In spite of the dire predictions, the weath-'er smiled upon the Great Freep'ort CanoeRace at Waterfront Park Sunday, August 3.

Co-hosted by the Police Athletic Leagueand Freeport Chamber of Commerce, profes-sional and amateur rowers competed in vari-ous races to the delight of the crowd whocheered winners and losers. Entertainmentand refreshments were available to specta-tors of all ages while they awaited the next oftwelve races.

This annual event raises funds for theFreeport Police Athletic League, which pro-vides sports programs and activities foryouth throughout the year.

The Freeport Police Athletic League andFreeport Chamber of Commerce wish tothank the twenty business owners in Freeportand Baldwin who sponsored canoes in therace, the many volunteers who assisted in the

• -event, and the Freeport Recreation Center for, ' ; 'lise of their pool in canoe training.

Nautical Mile were raised at-Monday'sVillage Board meeting by FrancesFusco, Jill Carroll, Nancy Caracciolo,Robert Taylor, and Doris Katz, whovented their frustrations and called forbetter enforcement against the violators.

Ms. Fusco cited one restaurant in par-ticular that she said violates prohibitionsagainst loud music that exceed permit-ted decibel levels, has a bar that servespatrons on an outside deck of the estab-lishment and has an awning installedwithout a permit.

She jokingly offered to' host a barbe-cue on the deck of her home for thetrustees so they could witness the loudmusic and other violations for them-selves. "We need our quality of lifeback," she pleaded.

Village Attorney Harrison Edwardssaid the restaurant owner had submitted-an application to the Planning Board for,the outdoor bar and awning,'which' were'put in place before the approval processhad been completed. • . ' '

"The owner received a letter from thesuperintendent of buildings to removethe awning and the bar," said Mr.Edwards. He said a summons was issuedand that "Supreme Court action will bestarted if they're not removed by the endof the week."

"The decibel level- has not been

adhered to for two years," despite hermany complaints to the PoliceDepartment, she said. "Why does their(the restaurants) profit infringe upon mylife?" said Mrs. Caracciolo..

"If we have'to go to court to forcethem to remove (the canopies), we will."said Mayor William F. Glacken.'

The mayor also explained at one'pointthat the chief of police had met earlier inthe year with several restaurant ownersalong the Nautical Mile to discuss com-pliance with Village laws affecting theiroperations but that "stricter action, maybe necessary." He added that, "if com-pliance is not forthcoming, we will be inState Supreme Court to get an injunc-tion."

Mr. Taylor complained about exces-sive noise from motorcycles in theNautical Mile area and called forstronger police enforcement.

. . Chief Michael Woodward respondedthat,' during a recent "dedicated law

( • enforcement, 'effort" along Woodcleft,' • officers issued numerous tickets for traf-,

fie violations and that "about half were •.' against motorcycles."

Regarding the overall noise problemChief Woodward said officers patrol the •area to monitor the noise, but at theapproach of a police car, businesses turndown the volume until it has left thearea. He met with several of the con-cerned residents after the meeting to dis-cuss further enforcement efforts.

Commenting on the traffic and park-ing situation along the Nautical Mile,Mayor Glacken said the Village is "inthe process of creating more municipalparking, particularly at the south end of

Following up on the issue of PCBs atthe Power Plant 2 site that StewartLilker raised at the July 21 trustees,meeting, he asked abou'. the status ofconstruction at the site and the amountof contaminants present there.

Electric Department SuperintendentHubert Bianco said construction actual-ly had not begun and that it was his deci-sion to postpone further work there un t i lthe PCB contaminants are removed.

Reviewing the history of the issue.Mr. Bianco said soil sampling was donein 1993 and the amount of PCBs discov-ered was fewer than 10 parts per million.He said the "correct action" then was tocover the contaminated area with twofeet of soil, "which we did."

However, he said recent additionalsampling in.one area showed a reading"greater than 50 PPM," which slateDepartment of EnvironmentalConservation rules re.quire that the soilbe removed'.

Mr. Bianco reemphasized that the .plant project was "hot shut down. Theproject was delayed by my.self un t i l -the :.

Vincent Greco, who lives across fromthe power plant site and on several occa-sions in the past has expressed his con-cerns about the health effects of PCBson humans and marine life, urged thatthey "should be removed from (he sitecompletely."

Mr. Lilker "went on to ask the status ofthe lawsuit filed last year againstFreeport by Attorney General EliotSpitzer.

