ADB President Says Broader Social Security System Key to Long-Term Growth in the PRC亚行行长称： 扩大社保覆盖面是推动中国经济长期增长的关键

China (PRC) should broaden,

deepen, and standardize its

social security system to address growing

income inequalities and set the country on

the path to long-term economic growth,

Haruhiko Kuroda, President of the Asian

Development Bank (ADB) said at the

China Development Forum held from

20-21 March 2011 in Beijing.

Mr. Kuroda was speaking at the

gathering of over 1,000 senior PRC

government officials, international experts,

and academics.

Over the past 30 years, the income gap

between the rich and poor in the PRC has

steadily increased and is now among the

widest in the world. The central and western

regions, in particular, lag the eastern parts of

the country in terms of social and economic

development, and urban incomes are now

almost three and a half times higher than

those in rural areas.

"Income redistribution policies and

social protection need to be strengthened

to close the inequality gap and ensure

inclusive and sustainable growth over the

long term," Mr. Kuroda said.

Insurance Law set to take effect in July.

Nevertheless, the President urged

increased budget support to ensure universal

and equal access to social benefits. The

PRC needs to end the two-track system that

currently differentiates between citizens

registered as rural or urban residents, which

makes life difficult for migrant workers.

The PRC should also increase the minimum

levels of salaries, pensions and disability

and health insurance against the backdrop

of rapid aging of its vast population.

Introduction of a broader social

security system would also boost domestic

consumption.

"This in turn would play a key role in

rebalancing economic growth away from

excessive dependence on export-led growth

strategies," said Mr. Kuroda.

During his visi t to Beijing, Mr.

Kuroda also met with PRC's Vice Primier

Li Keqiang, and exchanged views on

development issues in Asia and the Pacific

and the future of PRC-ADB cooperation.

亚洲开发银行（亚行）行长黑田东

彦（Haruhiko Kuroda）在20-21日在北

京举行的中国发展论坛上表示，中华人

民共和国（中国）应对社会保障体系进

行扩大、深化和标准化建设，以解决收

入差距日益扩大的问题，并推动国家经

济的长期增长。

黑田先生向500余位参加该论坛的中

国政府高级官员和资深国际专家和学者

发表了此番讲话。

三十年来，中国贫富差距逐渐增

大，目前处于世界上贫富差距最大的国

家之列。特别是中西部地区在经济和社

会发展上远远落后于东部地区，城市的

收入水平比农村地区高出近3.5倍。

“要缩小贫富差距，确保长期的包

容性和可持续增长，必须加强收入再

分配政策和社会保障体系。”黑田先

生说。

增长结构的再平衡中发挥关键作用。”

黑田先生说。

亚行总部设在菲律宾首都马尼拉，

致力于通过共享式经济增长、环境可持

续发展和区域一体化减少亚太地区的贫

困。亚行成立于1966年，现有67个成员

体，其中48个成员体来自本地区。2010

年，通过贷款、赠款、担保、一项贸易

融资促进计划、股本投资以及技术援助

项目，亚行共批准了138亿美元，并筹集

到总计37亿美元的联合融资，为其业务

提供资金支持。

在其访问北京期间，黑田行长还会

见了中国领导人李克强副总理，并就亚

洲发展各项议题和中国—亚行未来的合

Thirty years of successful reform

have turned the PRC into the

world's second largest economy

but the chal lenge now is to sustain

growth while avoiding the middle income

trap, ADB President Haruhiko Kuroda

told a forum on the "Opportunities and

Challenges of Middle Income Transition"

in Beijing, PRC marking 25 years of PRC-

ADB partnership. The PRC joined ADB in

March 1986 and ADB established a resident

mission in the country in June 2000.

"A more determined stance toward inclusive

growth and environmental sustainability

is needed to secure long-term growth and

to overcome the imbalances generated by

three decades of rapid growth," said Mr.

Kuroda.

The PRC's Minister of Finance Xie Xuren

also gave a keynote speech at the forum.

