Five suspects arrested

Five suspects arrested on the farms near Val police station after an armed robbery carried out in Balfour on Friday, 15 April.

VAL - Many police officers including farmers and the community of the Sithandiwe Village along the R23 responded to a call from Balfour SAPS reporting that suspects were travelling in a car in the direction of Standerton after they robbed a shop belonging to a foreign national in Balfour on Friday,15 April. According to Val SAPS spokesperson, Constable Vangile Lephoto, five suspects robbed the shopkeeper at gunpoint at midday on Friday.

They stole airtime vouchers and an undisclosed amount of cash and other items before they jumped into a getaway car. Balfour police received a tip-off that the getaway car was spotted travelling on the R23 towards Greylingstad.

Based on information, Balfour SAPS called all stations for backup. Officers from Val, Greylingstad, Secunda K9 Unit and Standerton K9 Unit responded. Constable Lephoto reports that when suspects became aware that they are being pursued by the police they decided to drive into the Sithandiwe Village along the R23. SAPS closed in and three suspects jumped from the car and hid in the village, while two other suspects who remained with the car were arrested. With the assistance of members of the community, farmers and the K9 Unit dogs, the three suspects were found and also arrested.

Police wanted to recover the firearm that was used in the robbery, but one of the suspects told police that he threw the firearm in the dam near the village. Police divers were called to the scene to locate the firearm, but all the effort did not pay off. The five suspects were taken into custody at the Balfour Police Station to face charges of armed robbery. Three suspects aged 27, 30 and 32 were reportedly residents of Embalenhle near Secunda, while the other two, aged 30 and 35 are originally from KwaZulu-Natal. Constable Lephoto reported that a firearm was recovered at Sithandiwe Village after kids discovered it wrapped in an overall in the veld on Monday, 18 April. Constable Thomas Lentsoane of Val Police Station took the firearm to Balfour Police for an additional charge of the possession of an illegal firearm. Constable Lephoto confirmed that the suspects will appear in the Balfour Magistrate’s Court soon.DM

STANDERTON - A horrific accident that occurred on Saturday night, 16 April, ap-proximately 42 kilometers out of Standerton on the R23-Volksrust road, claimed the lives of four women and two men. Information received reveals that a Chevy Cruze and a BMW collided head-on, trapping several passengers inside the wreckage. Stander-ton Fire Brigade had to extract the bodies

and a seventh person had to be evacuated to Standerton Provincial Hospital with sus-pected head and brain injuries. The man was airlifted at about 03:00 on Sunday morning to a Johannesburg hospital. The names of the persons were not yet available and the reason for the accident is still being investi-gated. The fire brigade, SAPS, ambulances and traffic officials were on the scene. JD

STANDERTON - A 33-year-old female security guard was still shocked and trau-matized when police took her statement after a five-hour ordeal. According to Lieutenant Johannes Nhlabathi, the female guard was on duty alone on the premises of Transnet Freight Rail in Taljaard Street next to Azalea on Sunday night, 17 April, when she was confronted by four unknown men armed with firearms at about 1:00 am on Monday morning. The thugs allegedly took her two cell phones and using her duty handcuffs she was handcuffed to the leg of the table in the security officer’s room. They used her security reflector jacked to blindfold her.

The thugs then carried on without being disturbed. They reportedly broke into the office and stole equipment to the value of R80 000 including a computer, laptop and a TV set. They stole red copper cable valued at thousands of Rands. During an investi-gation, police discovered a hole in the fence

behind the store room, which is suspected to have been used as the point of entry. The woman was left unharmed. Police were told that, the woman remained handcuffed to a table until she was rescued by her col-league and an employee of Transnet when they reported for duty at 6:00. A case of business robbery is under investigation. DM

Moontlik begeer jy ‘n deurbraak in jou besigheid? Of in jou huwelik?

(Ex 14:14)

Die stryd behoort aan die Here. (1 Sam 17:47)

Let us be grateful to Jesus Christ, because his blood was shared for all of us in Calvary.

Thanks to all our consultants from the South African Social and Security Agency (SASSA) and the consultants from the Department of Social Development (DSD) in Lekwa. Although the Auditor General’s report for the year ended 30 June 2015 that was tabled on 29 January 2016, is still a closekept secret in the public domain and the council has not been afforded the opportunity to scrutinize it for reasons only known to those in authoritative positions.

The public has the right to know if the ailing municipality is moving on an upward trend or if it is on the verge of collapse in terms of performance based on the quality of its financial statements, quality of its performance report and compliance with key legislation.

However, one cannot determine if the report is a reflection of good performance or yet another blow to the gut. It is only

fair to let the public be the judge. As tax payers, the public will

depend on the media to publish any information that can be of public consumption, regardless of how secretive the matter is to be treated.

