REZUMAT
Redistribu ţ ia, prin transferuri (presta ţ ii) sociale, impozite şi contribu ţ ii sociale, are ocontribu ţ ie major ă la diminuarea inegalit ăţ ii şi
polarizării veniturilor, sistemul de impozite şi presta ţ ii sociale fiind principalul instrument al politiciiveniturilor. Articolul prezint ă rezultatele unei evaluăria impactului redistribuirii veniturilor asuprainegalit ăţ ii şi polarizării veniturilor gospod ăriilor din
România în perioada 1995-2008. În prima parte sunttrecute în revist ă principalele aspecte metodologice.Conform rezultatelor mă sur ării, care fac obiectulcelei de-a doua păr ţ i a articolului, impactul egalizatoral redistribuirii a crescut, iar cea mai important ă contribu ţ ie la diminuarea inegalit ăţ ii şi polarizăriiveniturilor au avut-o transferurile sociale, în special

Introducere
Distribuţia veniturilor din Româniaeste marcată de nivelul general sc ăzut şi degradul relativ înalt de inegalitate, conformstandardelor europene. România este unuldintre statele membre ale Uniunii Europenecu cele mai scăzute şi mai inegale venituri.Inegalitatea veniturilor a înregistrat o creşteresemnificativă în perioada de tranzi ţie laeconomia de piaţă, atât în prima parte atranziţiei, în condiţiile unui puternic declineconomic, cât şi după anul 2000, în condi ţiileunei creşteri economice susţinute.

INEQUALITY AND POLARIZATION

ABSTRACTThe redistribution, i.e. social transfers
(benefits), taxes and social contributions, has animportant contribution in reducing incomeinequality and polarization, the tax-benefit systembeing the main instrument of the income policy. The
paper presents the results of an evaluation of theimpact of income redistribution on households’income inequality and polarization in Romaniaduring 1995 to 2008 years. In the first part of the
paper the main methodological issues of themeasurement are being reviewed. According to theresults of the measurement, which are dealt with inthe second section, the redistribution had anincreasing lessening effect on the extent ofinequality and polarization. The social transfers,especially pensions, were the main equalisingcomponent of the redistribution over the entire

Introduction
The income distribution in Romaniais marked by the generally low level andthe high inequality, according Europeanstandards. Romania is one of the EuropeanUnion Member States with the lowest
income and the highest inequality. Itexperienced a significant increase ininequality during the transition to themarket economy, especially during the firstyears of the transition, as well since 2000year along with a great and sustainedeconomic growth.
The income inequality in Romaniais perceived as very high and unfair bymost people because of the deep gaps between the living conditions of the greater

şi viaţa în condiţii de lux a celor bogaţi.Părerea larg r ăspândită c ă distribu ţiaveniturilor şi a bogăţiei este nedreaptă deriv ă şi din faptul binecunoscut că multe dintreveniturile şi averile mari provin din activităţi
sau din capital acumulat în economiasubterană, prin încălcarea legii sau prinexploatarea slă biciunii sistemului juridic, precum şi din fapte de corupţie. Creştereamare a veniturilor realizate de unele categoriide populaţie, în timp ce mulţi săraci nu aunici oportunitatea şi nici posibilitatea/capacitatea de a obţine un loc demuncă, cu atât mai puţin a unuia care să permită realizarea de venituri decente, este percepută, de asemenea, ca nedreaptă.
Distribuţia veniturilor este caracterizată şi prin diferenţele mari dintre veniturile patronilor, salariaţilor şi ale unora dintrelucr ătorii independenţi, pe de o parte, şi celeale agricultorilor, şomerilor şi ale majorităţii pensionarilor, pe de altă parte, între venituriledin mediul urban şi din mediul rural, dinBucureşti şi celelalte regiuni, iar unele dintreaceste decalaje se adâncesc. Toate acestea aucondus la ideea că are loc şi un process de polarizare socială, sugerată şi de faptul că unele categorii de populaţie, care în modtradiţional fac parte din clasa de mijloc(profesori, medici, funcţionari publici etc.),au câştiguri salariale relativ scăzute.
Sunt câteva dintre numeroaselemotive pentru care este importantă promovarea unor politici economice şisociale menite să îmbun ătăţească actualadistribuţie a veniturilor şi să previn ă cre ştereaîn continuare a inegalităţii şi polarizării.
Creşterea inegalităţii constituie un subiect deinteres pentru decidenţii din politica socială şi economică şi pentru cercetători dinîntreaga lume, precum şi pentru instituţiileinternaţionale, chiar dacă exist ă şi puncte devedere conform cărora creşterea inegalităţiieste inevitabilă, un effect al progresuluitehnologic actual, sau este văzută chiar ca unfactor al creşterii economice, datorită potenţialului său motivaţional. employees or some independents and thoseearned by farmers or received byunemployed and most of retired people, between the income of households in urbanand rural areas. Some of these differencesare widening. This has led to the idea thatthere is a process of social polarization,suggested also by the fact that some population categories traditionally belonging to the middle class (teachers,doctors, civil servants, etc.) have relativelylow wage earnings.
There are some of many reasonswhy it is important to promote social andeconomic policies meant to improve thecurrent distribution and to prevent thefurther increase in social inequality and polarization. Increasing inequality is amatter of concern for policy makers andscholars all around the world, as well as forinternational institutions, even if there are
points of view according to which theincrease in inequality is unavoidable, effectof the present-day’s technological progress,or it is seen as a factor of economic growthdue to its motivating potential. However, asG.A. Cornia emphasized, ignoring high andrising inequality may entail largeeconomic, social and political costs (4).

