FINANCE COMMITTEE. Report for Year ended ^ist March, 1957.

The Finance Committee met on four occasions during the year. The Sub-Committee also met regularly to scrutinise the accounts before payment.

At the first meeting, when the question of Junior Choir Claims came up, Mr. Moffatt-Pender repeated last year’s gener- ous offer, and undertook to pay 25 % of all expenses incurred by Junior Choirs attending the Inverness Mod. Not only has this action relieved the Committee of the work involved in simpli- fying claims, but it represents a considerable contribution to the funds of An Comunn. The Committee again, on behalf of An Comunn, record their indebtedness to Mr. Moffatt-Pender.

The Balance-Sheet and Statement of Income and Expendi- ture for the year ended 31st March, 1957, are presented herewith. When comparing this year’s items with those for the previous period, it is necessary to remember that the figures for 1955-56 are for eleven months only. After making allowance for this proportion, the total expenditure shows an increase of approxi- mately £22$. Another unfavourable difference is the consider- able drop in payment of members’ subscriptions. In addition the Magazine has cost An Comunn about £300 for the year.

In spite of these unfavourable factors, it is gratifying to be able to record a surplus for the year of £656. This encouraging position is almost entirely due to the financial success of the Largs Mod. The Largs Mod Committee, working in a new and largely untried area, showed an example of disinterested zeal, which is an inspiration to Mod Local Committees and Branches everywhere.

However, as long as the solvency of An Comunn is dependent to so great an extent on National Mod surpluses, its financial stability will continue to be rather precarious. One

could wish that the Branches would combine to place An Comunn’s finances on a more secure foundation.

It has not yet been possible to alter the conditions of the Quintin MacLennan Trust in order to make fuller use of the revenue from this Fund. To advise us on this and on related problems we continue to be indebted to Mr. James T. Graham and Mr. William Hume, who have so generously placed their professional knowledge at the disposal of the Committee.

EDUCATION COMMITTEE. The Committee met four times during the year. Gaelic in Primary Schools.—The Committee deeply con-

cerned about the deterioration of Gaelic in the country, has continued in its efforts to bring the matter to the attention of those in authority. A Report on the teaching of Gaelic in the Primary Schools, together with an analysis of the position in Ross-shire, was submitted to the Scottish Education Department. From the evidence available to it. An Comunn Gaidhealach is convinced it has grounds for disquiet and grave dissatisfaction, and there is the suspicion also that were the full facts available, the position of Gaelic would be found to be more perilous than most people suppose. The crux of the matter is the position of the language in the Primary Schools in the Gaelic-speaking areas, and the fact has to be faced that even in the most favourable areas (that is, where Gaelic is still the everyday speech of most Of the people) the deterioration in the language goes on at an alarming rate. Promises and recommendations (of which there has been no lack) have not done the slightest bit of good in the last twenty years.

The Scottish Education Department cordially received a Deputation from the Committee on 4th April, 1957. After a full discussion on the outstanding features in the Report, the Department agreed to look into the matter, and inter alia to consider the following recommendations and discuss their findings with the Committee as soon as possible :—

(1) That a minimum of half-an-hour a day be given in Primary Classes (V-VII) to the systematic teaching of Gaelic.

(2) That there be continuity in the teaching of Gaelic. (3) That the number of Gaelic-speaking members on the

Inspectorate be increased. (4) That the Gaelic heritage be safeguarded in Gaelic-

speaking areas which are likely to have an influx of non-Gaelic speakers.

Summer School.—The Committee express their appreci- ation to Dr. Maclean, Director of Education, Inverness, and to his Education Committee for having granted facilities in Portree for a Summer School of Gaelic. It is regretted that a sufficient number of students did not enrol to justify the holding of the courses proposed.

Gaelic in Edinburgh Sch6ols.—Appreciation is expressed to the Edinburgh Education Committee on their decision to introduce Gaelic as a subject in Norton Park Secondary School in session 1957-58. It is hoped that this beginning will ulti- mately lead to a full Leaving Certificate Course in Gaelic in the City.

NORTHERN EDUCATION SUB-COMMITTEE.

Convener—Alex. J. MacAskill, M.A.

