參賽者來自不同種族,當中包括健全和殘疾人士,既

有三歲小朋友,也有六十五歲的長者。舞台上的多元

共融,令評審團留下深刻印象。除頒發冠、亞、季軍等

獎項外,大會還加設最佳聲音獎以嘉許別出心裁用手語

演繹的隊伍,以及最佳拍檔獎以表揚帶出傷健共融訊息

的兩隊隊伍。

慳電乖乖是配合〈看到的電力〉幼稚園教材套而特別創作的兒歌。教材套去年免費送贈給1,000間幼稚園,至今全港八成半的幼稚園已經採用,超過15萬名幼兒受惠。慳電乖乖音樂比賽亦是慶祝香港特別行政區成立二十周年的認可活動之一。

參加者心聲 WHAT THE FINALISTS SAY...

Our first Please Come and Save the Earth Music Contest struck a chord with a wide spectrum of people across Hong Kong, attracting 1,700 contestants from 170 teams. A shortlist of 27 teams competed for a variety of awards in kindergarten and open categories at the contest’s finals and presentation ceremony on 12 March.

The finalists performed Please Come and Save the Earth in a variety of creative ways, including a wind orchestra, guitars, vocals, percussion, Chinese musical instruments and even sign language.

Winners were selected by a distinguished judging panel with members from government bureaux, green groups, the education sector, media, and the music industry. They applauded the high

standard of the performances which showed not only outstanding musical talent but brilliant stage performances and imaginative presentation. Judges were impressed to see contestants from a broad range of nationalities, social backgrounds and age groups.

Please Come and Save the Earth is the theme song of CLP Power’s POWER YOU Kindergarten Education Kit. To date, 85% of kindergartens in Hong Kong have used the kit, benefitting around 153,000 pupils. The Music Contest is the first accredited event celebrating the 20th Anniversary of the establishment of the Hong Kong Special Administrative Region organised by a commercial company.

CLP has teamed up with the Vocational Training Council (VTC) to launch the Professional Diploma course in Power Engineering which will nurture and fast-track professionals for the engineering industry. The part-time course, which can be completed within a minimum period of one year, will offer Electrical and Mechanical (E&M) tradespeople and school leavers a new path to advance their careers in power engineering. Applications will begin in July 2017 and the course will take in its first cohort of students in October.

Currently, if tradespeople and school leavers want to be qualified as technicians, they have to spend three to four years studying part-time to complete a higher diploma course, discouraging many of them from pursuing a step-up in their careers. CLP Power Managing Director Mr Paul Poon said: “This course will provide more focused and in-depth training for experienced E&M tradespeople and school leavers, allowing them to obtain specialised knowledge and relevant skills in relation to power systems. Students who complete the course will qualify as technicians in power engineering and can advance their careers while continuing to contribute to the power industry.”

The course will include training on the design, operation and maintenance of various power system equipment as well as visits to CLP Power’s facilities.

中電一向重視人才培訓和技術傳承,並致力推動行業持

續發展。鑑於市場對電力工程人才,特別是技術員的需

求持續殷切,中電最近和職業訓練局(職訓局)合作,開

辦兼讀制電力工程專業文憑課程,以協助有志進修的電

機業技工及中學畢業生,最快於一年內修畢課程,獲得

技術員資格,進一步發展事業。首屆課程將於今年7月接受報名,預計於10月開課。

目前電機業技工如要取得技術員資格,一般須先完成三

至四年的高級文憑課程,令不少具相關工作經驗的技工

卻步。中華電力總裁潘偉賢先生表示︰「新開辦的兼讀

制電力工程專業文憑課程,讓具經驗及有志進修的電機

業技工及中學畢業生,集中及深入學習電力系統的專門

知識與技術。學員修畢課程後可獲得電力工程技術員的

資格,事業發展更進一步,同時為行業作出貢獻。」

課程將集中及深入教授供電設施,包括架空及地底電

纜、變壓器及其他電力裝置的設計、操作、測試與維修等

專業知識與技術。除了課堂教學外,學員亦有機會到中

電參觀,親身了解電力行業的工作實況。

資歷架構第四級別課程,獲香港政府及僱主認可。 The course has been accredited as a Qualifications Framework Level 4 programme.

