Weigh- In Certification: Weigh-in and certification of all implements will take place beginning 1 ½ hours before the event.

Rules: The Summit League and NCAA rules apply and will be strictly enforced.

Results: The SUU Sports Information Office will be responsible for results and entries. Results will be available after the conclusion of each day’s events. Results packets will be distributed at all coaches meetings and mailed the Monday following the Championship. Results will also be e-mailed to each school’s SID Office and will be e-mailed to accredited media outlets upon your SID’s request. Results will also be available online, with the meet website (www.suutbirds.com) being updated throughout each day’s competition.

Team Facilities: Although shower facilities will be available at SUU (please bring your own towels), teams are encouraged to dress and shower at the their hotel. SUU is NOT responsible for loss of valuables.

Awards: See “Awards Presentation” (The Summit League Policies & Procedures Manual.) Individual awards will be presented at the conclusion of each event when results are certified. Award recipients must be in team uniform.

Official Team Party: The official squad size for the outdoor championships shall be 28 student-athletes. Each team shall also provide a minimum squad size of 16 student-athletes. The official team party may include up to 33 persons, and includes coaches, support staff, etc. The official travel party forms will be distributed electronically by the league office on Monday, May 4, 2009. They must be completed and returned electronically to Greg Walter ([email protected]) by 12 noon (CST) on Monday, May 11, 2009.

Event Entries:

Schools are limited to nine declared entries per event, except only one entry per school per relay.

Preliminary Entries Due: www.suu.edu/ath/menstrack/meets/conference/login.asp

Thursday, April 30, 2009 at 1:00 MDT, all team entries should be submitted through the online registration system. Please enter each athlete in every event they potentially could enter. If later in the week the staff realizes that there was an omission or error in the preliminary entries, simply log onto the online registration system and make the desired changes. Remember, these entries are only preliminary and are not final entries. Any and all changes will be accepted up to the final declaration time on Tuesday, May 12th.

Preliminary Rosters Due: Thursday, May 7, 2009 5:00 pm MDT. Preliminary rosters are due so number assignments can begin. Each team may have more than 28 student-athletes on this preliminary roster, but at the final declaration time, there may be no more than 28 student-athletes.

Final Declarations:

Final Declarations and scratches shall be made by Tuesday, May 12 at 5:00 pm MDT. Once final declarations have been made, they are final and cannot be altered, No adds or updates will be accepted. After that time, any athlete who scratches will not be allowed to compete in any event(s). In addition, the honest rule will be in effect for every declared athlete.

(Map enclosed) *Coaches must bring copies of all meet results to the meeting in the event that any times or performances are challenged. *If a coach is not in attendance to respond to a challenge regarding a performance, the student-athlete shall be entered as “No Performance”

Media Area and Services: Credential request should be made at least 24 hours in advance. Please direct all requests to Kyle Cottam at [email protected].

Media will be provided space and power on site if needed. Internet can also be provided if needed. Results will be posted in three locations throughout both days and packets will be available following the final competition on both days as soon as possible. Results will also be sent out via e-mail following the last race on each day.

Games Committee: The Games Committee shall consist of the head referee, the meet manager, and a Summit League representative (Myndee Kay Larsen). The Game Committee shall be the body of the rules on all protest and shall issue any interpretation of The Summit League an NCAA rules that are necessary to insure fair competition for all participants.

National Anthem: The National Anthem will be played or sung prior to the onset of each days competition.

Training Services: The following services will be available at the competition site:

• Taping and treatment table

• Water and cups

• Injury and ice

• Basic emergency equipment (AED, vauum splint, crutch)

• First-aid supplies

• Hydrocollator

• Modalities (Dynatronics: ultrasound and e-stim)

• Ambulance (On Call)

The training room is located under the stadium and can be accessed through either stairwell located on the west side of the track area. The SUU Athletic Training Staff would like to take the opportunity to welcome you and your team to Cedar City and the 2009 Summit League Outdoor Track and Field Championships. The athletic training room will be open one hour before the competition’s scheduled start each day and following the events as needed. Teams traveling without a Certified Athletic Trainer are required to bring an instruction sheet with a list of desired treatments for athletes receiving treatments. If no athletic trainer is traveling with your team please call ahead of time with specific instructions for treatment and taping. The team’s physician will be on call.