The allorney general filed the lawsuitagainst ihe village Oct. 4 for unconsti tu-tional and discriminatory housinginspections after an 18-month investiga-tion. The suit alleges that village hous-ing inspectors' violated constitutional

inspections." . . . . .Mr. Lilker asked if the Village was

willing to negotiate a settlement ratherthan to go to court. Village AttorneyHarrison Edwards explained theVillage's position regarding the lawsuitand the possibility of appeals by eitherside if the case goes to court.

The Village had filed a motion lastyear to have the suit dismissed.

"We're open to negotiate with them,"(attorney .general's office), said themayor, but added that he thinks "theattorney general doesn't have a case."

Regular businessOne agenda item that drew an impas-

sioned response from an audience mem-ber was the board's approval to transfernearly $58,000 in Community

Development Agency funds betweenCDBG Program Year accounts and tocreate a new budget line item for specialeconomic development.

"I'm concerned about where and howcommunity development funds arespent," said Eileen Weaver.

Mrs. Weaver urged that more funds bespent in low-income areas, "mostlynorth" of Sunrise Highway and "partic-ularly in the northeast."

She asked how much is being spentfor commercial development north ofSunrise and how many residences innortheast Freeport are receiving fundsfor rehabilitation.

Ellen Kelley, director of theCommunity Development Agency, saidthe funds, which were transferred fromolder program years had not been spentand were being used for commercial

Mrs. Weaver acknowledged that pastcommunity development rehabilitationprojects represent major improvementsin Freeport. especially in the south partof the village, "but we have other partsof (his village that need attention."

AFFORDABLE HOUSINGMEANS?....People have different reac-tions when they hear the term "affordablehousing."

Many, particularly those who grew up inthe boroughs of New York City, confusethe term with "low-cost housing." Theyenvision high-rise projects of great densityand think of the decline of surroundingneighborhoods that accompanied so manyof these developments.

That's not what affordable housing is.The term refers to housing for peoplewhose income is 80 percent or lower thanthe median income of the area. In the caseof Nassau/Suffolk, this would includehousholds earning less than $66,(XX).

According to statistics supplied by theU.S. Department of Housing and UrbanDevelopment (HUD), a family of fourearning $66,(XX) technically should pay nomore man $190,680 fora home! Currently,the median home value on Long Island is$3(X),(XX). The fair market rent, whichHUD sets at 35 percent of the'grOss house-hold income for high income areas likeNassau/Suffolk, should be $1045 for onebedroom and $ 1,275 for two bedrooms.

The problem is obvious. Not only ishousing one of the major problems facingthe unemployed poor, it is a major problemfor working people. It is also a major prob-lem economically for the Nassau/Suffolk

• area since many businesses will not localehere because their employees could notfind adequate affordable housing.

Meekins wins sanit electionDennis Meekins was re-elecled to his

fourth live-year term of office as a com-missioner on the board of Sanitary DistrictNumber Two. Only 918 people 'voted in the sanitary district,which encompasses the com-munities of Baldwin, Rooseveltand South Hempstead.

Mr. Meekins received 637voles with challengers RalphRose and Linda Degen receiv-ing 137 and 129 voles respec-tively.

In a breakdown of the votingin the three communities, Mr.Meekins received 577 voles inBaldwin, 22 in Roosevelt and38 in South Hempstead.

Mr. Rose received 154 voles inBaldwin, 2 in Roosevell and one in.SouthHempstead. Ms. Degen received 73 votesin Baldwin, 7 in Roosevelt and 49 in

South Hempstead.In her campaigning in Roosevell and

Soulh Hempslead, Ms. Degen promisedthat she would lake it uponherself to actively repsesenlthose Iwo communilies on the-board. All three of (his year's'candidates were fromBaldwin and the winnerwould join four silling boardmembers who are also allfrom Baldwin.

In contrast to electionnights in recenl past years, therewas none of Ihe buzz of a hollycontested race as the candidatesawaited Ihe lallies.

After the results were announced, Mr.Meekins lold The Leader his thoughts. " 1will work to improve Ihe three communi-lies, jusl as I said I would at the candidatesForum."

Informational programs on - affordablehousing show the categories of workingpeople for whom housing is a problem.They include teachers, nurses, and almostall college graduates beginning their work-ing careers. At the other end of the spec-trum are senior citizens, looking to down-size their living accommodations and find-ing it difficult, if not impossible, to findhousing within their fixed income budgets.

There is a saying , "If you build it, theywill come." For years many suburbanitessubscribed to the opposite. "It you don'tbuild it, they will not come." The "they"were an assortment of types that many didnot want living in their communities. Toomany suburbanites were content that theseworkers provide services for the moreaffluent but they didn't want "them" livinghere.