1.1. Veniturile: concept, conţinut,
estimare
Evaluarea impactului redistribuirii are
la bază estimarea indicatorilor inegalit ăţii şi polarizării pentru patru concepte/categoriide venituri, diferite din punct de vedere alconţinutului: veniturile brute totale „înaintede transferurile sociale” (inclusiv pensiile),veniturile brute totale „înainte detransferurile sociale” (exclusiv pensiile),veniturile brute totale („după transferurilesociale”) şi veniturile disponibile (nete).Primul concept se refer ă în principal laveniturile băneşti din muncă (câ ştiguri
salariale şi venituri din activităţiindependente) şi din proprietate, venituri băneşti din transferuri între gospodării şivenituri în natur ă, în principal valoareaconsumului de produse alimentare din producţia gospodăriei, din transferuri întregospodării sau primite ca plată pentru muncaîn alte gospodării. Al doilea concept includeşi pensiile, iar al treilea toate transferurilesociale, cuprinzând veniturile realizate degospodării din toate sursele. Venituriledisponibile sunt veniturile care r ămângospodăriilor după plata impozitelor şicontribuţiilor sociale, venituri care suntutilizate pentru consum şi economisire. Îngeneral, măsurarea inegalităţii şi polarizăriise bazează pe veniturile disponibile alegospodăriilor, întrucât acestea constituie celmai bun estimator prin venituri al bunăstăriiunei gospodării.
În vederea asigur ării comparabilităţii
veniturilor între gospodării diferite subaspectul componenţei, în evaluareainegalităţii şi polarizării am utilizat veniturilegospodăriilor estimate pe adult echivalent, cuajutorul unei scale de echivalenţă utilizate înmăsurarea săr ăciei absolute în România.Conform acesteia, numărul de unităţi “adultechivalent” al unei gospodării (AE) estedeterminat pe baza relaţiei ,

To assess the impact of theredistribution I estimated inequality and polarization indices for four incomeconcepts: the total gross income beforesocial transfers (pensions included in social
transfers), the total gross income beforesocial transfers (pensions excluded fromsocial transfers), the total gross income andthe disposable income. The first conceptrefers to the market money incomes (wageearnings, income from self employmentand income from property), moneyincomes from private transfers, andincomes in kind, mainly the value of theconsumption from own agricultural production, from private transfers in kind
or from payment in kind for work in otherhouseholds’ production. The secondincludes the pensions and the third allsocial transfers (benefits). Disposableincome denotes the incomes that remain tothe household after the payment of taxesand social contributions, which are theincomes the households can use forconsumption and saving. It is the incomeconcept used in the measurement ofincome inequality and polarization, as it isthe best income proxy of the householdwelfare.
In evaluating the inequality and polarization I used households’ equalizedincome. The households incomes have been equalized by using an equivalencescale applied in the measurement ofabsolute poverty in Romania. The numberof adult equivalent units of a household(AE) is determined according to the
formula , where A and C symbolize the number of adult persons andchildren in the household composition, andwhose parameters, = 0.5 and = 0.9,have been estimated on the basis ofhouseholds’ consumption expenditure (17).The income has been estimated for eachhousehold based on information collected by the household budget surveys. Toobserve the evolution of the incomeinequality and polarization during a long

