Neuquén es una Provincia con innumerables riquezas: su gente, su cultura, sus recursos naturales, sus paisajes y su corta pero intensa trayectoria en la construcción de un territorio provincial que ha sabido alcanzar los mejores indicadores en términos de salud, educación, empleo y desarrollo.

Son precisamente estas riquezas las que han promovido la llegada de nuevos pobladores motivados por la realización de sus sueños, dando una identidad singular a esta Provincia.

Hoy Neuquén genera casi el 50 % del gas que produce la República y el 20% del petróleo; aporta un 40% de la energía hidroeléctrica y dispone del 45% del recurso hídrico del país. Con la exploración y explotación de Vaca Muerta, Neuquén amplía su potencial energético y el de la Argentina, generando excepcionales oportunidades y desafíos.

Esta oportunidad histórica debe ser canalizada como un impulsor del desarrollo integral de la Provincia, garantizando una sociedad inclusiva y diversa, con igualdad de oportunidades; una economía diversificada, competitiva e innovadora; con un sector privado fuerte y emprendedor, un Estado activo y planificador, fortalecido

en sus capacidades de gestión, con una sólida cultura de utilización racional de los recursos naturales y preservación del ambiente.

Neuquén is a province with natural wealth: its people, culture, natural resources, landscapes and a short but intense record in building its provincial territory has rendered the best indicators regarding health, education, employment and development.The said resources are precisely the reason why new inhabitants have been attracted, mainly driven by the idea of dreams coming true here. The Province has then adopted a unique identity.Today Neuquén generates almost 50% of the gas produced in the country, 20% of the oil, 40% of hydroelectric energy, and

holds 45% of the water resources available countrywide. With the exploration and exploitation of Vaca Muerta, Neuquén is about to expand its energy potential and that of the country, thus generating exceptional opportunities and challenges.This historical chance has to be channeled in the direction of an integral development for our province, securing an inclusive and diverse society, with equal opportunities; a diversified, competitive and innovative economy, with a sound private sector both strong and pro-active; a planning and active State, with strong management

La red vial de Neuquén está por encima del promedio nacional en kilómetros pavimentados, estado y nivel de servicios. De los 8.493 km de caminos, 2.364 tienen pavimento. Dos rutas nacionales, 40 y 22, atraviesan la Argentina y permiten la interconexión directa con el resto del país y Chile.

A lo largo de casi 600 kms. de frontera con Chile existen en la Provincia del Neuquén 7 pasos fronterizos de habilitación permanente que facilitan el comercio bilateral y regional, la vinculación comercial con terceros países del Pacífico y el contacto cultural y turístico.

El Aeropuerto Internacional de Neuquén es el quinto del país en tránsito aéreo y de pasajeros. Tiene gran potencial para la logística de carga. Junto al Aeropuerto de San Martín de los Andes, opera con vuelos regionales y nacionales en amplias franjas horarias. Los aeródromos de Zapala, Chos Malal y Loncopué conectan el interior de la Provincia a través de vuelos chárter. 12.400 vuelos (Partidas/ Arribos) y más de 600.000 pasajeros transportados (2015).

El Ferrocarril Ferrosur Roca S.A. vincula a la Provincia con el resto de Argentina y se extiende desde la ciudad de Neuquén hasta Zapala. El proyecto de ferrocarril trasandino de cargas unirá el Pacífico con el Atlántico para contribuir al desarrollo del Corredor Bioceánico argentino-chileno.

14 15Wide Road Network Neuquén road network exceeds the average kilometers paved at national level. It is in better condition and service level is better, too. Of the 8,493 km of roads, some 2,364 are paved. Two national roads, 40 and 22, go across the province and enable direct interconnection with the rest of the country and the neighboring Republic of Chile.

Border CrossingsAlong almost 600 kms. of borders shared with Chile, the Province counts on 7 permanently opened border crossings to promote and ease bilateral and regional trade, commercial bonds with other countries along the Pacific and cultural and tourism-related activities.

Air TrafficThe International Airport of the city of Neuquén comes fifth in the country regarding air traffic and passengers. It shows great potential for cargo logistics. Together with the Airport in Chapelco -San Martín de los Andes- it operates regional and national flights on a wide timetable. Thanks to the airfield in Zapala, Chos Malal and Loncopué, different locations in the interior can be reached on charter flights. Along 2015, there were 12,400 flights (Departures/ Arrivals) and over 600,000 passengers.