Milestones of 25 Years of PRC-ADB Partnership

1986 – PRC joined ADB. 中国加入亚行。

Nobel laureate Joseph Stiglitz and other

distinguished economists led the discussion,

while ADB Chief Economist Changyong

Rhee chaired two sessions.

Many other fast growing economies have

found themselves trapped at the middle

income level, unable to overcome the key

structural constraints of high production

costs combined with limited innovation and

technological capacity. This has prevented

them from competing with both low- and

high-income countries and left many sectors

of the population mired in poverty.

Mr. Kuroda sa id the key chal lenge

for countries seeking to move up the

income ladder is finding ways to upgrade

production processes from low-value added

manufacturing to high-value products. This

requires policy-making flexibility, as well

as large investments in human capital and

research and development. He noted that

the PRC has already laid out most of the

required reforms in its recently approved

12th Five-Year

Plan, but stressed

t h a t c a r r y i n g

out a successful

t rans i t ion and

rebalancing the

e c o n o m y w i l l

be a long and

complex process.

"The task ahead is

indeed daunting

a n d r e q u i r e s

s u b s t a n t i a l

economic restructuring and major reforms

to transform the current capital-intensive

model into one that is more labor-intensive

and less dependent on external demand.

Efforts will be needed to further strengthen

the financial sector, foster personal

consumption, improve income redistribution

mechanisms, and develop comprehensive

safety nets," said Mr. Kuroda.

However given the government's pragmatic

policies and strong fiscal position, he was

confident the economy―now the world's

second largest―will be able to make the

transition.

In recent years, ADB support for the

PRC has shifted to clean energy, urban

infrastructure, sustainable transport

projects in less affluent parts of the

country. It is also providing more support

for the soft sectors—knowledge, advisory

assistance, and capacity building—in view

of the PRC's rapid development and strong

capacity to internalize and replicate best

practices and advice.

在中国实施第十一个五年规划

（2006-2010年）的过程中，广东省和

河北省、江苏省和山东省开始兴建虚拟

“能效电厂”。该项目旨在实现能效目

标的同时，满足日益增长的能源需求，

并促进经济稳定增长。

主持了讨论，其中两个议题由亚行新任

许多其他快速发展的经济体，如巴

西、摩洛哥、南非和叙利亚均发现他们

陷入中等收入陷阱阶段，无法克服高额

生产成本和有限的创新与技术能力的主

PRCM Celebrates 10th AnniversaryA reception to commemorate the

10th anniversary of ADB Resident

Mission in the People's Republic of

China (PRCM) was held in the new

office on 21 March, hosted by Paul

J. Heytens, ADB's fourth Country

Director in the PRC.

A b o u t 1 0 0 p a r t i c i p a n t s f r o m

government, embassies, international

organizations, academia, and media

joined the event.

ADB President Haruhiko Kuroda and

PRC Vice Minister of Finance Li Yong

highlighted the achievements of the PRC-

ADB partnership and the role of PRCM.

From a rather modest start of only

4 staff when the office was opened in

June 2000, PRCM now has a complement

of over 70 staff, and is still growing in

line with the evolution and deepening of the

PRC-ADB partnership. Initially, only country

programming and economics work were

delegated to PRCM, but it quickly took on a

number of other responsibilities, particularly

in project administration.

In the less than a decade since the first

project was delegated in January 2002,

PRCM is also undertaking its originally

delegated functions effectively. Its day-

to-day dialogue with the government

over the past decade has significantly

strengthened the strategic focus of

ADB's operations, and helped to make

the PRC program the most innovative

among DMCs. Similarly, the work of

the economics unit has also evolved

in line with the broader partnership,

enhancing the quality of ADB's policy

dialogue and strengthening the capacity

to respond quickly with knowledge

solutions to emerging priorities. Further,

a strong external relations function has

developed that has significantly raised

ADB's profile in the PRC.