Hospitality: Will be provided for officials, volunteers, administrators and coaches throughout the day. The hospitality will be located on the southwest side of the stadium underneath the restrooms at the bottom of the stairs.

Team and Bus Parking: Team and Bus parking will be located on the SE site of Eccles Coliseum. Participants will enter through the SE entrance gate.

OUTDOOR TRACK & FIELD CHAMPIONSHIP

(Men’s and Women’s)

Section 1. Administration

A. The Summit League Championships. League championships shall be conducted in the name of The Summit League.

B. Administration. The administration and conduct of The Summit League championships shall be under the direction and supervision

of the Commissioner’s office, with the assistance of the institutional personnel of the member institutions.

Section 2. Financial Regulations

A. Expected Funding of Championship Host. A championship host is expected to fund the League championship in an amount equal to or

above the amount it will save on traveling, meal and lodging costs for its athletic team. The League expects that each championship will be

conducted with the highest standards for quality and safe competition. If a host is unwilling to underwrite the championship, the Joint

Council may consider an alternate site. (No rental fees shall be paid for institutional facilities.)

B. Expenses. Championship expenses are those actual costs directly related to security, ticket sellers, ticket takers, sales and/or applicable

city, county, or entertainment taxes, ushers, maintenance personnel, buildings and grounds expenses, and any other out of pocket

expenses directly related to the administration of the championship.

C. Net Revenue. All net revenue from a League tournament or championship (i.e., any amount remaining after the host has paid its

expenses) shall be shared with the League office on a 50-50 basis.

D. Entry Fees. Entry fees are not allowed in The Summit League championships, except in the sports of track and field and golf. The maximum

allowable entry fee for indoor and outdoor track and field is $300 per men’s team and $300 per women’s team for those events that are

conducted at an off-campus facility.

Section 3. Championship Site

A. The men’s and women’s outdoor track and field championships shall be held two weeks prior to the NCAA Outdoor Regional Championships.

B. The 2009 championship shall be held on Thursday-Saturday, May 14-16 and hosted by Southern Utah.

C. Subsequent sites shall go by the following rotation:

1. An institution may decline the option of hosting a championship.

2. The decision for declining the option to host must be made by October 1st for a championship to be held the subsequent fall.

3. In that case, the next institution in the rotation shall accept or decline the opportunity to host.

4. The process will continue until a host is determined.

Section 4. Championship Facilities

A. The running track, competitive area and competitive equipment at the championship site shall meet NCAA specifications. The oval must be

level.

B. The Championship Manager shall include the lengths of the long jump, the triple jump, the high jump, and pole vault runways in the head

coaches’ preliminary information packet.

C. Whenever possible sprint races shall be run with the wind.

D. The championship facility must meet the following specifications and provide the following equipment or provisions:

1. Site

a. Eight-lane oval track, with numbered lanes at least 42 inches wide

b. One fully automatic timing system - preferably two

c. A sufficient backup system

d. Starting blocks, hurdles and relay batons for nine teams

e. One wind indicator (two if possible, one by the jumps area and one by the sprints)

f. Three-level awards platform

g. Scoreboard to display the scores of all schools

h. Area for posting of event-by-event results

2. Running Events

a. Visual lap counter

b. Visible clock to display race times (may be portable)

3. Field Events

a. Pits, standards and cross bars for high jump and pole vaulting

b. Stepladder for the pole vault or measuring instrument to measure from the runway

c. Performance indicator boards for all field events

d. Crossbar height indicators for high jump and pole vault

e. Distance indicators for field events

f. Timing lights or stop watches for field events

g. Cages for discus and hammer, and preferably shot put

h. Runways for javelin, long jump, triple jump and pole vault

i. Apron for high jump

4. Equipment

a. Sufficient stop-watches

b. Two 100-meter measuring tapes (must show feet and metric)

c. Four 15-meter tapes (must show feet and metric)

d. Flags for inspectors and field event judges

e. Adequate platforms (judge’s stand, timers’ stand, FAT timers, starter’s platform)

f. Weighing and checking equipment for implements

g. Clipboards for officials

h. One starting pistol and shells, and one backup starting pistol and shells

i. Walkie-talkies for championship officials

j. Hip numbers for student-athletes

k. Relay cards

5. The host must provide a warm-up area for all competitors.

6. The host must work with the League Office to set up a period of time the day before the championship where the track facility is

available to the visiting teams.