RailroadsFerrosur Roca S.A. railroads joins the Province to the rest of the Argentine railroad network. Within the provincial territory, it goes from they city of Neuquén to Zapala. The project of the Trans-Andean cargo rail will join the Pacific and the Atlantic to contribute on the development of the Argentina-Chile Bi-oceanic corridor.

La Provincia genera el 50% del gas y el 20% del petróleo que produce la Argentina.

La cuenca neuquina se desarrolla en 124.000 km2, 80.000 km2 de los cuales presentan actividad exploratoria y extractiva. Al 2014, las reservas comprobadas ascendían a 41,73 millones m3 en petróleo (11% en la participación nacional) y a 125.205 millones m3 en gas (38% participación nacional). Ese año, la producción de petróleo fue de 6,1 millones m3 (20% de participación nacional) y la de gas, representó 18.791 millones m3 (47% participación nacional).

Hidrocarburos

Se desarrolló en Neuquén un clúster industrial basado en la disponibilidad de petróleo y gas, así como en la abundancia y precios competitivos de la electricidad. Las principales actividades industriales las desarrollan la destilería de petróleo, la planta de metanol y productos químicos, las recuperadoras de gas licuado, y la de agua pesada, que produce insumos esenciales para las centrales nucleares argentinas y del exterior.

En Neuquén la minería se encuentra ligada y es impulsada por la producción hidrocarburífera, ya que algunos minerales industriales se utilizan en la elaboración de lodos de inyección. Por caso, la extracción y aprovechamiento de baritina ha registrado durante el primer semestre de 2015 un incremento del 43,5% en comparación con el mismo período de 2014.Además hay un gran potencial para el desarrollo de los yacimientos minerales metalíferos, no metalíferos y rocas ornamentales.

4 oleoductos troncales transportan el crudo neuquino hacia distintos puntos del país. La Provincia es cabecera de 4 gasoductos troncales (NEUBA I, NEUBA II, Cordillerano y Pacífico) y está atravesada por gasoductos regionales -como el Cordillerano-, que suministran gas natural a numerosas localidades de la región norpatagónica y eventualmente a Chile.

The Province generates 50% of the gas and 20% of the oil produced in Argentina.

Hydrocarbons Neuquén basin is developed along 124,000 km2; 80,000 km2 of which are under exploration and production activities. To 2014, proved reserved went to 41.73 million m3 of oil (11% of the national share) and 125,205 million m3 of gas (38% of the national share). This year, oil production reached 6.1 million m3 (20% of the national share) and gas rendered 18.791 billion m3 (47% of the national share)

Supplying the Country4 Main oil pipes transport oil from Neuquén to different points countrywide. The province is the head of 4 main oil pipes (NEUBA I, NEUBA II, Cordillerano and Pacífico) and is crossed by regional gas pipes -Cordillerano-, which provide natural gas to several locations in North Patagonia and, eventually, to Chile.

Fuel and Industrial SuppliesNeuquén developed an industrial cluster based on oil and gas availability, in addition to competitive power prices. Main industrial activities are developed by the oil distillery, the methanol and chemical plant, the liquified gas retirevers, and the heavy water plant, which produces key supplies for nuclear plants in Argentina and abroad.

Mining ResourcesIn Neuquén, mining is related to and driven by hydrocarbon production, as some industrial minerals are used in injection muds. Therefore, extraction and tapping of barite has registered a 43.5% increase during the first half 2015, on the same period 2014.In addition, there is a great potential for the development of the metal-mineral fields, non-metal and ornamental rock fields.

Unconventional HydrocarbonsNeuquén is the Argentine province with the greatest gas resources countrywide, including unconventional resources. Of the total resources available at national level (802 TCF), 583 TCF’s correspond to Neuquén (275 in Los Molles and 308 in Vaca Muerta formations), all located in an area of over 30,000 km2, with thicknesses four folding those of US basin average. Geological conditions and infrastructure in Neuquén could not be better, and have been acknowledged by main international bodies in the energy field.

Cuenca Hídrica

Neuquén holds one of the main water basins in Argentina. For that reason, 6 hydroelectric plants have been settled in the province, turning Neuquén in the main electric power producer countrywide.

Neuquén counts on one of the main water basins in the country, made up of the rivers Limay, Neuquén and Negro that carry their waters to the Atlantic Ocean.All together, the average flow of the rivers Limay, Neuquén and Colorado is around 1,200 m³/seg. And accounts for 45% of the Argentine basin offer.