At the reception, President Kuroda and

Vice Minister Li exchanged Chinese and

English language copies of a publication

to mark the 25th anniversary of the

PRC-ADB partnership. The publication

collected impact stories that highlight some

of the successful development projects

supported by ADB during this period and

describe the people and places benefiting

from them.

十周年庆祝活动在代表处新址举行，由

亚行驻中国第四任首席代表保罗·海登斯

主持。

来自中国政府、各国使馆、国际组

织、学术机构和媒体的约100名来宾参与

了此次活动。

ADB Exploring a Partnership Approach to Promote Private Sector and Nonsovereign Operations in the PRC亚行探索促进在中国发展私营部门和非主权业务的合作方式

ADB will reinforce efforts

to explore innovative ways

with its domestic partners to

promote private sector and nonsovereign

operations in the PRC, stated ADB senior

staff at a workshop held in Guangzhou on

21 January.

"Strategy 2020, ADB's long-term

strategic framework, highlights private

sector development as an integral part of

our operations, and envisages that by 2020,

50% of its overall operations will be related

to private sector development," said Klaus

Gerhaeusser, Directer General of ADB's

East Asia Department at the Workshop

on Private Sector and Nonsovereign

Operations.

The purpose of the workshop was to:

(i) introduce and discuss key strategies,

priorities, modalities, instruments, and

impacts of ADB's private sector and

nonsovereign operations; (ii) develop an

understanding of the requirements and

procedures for preparing and implementing

projects that can be supported by ADB's

private sector and nonsovereign operations;

and (iii) strengthen knowledge sharing and

capacity building cooperation between the

PRC and ADB.

"The workshop is very timely and

marks a critical juncture in the PRC-ADB

partnership, as ADB together with the

Ministry of Finance and other government

coun te rpa r t s move ahead w i th t he

preparation of the next Country Partnership

Strategy, which will be formulated in

line with the priorities of the PRC's

forthcoming 12th Five-Year Plan and guide

our assistance program for the PRC during

2011-2015," Mr. Gerhaeusser added.

making efforts to

reposition itself

to meet the PRC's changing development

needs, and stands ready to support the

country's emerging priorities, including

green and low-carbon development and

the ongoing economic transformation

toward a more domestic demand-driven

growth pattern through lending, technical

assistance, and knowledge products.

"Financing of infrastructure is still a

major bottleneck in achieving sustainable

growth and development in the PRC. The

private sector as a dynamic driving force

can help to meet the investment needs as

a supplement to the public sector," said

Philip Erquiaga, Director General of ADB's

Private Sector Operations Department.

There are a wide range of options for

ADB to develop nonsovereign and private

sector projects, including opportunities in

the energy, transport, urban, agribusiness,

and telecommunications sectors. These

also include providing both innovation

and deepening of financial services to poor

and rural households, as well as generating

business expansion in local areas.

The workshop was co-sponsored

by the PRC's Ministry of Finance and

ADB, and organised by the Guangdong

Finance Department. It attracted over 100

participants from central and provincial

government agencies, and the private sector

across the country.

In recent years, ADB's nonsovereign

lending operations in the PRC have increased

significantly, averaging between $400-500

million per annum in 2007-2009 and reaching

a record of $587 million in 2010.

launched the 2011 ADO PRC chapter

and answered questions from the media,

on the economic outlook for 2011 and

economic links. About 40 international

Students visit from University of

Manchester, UK, 15 April, PRCM.

PRCM Head of Programming and

Regional Cooperation Jeffrey Liang

presented ADB's operations in the PRC

to about 60 students from the university's

Institution for Development Policy and

Management. The students were on a

field trip to gain first-hand development

experience in the PRC.

extreme climate adaptation, 22 April,

Beijing. EARD Deputy Director General

Edgar Cua opened the forum with

senior officials from the United Nations

Children's Fund, World Wildlife Fund,

and Global Water Partnership. EARD staff

discussed ecosystem services and climate

change adaptation at the meeting attended

by over 130 government officials,

professors, and researchers.