a. The host facility must have two changing areas adjacent to the competition site.

Section 5. Championship Format

A. The championship shall be three days in length, following a Thursday through Saturday format. The first day of the multi-events shall be

Thursday afternoon. The second day of the multi-events shall be Friday morning (the first day of regular competition).

B. As events are added to the NCAA Outdoor Championship the events shall be immediately added to The Summit League Championship.

C. Coaches and non-participants will NOT be permitted on the track or the immediate field event areas. A competitor who has been aided by a

coach or a teammate who is not in the event or by a non-competitor connected with the competitor’s team (whether directly or indirectly),

may be disqualified from the event.

D. Racing events shall be run at metric distances, and a fully automatic timing system (FAT) MUST be utilized.

1. A maximum of eight runners or teams shall run in any heat or final of the 100-meter dash, 200-meter dash, 400-meter run,

100-meter hurdles, 110-meter hurdles, 400-meter hurdles, 400-meter relay and 1,600-meter relay.

Section 6. Championship Manager

A. Selection. The host institution shall appoint a Championship Manager who shall not be the head track and field/cross country coach nor the

Director of Athletics. The Championship Manager shall manage, organize and coordinate all aspects of the League championship and cannot

have administrative duties that might take them away from their responsibilities (duties) listed below once the championships is underway.

B. Duties. Among the Championship Manager’s responsibilities are to:

1. Serve as administrator and supervisor for all facets of the League championship, in conjunction with the League office;

2. Appoint and coordinate a local management committee of key institutional personnel (sports information, athletic training, event

management, promotion, concessions, facility management to aid in managing the event;

3. Study the following sections of the Policy and Procedures Manual and cultivate a detailed knowledge of the outdoor track and field

championship regulations;

4. Prepare and mail a preliminary information packet to all League coaches and the League office no less than 30 days prior to the

event (see Information Packet). The contents of this packet must be reviewed with the League office prior to its distribution;

5. Inventory championship awards upon their arrival and inform the League office of any problems concerning their timely receipt

or condition upon arrival;

6. Copy the League office on all memoranda regarding the League championship;

7. In concert with the League office, conduct whatever administrative procedures are necessary to properly nominate, select and

present any honors;

8. Coordinate and stage a championship banquet or hospitality function (if applicable).

Section 7. Championship Handbook

A. No less than 30 days prior to the League championship, the Championship Manager shall provide all League institutions with a preliminary

information packet.

B. The contents of the preliminary information packet shall include:

1. Directory of host management staff and phone numbers

2. Championship Headquarters information

a. Location

b. Room rate

c. Team accommodations and reservation procedures

1. The host shall secure sufficient hotel rooms at competitive rates for visiting teams at hotels that are approved by

the League Office. The host shall also describe other major functions that are happening at the same time that may

Section 8. Championship Headquarters

A. The host institution shall designate a hotel as its championship headquarters. The host shall secure sufficient hotel rooms at competitive

rates for visiting teams at hotels that are approved by the League office. The host shall also describe other major functions that are

happening at the same time that may affect room availability and rates. Teams are strongly encouraged to utilize the championship

headquarters for their hotel accommodations.

B. Each participating team shall be responsible for reserving and paying for its team accommodations.

Section 9. Banquet

A championship banquet is encouraged as a forum to honor the student-athletes and/or the participating coaches. If held before the championship, it

is suggested that outgoing senior student-athletes be recognized at the banquet.