Electric PowerNeuquén is the main producer of electric power countrywide. 4,600 MW Total Power InstalledSome 63% comes from hydroelectric power and the rest, from thermal energy. The energy generated meets the total needs of the local electric market, and allows the province to send out the surplus to the rest of the country through 5 500 KV pipes.

Aprovechamientos hidroeléctricos

La energía generada satisface la totalidad de las necesidades del mercado eléctrico provincial y permite enviar el excedente al resto del país mediante 5 electroductos de 500 KV.

Neuquén tiene una de las cuencas hídricas más importantes del país, constituida por los ríos Limay, Neuquén y Negro que vierten sus aguas sobre el Océano Atlántico.En su conjunto, el caudal medio de los ríos Limay, Neuquén y Colorado es del orden de los 1.200 m³/seg. y representa el 45% de la oferta de las cuencas argentinas.

23Para sumar más energía al mercado eléctrico nacional se proyecta construir un nuevo complejo hidroeléctrico: Chihuido I, sobre el río Neuquén. Tendrá una potencia instalada de 637 MW y una producción anual de 1.750 GWh/año. Para construir y operar el complejo se lanzó una amplia convocatoria a inversores que incluye un contrato de concesión por 15 años al cabo del cual el emprendimiento quedará en propiedad de la Provincia.

Además, Neuquén tiene gran potencial para concretar otros emprendimientos hidroeléctricos en la cuenca media y alta del río Neuquén, que permitirían más que duplicar la potencia y generación actual (Curamileu, Manzano Amargo, Roblecillos, Matancilla, Atreuco y Covunco). A esto hay que sumarle los beneficios que pueden generar los aprovechamientos múltiples que, a partir de las aguas de un embalse, permiten atenuar crecidas, crear nuevas explotaciones agroindustriales, abastecer de agua potable a las poblaciones o fomentar el desarrollo turístico.

In order to contribute more energy to the national electric market, a new hydrolectric project has been planned on the Neuquén river: Chihuido I. Power installed will reach some 637 MW, and annual production, 1,750 GWh/y. In order to build and operate the said premises, there has been a wide call for investors with a 15-year contract, after which the premises will go back to the Province.

In addition, Neuquén has a great potential to generate other hydroelectric ventures in the mid and high basins on the Neuquén river, which will two fold the current power and generation (Curamileu, Manzano Amargo, Roblecillos, Matancilla, Atreuco and Covunco). This in addition to the benefits rendered by multiple ventures that, from dam waters, allow easing floods, creating new farming ventures, providing fresh water to nearby locations or fostering tourism.

Neuquén promueve el aprovechamiento de energías renovables no convencionales. Registra velocidades promedio de viento de entre 7,5 a 10 metros por segundo, determinando un factor de capacidad del recurso en general superior al 40%, permitiendo obtener proyectos económicamente competitivos de producción de energía eólica.Además, la Provincia dispone de líneas de transmisión con gran capacidad de despacho, indispensables para transportar la energía generada, en casi la totalidad de su superficie y cuenta con infraestructura logística e industrial impulsada en gran parte por la actividad petrolera.

Wind Energy

The Province counts on excellent wind resources, somewhere in between class I or II at international levels. It also offers great conditions for the development of thermoelectric and geothermal energy.

Wind Energy Neuquén promotes the use or unconventional renewable energies. It registers average wind speeds of around 7.5 to 10 meters a second, thus setting a resource capacity factor of over 40%. Therefore, wind energy production projects become economically feasible.In addition, the Province counts on transmission lines offering a great transport capacity, essential to carry the energy generated in almost the whole surface, and it also counts on logistics and industrial infrastructure, mainly driven by the oil activity.

El aprovechamiento del gas en origen permitió expandir fuertemente la generación térmica en los años recientes, llevando la potencia instalada a 1.526 MW. Las 6 centrales termoeléctricas de Neuquén generaron 7.384 GWh por año que representan el 10,5% de la producción nacional de energía eléctrica térmica (2014).Por otra parte, existe un Proyecto Geotérmico que, por su potencial, pone a la Provincia a la par de los campos de mayor calidad del mundo. Estudios iniciados a partir de 1973 confirmaron la factibilidad técnica y económica de explotar en el área de Copahue, una central geotermoeléctrica de 30 MW de potencia a partir del recurso geotérmico allí existente. Con una inversión de US$ 130 MM se podría construir la nueva central y abastecer 1/3 de la demanda energética total de Neuquén con energía geotérmica en un plazo de 4 años.