gospodărie. Parametrii, = 0,5 şi = 0,9,au fost estimaţi pe baza cheltuielilor deconsum ale gospodăriilor (17).
Veniturile gospodăriilor au fostestimate pe baza informaţiilor colectate prin
anchete privind bugetele de familie: Anchetaintegrată în gospod ării (AIG) şi Ancheta bugetelor de familie (ABF), realizate anualde Institutul Naţional de Statistică (INS) în perioada 1995-2000 şi, respectiv, începândcu anul 2001. Modulul referitor la venituri nua fost modificat de la o anchetă la cealalt ă,astfel încât permite realizarea de estimaţii aleindicatorilor inegalităţii şi polarizării încondiţii de comparabilitate începând cu anul1995 şi observarea evoluţiei acestor două caracteristici ale distribuţiei veniturilor de-alungul unei perioade mai mari, în condiţiidiferite din punct de vedere al evoluţieieconomiei naţionale.
1.2. Indicatorii inegalităţii şipolarizării
Măsurarea impactului redistribuirii
asupra inegalităţii şi polarizării veniturilor se bazează pe estimarea, pentru fiecare din cele patru categorii de venituri, a coeficientuluiGini (unul pentru inegalitatea verticală şişase pentru inegalitatea intergrupe), aindicelui Foster-Wolfson al bipolarizării şi aşase indici Esteban-Ray ai polarizării pesubpopulaţii.
Coeficientul Gini este cel maifrecvent utilizat dintre indicatorii inegalităţii.El este o măsur ă a distan ţei medii dintre

period the statistical information provided by two household surveys have to be used,namely the Households Integrated Survey(HIS) and the Households Budget Survey(HBS), conducted by the National Institute
of Statistics (NIS) during 1995-2000 andsince 2001, respectively. The incomemodule of two surveys wasn’t modified, sothe estimates of inequality indicators arecomparable since 1995 year. This makes possible to observe the inequality and polarization under different economiccircumstances. Unfortunately, nocomparable data on the households’income before 1995 are available, so thatan analysis of the inequality and
polarization throughout the period oftransition to the market economy cannot bemade. A family budget survey has beenconducted yearly by NIS before 1995 yeartoo, but due to methodological differences,one can hardly estimate comparableinequality and polarization indices for theentire transition period.
1.2. The inequality and
polarization indices
The measurement of the impact ofredistribution on income inequality and polarization is based on Gini coefficients(one estimated for the overall inequality,and other for between group inequality),the Foster-Wolfson index of bipolarizationand the Esteban-Ray index of polarization by sub-population.
The Gini coefficient is the most
frequently used inequality index. It is ameasure of the mean distance between theindividual incomes, and it is estimated by:

unde L(0.5) reprezint ă ponderea veniturilorde care dispune populaţia ale cărei veniturisunt mai mici decât mediana (jumătateasăracă a popula ţiei) în totalul veniturilor, G este coeficientul Gini, şi Me sunt media şi
mediana distribuţiei veniturilor. Indicelevariază în intervalul [0, 1], fiind egal cu 0, încazul în care toate veniturile sunt egale, şiegal cu 1, pentru o distribuţie bimodală
perfectă, în care jumătate din populaţie nudispune de venituri, iar fiecare membru alceleilalte jumătăţi dispune de un venit egal cudublul mediei.
Indicele Esteban-Ray, primulindicator al polarizării propus în cadrulabordării fundamentate pe relaţia alienare-identificare, are forma

and Me are the mean and the median of thedistribution. The index ranges within theinterval [0, 1], being equal to 0, in case of a perfectly equal distribution (all the incomesare equal), and equal to 1, for a perfect bimodal distribution, where half of the population has no income, and eachmember of the other half have incomeequal to twice the mean income.

