    WASHINGTON President Obama said in an interview broadcastTuesday that he did not believe that North Korea yet had the ability tominiaturize a nuclear weapon to fit atop a missile, and he said nothingwould shake him from a strategy of refusing to reward thekind of provocative behavior exhibited by Kim Jong-un, the Northsleader.

    Mr. Obama, speaking in an interview with Savannah Guthrie of NBC Newsthat was recorded just before the bombings in Boston on Monday,implicitly dismissed a conclusion by the Defense Intelligence Agency,which said in a report last m onth that it had moderateconfidence that the North already had mastered the technology ofbuilding a weapon that could fit into a missile warhead. After theconclusion became public at a Congressional hearing on Thursday, thedirector of national intelligence, James R. Clapper Jr., issued astatement saying that the agencys position did not reflect theconsensus view of the 15 other intelligence agencies.

    Mr. Obama agreed. You know, based on our current intelligenceassessments, we do not think that they have that capacity to fit awarhead atop a missile, he said. But, you know, we have to make

    sure that we are dealing with every contingency out there. Andthats why Ive repositioned missile defense systems toguard against any miscalculation on their part.

    For the first time, Mr. Obama spoke about Mr. Kim, the Northsyoung leader, whose motivations have been scrutinized since the latestescalation of threats and tensions began.

    Im not a psychiatrist, Mr. Obama said, suggestingthat he had to judge Mr. Kim by his actions rather than his words. Buthe added: This is the same kind of pattern that we saw his fatherengage in, and his grandfather before that. Since I came into office,

    the one thing I was clear about was, were not going to rewardthis kind of provocative behavior. You dont get to bang your

    your spoon on the table and somehow you get your way.

    He also hinted at the administrations strategy, which seems to beone of letting Mr. Kim blow off steam before trying anew to engage withhim. Mr. Obama said he would anticipate that NorthKorea will probably make more provocative moves over the next several

    weeks, but our hope is we can contain it and we can move into adifferent phase, in which they try to work through diplomatically someof these issues so they can get back on a path where theyreactually feeding their people.

    Mr. Obamas statement seemed to hint at a dialogue, though he didnot say under what conditions it could take place, and he did not repeata promise he made during his first presidential campaign, in 2008, to

    engage with the North unconditionally.

    During his recent trip to Asia, Secretary of State John Kerry outlinedthe Obama administrations formal position that it will not opennegotiations with North Korea unless it takes tangible steps thatindicate it is willing to eventually abandon its nuclear weaponsprogram.

    Fundamentally, the concept is theyre going to have to showsome kind of good faith, said M r. Kerry, who added that North

    Korea would need to show its seriousness of purpose to go towardthe denuclearization.

    Some experts say that given the tensions with North Korea, it is amistake for the Obama administration to insist on such preconditions.

    Rather than setting preconditions, which means there will be nodialogue, our interests and those of our allies would be better servedby a serious, no-holds-barred diplomatic exploration of whether there isa peaceful path forward, said Joel S. Wit, a former State

    Department official.

    On Tuesday, the North Korean Foreign Ministry rejected the Obamaadministrations conditional overtures.

    This is nothing but a crafty ploy, a ministry spokesmansaid in the Norths first reaction to Mr. Kerrys visit.

    In a statement carried by the official Korean Central News Agency, thespokesman said genuine dialogue would be possible only when North Koreahas acquired nuclear deterrent enough to defuse the U.S. threatof nuclear war unless the U.S. rolls back its hostile policy and nuclearthreat and blackmail.

    If the statement can be taken at face value, it would suggest that theNorth is not willing to engage in talks on the basis Mr. Kerry discussedwhen he was in the region: with an underlying agreement that the goal

    was to denuclearize the Korean Peninsula. That was the basis of talks in1994, and again in 2005 and 2008. But Mr. Kim has rejected that

    approach in recent months, saying that the world must simply accept theNorth as an established nuclear power. The United States has refused todo so, insisting that it will never accept the North as a nuclearweapons state.