Section 10. Hospitality

A. It is strongly encouraged to provide a hospitality area for coaches, administrators and officials at the site of competition. If possible, it is

suggested to offer some sort of hospitality for the student-athletes.

B. If deemed necessary, a separate hospitality room should be available for championship referees and officials, and for the media covering

the championship.

Section 11. Championship Program

A. Each host is expected to have available an official championship program for spectators. The information within the program will be

provided by The Summit League Office, but produced by the host. This program should include:

1. Team rosters

2. Information on each competing team (quick facts, championship outlook)

3. Schedule of events

4. Results from last year’s League championship

5. All-time championship team results

6. Season best performances

7. League, NCAA and national records

B. All revenue derived through program advertising and program sales are considered part of the gross revenue for the championship.

C. All program advertising shall meet the highest standards of good taste and shall exclude those advertisements that do not appear to be in

the best interests of the member institutions of The Summit League.

1. The Commissioner’s office shall have the authority to rule in cases where there is a question of acceptable advertisers or

advertising copy for programs.

2. The following advertisements are expressly prohibited: alcoholic beverages (hard liquor), and all tobacco products.

Section 12. Coaches Meetings

A. There shall be a meeting of the League coaches prior to the championships to discuss final championship arrangements and to process

final declarations. The Summit League representative on site shall chair the meeting.

1. The Championship Manager shall distribute ballots for selection of the Men’s and Women’s Athlete, Coach, and Newcomer of the

Year awards.

2. The Head Referee and other key championships officials shall be introduced to the coaches at this time.

3. Final declarations will be reviewed at this meeting. Entries may be scratched at that time, but may not be added or modified.

4. Permissible places for the coaches to position themselves (without aiding their student-athletes) shall be determined, as well as

appropriate places for coaches to give splits.

5. The Games Committee shall be introduced.

B. An annual business meeting of the track and field coaches shall be conducted via teleconference on the third Tuesday in May at 2 p.m.

(CST). All head coaches are required to participate in this meeting.

C. The Sport Committee chair shall chair the meeting.

D. In order to change and/or cancel practice and/or shoot around times, etc.; coaches are required to inform opponents with a telephone call to

the institution’s designated contact person on the league’s phone directory.

Section 13. Games Committee

A. The Games Committee shall consist of the meet Referee, the Championship Manager and the League office representative assigned to

conduct the championship.

B. The Games Committee shall give specialized assistance when questions and problems arise during the conduct of the championship that are

not explicitly covered in either League or NCAA policies. The committee shall issue whatever interpretations or rulings are necessary to

assure fair competition for all participants.

C. If a committee member is associated with an institution under discussion, he or she will withdraw from the Committee during that discussion

and vote.

Section 14. Officials

A. The Championship Manager and host coaches shall secure a sufficient number of skilled officials to adequately staff the League champion-

ship. The host institution is responsible for the quality and appropriate training of officials. Officials certified by USA Track and Field are

recommended. Officials shall include:

B. A wind gauge operator shall ascertain the velocity of the wind in the running direction of the appropriate events (100-meter dash, 200-

meter dash, 100-meter hurdles, 110-meter hurdles, long jump and triple jump). This information shall be recorded for each race or attempt

and be included in the final results.

C. Marshals and assistants shall keep all areas of the track clear and unobstructed so as to best meet the needs of the student-athletes,

officials, and spectators.

D. Lap counters shall be appointed to notify each competitor of the number of laps that still need to be completed. Adequate lap counters

must be provided to accurately count laps for all runners in distance races. The start of the final lap shall be signaled by firing a gun or

ringing a bell.

E. Officials should not be eligible or ineligible members of the host’s track and field teams. It is encouraged that officials be certified by USA

Track and Field.

F. The host institution is responsible for compensating any officials it deems appropriate.

G. The Championship Referee’s decisions will be final. In the event of a protest, the Referee’s decision may be reversed by the Games

Committee.

H. Any questions or concerns regarding the officials shall be directed to the Championship Manager and/or Meet Referee, not the host

coaches.

Section 15. Personnel

A. Marshals and assistants shall keep all areas of the track clear and unobstructed so as to best meet the needs of the student-athletes,

officials and spectators.

