    Guro Ko".II. RATIONALE/BACKGROUND

    The Alternative Learning System (ALS) is a free education program implemented bythe Department of Education (DepEd) under the Bureau of Alternative Learning Systemwhich benefits those who cannot afford formal schooling and follows whatever is theiravailable schedule. The program provides a viable alternative to the existing formaleducation instruction, encompassing both the non-formal and informal sources ofknowledge and skills.

    The Bureau of Jail Management and Penology (BJ M P) is primarily tasked tosafeguard and develop inmates in all District, City and Municipal Jails to include inmatesfrom the Provincial Jails that are now under the management and supervision of thebureau. One mandate of the Bureau is to ensure inmates' welfare, thru developmentprograms and activities in preparation for their eventual return to the mainstream ofsociety. The BJMP envisions itself to be a dynamic organization who recognizes LiteracyProgram as an important venue in the development of inmates on its way of improvingthemselves as a person. Through the literacy program of the BJMP, "Tagapangalaga Ko,Guro Ko", inmates will be able to continue their education by bringing education to jails.

    In coordination with the DepEd's Bueau of Alternative Learning System, the BJMP'sTagapangalaga Ko, Guro Ko will establish the alternative learning system to jails underits supervision. A non formal education which is designed to teach learners who arepresently detained in the bureau's jail and are basically literate. They are essentiallyelementary and secondary school drop-outs/leavers.

    JII. CONCEPTThe concept of "Tagapangalaga Ko, Guro Ko" is the BJMP's Literacy Program thru the

    DepEd ALS fo r the inmates under the care of the Bureau of Jail Management andPenology, through this program inmates will have the opportunity to continue theireducation by bringing school in jails, and at the same time licensed teachers employedby the bureau will be able to practice their teaching profession in which they will earnunits fo r accreditation to their requirements to their license renewal.

    IV. MANDATEA. Philippine Constitution 1987, Art. XIV Sec. 2.4;B. RA No. 9263 Creation of BJ M P;C. Proclamation no. 480D. BJ M P Mandate.

    V. OBJECTIVESa. To provide education to interested inmates/detainees who are willing to

    continue their elementary and secondary schooling while under the care of theBureau of Jail Management and Penology;

    b. To mold and develop inmates/detainees behavior through upgrading theireducational level while taking time in jail fo r them to be prepared in the eventualintegration to the mainstream of the society;

    c. To help inmates/detainees acquire education that is one of the basic rights ofevery Filipino citizen.

    VI. DEFINITION OF TERMS:1. Alternative Learning System (ALS) - is a non-formal education of the

    Department of Education which aims to bring education to schoolleavers.2. Education - to become literate which is a basic right fo r every Filipino citizen3. Out of School Youth - Chi ldren from 11 to 15 year old who are basically literate

    and are no t currently enrolled in formal school4. Literacy - to educate5. The ALS Accreditation and Equivalency test aims to offer learners two learningachievements at two learning levels-- Elementary and Secondary. It is a paper

    and pencil-based test, using multiple choice and composition writing. The testitems are based on the learning competencies of the five learning strands of theALS Curriculum.

    VII. COORDINATING INSTRUCTIONS1. The National and Regional Tagapangalaga Ko, Guro Ko Center

    The Literacy Unit of the Directorate fo r Inmates Welfare and Development andthe Regional IWD will be the designated National and Regional Center of theTagapangalaga Ko, Guro Ko. Its function is to coordinate with the Department of

    Education on the updating of its educational requirements of the project. Theywill monitor the continuous implementation of the project and coordinate withthe ALS Center of the DepEd for the evaluation of educational activities ofenrollees. They will be in-charge in the schedule of programs and formulatestrategies which will ensure the success of the project.

    2. Unit Tagapangalaga Ko, Guro Ko ImplementorThe teachers assigned in jails are the main implementor of the project. They willbe assigned in the DIWD and designates as Custodial-Teacher in jails and will no tbe transferred or re-assigned to other units without the approval of the Nationaland Regional Center.

