First ofa ll, 1 think it's important, Gordon, that yourecognize that these improvised explosive devices have been around in a variety of waysfor a very long timeThey are just - n some casesthey are another form of a mine; they are another form of abooby-trap. A vehic le-borne mprovised explosive device during World W ar I1 was akamikaze. We've had vehicle system s that have been used a s you know in Bemil.Northern Ireland, Israel, and many other locations. So it isn't like these thing sar e new.Do we see some of the technologiescoming in from o ther country or other areas?Absolutely. And that's why - nd what I meanby other areas, we s ee this beingproliferated on som eof the web sites.Q: Oh, okay, so that - n effect a virtual technological support for these thugs that'sglobal in scope?ADM G. Chuck, the purpose of this task force is - heir job isto wake up every morning and work on this full time, no other collateral assignments;they are supposed to g o to bed every night worrying about what the he11 they didn'taccomplish during the day. Joe Vote1 here has got very significant personnel control overthe assignments; he can expend people - hat's part ofthese set ofautho rities. He's a Ranger, and he'd like to be back with the Rangers,but he's been dedicated to this now, what- two years now?BG Vo id: Two and a halfyears.ADM G: Two and a halfyears doing this. And we use a variety of means to do that - implesoldier solutions like newsletters that can get out very quickly to disseminate informationin theater. and then of course all the wav to the use of the classified net that we haveavailable to us lo send information araight to the combat training centers.Interestinelv. I had an oooonunitv to talk to Bob Cohen (m i. the commander out at NTC.lastweek.0ne of the things we are working is making k i t h a t we get some o f hisobserver controllers embedded into our learns to help facilitate that process and moveinformation very, very quicklyWe hold ourselves lo very high standards moving money, and we want to d o the samething with moving good practices as well. That's a very, very important aspect to whatwe're trying to do.ADM G: I might mention one last thine. I failed to mention before i n including industryin (and) the rest of 11. Chuck, is that you'll see us work throughconcepts out at NTC, between there and piaces like the i ' u m a ~ r o v i n ~round, where weput those together in a way that we can test them out, we can train to them, and then wedeploy.We've done some of that already. I should say Joe has done that with his IED task force,and has deployed items to thea ter in that fashion in using that basic construct already. Joeyou want to add anything to that?BG Votei: No, I think that's exactly the idea. And I think that's the power ofwhat we'retrying to use the combat training centers to help us with. You know, each o f the Servicesdo have combat training centers. They can provide expertise into this and so our intention .is to work through those very type issues that you raised - he rules of engagem ent, heescalation of force, other type issues associated with thesesolutions in a trainingenvironment so that we can provide not only good technologies,but a good concept ofoperations o the fielded force.Ms. Barber: Great. The Dems will not make the same mistake in 2008. The architects ofour defeat in Vietnam have dusted off their old plans and are adopting them to Iraq.They are working hard to make Kennedy's statement come true.The whole Democrat menagerie has embarked on a campaign to V ietnamize Iraq: tomake it a demonstrable defeat and by so doing regain the W hite House regardless ofthe consequences. If they succeed, Iraq will become a far greater failure than Vietnamwas because the stakes a re m uch higher abroad and at home. The next presidentialelection will, like the last one, b e a referendum on Iraq. And if Iraq is a failure, theDem ocrats will be a success.Vietnamization" o nce meant arming, training and supporting an a lly so that it coulddefend itself and thus relieve Americans of the burden. Joe B iden - w h o rarely has an unexpressed thought- hasshed a d im light on the Democrats' strategy.On Meet the Press yesterday, Biden said that the 79-19 Senate vote two weeks agofor John W arner's three-part antiwar resolution was a "vote of no confidence" in Bush'sprosecution of the war. In response to Tim Russert's questions, Biden's Republican palWarner didn't even m