B. Lap counters shall notify each competitor of the number of laps that still need to be completed. Adequate lap counters must be provided to

accurately count laps for all runners in distance races. The start of the final lap shall be signaled by firing a gun or ringing a bell.

Section 16. Entry Procedures

A. Online entry procedures must be utilized for the outdoor track and field championships. The Championship Manager and The Summit

League Office must approve the use of any online service used prior to the championships. The Summit League Office shall have access to

all online registration information.

B. Preliminary entries must be submitted to the online service no later than two Tuesdays before the championship.

C. Final Declarations and scratches shall be made by 5 p.m. two days prior to the start of the championship.

1. Entries may be scratched at this time, but may not be added or modified.

2. If a coach is not at the coaches meeting to respond to a challenge regarding a performance, the student-athlete shall be

entered as “No Performance.”

D. Entries shall be made using an online entry service, as approved by The Summit League office. Entry forms shall be completed according to

the following policies:

1. For individual events entries are limited to one more than the number of places scored in each event. For relay events one relay

team per school per event is permitted.

2. Teams may declare a squad size of up to 28 student-athletes.

3. Performances listed on the entry blanks must have been conducted in the current outdoor season. No relay performances will be

accepted for individual entries. All times, distances and heights must be listed on the entry forms.

a. The institution’s coach must convert all hand times to fully automatic times by adding .24 seconds in all running events.

b. All entry marks must be converted in accordance with the NCAA Rule Book.

E. Seeding will be done in accordance with NCAA rules, and will be based on the League Best Times List. If an institution fails to report their

weekly results to the League office within 10 days following a meet that institution’s results from that meet shall not be used for the

purposes of seeding at the championship. Coaches must bring copies of all meet results to the championship in the event that any times or

performances are challenged.

F. An appropriate computer program shall be utilized for the conduct and scoring of the championship.

G. At the championship, all relay cards must be turned into the Clerk of the Course 15 minutes prior to the beginning of the race. The

championship host shall provide relay cards in the coaches’ packets upon arrival.

Section 17. Running Events

A. Heats and lanes shall be drawn in accordance with the NCAA Rule Book. Runners shall advance to the next round on the basis of place and

time, with a premium on place.

B. To help the judges identify the place winners of the races run in lanes, finish runners must return in their lanes to the finish line.

C. The 100-meter dash, 200-meter dash, 400-meter run, 800-meter run, 100-meter hurdles, 110-meter hurdles and 400-meter hurdles shall

feature prelims. All events 1500-meters and longer shall be run as a timed final. (Adopted June 2008)

D. All multi-timed finals shall be run in slow to fast heat order.

E. 100-Meter and 200-Meter Dashes; 100-Meter and 110-Meter Hurdles

The track direction of the races shall be determined by the Championship Manager and the Championship Committee. Qualifiers shall be the

heat winners and the next fastest times. In the finals of these events, contestants shall be placed in preferred lanes as follows:

1. Eight-lane track: 4 - 5 - 3 - 6 - 2 - 7 - 1 - 8

2. Nine-lane track: 5 - 4 - 6 - 3 - 7 - 2 - 8 - 1 - 9

F. 400-Meter Dash and 400-Meter Hurdles

Only semifinals and finals shall be contested. Qualifiers shall be the heat winners and the next fastest times. On an eight-lane track, eight

runners shall be in the fast heat. On a nine-lane track, nine runners shall be in the fast heat. In the final, contestants shall be placed in

preferred lanes as follows:

Eight-lane track: 4 - 5 - 3 - 6 - 2 - 7 - 1 - 8

Nine-lane track: 5- 4 - 6 - 3 - 7 - 2 - 8 - 1 - 9

G. 800-Meter Run

This event shall be run in prelims. Qualifiers shall be the head winners and the next fasted times. Twelve athletes shall qualify for the final.