One meeting was held during the year, when various topics relative to education in the Highlands were discussed. No information was then available as to the progress made by Inverness-shire Education Committee in their scheme for a more positive approach to the use of Gaelic in Primary Schools in their area.

It was intimated that Gaelic Continuation Classes in the language and drama were held in Aberdeen (2), Turriff, Inver- ness (2), Beauly, Dingwall, Strathpeffer, Strathcarron, Auchmore, Stromeferry and Munlochy.

Appreciation was expressed that Gaelic was now being taught in Plockton School once again. The departure of Mr. Souter, County Music Organiser, was mentioned, and appreci- ation expressed for the good work he had done.

Comment upon these and relative topics was made at the meeting of the Northern Propaganda Sub-Committee, under its Convener, Mr. Iain R. Mackay.

PUBLICATION COMMITTEE.

The Committee held one meeting during the year. Illustrated School Readers.—The likely date of publication

of the readers is still uncertain. It is hoped that both readers will be published in the near future.

Bkrdachd GMidhlig.—The revised text of Bkrdachd Ghkidhlig was sent to the printers early in the session, and it is

hoped that copies will be ready for distribution by the beginning of the next school session.

An Gaidheal.—The question of An Gaidheal was discussed, and it was decided to obtain advice and estimates for changes in form and content, with a view to increasing both the number of subscribers and the advertising revenue.

PROPAGANDA COMMITTEE. The Committee held two meetings during the year. Progress was made during the session in resuscitating

Branches whose activities had more or less ceased in the immediate post-war years. The Branch in Dumbarton was reformed and since then has been very active and received very good support from members and followers. The Dumfries Branch was reconstituted, and we are glad to report that very successful Ceilidhs were held during the session. Last November, the President, Mr. Farquhar MacRae, and the Secretary visited three of the four Branches in Islay (Bowmore, Kilmeny and Caol Ila, and Port Charlotte). Due to unfavour-

. able weather conditions, it is regretted that they were unable to visit the Port Ellen Branch. Other Branches visited by the President, Mr. Shaw (Past President) and the Secretary were:— Ayr, Campbeltown, Cornaigmore, Dundee, Edinburgh, Glasgow (Central), Govan, Kilmarnock, Largs, Stirling, and Vale of Leven.

Mr. Shaw attended the Golden Jubilee of the Tobermory Branch on 8th March. Arrangements are being made to revive lapsed Branches and the possibilities of forming several new Branches is being explored by members of Committee. A number of Affiliated Societies were visited during the winter session. Mr. MacLean, Northern Organiser, visited the Branches in the Northern Area, and some success is reported in his efforts to form new Branches. Fuller details will be found in the report of the Northern Propaganda Sub-Committee.

Provincial and local Mods in the Southern Area were held in Aberfeldy, Bowmore, Glasgow, Lochgilphead, Mull and Oban.

The Committee wish to record their appreciation of the untiring efforts of Branch Office-bearers and members, and the members of Provincial Mod Committees, who devote so much of their time to propaganda work on behalf of An Comunn.

The Committee note with pleasure the enthusiasm of certain Affiliated Societies in Glasgow and other groups of players who were responsible for the staging of five one-act Gaelic plays in

the Lyric Theatre in May. Now that a start has been made, it is hoped that more groups will participate in this festival.

Members added to the roll during the year were :—Life, 34; Ordinary, 295 ; Junior, 31. The number of members on the roll at 31st March was 3147, comprising—Life, 945; Ordinary, 2019; and Junior, 183. Associations, Societies and Choirs affiliated to An Comunn number 64.

NORTHERN AREA PROPAGANDA SUB-COMMITTEE.

Convener—Iain R. Mackay. Three meetings were held during the year. Recommendations were made to the Parent Committee as

to stimulating interest in the Association in the Western Isles, and with regard to promises made by a Government spokesman that steps would be taken to prevent deterioration in the language and culture in the Western Isles.

Miss C. Mackinnon resigned from her post as Secretary and the Committee wish to accord their appreciation and thanks for her good work for the cause.

Provincial Mods were held at Kyle of Lochalsh, Ullapool, Golspie, Portree, Grantown-on-Spey and Stornoway, and were, as usual, most successful and well supported. The Com- mittee wish to thank all those concerned who have assisted with preparation and organisation for these Mods.