1.3. O modalitate de evaluare a
impactului redistribuirii
Cea mai cunoscută şi cea mai simplă metodă de m ăsurare a impactuluiredistribuirii, aplicată şi în analiza săr ăciei, se bazează pe diferen ţa dintre indicatorii
inegalităţii şi polarizării estimaţi pentruveniturile gospodăriilor “înainte şi după redistribuire”. Efectul total absolut alredistribuirii este estimat ca diferenţă întreindicatorii inegalităţii şi polarizăriiveniturilor disponibile (IVD) şi cei aiveniturilor brute totale f ăr ă transferurisociale, inclusiv pensile (IVBT-TS), adică diferenţa dintre inegalitatea şi polarizareaveniturilor de care dispun gospodăriile şi celeale veniturilor de care ar dispune în situaţia

1.3. A way to evaluate the impact
of redistribution
The most common and simplestmethod to measure the inequality and polarization impact of the income
redistribution is based on the differences between the inequality and polarizationindices estimated for different incomeconcepts. The total absolute effect of theredistribution is estimated by the difference between the inequality and polarizationindices of disposable income (IDI) andthose of total gross income before socialtransfers (pensions included in socialtransfers) (ITGI-ST), that is the difference between the inequality and polarization of
the income the household disposes and thatof income it would dispose in thehypothetical situation of the absence of theredistribution2:

is estimated by the difference between theinequality and polarization indices of totalgross income (ITGI) and those of total grossincome before social transfers, pensions being included in social transfers (ITGI-ST):

Diferenţa dintre indicatorii calculaţi pentru veniturile brute totale “înainte detransferurile sociale”, exclusiv şi inclusiv pensiile (IVBT-(TS-P) şi, respective, IVBT-TS),măsoar ă contribu ţia pensiilor, iar diferenţa

În fine, efectul plăţilor effectuate degospodării pentru impozite şi contribuţiisociale este evaluat prin diferenţa dintreindicatorii calculaţi pentru venituriledisponibile şi veniturile brute totale:

Măsura relativă a efectului egalizatoral redistribuirii o reprezintă raportul dintreefectul absolut al acesteia şi indicatoriiinegalităţii şi polarizării veniturilor brutetotale “înainte de transferurile sociale”,inclusiv pensiile.
2. Rezultate
2.1. Inegalitatea şi polarizareaveniturilor în România
În studiul consacrat măsur ării
inegalităţii şi polarizării indicatorii au fostestimaţi pentru anii 1995, 2000, 2006, 2007şi 2008, care acoper ă o perioad ă marcat ă de odiminuare sever ă a veniturilor popula ţiei,urmată o cre ştere puternică a acestora. Încondiţiile unui puternic declin economic şiale inflaţiei înalte, veniturile disponibilemedii reale ale gospodăriilor, estimate peadult echivalent, au fost cu 25% mai mici în
total gross income before social transfers, pensions being excluded from transfers,measures the impact of the others socialtransfers (family, unemployment, socialassistance and other benefits):

Finally, the effect of taxes andsocial contributions is evaluated by thedifference between the indices estimatedfor the disposable income and for the totalgross income:

narrowing effect of the redistribution isexpressed by the ratio of the absolute
effects of the redistribution to theinequality and polarization indices of totalgross income, before social transfers,including pensions.
2. Results
2.1. Income inequality and
polarization in Romania
To observe changes in incomeinequality in the period 1995-2008, Iestimated the inequality indices for fiveyears: 1995, 2000, 2006, 2007 and 2008. Itis a period marked by a severe decline,followed by a strong increase ofhouseholds’ income. Due to the economicdownward and the high inflation thatoccurred in the second half of the 1990years, the mean equalized disposableincome of Romanian households was by
25% lower in 2000 compared to 1995 year,making worse the living standard alreadylow during the command economy andfurther decreased in the first years of thetransition to the market economy. Thedecrease of the mean income was driven byfalling of wage earnings and stateinsurance pensions (by 11% and 18%,respectively), and by the drop of the