畢業學員獲得電力工程技術員資格,優秀學員有機會獲中電聘用及培訓為技術員助理或技術員。 Students who complete the course will be qualified as technicians and outstanding graduates will have the chance to be hired

and trained as Technical Assistants or Technicians by CLP Power.

未雨綢繆 成功之先

未雨綢繆往往是成功的一半。中電在龍鼓灘

發電廠新建550兆瓦燃氣發電機組的融資安排,可說是這道理的完美的示範。

龍鼓灘發電廠項目將採用最新的西門子公

司H級聯合循環燃氣渦輪(combined-cycle gas turbine)技術,機組效能達61.7%,目標在2020年之前投產,對達成政府在2020年將燃氣發電比例由現行25%增至約50%的目標具關鍵作用。工程已於2016年12月展開。

2017年3月,中電取得裕利安宜的審批,以優惠保險費率提供14億港元的綜合保險。另外,中電的往來銀行也以極具競爭力的利率

目的融資成本。這代表我們可藉著嚴格控制

Meticulous planning is the key to success. This was perfectly demonstrated by CLP Power in securing financing for a new 5 5 0 M V g a s - f i r e d p o w e r generating unit to be built at the Black Point Power Station.

The project, using the latest Siemens H-Class Combined Cycle Gas Turbine (CCGT) technology to achieve a record generating efficiency of 61.7%, will play a major role in meeting the government’s energy objective of increasing local gas-fired power generation from the current 25% to around 50%. Construction work for the project began in December 2016 and the generating unit is expected to go into operation before 2020.

Two months before the start of construction work, CLP Power Managing Director Mr Paul Poon led a team of CLP officials and lending banks to share relevant project and sponsors details facilitating the process of applying for the ECA covered loan for the project.

In March, Euler Hermes approved comprehensive cover of HK$1.4 billion for the project at a highly favourable insurance premium rate. A group of CLP’s relationship banks also priced its commercial loan of HK$4.3 billion at a very competitive rate which reflects the tightest margins of Hong Kong dollars loans of the same tenor since the global financial crisis, which lowered the financial costs of the project. This means we can deliver benefits to our customers by tightening control over our costs.

The new generating unit will have the highest efficiency rate in Hong Kong and will supply around one million households with electricity.

Chan Sze Ling and Wong Chak Lam have achieved a milestone by becoming CLP’s first female craft apprentices. They joined the company together in 2016 and are now rotating between different departments to gain hands-on experience and skills in the operation of power systems.

Along with their fellow apprentices, Chan and Wong have learned to climb transmission towers and gained skills in electrical fitting and cable jointing. Both say they have thoroughly enjoyed their training so far.

的鏡頭下,同事們該如何準備和面對?若工作受到市民

和記者的關注,該如何處理?公共事務部今年特別為不

同業務部的同事度身訂造多場工作坊,提供實用策略和

技巧。首四場工作坊已於三月份舉行,約150名輸電及供電業務部同事參加。

工作坊由資深傳媒人劉國華先生講解近年的傳媒生態,

同時亦透過其他機構的個案,從傳媒人的角度分析一件

小事如何可以演變成「關公災難」。

此外,公共事務部亦挑選了一些曾經引起公眾關注的中

電事故,討論社會各界的即時反應及訴求,讓同事了解

其他部門和團隊如何一起支援處理事故的前線同事。此

外,工作坊亦安排了客戶及業務拓展部代表分享客戶服

務的實戰經驗,安健環質部門的代表也介紹了最新的事

故通報機制。

Veteran journalist Mr Lau Kok Wa gives real-life examples of how to avoid public relations disasters.

In the internet age, businesses face serious reputational risks if they take a business-as-usual attitude in handling public relations issues. With today’s ubiquitous connectivity, no issues are small matters. This has made public relations management more critical than ever.