In a democratic country like South Africa, there should be no secrets. All matters must be transparent in the eye of the public.

It is not a privilege but a fundamental right of the public to hold those entrusted with responsibility accountable. The revelation of the Auditor General’s report does confirm the constitutional right of the public to access information. Let the public be the judge.

STANDERTON - Prince Nhlapo, a petrol attendant at Allegro Service Station in Standerton showed his bravery when he apprehended a suspect inside a patron’s vehicle.

Prince, who has been a familiar face for the last five years at the service station, said that he observed a vehicle parking and a lady got out of the vehicle to enter the shop. He also noticed three men behind him speculating about the car. He went about his business attending to a client when he noticed that the person behind the parked vehicle’s steering wheel is not the same lady that went inside the shop.

He went to investigate and saw that one of the men that was standing behind him earlier was now inside the car rummaging through the items. He pulled the man from the vehicle and called for help from his fellow attendants as well as the security guard. A prison warder, who was also filling his vehicle with petrol, was the first to assist him with

this arrest. They tied the suspect’s hands behind his back with cable ties and took him to the back of the shop. Kasselman Security Service was summoned and was on the scene within minutes. Both Prince and KVD guards found a remote control, used for car jamming, in the perpetrator’s possession. The police were notified and the suspect was taken to the police station for further questioning.

The other two men ran away when they saw that their fellow-culprit was arrested. According to Prince, who previously also arrested a thief for shoplifting, he wants customers to feel safe and secure when visiting the service station and will do his utmost best to ensure their safety.

The suspect was released later the same day but was later taken into custody again and is being kept in the holding cells. He will appear in the Standerton Magistrate court on Monday, 25 April. JD

The irritating humming noise emitted from Standerton Provincial Hospital is due to the installation of new fans. After the hospital went without warm water for quite a while, new fans were installed to supply additional oxygen to the coals in the boiler room so that a steady supply of warm water can be distributed throughout the hospital. The hospital management is aware of the noise and contacted the contractors to either fix or adjust the fans. Unfortunately, no timeframe for these corrections was given and the people in the direct vicinity must, for the time being, bear with the noise. (Photo for illustration purposes only)

Tabled 29 January 2016, This letter highlights the key matters in the audit report for con-sideration by the municipal council in its oversight process as required by section 129 of Municipal Act, 2003(Act No,56 of 2003) (MFMA).As in previous years, the focus of the audit was on the following:

• The quality of the municipality’s financial statements• The quality of its performance report• Its compliance with key legislation

The overall audit outcome of the Lekwa Local Municipality was a financial unqualified opinion with material findings on the annual performance report and compliance with key legislation.

The audit outcome did not improve from a financial unqualified opinion with material findings on the annual performance report and compliance with key legislation in previous financial year. However the Municipality successfully addressed the following findings that were reported on in the 2013-14 audit report.

Under good governance and public participation, we identified that the key performance indicators included in the planning documents were now consistent with the indicators in the reporting documents. We commend the municipality for the progress made and the continuous willingness to implement the auditors’ recommendations through the imple-mentation plans.

Annual performance report:Findings:Performance targets included in the annual performance report were not possible to verify

them. The reliability of the reported performance information could not be determined as it was not possible to verify them due to lack of sufficient appropriate audit evidence to sup-port the reported information.

The responsibility of the council concerning performance planning, monitoring, and re-porting are clearly stipulated in the MSA and Municipal planning and performance man-agement whether the performance management system adopted by the municipality has set appropriate key performance indicators and measurable performance targets for the devel-opment priorities and objectives in the integrated development plan and that it allows for performance monitoring and measurement and review of performance annually and regular reporting to the council and the public(MSA section 41). We recommend a review of the ef-fectiveness and the impact of the internal auditing process as prescribed by section 45 of the MSA and the performance audit committee, as required by regulation 14 of the MP & PMR.

• Compliance with key legislation:The main areas of non-compliance by Lekwa Local Municipality were as follows.Annual financial statements: Material misstatements identified by the auditors in the sub-

mitted financial statements were correct, which resulted in the financial statements receiv-ing an unqualified audit opinion. This means that the quality of the financial statements submitted for auditing is not up to required standard, more emphasis should be placed on reviewing of the AFS by senior officials.• Procurement and contract management.• Procurement documents for procurement done by Rand water were not submitted

for audit purposes and as such we were unable to check whether correct process were followed in the appointments of the service providers by rand water

• Goods and services with a transaction value above R200,000 were procured without

inviting competitive bids contrary to supply chain management (SCM) regulation 19(a)

• There were procurement documents that were not submitted by the Municipality, this has rendered the auditors to be limited in checking whether the following pro-curement requirements were compiled with;

• Bids specifications were drafted in an unbiased manner by the correct people.• Bids were evaluated by the evaluation committee composed by officials from the

user departments.• Contracts and quotations were awarded to suppliers based on preference points al-

located in terms of the Preferential Procurement Policy Framework Act of South Africa,2000( Act No 5 of 2000) and regulations.