Athletes shall run from alleys, using a one-turn stagger. (Adopted June 2008)

H. 1,500-Meter Run

This event is a FINAL, and shall be run in sections seeded against time. Sixteen athletes shall run in the fast heat. If more than 16 athletes

are entered, the remaining athletes will run in the slow heat. Athletes shall run from a waterfall start. (Adopted June 2008)

I. 3,000-Meter Steeplechase, 5,000-Meter Run

This event is a FINAL, and shall be run in one section. Athletes shall run from a waterfall start.

J. 10,000-Meter Run

This event is a FINAL, and shall be run in one section. Athletes shall run from a waterfall start.

K. 4x100-Meter (400-Meter) Relay

This event is a FINAL. Olympic exchange zones may be used. Preferred lanes shall be assigned, with a random draw of the outer lanes.

L. 4x400-Meter (1,600-Meter) Relay

The event shall be run as a timed FINAL. Olympic exchange zones may be used. Preferred lanes shall be assigned. A three-turn stagger

will be used, if possible.

Section 18. Field Events

A. The number of qualifiers for finals in the Long Jump, Triple Jump, Shot Put, Discus, Hammer and Javelin shall equal the number of places

scoring in each event, plus one.

B. The order for trials shall be drawn by lot.

C. Pole Vault and High Jump:

1. Heights will be raised in increments of 5 cm for the High Jump and 15cm for the Pole Vault until a single jumper remains in

competition.

2. Opening heights will be determined such that the normal height progressions for the event will include the Regional Qualifying

Mark.

3. If at least 10 declared athletes have an entry mark (not including no-heights), the opening height will be the metric mark that

satisfies Provisions 1. and 2. and is at least one height below, but not more than two heights below the 10th seeded athlete’s

entry mark.

4. If fewer than 10 declared athletes have an entry mark (not including no-heights), the opening height will be the lower of:

a. The metric mark that satisfies Provisions 1. and 2. and is at least two heights below, but not more than three heights

below the last seeded athlete’s entry mark (not including no-heights); or

b. The metric mark that satisfies Provisions 1. and 2. and is equal to or between:

1. 1.46m (4-9 ½) and 1.50m (4-11) in the Women’s High Jump

2. 1.76m (5-9 ¼) and 1.80m (5-10 ¾) in the Men’s High Jump

3. 2.31m (7-7) and 2.45m (8- ¾) in the Women’s Pole Vault

4. 3.36m (11- ¼) and 3.50m (11-5 ¾) in the Men’s Pole Vault

Section 19. Multi-Events

The heptathlon and decathlon shall be run in accordance with NCAA rules.

Section 20. Scoring

A. The championship shall be scored to eight places for both track and field events and shall be the same for individual and relay events.

Scoring shall be as follows: 10, 8, 6, 5, 4, 3, 2, 1.

B. If two or more competitors are judged as having tied for a place, the points for the places involved shall be equally divided between these

competitors.

Section 21. Ties

A. All ties in team and individual competition at the League championship shall stand, with the exception of ties in the field events.

Championship management shall refer to the NCAA Track and Field Rule Book for the method of separating ties in the field events.

B. If a tie occurs for the last qualifying position for any event, all tying contestants shall advance to the finals.

Section 22. Equipment

It is recommended that all timing equipment, implement-weighing and measuring devices, measuring tapes and devices and wind instruments be

certified for accuracy prior to the championship. The host shall be responsible for the accuracy of the equipment utilized. It is also mandatory to

have an electronic lightning detection device on site.

Section 23. Lightning Safety Guidelines (Approved October 2005)

A. The purpose of this policy is to provide information to those responsible for making decisions about suspending and restarting events

based on the presence of lightning. (Information taken from the NCAA Sports Medicine Handbook and NCAA Championships Severe Weather

Policy.)

1. Electronic detection devices are mandatory at all outdoor home athletic events to determine the severity of the weather.

However, such devices should not be used as the sole source when considering terminating events.

2. National Severe Storms Laboratory (NSSL) staff strongly recommend that all individuals should have left the event site and

reached a safe structure or location by the time the person monitoring the weather obtains a flash-to-bang (lightning-to-

thunder) count of 30 seconds (equivalent to lightning being six miles away). This recommendation was developed as a

practical way to make a judgment in situations where other resources such as technology and instrumentation are not

available.