In light of the rapidly changing media landscape in Hong Kong and new trends in social media, our Public Affairs Department has organised a series of training sessions to better equip colleagues in handling public relations issues and incidents. Veteran journalist Mr Lau Kok Wa was invited to speak in these sessions. Mr Lau used real-life examples to describe how a poorly managed issue could quickly degenerate into a public relations disaster. Presenters at these sessions also shared several past issues involving CLP to remind colleagues of importance of effective notifications among departments in order to prevent controversies from developing into crises.

「盡心盡力、多行一步」除了是中電對客戶的服務承

諾,電力工程學院團隊亦充份展現這份專業精神於

公眾教育活動上。

在四月上旬舉行的Maker Faire HK 2017活動中,中電一連兩日於理工大學設立多個工作坊,讓公眾挑戰

電纜接駁、製作太陽能模型車及體驗踏步發電機,

鼓勵青少年透過動手實踐,啟發探究精神與解難能

力,提升對電力工程的興趣。

為了令工作坊更切合青少年和小朋友的需要,公共

事務部與一眾電力工程學院的導師、見習工程師和

技工學徒巧盡心思。導師劉永泰和羅家健解釋:「這

是首次讓公眾人士親手接駁供電電纜,因此讓他們

嘗試不同工序的同時,亦要顧及安全。」考慮到參加

者水平或有差異,兩位導師親自設計電纜線路,並

利用課餘時間 ,與學員進行多番測試,最後選出了最適合一般初學人士的電纜材料和工具,非常細心。

至於太陽能模型車,看似構造簡單,準備工作坊的

過程同樣要精細計劃。「我們將太陽能模型車的斜

台預先加工,避免小朋友使用𠝹刀而受傷。」導師

楊健文和陳偉恒指小朋友要親手製作模型車,並接

駁上太陽能板具一定挑戰,因此他們和一班見習工

程師反覆練習,改良工序,務求參加者可以在導師

指導下體驗「動手做」的滿足感。

兩日工作坊共吸引超過3,800人次到場參觀及試玩。不少家長、青年人和小朋友非常欣賞活動的細

心安排,更有老師邀請我們將工作坊搬到校園,讓

更多學生一起動手做。「很開心不少參加者對電力

知識充滿好奇心和探究精神,在過程中積極發問。」

劉永泰笑說自己也享受與不同年齡或背景的人討論

問題,甚至為此錯過了休息時間。

More than 3,800 participants took part in workshops organised by CLP Power at the Maker Faire Hong Kong 2017 to inspire interest among young people in the engineering profession and to encourage them to develop problem-solving skills. Participants learned about cable jointing and how to make solar model cars as well as trying out a step power generator.

The workshops, held over two consecutive days in April, were tailor-made by the CLP Power Academy and Public Affairs Department to appeal to young people. Instructors Lau Wing Tai and Lo Ka Kin gave up their spare time to design a power circuit and prepare cable jointing procedures so that participants could safely try their hand at the activities.

The solar car DIY workshop was run by instructors Jason Yeung and Chan Wai Hang. “The solar model car was pre-processed so that kids did not have to use cutters or sharp tools,” said Yeung. “We had a number of helpers at hand to monitor their activities so that they understood the steps and structure of the model car.”

The CLP 2016 Annual Report, Online Snapshot and Sustainability Report have been published. This is our sixth integrated annual report and we have streamlined chapters and adopted new design elements to make the report more accessible while ensuring our high standards of disclosure and transparency.

To reinforce the image of the newly launched CLP Group brand, new branding elements were carried throughout the report as well as being adopted as the main visual feature of the posting bag design.

This year, we again make use of the opportunity to support various charity initiatives by making a donation of HK$60 for each shareholder who opts for electronic means of communication, and for feedback received on the two reports and our online snapshot, up to a maximum amount of HK$350,000.

