Invitation It is with great pleasure that I invite you to this momentous occasion in the calendar of the AIBS. Over the past 50 years the AIBS has evolved from state bodies operating on their own to a National organisation that is active in the global arena with close ties to Hong Kong, New Zealand, Great Britain and the USA. This trend is reflected by this 2012 International Conference, “Local, National, Global” The speakers have been selected from all sectors of industry in line with the conference theme and are well renowned for their expertise and delivery. You will find the topics in the program to be fulfilling, insightful and interesting. Conferences are also a valuable means of promoting fellowship and providing networking opportunities with your peers, sponsors and likeminded industry professionals, this year’s International event is no different. Special Guest Speakers The Hon Matthew Guy MLC The Hon Matthew Guy MLC is Minister for Planning in Victoria and has represented the Northern Metropolitan Region in the Legislative Council since 2006. Prior to entering parliament, Matthew Guy was a Ministerial advisor to former Liberal Premier Jeff Kennett and to the Assistant Federal Treasurer, Senator Rod Kemp. He was also the Chief of Staff to Dr Denis Napthine during his period as Opposition Leader. Matthew has also worked for the Victorian Farmers Federation and for the Australian Securities and Investments Commission and is a member of the St Kilda Saints the South Sydney Rabbitohs.

Dr Koichi Saito Dr Koichi Saito (pronounced “Co-itchy Sy-toe”) is chairman of the Saito Nippon Corporation which controls more than 30 companies, two of which are in Japan's top 100. He has a Master of Business Studies and a PhD in Psychology from Tokyo University and an MBA from the International Management Institute in Geneva. Dr Saito has studied the martial arts from an early age and uses these philosophies extensively in corporate management and group take-over strategies. He regularly lectures at universities and, when time permits, assists in motivating sporting teams in Japan. Dr Saito is also considered an authority on the integration of traditional Japanese culture into western management practices.

Keynote Speakers Neil Savery Deputy Commissioner, Victorian Building Commission Reform of the Victorian Building Permit System Neil Savery is the Deputy Commissioner of the Victorian Building and Plumbing Industry Commissions. For eight years Neil was the Chief Planning Executive for the ACT Planning and Land Authority, a multi-purpose statutory authority providing services in spatial planning, land supply, master plans, land use policy, Territory Plan administration, development assessment, lease administration, land information systems and surveying, the regulation of building, plumbing and electrical trades and the technical regulation of utilities. Prior to his appointment to the ACT Government, Neil was the Executive Director of Planning SA, which included strategic planning, land use policy, land information, planning and building regulation; and before that he was the Director of City Planning at the City of Greater Geelong, where he was responsible for special projects such as the redevelopment of the city’s waterfront and CBD. Neil is an accomplished senior public sector administrator and has been involved in oversighting whole of government corporate management and strategic initiatives, sitting on a large number of high level representative bodies. He has been heavily engaged in activities associated with responses to the emerging threats of climate change. This has involved participation with the Green Building Council of Australia, Built Environment Meets Parliament, Australian Sustainability Built Environment Council, Global Planners Network and working within and between governments.

Keynote Speakers Professor John Thwaites Chairman/Director, Australia Building Codes Board Regulation and Governance Professor John Thwaites is a Professorial Fellow, Monash University, and Chair of ClimateWorks Australia and the Monash Sustainability Institute. These organisations undertake research and actions with business and government to substantially reduce carbon emissions, better manage urban water and promote sustainable behaviours. John chairs the Australian Building Codes Board, the body responsible for developing and managing Australia’s building regulations. He also chairs the Climate Group Ltd in Australia, the Peter Cullen Water and Environment Trust, and the Australian Centre for the Moving Image, Australia’s only cultural centre dedicated to film, TV, games and the moving image. He is also a director of the Australian Green Building Council Professor Thwaites was Deputy Premier of Victoria from 1999 until his retirement in 2007. During this period he was Minister for Health, Minister for Planning, Minister for Environment, Minister for Water, Minister for Victorian Communities and Victoria’s first Minister for Climate Change. In these portfolios he was responsible for major reforms in social policy, health, environment and water.