de pensionari (de la 5,2 la 6,2 milioane) şi de persoane ocupate în agricultur ă, în special înagricultura de subzistenţă, precum şi de persistenţa unui nivel înalt al şomajului (în jurul unui milion de şomeri).
Începând cu anul 2001, veniturile aucrescut an de an, astfel încât în 2008veniturile medii erau de două ori mai maridecât în 2000. În perioada 2001-2008, ritmulmediu anual de creştere a veniturilor
disponibile medii a fost de 9%, însă în 2007şi 2008 rata de creştere a fost mult mai mare:13% şi, respectiv, 18%. În 2008, câştigurilesalariale, pensiile de asigur ări sociale de statşi pentru agricultori au fost, în medie, de peste două ori, de 2,5 ori şi, respectiv, decinci ori mai mari decât în 2000.
Pe fondul acestei evoluţii a niveluluiveniturilor, a crescut şi inegalitatea şi polarizarea acestora: toţi indicatorii atestă faptul că în anii 2006-2008 distribu ţiaveniturilor era mai inegală şi mai polarizată decât în 1995 şi 2000. Creşterea inegalităţii şia polarizării a fost mai accentuată între 2000şi 2006, după care acestea au înregistrat oscădere semnificativă în 2007 şi 2008. Înceea ce priveşte perioada cuprinsă între 1995şi 2000, indicatorii arată o cre ştere a polarizării şi a inegalităţii intergrupe, însă coeficientul Gini sugerează c ă inegalitatea
verticală nu s-a modificat.
number of wage earners (from 6.2 millionin 1995 to 4.6 million in 2000, along withthe increase of pensioners (from 5.2 to 6.2million), of people employed inagriculture, mainly in the subsistence one,
and by the persistence of highunemployment (one million ofunemployed).
Since 2001 the income increasedyear by year, so that in 2008 the meanincome was twice that of the 2000 year’s.During 2001-2008 the average annualgrowth rate of the households’ disposableincome was of 9%, but in 2007 and 2008the income increased more: by 13% and18%, respectively. In 2008, the average
wage earnings, state insurance pensionsand farmer pensions were over two, twoand a half and five times, respectively,higher than in 2000.Along with that dynamic evolution of theincome, the income inequality and polarization increased also: all indices areshowing a more unequal and polarizedincome distribution in 2006-2008 yearscompared to 1995 and 2000. The increasein inequality and polarization was larger between 2000 and 2006 years, and then asignificant decrease came about in 2007and 2008. As for the period between 1995and 2000 years, there was an increase in polarization and in between groupinequality, while the Gini coefficients areshowing no change in the overall inequality

2.2. Impactul redistribuirii
Estimaţiile coeficienţilor Gini şi aleindicilor Foster-Wolfson pentru diferitele
categorii de venituri evidenţiază diferen ţemari şi în creştere întreinegalitatea/polarizarea veniturilor „înainte şidupă redistribuire”, adic ă înainte şi după intrarea prestaţiilor sociale în bugetulgospodăriilor şi plata impozitelor şi acontribuţiilor sociale.
În anul 2008, coeficientul Gini alinegalităţii veniturilor brute totale, „înaintede transferurile sociale” era de 0,465, iar celal veniturilor disponibile de 0,308, astfel
încât se poate presupune că redistribuirea acondus la diminuarea inegalităţii cu 34%.Cea mai mare parte a efectului total alredistribuirii reprezintă contribu ţiatransferurilor sociale (80%, din care 67%reprezintă contribu ţia pensiilor şi 13%contribuţia celorlalte transferuri sociale).
2.2. The impact of the
redistribution
The estimates of Gini coefficients
and Foster-Wolfson indices for differentincome concepts reveal large and growingdifferences between the inequality and polarization before and after redistribution,i.e. before and after the receipt of socialtransfers and the payment of taxes andcontributions to social protection schemes.
In 2008, the Gini coefficient of thegross income before social transfers was of0.465 and that of the disposable income(the net income after social transfers) was
of 0.308. Thus one can suppose that theredistribution led to a lessening of incomeinequality by 34%. Most of the total effectof redistribution was due to social transfers(80%, out of which 67% to pensions and13% to the others social benefits).