3. The existence of blue sky and the absence of rain are not protection from lightning. Lightning can, and does, strike as far as

10 miles away from the rain shaft. It does not have to be raining for lightning to strike.

4. When considering resumption of events, NSSL staff recommends that everyone ideally should wait at least 30 minutes

after the last flash of lightning or sound of thunder before returning to the field of activity.

Section 24. Fully Automatic Timing (FAT)

A. Fully automatic timing (FAT) with photos, videotapes or computer-generated images will provide the official results for all running events.

Times shall be recorded officially to the hundredth of a second.

B. There shall be at least one fully automatic timing device available for the competition and a backup FAT system. (NOTE: Equipment shall

be borrowed if the host does not own one.)

C. The host shall appoint one official to determine the results of each race from the photos or video. He or she must sign or approve each

photo or videotape before it becomes official.

1. Official pictures under protest may be viewed only by the fully automatic timing device official, the Referee and the Games

Committee. The coach involved in the protest may view the picture with the Referee present.

2. The head finish line evaluator shall, by utilizing the official picture of the finish, be responsible for the evaluation and

interpretation of the finish places and times.

D. Back up timing mechanisms must be in place in case of an equipment failure with the electronic devices.

Section 25. Protests

A. Protest forms shall be made available to the coaches at the coaches meeting. All protests must be made in writing, and shall be managed

as codified in the NCAA Track & Field Rule Book.

B. Official pictures under protest may be viewed only by the fully automatic timing device official, the Referee, and the Appeals Jury. The coach

involved in the protest may view the picture with the Referee present.

C. A protest fee of $25 cash shall be required at the time of protest. If the protest is upheld, the $25 fee shall be refunded. If the protest

is overruled, the $25 fee shall be paid to The Summit League office.

Section 26. Results

A. During the competition meet results shall be posted after every event and in a place or places where results may easily be viewed by

coaches, student-athletes and spectators.

B. Adequate staff shall be provided in the press area to allow for expedient preparation of the championship results. Copies of the results shall

be made available to the coaches and any media as soon as possible after the championship.

Section 27. Scratch Procedures

A. If a declared contestant scratches from an event, that athlete is scratched from the entire championship.

B. A student-athlete barred for scratching or dropping out because of injury or illness may return to the competition if the meet physician

substantiates the ailment and subsequent recovery.

Section 28. Uniforms

Participants shall wear only the university-issued uniforms. If team members wish to wear tights, they must be of the same color.

1. If an athlete violates this rule, the referee shall give one warning to both the head coach and the student-athlete.

2. If the correction is not made, the Championship Referee shall disqualify the athlete from all remaining events. Any points scored

by the athlete prior to his or her disqualification shall stand.

3. Cropped tops shall not be permissible.

4. No competitor shall be allowed to compete without the appropriate jersey number and (if appropriate) hip number. The jersey

number must be affixed to the front of the student-athlete’s jersey. Pole Vaulters may wear their numbers on their backs.

5. A student-athlete’s equipment and uniform may only bear the manufacturer’s normal label or trademark, as it is used on all such

items for sale to the general public. The student-athlete’s institution’s official uniform (including all items utilized in warm-up

sessions) may bear only a single manufacturer’s or distributor’s normal label or trademark not to exceed a two and one-quarter

inch square in size.

6. In relays, it is permissible for team members to wear university-issued uniforms, regardless of whether the colors or styles match.

Section 29. Official Squad Size/Team Party

A. Official Team Party. The official squad size for the outdoor League championships shall be 28 student-athletes. Each team shall also

provide a minimum squad size of 16 student-athletes. The official team party may include up to 33 persons, and includes coaches, support

staff, etc. The Official Party list DOES NOT include administrators or sports information staff.

B. Championship Hosts. For League championships, the host team shall be limited to the same number of entrants permitted for traveling

teams.

Section 30. Eligibility of Student-Athletes

The eligibility of all student-athletes participating in The Summit League championships shall be verified by using the Official Party Form, which must

be submitted to the host prior to the first day of competition.