Peter Johnson National Director ARUP Fire Fire Safety Engineering Accreditation Framework Peter is a Principal of Arup and the former Global Leader of Arup Fire (2005-2009). Peter has been awarded the honour of becoming an Arup Fellow, he is the second Fellow within the Australasia region and only the 12th Fellow globally. Peter has more than 35 years international experience in testing, investigation, research, teaching and engineering consultancy work in the field of fire and risk engineering. Of the many projects completed in Australia and overseas, Peter has been involved with airport terminal buildings, rail/road stations and tunnels, hospitals and aged care facilities, library and museums, sports stadia and educational buildings. He has also undertaken a range of specialist studies for a space tracking station, facilities in Antarctica, diplomatic buildings, explosives manufacturing facilities and computer centres.

Kim Lovegrove Lovegrove Solicitors The essential elements of a Worlds Best Practice Building Act Professor Kim Lovegrove FAIB, of Trans-Tasman Building Lawyers Lovegrove Solicitors, is a Conjoint Professor in Building Regulation and Certification at Newcastle University. An author and law reformer who was the key driver in the establishment of modern day building control in a number of Australian jurisdictions. Professor Lovegrove is also a past Chairman of the Building Practitioners Board Victoria and a past Deputy Executive Director of the ABCB.

Keynote Speakers David Waldren Managing Director, Grocon Group Innovation or Regulation David is the National Executive Design Manager for Grocon. In this role he works with the Design Managers across the business to achieve all briefed outcomes while maximising project quality and design opportunities. David has a background with Grocon in project development and design management with recent work including the mixed use Carlton Brewery site in Melbourne, 161 Castlereagh Street in Sydney, and the carbon neutral Pixel building in Carlton. David is an architect, an Accredited Greenstar Professional and is the chair of Grocon’s national sustainability committee. David is currently working as Australia’s expert on the International Energy Agency investigation of Net Zero Energy Solar Buildings.

Dr Jeroen van der Heijden Amsterdam University, The Netherlands Global update: Comparison of International Sustainability Solutions Dr. Jeroen van der Heijden is a research fellow at the Australian National University (Regulatory Institutions Network) and an assistant professor at the University of Amsterdam (College of Law). Dr. Van der Heijden’s general research interest is in environmental governance, with a particular focus on the built environment. His research aims to understand how individuals and organizations can be nudged into higher levels of environmental performance, without the force of law. Currently, as chief researcher, he is involved in a four year research project on voluntary environmental governance, funded by the Dutch Organisation for Scientific Research. At the Australian National University he teaches and coordinates the Law & Regulation Course within the College of Law. Dr. Van der Heijden was a visiting research fellow at Oxford University (Department of Politics and International Relations, 2010-2011).

Mike Gentille Director, Philip Chun, North America USA The challenges of Alternative Solutions under a prescriptive code regime Michael is a leading international code consultant with over 20 years of professional experience in the research, development, and application of Federal, State, and local design codes, standards, and provisions. His primary role as a development consultant for commercial, mixed-use, high-rise, and multi-family projects lead to his appointment to the National ICC Sub-Committee on Housing Provisions for the 2009 ICC A117.1 (Accessible and Usable Buildings and Facilities). He also authored a white paper that was used as the framework to apply accessibility design provisions for multi-family residential uses in Hotel / Condominium developments. This was eventually adopted into the 2009 IBC (International Building Code), and is the design standard for all such hybrid developments throughout the United States.

Keynote Speakers Dan Bailey President, International Association of Wildland Fire, USA; Executive Director, Wildland Fire, Natural Resource and Natural Hazard Programs, International Code Council Bush Fires / Wild Fires: Different name, same result Dan Bailey currently serves as the Executive Director responsible for National as well as International programs dealing with Wildland Fire, Natural Resource Management, Environmental and Natural Hazard Programs for the International Code Council®, based in Washington, D.C. The International Code Council is a member-focused association dedicated to helping the building safety community and construction industry provide safe, sustainable and affordable construction through the development of codes and standards used in the design, build and compliance process.