crescut de la 27% în 1995 la 31% în 2006 şi34% în 2008. A crescut efectul ambelorcomponente ale ale redistribuirii (prestaţiilesociale şi impozitele) de-a lungul întregii perioade, cu excepţia scăderii efectului
impozitelor şi contribuţiilor sociale din anul2008. Transferurile sociale, pensiile în principal, au fost componenta cu cel maimare impact de-a lungul întregii perioade.Ponderea contribuţiei lor la reducereainegalităţii a scăzut însă u şor, de la 82% în1995 la 78% în 2007 (şi 80% în 2008), deşi ponderea prestaţiilor sociale în veniturile populaţiei a crescut. A crescut însă pondereacontribuţiei fiscalităţii la diminuareainegalităţii, determinată în principal de
creşterea ponderii câştigurilor salariale înveniturile gospodăriilor (în condiţiile în carecâştigurile salariale sunt principala sursă deimpozit pe venituri şi contribuţii sociale) şi înmai mică m ăsur ă schimb ărilor în sistemul deimpozitare, cu excepţia perioadei 1995-2000.În această perioad ă a avut loc o sc ăderesemnificativă a ponderii câ ştigurilor salarialeîn veniturile gospodăriilor, însă aceasta a fostînsoţită de cre şterea ratelor contribuţiilorsociale şi de instituirea impozitului progresiv.Ponderea impactului egalizator al fiscalităţiia fost mai mare şi în 2006 comparativ cu2000, cu toate că sistemul de impozitare bazat pe cota unică fusese instituit din 2005.Tendinţa a fost legată de cre şterea relativmare a salariilor şi a ponderii acestora înveniturile gospodăriilor, în condiţiile în careimpactul egalizator al pensiilor s.a diminuat,din cauza faptului că pensiile au crescut mai puţin decât salariile ( Anexa 1).
Evident, redistribuirea are un impactmai mare asupra inegalităţii dintre veniturilegospodăriilor grupate după statutulocupaţional al capului gospodăriei datorită faptului că pentru unele categorii degospodării (cele de pensionari şi şomeri) prestaţiile sociale constituie o importantă,dacă nu principala, surs ă de venit, iarimpozitele şi contribuţiile sociale suntsuportate în principal de alte categorii degospodării (cele de salariaţi, în special). În
2008, coeficientul Gini intergrupe estimat

increased over the entire period, except forthe 2008 year’s decrease of taxcontribution. The social transfers, the pensions mainly, were the leadingequalizing component of redistributionover the entire period. The share of theircontribution to the overall lessening effectdecreased slightly from 82% in 1995 to78% in 2007, although their share inhouseholds’ income increased. There wasinstead a slight increase in the share of the
taxes’ contribution in the attenuation ofincome inequality, related mainly to thegrowing share of wage earnings inhouseholds’ income (given that the wageearnings are the main source of income taxrevenue and of contributions to the socialsecurity systems) and to a lesser extent tochanges in the tax system, except for 1995-2000 years. During that period a significantdecrease of wage earnings share wentalong with a small increase of theequalizing effect of taxes due to anincrease of social contributions rates andthe setting up of the progressive taxation.The share of equalizing effect of taxes waslarger in 2006 than in 2000, albeit a flat taxsystem has been set up in 2005. Theconsiderable increase of wages and of theirincome share, as well as a loss in the pensions equalizing power (since pensionsincreased less than wages) led to this trend
( Annex 1).Obviously, the redistribution has agreater mitigating effect on the inequality between the income of households grouped by the occupation of household head, sincefor some households’ groups social benefits are the main income source andthe taxes and social contributions are been paid mainly by the other households’groups. pentru veniturile disponibile alegospodăriilor grupate după statutulocupaţional a fost cu 57% mai mic decât celestimat pentru veniturile brute totale „înaintede transferurile sociale”. Cea mai mare parte
a diferenţei dintre cei doi coeficienţi Gini s.adatorat transferurilor sociale (70%), însă ponderea contribuţiei impozitelor şicontribuţiilor sociale a fost mai mare decâtasupra inegalităţii verticale (30%, comparativcu 20%). Impactul redistribuirii asuprainegalităţii dintre veniturile gospodăriilorgrupate în funcţie de prezenţa în componenţalor cel puţin a unui salariat sau patron şi înfuncţie de tipul gospodăriei este, deasemenea, mare. În schimb, inegalitatea
determinată de nivelul de educa ţie, ca şiinegalitatea dintre veniturile gospodăriilorgrupate pe medii de rezidenţă şi pe regiuni,este influenţată în mai mic ă m ăsur ă de protecţia socială şi de fiscalitate ( Anexa 2).
Diferenţa mare şi în creştere dintreindicii Foster-Wolfson estimaţi pentruveniturile disponibile/nete şi veniturile brutetotale, f ăr ă transferuri sociale (veniturilegospodăriilor „înainte” de redistribuire),atestă o contribu ţie mai mare a redistribuiriila „reducerea” polarizării veniturilor decâtcea înregistrată în cazul inegalit ăţii. În 2008,conform indicilor Foster-Wolfson, polarizarea veniturilor gospodăriilor a fost cu46% mai mică decât ar fi fost în lipsaredistribuirii (0,253 comparativ cu 0,465), iardiferenţa a crescut faţă de 1995 şi 2000(37%), 2006 (44%) şi 2007 (45%). Ca şi încazul inegalităţii, transferurile sociale, pensiile în special, au avut cea mai mare
contribuţie la reducerea polarizării. În 2008,82% din efectul redistribuirii s-a datorattransferurilor sociale, din care 73% pensiilorşi 9% celorlalte componente ale protecţieisociale. Aproape o cincime din „reducerea” polarizării a fost determinată de impozite şicontribuţii sociale ( Anexa 1).
Rezultatele estimărilor indică ocreştere a contribuţiei tuturor componentelorredistribuirii la „diminuarea” polarizării întermeni absoluţi, dar numai contribuţia
pensiilor a crescut de-a lungul întregii

