    The plants construction safety engineer is responsible to the plant/

    construction manager, the employee relations manager and the

    personnel manager for:

    Developing and executing an effective program of safety

    engineering and industrial hygiene within the plant/site, with the

    appropriate procedures.

    Developing and directing safety engineering and safety inspection

    personnel associated with the plant/site.

    Developing and directing safety training programs and procedures

    within the plant / site.

    The Safety fficer will establish and maintain the followingrelationships within the company:

    !ith the "lant/ #onstruction $anager. The Safety fficer

    is accountable to this executive for the proper interpretation

    and fulfillment of duties and responsibilities in concurrencewith the dictates of the corporate manager of safety and

    hygiene.

    !ith the Department %eads and Supervisors. The Safety

    fficer is responsible for providing advise and guidance

    about safety and industrial hygiene appropriate to their

    processes, installations and procedures of the plant/site.

    responsible for providing advice and guidance

    about any employees specific 'ob or wor( area in

    the interest of preventing accidents and controlling

    property damage.

    !ith )nions. The Safety fficer is responsible

    for fulfilling his contractual obligations regarding

    matters of safety and health.

    utside the #ompany. The Safety fficer must

    establish relationships with professional and

    organi*ational groups.

    The number of people employed in a plant/ site is not the only factor

    in determining whether the safety program should be in the hand of afull1time safety professional. The nature of the operation will indicate

    what the need should be. The trend is to employ a full1time safety

    professional for the following reasons :

    #ompliance to ule 2345 of the ccupational Safety and %ealth

    Standards 6S%S7.

    The high degree of union involvement now developing in Safety

    %ealth and &nvironmental.

    #hallenges in machine design, plant layout, product safety and thegreat need for fire prevention and security.

    The principal function of the Safety fficer is to act as the employers

    principal assistant and consultant in the application of programs toremove the ha*ards from the wor(place and to correct unsafe wor(

    practices. -or this purpose, the Safety fficer has the following duties:

    Serves as Secretary to the %ealth and Safety #ommittee. s such, he

    shall:

    a. prepare minutes of the meetingb. report status of recommendations made

    c. notify members of the meetings and

    d. submit to the employer a report of the activities of the committee

    including recommendations made.
