4Welcome Address by the World Customs Organization
Dear Conference Participants,
I would like to warmly welcome you to the 2014 WCO IT Conference, which is taking place for the 13th time! We are very pleased to be in the exciting and welcoming country of Australia and in Brisbane, one of its most beautiful cities. It is a pleasure to be co-hosting the IT Conference with the Australian Customs and Border Protection Service and we are grateful for their support in organizing this very important event.
Conference topics this year will include a many of diverse themes pertaining to information technologies, and will explore the role of Customs and other stakeholders in enhancing economic competitiveness, primarily through facilitation of international trade and tourism. The sessions include many prominent speakers from government and business.
The imperative role of Customs in improving border efficiencies was confirmed with the conclusion of the WTO Agreement on Trade Facilitation (ATF) in December last year, which recognizes Customs as the key implementer. Moreover, collaborating closely with other border agencies and other stakeholders in facilitating trade is crucial and contributes to improving the economic competitiveness and well-being of our countries.
This is an outstanding opportunity for Customs to take stock of the accomplishments achieved so far and to make important decisions for the future. In the WCO Year of Communication, we are meeting with as many high-level officials and international policy makers as possible to promote Customs’ interests, further raise its profile
and create better awareness of the opportunities and challenges it faces.
It is also important to keep in mind that implementation of the WTO ATF should not be an objective per se, but rather a means of achieving sustainable trade facilitation, based on tangible and measurable results. Information Technologies will undoubtedly play a crucial role in the ATF implementation. In addition, innovative practices and forward looking 21st st century IT solutions can exceedingly advance the trade facilitation agenda of WCO Members.
Finally, I would like to invite you to make full benefit of the sessions and to engage actively in the discussions. In parallel with the conference, the exhibition will offer quality networking and marketing opportunities. Here you will be provided by first hand information from suppliers and users on trends, technologies and solutions available on the international customs and trade market.
I wish you an enjoyable event and a pleasant stay in Brisbane.
Kunio Mikuriya, Secretary General World Customs Organization
5Welcome Address by CEO Australian Customs and Border Protection Service
Dear participants
It is my great pleasure to welcome you to the 2014 World Customs Organization (WCO) IT Conference and Exhibition in Brisbane, the capital of Australia’s beautiful sunshine state, Queensland.
The Australian Customs and Border Protection Service (ACBPS) is honoured to co-host this event with the WCO, and we look forward to three days of robust discussion on modernising customs and trade related border functions to meet global competitive challenges in the 21st century.
Under the theme ‘Information Technology as a Catalyst for Economic Competitiveness and Innovation Powering Facilitation of Trade and Tourism’, the conference will showcase new frontiers in ICT, and application of technologies to foster trade and travel.
The conference will also provide a valuable opportunity to explore how government and industry can work more closely to drive and contribute to economic competitiveness.
As part of a comprehensive reform programme, ACBPS is already engaging with international and Australian industry at a strategic level, and developing the regulatory and policy frameworks that will support the management of increased volumes of travellers and cargo across the border.
There is no doubt that the future outlook for our borders is challenging. This conference will provide a platform for the exchange of ideas and points of view on how we
can use technology to tackle the issues of increasingly complex and dynamic supply chains and travel routes, and the growing volumes of trade and travellers.
In the future, our border systems and processes need to be highly efficient, increasingly automated and geared towards the reality of the modern global trading system, and it has never been more important for us to work in partnership.
We look forward to welcoming our local and international delegates to Brisbane, building or strengthening our valued relationships and sharing our experiences on improving travel and trade facilitation through innovation.
I hope you enjoy a pleasant stay in Brisbane and I look forward to seeing you at the 2014 WCO IT Conference and Exhibition.
Best wishes,
Michael Pezzullo Chief Executive Officer Australian Customs and Border Protection Service

Every item on every store shelf, in every office and home, has been on a truck at one point. Trucks are the lifeblood of all economies efficiently interconnecting all businesses, markets and transport modes. However, non-harmonised procedures change from one country to the next creating long border waiting times - an economic and social nightmare for Customs and businesses alike. Fortunately, there is a global, multimodal, secure and affordable solution called TIR, which cuts overall transport times by 40% and costs by up to 30%, and is fully compliant with the WCO Safe Framework.
Ratified by 68 countries, the United Nations TIR Convention has proven most effective for 60 years in 58 countries worldwide. Under TIR, any containerised shipments are sealed and unsealed by Customs at departure and final destination, eliminating redundant checks at borders in between. The IRU, as the global voice of the road transport industry with over 65 years experience in facilitating and securing trade, has been mandated by the United Nations to manage TIR.
Thanks to state-of-the-art risk management apps developed by the IRU, TIR is now highly computerised and is the only truly global Customs transit system in the world guaranteeing the full security and traceability of goods transported.

The World Customs Organization (WCO) has served as an international customs community which is in charge of developing international conventions on customs and international trade facilitation. Its work is now expanding to the establishment of safety and security in the logistics supply chain and customs modernization. As well, since the 911 terrorist attacks, the demand for solutions that can meet the global regulations on logistic security and safety such as the US SAFE Port Act has been ever increasing.
In line with such trend, POSCO ICT and S-WINNUS jointly has developed a solution that can track and monitor container freight in every step of the logistics process including ports around the world. It provides a customized service to a wide range of logistics companies and government agencies.
In particular, the National Customs Service of Korea plans to adopt this solution in order to check the location and seal of C/S (Customs Selectivity) freight in real-time.
Major features of the container tracking and monitoring services include:
• Provide real-time monitoring of container seal and location information• Identify the status inside (temperature and humidity) and impact value of containers• Authorize removing seal on containers using NFC technologies• Support GSM/WCDMA that can adapt to each country’s communications environment• Adopt large-scale batteries that require no recharging throughout the entire logistics process
The demand on the services provided by the two companies is expected to increase as the installment of security devices on all US-bound container freight will become mandatory.