• Contracts and quotations were awarded to bidders who had submitted a declaration of whether they are employed by the state or not.

Expenditure management: Money owed by the municipality was not paid within 30 days. Reasonable steps were not taken to prevent unauthorized and irregular expenditure as the municipality had incurred these expenditures in the current year.• Revenue management: A credit –control and debit-collection policy was not imple-

mented.• Asset management: An effective system on internal control of assets was not in

place.• Consequence management: Unauthorized, irregular, as well as fruitless and wasteful

expenditure incurred by the municipality was not investigated to determine if any person was liable for the expenditure. This must be done for all the expenditures reported in the previous year.

• Conditional grants: The municipality did not evaluate its performance in respect of programmes funded by the municipal infrastructure grant allocation.

We recommend to the mayor and municipal manger that compliance be enhanced by implementing checklists with all laws and regulations and must be monitored for imple-mentation at a senior level. We recommend that the council strengthen its monitoring and oversight role in this regard.

The audit report the significant deficiencies in internal control that we consider to be the root causes of the findings on the financial statements, annual performance reports and compliance with key legislation.

The financial statements include disclosure on unauthorized, irregular as well as fruit-less and wasteful expenditure incurred by municipality. Our report further highlights non-compliance with legislation and warning signs of possible financial misconduct and poor performance by senior managers of the municipality. We therefore remind the council of its responsibility to investigate unauthorized, irregular, as well as fruitless and wasteful expenditure and recover any losses from liable officials in accordance with section 32(1) and (2) of the MFMA.

Council must ensure that the municipality adopts appropriate systems and procedures to monitor, measure and evaluate the performance of staff as required by section 67(1xd) of the MSA. Oversee investigations of financial misconduct by senior managers and discipli-nary proceedings required in terms of the disciplinary regulations of senior managers. The council is requested to include the content of this report as part of agenda item of an appro-priate council meeting that deals with plans to address audit outcomes. Editorial

STANDERTON - The news of the pass-ing on of the legendary servant of God was received with sadness and sorrow. The community of Sakhile received the news that Pastor Abedenigo Tshabalala of the Ap-ostolic Faith Mission in Sakhile has passed away at the age of 71 after a long illness on Wednesday, 13 April.

Pastor Tshabalala was one of the veterans in the ministry in Standerton, he was a high-ly respected servant of the people. The pop-ular Pastor was regarded as a father figure to many people in and outside the church.

Pastor Mashinini, described him as the most influential senior pastor of their times. He passed away at Witbank Hospital after he was transferred there from Standerton

Provincial Hospital on Tuesday, 12 April. The Pastor was reportedly in and out of hos-pital. Pastor Tshabalala served the church for the last thirty years, making him the old-est man of God still in service in the com-munity.

He celebrated his birthday with the con-gregation at the church in September 2015 when the congregation surprised him and presented him with a new car as a birthday present.

According to his wife a memorial service will be held at the Apostolic Faith Mission in Sakhile on Thursday, 21 April starting at 11:00. The funeral services will be held at the Standerton show grounds on Saturday, 23 April starting at 8:00. DM

STANDERTON - Happy and smiling faces was enough proof that Tuesday, 12 April, was not an ordinary day at the Faith Mission drop-off centre. Pupils received various items of clothing ahead of the winter. This came as a donation from a clothing store in Standerton. A total of 83 children received shoes, shirts that form part of the children’s uniforms, trousers , and underwear. The centre caters for chil-dren from disadvantaged families in the community of Sakhile.

The co-ordinator of the centre, Ms Nonhlahla Hlatswayo, explained that a feeding-project is funded by the Depart-ment of Social Services. Children from different schools come to the centre for breakfast every morning before they go to

school and return for meals in the after-noon. The centre was initially sponsored by the Apostolic Faith Mission, but the department came on board later to make a huge difference in the lives of children from poor families who often used to go to school with empty stomachs. The de-partment pays wages to nine care givers who provide services from Monday to Friday. She added that the clothes that were donated came at the right time.

“Donations from individuals and the business sector can make a huge differ-ence, because poverty is rife in Sakhile,” said Nonhlanhla. She also said that any-body who wishes to make a donation can drop it off at the centre, or call her on 083 241 2418. DM

DK