    VIII. STANDARD PROGRAM COMPONENTS OF alMP LITERACY PROGRAMA. The BJMP-ALS students have to attend 10 months of school or 800 hours in the

    classroom. Afterwhich, their performances are then assessed. Since ALS is amodule-based learning system, students come in on a set time and choose amodule to read. A quiz is given after each module to test their learning. Insteadof DepEd teachers if no t available, Jail Officers will be the teacher but they mustundergo training with the DepEd ALS fo r accreditation. After several months, thestudents will take the Accreditation and Equivalency Test (AET). If they pass thetest, they will be given a gradeschool diploma and enroll in high school or a highschool diploma and can enroll in college.

    B. After evaluation, a prospective test taker shall be registered by the CustodialTeacher to the designated registration centers and qualified test takers will bescheduled by the DepEd. Testing center must be coordinated with DepEd andshall be conducted inside the jail fo r security reason.

    C. In coordination with the NGOs and GOs, student-inmates may continue theirelementary/high school level education if he passes the A&E Test. In the eventthe student-inmate will be released from the jail, the nearest elementary/highschool with ALS program will issue the certification that he/she is currentlyenrolled in a non-formal education and he/she may continue the said level, if hewishes to.

    IX. SELECTION OF PROGRAM INSTRUCTORS AND PARTICIPANTSThe DIWD in coordination with the DHRRM will identify the 836 licensed teachers ofthe BJMP and will be the designated as the main implementor of the TagapangalagaKo, Guro Ko (BJMP Literacy Program). They will be the teacher/facilitator of theprogram and at the same time serve as the custodial of the DepEd teachers that willbe assigned by the District Schools in their area of responsibility. They willimplement the BJMP Literacy Program in coordination with the requirements of theDepEd.In case there are no available licensed teachers in an area, a training fo r instructionalmanagers and coordinators are also provided by the DeEd program and supports thelearners accreditation and equivalency (A&E) review. This non-teaching professionwho are willing facilitator of the program can attend the training in the identifiedALS in their area being runned by the DepEd.

    X. DURATION/PERIOD OF IMPLEMENTATION OF THE BJMP LITERACY PROGRAMBasically, the ALS of the DepEd has a required 800 hours or 10 months duration inpreparation fo r the student before they can take the accreditation-equivalency test.The student-inmate will have to attend the learning by attending the required timeof education in an identiFied jail-classroom fo r every jail. As such the TagangalagaKo, Guro Ko (BJMP-ALS) will adopt the requirement set by the DepEd fo r the inmatestudents.

    XI. FUNDS FOR BJIVIP LITERACY PROGRAMS/ACTIVITIESThe DIWD will set a fund allocation for the implementation of the Tagapangalaga Ko,Guro Ko program. In the absence of such fund, the jail facilitator-implementor willcoordinate with the DepEd and identify NGOs and GOs wh o are willing to share andhelp the inmate-student. It may be a through sponsorship to an individual orthrough an adopt a jail program by a nearest school or NGOs.

    XII. MONITORING OF IMPLEMENTED ALS PROJECTS/ACTIVITIESThe program implementation will be closely monitored by submitting a daily activityreport to the Unit Implementor and a monthly report to the Regional Center ofTagapangalaga Ko, Guro Ko. Such monthly report will reach the National Center onthe 5th day of every month together with other reports set forth by the DIWD. Unitfunds will be properly documented by submitting a financial report with all attachedproof of expenses to the National Center.

    XIII. SEPARABILITY CLAUSEIn the event that any provision or part of the policy be declared unauthorized orrendered invalid by a competent authority, those provisions no t affected by suchdeclaration shall remain valid and effective.

    XIV. REPEALING CLAUSE

    All other issuances which are inconsistent with this policy are hereby rescinded ormodified accordingly.XV. EFFECTIVITY

    This policy shall take effect immediately.