anage a decent harrumph. The Sena te resolution - evenw ith somany Republicans supporting it - wasn 't a vote of no confidence. Theproblem that the antiwar left has is that the Tonkin Gulf attack - nd the threat ofSaddam - weren't fiction.As Iwrote in 2003, "the destroyer USS M addox - gathering intelligence for the SouthVietnamese -- was attacked by four North Vietnamese patrol boats on August 2, 1964.Maddox -- aided by carrier aircraft - severely damaged the attackers, leaving at leastone dead in the water." Th e next night, another attack was detected, but due to theovercast skies, U.S. aircraft couldn't find them and they couldn't find th e U .S. ships.One p ilot who flew that second night e-rnailed me that he was confident the enemyboats were there. In that e-mail, he told me, "We were being vectored by a radaroperator. He could see our aircraft and he could see the targets on the water. We werevectored to a surface target, bu t without flares we could not see it. I know for certainthere were targets on the water, but like the W MD in Iraq, we could not visually findthem."We shall only indulge in the briefest restatement of the facts about Saddam 's WMD.The fact we haven't found the W MD in Iraq proves absolutely nothing about whetherthey existed or whether Saddam wasn't doing his best to ob tain more. Sen. JayRockefeller gave Saddam almost a year to move them after his January 2002 tripduring which he told the Saudis, the Jordanians, and the Syrians that the presidenthad already decided on war. The president should initiate a regional strategy - as he did inAfghanistan -to leverage the influence of neighboring countries." Iraq's neighbors dohave a huge stake in Iraq. Syria, Iran, and Saudi Arabia cannot afford democracy totake root in Iraq because it would threaten their despotisms and support for terrorism.Biden's vacuity can be effective if he is not answered. And another key step tosuccessfully Vietnamizing Iraq -silencing those who support the war - has been veryeffective.VICE PRESIDENT CHENEY HAS, at long last, been speaking out strongly againstthose who are accusing the president of lying us into a war. He has said, with precisecorrectness, hat "One might ..argue that untruthful charges against the commander inchief have an insidious effect on the war effort." The WaPo's Michael Kinsleycharacterized hat comment as "ugly and demagogic," writing on Friday that "theadministration now concedes that the country went to war on a false premise." Theadministration does no such thing, and Kinsley's hyperbole seeks to do precisely whathe accuses the Vice President of doing.What Kinsley is doing is essential to the success of the Dems' campaign. Kinsleysmears as "ugly and demagogic" those who criticize the antiwar types. In Kinsley'sbook, it's perfectly permissible to call the president a liar, but totally out of bounds tosay that we are fighting an existential war against terrorists n Iraq and in many otherplaces. Kinsley, and the rest of the MSM, are working hard to do produce the resultthat Jane Fonda and John Kerry did in the 1970s. When they achieved mediaacceptance of the wrongness of the Vietnam War, they also managed to marginalizeas a warmonger and a fool anyone who believed Vietnam was a war worth fighting.Kinsley and his brethren in the MSM will only tolerate variances on the theme of howand when we'll quit and run from the war against terrorism.There is only one answer to this: presidential eadership and faster achievement on thebattief'eld. Americans are entitled to have doubts and uncertainties. The war has.thanks to the media, become a Vietnam-like daily bloodletting. The war's opponents-even the Dems -are right in that we cannot continue this way indefinitely. Thepresident needs to do three things. First, he needs to tell Mr. Rumsfeid and Gen. PetePace to deal with terrorism at its sources, wherever they may be, at the greatest speedthey can manage. Second- as I've said over and over - he needs to be out andabout, leading the country and the world by telling us long, hard and continuously whatwe are doing, where, how and why, and why it's worth the cost in blood and treasure.He must to this every day from now until he leaves office. It's the burden of a warpresidency, and he hasn't shouldered it. It's his job and it's high bloody time he did it.Third, Mr. Bush should pick up his veto pen and kill the misbegotten Senate resolution,including the McCain amendment.