The large and growing difference between the Foster-Wolfson indices estimated for the gross total incomewithout social transfers (the income of thehouseholds before redistribution) and thedisposable/net income (after theredistribution) shows a large contributionof the redistribution to achieve a lowerincome polarization also. In 2008,according to the Foster-Wolfson indices,the level of disposable income polarizationwas by 46% lower than the one whichwould have been achieved in the absenceof redistribution hypothesis (0.253 and0.465, respectively), and the differenceincreased compared with 1995 and 2000(37%), 2006 (44%) and 2007 (45%). As inthe case of inequality, the most importantcontribution to mitigating the polarizationis given by the social transfers, particularlythe pensions. In 2008, 82% of the impact
of the redistribution was due to social benefits, of which 73% to pensions and 9%to other social benefits. Almost a fifth(18%) of the ‘diminishing’ of the polarization derived from taxes and socialcontributions ( Annex 1).
The results of the estimations showa growth of the contribution of allcomponents of the redistribution to the‘reducing’ of polarization in absoluteterms, but only the contributions of
pensions have increased over the whole

perioade. Contribuţia celorlalte transferurisociale a scăzut în 2007 şi 2008, iarcontribuţia impozitelor şi contribuţiilorsociale a scăzut în 2000 faţă de 1995 şi în2008 faţă de 2007. În ceea ce prive şte
evoluţia contribuţiei acestei componente aredistribuirii, poate părea paradoxal faptul că a scăzut în 2000, când a fost instituitimpozitul progresiv, şi s-a dublat în 2006,când cota unică de impozitare era dejainstituită. Explicaţia acestei evoluţii ţine deevoluţia salariilor şi a numărului de salariaţi, precum şi de gradul relativ înalt de fiscalitateasupra salariilor. Scăderea mare a număruluide salariaţi şi a ponderii salariilor înveniturile gospodăriilor, în perioada cuprinsă
între 1995 şi 2000, a determinat scădereaimpactului fiscalităţii, după cum cre ştereanivelului salariilor şi a ponderii câştigurilorsalariale a determinat creşterea impactuluifiscalităţii în 2006 şi 2007 ( Anexa 1).
Şi indicii Esteban-Ray ai polarizăriiintergrupe (pe subpopulaţii) relevă faptul c ă redistribuirea are o contribuţie mare laatenuarea polarizării veniturilor pe grupe de populaţie. În 2008, polarizarea veniturilordisponibile ale gospodăriilor grupate înfuncţie de statutul ocupaţional al capuluigospodăriei, de prezenţa/absenţa cel puţinunui salariat/patron în cpmponenţagospodăriei şi de tipul gospodăriei, a fost cu63%, 70% şi, respectiv, cu 53%, mai mică decât fi fost dacă gospod ăriile nu ar fi beneficiat de prestaţii sociale şi nu ar fi plătitimpozite şi contribuţii sociale. Impactulasupra polarizării pe grupe după nivelul deeducaţie a capului gospodăriei, de mediul de
rezidenţă şi regiune este mai scăzut ( Anexa2).
Concluzii
Distribuţia veniturilor populaţiei din
România este marcată de nivelul general
period. The contribution of the other socialtransfers fell in 2007 and 2008 and the oneof taxes decreased in 2000 compared with1995 and in 2008 relative to 2007. Regarding the evolution of the latter, it
may seem paradoxical that it fell in 2000,when the progressive income tax was set,and doubled by 2006, when a flat tax hadalready been established. The explanationfor this development is related to theevolution of the wages and of the numberof employees and to the high tax and socialcontribution rates on wages. The largedecrease of employees’ number and in theshare of wages in the households’ incomeduring the period between 1995 and 2000
led to the decrease of the impact of taxesand social contributions on the polarization, as the increase of wages andof their share in the income have led to theincrease of the impact of taxes and socialcontributions by 2006 and in 2007 ( Annex1).
The Esteban-Ray between-grouppolarization indices, estimated accordingto the socio-economic characteristics of thehouseholds, also show a large contributionof the income redistribution to alleviate theincome polarization. In 2008, the extent of polarization was by 63%, 70% and 53%,respectively, lower than expected under thehypothesis of the absence of redistribution,in the case of the households’ groupingaccording to the occupation of thehousehold head, the presence of at leastone employee/employer in the householdcomposition and the household type, while
the impact on the income polarizationrelated to education, as well on the polarization by urban/rural areas and byregion is smaller ( Annex 2).
Concluding remarks