Section 31. Participation in Championships

If a member institution counts a sport for purposes of NCAA legislation, that institution shall field a full squad at the The Summit League

championship. “Full squad” shall mean no less than the minimum participants required per NCAA Bylaw 20.9.3.3. In track and field, an institution

must field a squad size of 16 student-athletes.

Section 32. Medical and Training Services

A. Training Room. The host institution shall coordinate all athletic training facilities for the League championship and shall provide

qualified athletic trainers to administer care to student-athletes. The training area shall be open two hours before competition and one hour

before practice times, in addition to its usual operating hours.

B. Modalities. Ice, whirlpools, hydro collator packs, ultrasound and muscle stimulation modalities shall be made available to all visiting athletic

trainers.

C. Day of Competition. For every contest on the day of competition, the host training room shall provide sufficient staff, a Team Physician,

water and cups, ice bags, ice cups and wraps.

D. Traveling Without a Trainer. Teams are requested to provide a written request for treatment of a student-athlete if the team is traveling

without a certified athletic trainer.

Section 33. Media Services

A. Host SID. The host sports information director shall provide all necessary items and facilities for media covering the League championship,

and shall work in concert with the League office. The official scorer and all game-day personnel shall be set up and prepared to work a

minimum of 30 minutes prior to a scheduled championship contest.

B. Press Conferences. Where appropriate, the host SID shall arrange for pre and post-championship, post-race and post-game press

Conferences featuring selected coaches and student athletes.

C. Advance Publicity. The host institution is encouraged to provide advance publicity and promotion for the championship. The following are

recommended:

1. Early press releases relating to the planning and progress of the championship

2. Invitations sent out to high school coaches within the area

3. Public service spots in local papers, on local radio and television

4. Inclusion of the championship date on all institution calendars and releases

5. Advance mention of the championship at other events throughout the season

D. Results. The host sports information office shall be responsible for tabulating and distributing the official results from all rounds of the

championship event.

1. Each day of competition, The Summit League office and the sports information offices shall be faxed results of the League

championship.

2. League Office Copy. At the conclusion of the championship, the League office representative shall be provided with the

following items from the championship:

a. One copy of the official results (all days)

b. Ten (10) championship programs

c. Newspaper clippings from the event

d. A summary of all promotional efforts

c. Reports of any incidents

Section 34. Awards

The following awards shall be presented separately in Men’s and Women’s Outdoor Track & Field:

1. One team championship award

2. Once team runner-up award

3. Awards for 1st, 2nd, and 3rd-place finishers in all events

4. Awards for individual members of the official team party of the championship team

5. One Newcomer of the Championship award

6. One Championship MVP award

7. One Coach of the Year award

8. One Athlete of the Year award

Section 35. Awards Selection

A. The All-League Team shall be selected as follows:

1. All-League honorees shall be the top three finishers in each individual event and members of the top three relay teams.

B. The Championship Director shall coordinate the selection of the individual awards in conjunction with the League representative. The

League office shall supply a form for this purpose.

C. The Newcomer of the Championship shall be a true freshman (an academic freshman).

D. Immediately following the final event coaches shall meet briefly to review Newcomer and Athlete of the Year candidates from their teams.

Section 36. Awards Presentation

A. The top three finishers in each event shall be recognized on the awards stand. If a student-athlete is unable to come forward a teammate

may represent him/her on the awards stand.

B. Finalists must wear their official team uniform or sweats on the awards stand.

C. Specific meeting dates, places, and times for any meetings shall be included in the preliminary information packet.

Section 37. Team Seating

The Championship Manager shall identify seating for student-athletes and coaches. Ideally, this area should be separated from the spectator section.

Section 38. Merchandise

The Summit League retains exclusive rights to sell merchandise at all League championships.

The League shall have the right to use each member institution’s name and logo in conjunction with all Championship events. The League shall have

the exclusive right to market the League name, logo and championship events, and to license products using such name, logo and events. These

rights shall be administered by the League Office. (Adopted June 2007)