What many suburbanites didn't reali/.e,however, is that the "them" would includetheir own children who couldn't find jobslocally because businesses would notlocale here. They didn't realize that the"they" would include their parents whocouldn't find suitable retirement housing.

Meanwhile, people needing affordablehousing struggled as best they could. Somelandlords took advantage of their plight.And so we see single-family homes illegal-ly converted lo multi-family use. We seeIhe small quantities of rental housingcarved up into small apartments. And wesee more than one family in many of theseunits struggling to pay the rents which arestill not affordable for only one income.

How ironic. The "they" whom peoplewere trying to keep out are here; the prob-lem is that instead of living in clean, well-

planned, affordable housing, they are liv-ing in illegal, sub-standard housing, paying"off the books" rents to landlords whoseproperties are- not being properly taxed toreflect the extra town and school servicesrequired for their tenants.

Towns are now being asked to come upwith comprehensive plans based on statis-tical needs. While there is much technicaldata that must be accumulated and whilecommunication between towns and devel-opers must be coordinated, somethingmore is needed!

Political leaders, community activistsand residents must work together forgreater understanding. Resident fears con-cerning a decline of property values mustbe addressed. A comprehensive survey, cost-shared bythe Baldwin Chamber of Commerce andthe Town of Hempstead several years ago,pointed out tliauhe main thoroughfares ofBaldwin did not reflect the personal wealthof the community. How different Baldwinwould now look if instead of the unregu-lated proliferation of shoddy and shabbyresidential units along our main streets, a

Police NewsThe Homicide Squad is investigating a

fatal motor vehicle accident that occurredin Baldwin on July 29 at 9 p.m.

Detectives report that pedestrian AnnaLindner, 77, of Florence Street, Baldwin,was crossing Grand Avenue eastbound atFlorence Street when she was struck by anorthbound 1997 Cadillac operated by anunknown driver on Grand Avenue. Thedriver of the vehicle then left the scenewithout identifying self.

Ms. Lindner was transported to NassauUniversity Medical Center where staffphysician Dr. Pazigo pronounced herdead at 9:35 p.m.

First Prectnct police officers laterrecovered the Cadillac in the vicinity. TheHomicide Squad is attempting to locatethe operator of the vehicle. The investiga-tion is continuing.

The Italian luxury liner Andrea Doriamade worldwide headlines when it wassunk in a collision with the Swedishliner Stockholm in July 1956. Of theroughly 1,700 passengers and crewaboard her, all but 51 were saved inwhat has been called the greatest rescueat sea in maritime history.

^civSince the 1980s,.a small but ferventgroup 'of scuba divers have visited herremains each summer to explore, takephotographs and recover artifacts. Butmake no mistake, this isn't diving forthe faint-of-heart. Four books have beenpublished .about the risks involved indiving the Andrea Doria. Because of itsdepth, sea conditions and lure of enter-.ing her maze-like interior, she's consid-ered by many to be "the Mount Everestof diving."

The Freeport-based dive boat SeaHunter III recently returned from a 3day expedition to the Andrea Doria. Co-captains Sal Arena, John Bricker andWes Carman III report that in all, 13divers made a successful • and safe 'exploration of the 700-foot wreck

'which lies in 250 feet of water 60 milesoff Nantucket..

• "When we arrived at the wreck site onthe morning of July 16, we encountereda very strong current which preventedus from diving right.away," explainedCaptain Carman. "But after a 4 hourwait, it subsided and our divers,made itdown to the wreck where visibility wasabout 25 feet and' the temperaturearound 48 degrees.' We saw lots ofmarine life out there, including sharksand schools of dolphin." Many on thistrip are veteran divers of "The Doria"(as it is called by thosefamiliar withher). For seven of the participants, how-ever, this was their first Doria dive.Considering the dive a sought-afterachievement, each completed extensivetraining in this type of scuba divingwhich requires special procedures andequipment.

"The big news on this trip is the con-dition of the wreck," says MarkSilverstein, first mate on the Sea HunterIII and a veteran of 50 Doria dives."Most of the promenade deck has col-lapsed, owing to her near 50-year sub-mersion and.the fact that she rests on

school in Guadalajara, Mexico, he began*amedical career that would focus on provid-

After completing his pediatric resi-dency in 1976, Dr. Raifman took a positionat Peninsula General Hospital in FarRockaway, a medical facility located in ahealth manpower shortage area, (HMSA)working with the Hispanic community. Asa bi-lingual pediatrician, Dr. Raifmanbrought a sense of comfort and reassuranceto the often frightened children in theemergency room when he spoke to them intheir own language.

Today, Dr. Raifman is still reaching outto help the underserved population.