中電勇奪全港首個網絡安全金獎FIGHTING CYBER CRIME中華電力集團網絡保安經理李婉娜小姐(Carol)在首屆「網絡安全精英嘉許計劃」中,獲頒公共事務界別(管理人員)金獎。該計劃由香港警務處、政府電腦保安事故協調

中心以及香港電腦保安事故協調中心合辦,旨在表揚網絡安全人員在各個專業範疇

上的卓越、創新和出色領導表現,並鼓勵業界互相分享網絡保安經驗和良好的作業

模式。

為配合現在的職業安全巡視活動,Carol透過生動有趣的方式,向同事們推廣「網絡三保」計劃  —  「保證」、「保密」、「保護」,提醒日常工作中要注意的網絡安全風險,和使用USB儲存裝置及智能手機時要提高網絡安全意識。

CLP Power’s Group Cyber Security Manager Ms Carol Lee received a Gold Award in the Public Utilities (Management) category of the inaugural Cyber Security Professionals Awards. The awards programme is the first of its kind in Hong Kong and is co-organised by the Hong Kong Police Force, the Government Computer Emergency Response Team Hong Kong, and the Hong Kong Computer Emergency Response Team Coordination Centre. It gives recognition to cybersecurity professionals for their contributions in protecting enterprise systems and networks.

Carol has successfully introduced an effective cyber security culture across the company by introducing “Check • Lock • Protect” programmes, raising employees’ cyber security consciousness and ensuring they pay attention to cyber security at all times.

Separately, the Meter Online 9-day consumption forecast won the Merit Award in the newly launched Service Innovation Award category, recognising our innovative ideas to optimise customer services. Dr PQ (Power Quality) of the Power Quality Improvement Team and Ms Coco Ku of Customer Interaction Centre received the Silver Awards in the Field and Special Service Team Award category and the Contact Centre Service Individual Award category respectively for their outstanding customer service work.

CLP has been awarded the Corporate Caring Award at the 21st Outstanding Volunteer Awards Presentation Ceremony organised by Hong Kong Sheng Kung Hui Welfare Council in recognition of CLP Volunteer CD and WER Teams’ partnership with the council’s regional services centres and their passion for community services.

The award was given to CLP by Secretary for Labour and Welfare Mr Stephen Sui. Representatives from the CLPV Secretariat, CLPV CD and WER Teams attended the ceremony. The council’s director Dr Jane Lee thanked volunteers for showing love and care to people in need.

港珠澳大橋變電站榮獲綠建環評暫定鉑金評級SUBSTATION DESIGN ACHIEVES PLATINUM RATING中電興建中的港珠澳大橋變電站,憑卓越的環保建築設計於香港綠色建築議

會的「綠建環評」認證中,評為暫定鉑金級別,成為全港首個獲此最高評級的變

港珠澳大橋變電站座落於赤鱲角新填海區,為未來的港珠澳大橋跨境設施提

供安全和可靠的電力。它亦是旅客經大橋抵港後第一眼可看到的建築物。團隊

在設計項目時費盡心思,除了提高綠化比率以創造舒適翠綠的視覺景觀外,

還加入了多項環保、創新及可持續發展的建築元素,如引進配備太陽追蹤器的光伏板以提升太陽能產量、規劃低碳採

購,以及使用循環再造建築物料等。項目將為未來的變電站設計提供寶貴經驗。

CLP Power’s Hong Kong–Zhuhai–Macao Bridge Substation has become the first substation in Hong Kong to achieve a Provisional Platinum rating under the Hong Kong Green Building Council’s BEAM Plus assessment, recognising its green building design.

The substation on reclaimed land at Chek Lap Kok will provide a safe and reliable electricity supply for the Hong Kong Boundary Crossing Facilities at the Hong Kong–Zhuhai–Macao Bridge. The team has adopted a number of environmentally friendly, innovative and sustainable initiatives in its design, including a photovoltaic system with sun-tracking devices to enhance solar power generation efficiency, low-carbon procurement, and the use of recycled construction materials. The project will provide valuable experience for future substation design.