The Propaganda Newsletter was issued widely in the Northern Area and has been published in full in An Gaidheal.

The Organiser has visited the majority of the branches and the Committee are endeavouring, where possible, to create new branches.

During this past year, the greater part of our time has been taken up in preparing for the coming National Mod and once again we are indebted to the efforts of many individuals who are always ready to assist in contributing to concerts and ceilidhs in the country districts.

ART AND INDUSTRY COMMITTEE.

Two meetings of the Committee were held during the year, and the Convener on two occasions attended meetings of the Education Committee when arrangements were being made for the proposed Summer School.

Despite the drop at last year’s Mod in the number of entries received for competitions, the work submitted was of a very high

standard. When prescribing the competitions, the Committee do so with a view to attracting large entries, and this year the appeal is renewed to both Juniors and Seniors to submit entries. A photographic competition for adjudication and exhibition only, has been introduced in the 1958 Mod Syllabus.

At the Largs Mod the exhibition of competition articles was greatly enhanced by exhibits of wood carving loaned by Mr. Stuart Keith and woollen articles sent by Mrs. Pritchard. To these were added samples of pottery made in Strachur. Many of the articles on loan were sold and a generous percentage on sales donated to the Mod Fund. The High School in Largs helped with an exhibition of drawings. Over 400 people visited the exhibition. Again, the Committee is grateful to Mrs. Neil Ferguson for giving demonstrations of carding and spinning. The Committee would like to record its sincere appreciation of the help given by all those who loaned exhibits and the stewards who assisted during the week.

We are indebted to Miss A. D. MacGregor and Dr. Sinclair who have been giving their services free as adjudicators, and we take this opportunity of thanking them both for their interest in the cause.

MOD AND MUSIC COMMITTEE.

The Committee held six meetings during the year. The Music Sub-Committee met on several occasions to select songs for forthcoming Mods.

The first National Mod to be held in Largs was a notable success. Sincere thanks are due to the Mod Local Committee, under the able convenership of Miss May F. Hunter, for their enthusiasm and work resulting in the very satisfactory arrange- ments made for the Mod week. The magnificent surplus from the Mod and funds gathered reflect great credit on the Local Committee and supporters far and near. The neighbouring Branches and Highland Associations are to be commended for the invaluable help they gave.

As was stated in last year’s report, the burden of raising the Mod Fund is a very onerous task, and as the Mod is the National Gaelic festival, we appeal to Branches, Associations, Societies and individuals in Scotland and furth of Scotland, who cherish our culture to show tangible recognition by giving generously.

At the end of this session we look forward to an outstanding Mod in Inverness. Competitors are expected to come forward

in large numbers. The Local’'Committee, under the guidance of Mr. I. R. Mackay, are working hard and enthusiastically.

After ten years, the Mod will be returning to Glasgow next year. For several months now the Local Committee, under the convenership of Mrs. J. M. Rannerman, has been preparing and planning behind the scenes.

COMUNN NA H-OIGRIDH SUB-COMMITTEE. (Northern Area.)

Convener—Iain R. Mackay. The first literary and painting competition took place during

the last year and has been fully reported in An Gaidheal. The results were satisfactory and promising. It was intended to have other such competitions following last Christmas but it appears that the time was not suitable and the competition will therefore take place this summer. On all these matters we are

much dependent on the school teachers and the school curri- culum, and the Committee would like to record its sincere thanks to the teachers for their help and co-operation.

Two camps held at Cnoc nan Ros last summer showed a great improvement in attendance, and they were, in every other way, very successful. Another poster advertising this year’s camp has been prepared and will be displayed in the majority of the schools. Last year’s poster with its invitation to come to the camp is still on the notice-boards in a number of the schools.

We are again indebted to the Northern Area branches who held flag-days for the funds of Comunn na h-Oigridh.

The Organiser has made two visits to the Island of Lewis this Spring, and one visit to South Uist, and has met the teachers who have promised to support the work of Comunn na h-Oigridh and to encourage branch activities.

It is to be hoped that branches will increase and-will become strong and active, particularly in North and South Uist and Benbecula, and a great effort must now be made to bring this about.