scăzut şi de gradul relativ înalt de inegalitateşi polarizare. Distribuţia a devenit maiinegală şi polarizată în cursul tranzi ţiei laeconomia de piaţă, în perioada de accentuatdeclin economic, dar şi în perioada de
creştere economică, cu unele întreruperi aleacestei tendinţe legate în principal de alegeri.La început inegalitatea a crescut din cauză c ă cele mai multe gospodării au suferit pierderide venituri generate de inflaţia înaltă şi derecesiunea economică, de comprimarea sauîncetarea activităţii unor mari unităţiindustriale, de pierderea masivă de locuri demuncă şi de scăderea dramatică a efectivuluide salariaţi. O parte a celor disponibilizaţi dinindustrie au intrat în şomaj, iar o altă parte s-
au pensionat sau au devenit agricultori, în principal în agricultura de subzistenţă, cutoţii având venituri mult mai mici decâtcâştigurile salariale pierdute. Prin urmare,distribuţia veniturilor realizate de gospodăriidin câştiguri salariale a devenit din ce în cemai polarizată, având în vedere că aproape jumătate din populaţie tr ăieşte în gospodăriif ăr ă venituri din salarii. A crescut şiinegalitatea veniturilor din muncă. În acelaşitimp, unele gospodării au devenit bogate saufoarte bogate, prin mijloace corecte sauincorecte. În cea de-a doua parte a perioadei,în care a avut loc relansarea creşteriieconomice, creşterea veniturilor din proprietate şi a veniturilor din salarii sau dinactivităţi independente, în cazul unor profesii, activităţi şi locuri de muncă,concomitent cu persistenţa unui număr marede de gospodării cu venituri mici şi foartemici, legate de lipsa calificării şi
oportunităţilor de ocupare, ca şi de sarcinafamilială, au fost principalii factori aicreşterii inegalităţii şi polarizării veniturilor.
România are un sistem de protecţie socială dezvoltat, care asigur ă presta ţii socialemenite să ofere protec ţie împotriva tuturorcategoriilor de riscuri acoperite de sistemelemoderne de protecţie socială. Totuşi, încondiţiile nivelului actual de dezvoltareeconomică şi ale structurii ocupaţionale a populaţiei, nevoile de protecţie sunt foarte

At the beginning the incomeinequality raised because most householdssuffered income losses due to highinflation and economic recession, mainly because of the closing down of many largeindustrial units and the massive loss ofsalaried jobs. A great part of thosedisplaced from industry becameunemployed, early retired and/or farmer,
mainly in the subzistence agriculture, all ofthem having much lower income comparedwith their former wage earnings. As aresult, the distribution of the income fromwage earnings became more and more polarized, since almost a half of the population is living in households with nowages. The incomes from work widened.At the same time, some households becamerich or very rich, by fair or unfair means.Then, during the years of economicrecovery, the growth of property incomeand of wage earnings and income fromindependent activity, related to some professions and jobs, and the persistence ofa large proportion of households with lowand very low incomes, related to missingqualifications and employmentopportunities as well as to family burden,were the determinants of the furtherincreasing in inequality and polarization.
Romania has a developed social protection system, providing social benefitsdesigned to provide protection against alltypes of risks covered by the modern social protection systems. However, under thecurrent circumstances related to theeconomic development and theoccupational structure of the Romanian population, the needs for social protectionare very large and the resources that can beallocated to this end are very limited.
Therefore the level of social benefits is low