Thermoelectrical and Geothermal Energy

The possibility to tap gas in origin has enabled the sound expansion of thermal generation in recent years, taking power installed to 1,526 MW. The 6 thermoelectric plants in Neuquén have generated 7,384 GWh a year, thus accounting for 10.5% of the national production of thermoelectric energy (2014).Besides, there is a Geothermal Project that, given its potential, sets the Province at the level of the best quality fields around the world. El Polo Científico Tecnológico recientemente inaugurado en la localidad de Centenario, en el corazón de Vaca Muerta, brinda las condiciones necesarias para realizar investigación multidisciplinaria en un conjunto de ramas de la biología, afines entre sí, y permite hacerlo en condiciones competitivas en el mundo académico internacionalizado de hoy, extendiendo su influencia al medio educativo, productivo y de servicios. En él ya se ha instalado el Centro de Investigación y Asistencia Técnica (CIATI) y se prevé la instalación de otros dos laboratorios: el de Servicios Agrarios y Forestales (LASAF) y el laboratorio Provincial de Sanidad Animal.

En la ciudad de Cutral Có se ha instalado una fábrica de torres y aerogeneradores eólicos. En simultáneo, el INVAP (Sociedad del Estado dedicada al desarrollo de altas tecnologías) trabaja en el diseño de los molinos a construir allí. A futuro se prevé la instalación de la fábrica de micro fusión.

Wind ParkThe city of Cutral Có hosts a factory of towers and eolic generators. Likewise, the INVAP (State-run Partnership devoted to the development of state-of-the-art technologies) is working on the design of the mills to be built there. Logistics Activities in Zapala

It constitutes an integral service concept including activities related to domestic and foreign trade, and sustainable production, both for the province and the South Bi-oceanic corridor.

1. Mining Industrial HubThere is a 53 hectare-land lot for the settlement of mining industries. The lot already counts on official measurements and basic road infrastructure projects, electric lines and water provision projects, as well.

2. Logistics Industrial HubA 38.3 hectare-lot has been improved in order to allow the settlement of environmentally-friendly industries, and an area was devoted to the development of logistic services. It counts on power lines, water and lighting services at the park entrance.

3. Primary Customs AreaThe maneuver rail and the cargo transfer area. On the SW of the knot, on the section of the South Trans-Andean Rail.Customs Primary Area. It is located next to the manouver yard of the Railroad and it is possible to ciculate on two inner rails. It takes up 9 hectares that host Customs buildings, indoor revision ramp and public scale for foreign trade agents to be able to complete the necessary procedures for goods imports and exports.Future Duty-Free area. It is next to the Primary Customs Area. There is a 300-hectare lot that, once the duty free area is opened, ventures operating with the benefits granted thereof could be settled.

Estudios recientes de la Organización de Naciones Unidas para la Agricultura (FAO) indican que podrían ser incorporadas y sistematizadas 277.787 ha. que, junto a la superficie actual, sumarían 305.397 ha. con suelo apto para el desarrollo agrícola en Neuquén.

Neuquén trabaja para alcanzar niveles superiores de desarrollo económico en los diferentes eslabones de las cadenas de valor prioritarias para la reconversión de su matriz productiva.

La estructura industrial del sector consta de 21 empaques, 26 frigoríficos y la industria de jugos concentrados.La Patagonia es área libre de mosca de los frutos y en Neuquén se han alcanzado valores menores al 0,5% de daño de carpocapsa en frutales de pepita.

Healthier Food and Agriculture-based IndustriesThe Province counts on vast operative areas under water with a total surface of 27,610 hectares. Olive and Dry Fruit Production2,000 hectares to grow olives (consumption and olive oil production)300 hectares planted, and projections indicate that the surface is to double along 2016, mainly in productive areas near Añelo and Rincón de los Sauces. Dry fruit production grows as an alternative to core fruit production in the Valley area and in the north of the province. There are 30 producers and 250 hectares under production. The province makes up a partnership of the Dry Fruit Cluster in North Patagonia together with the province of Río Negro, organization of producers, the National Institute of Farming Technology (INTA-acronym in Spanish) and the University of Río Negro, among others, to promote related development and ventures of the like.

Wine ProductionThe Province is an environmentally friendly area and thus favors grape cultivation. There are 1,864 hectares under production. With the extension of the irrigated area, as well as internal and external investments, the wine-making sector in Neuquén has added fine grapes (Cabernet Sauvignon, Malbec, Merlot, Pinot Noir, Syrah, Sauvignon Blanc and Chardonnay), and has adopted the best technology available worldwide, both for grape cultivation and wine making for varietal and sparkling wines.10 wineries produce some 10 million liters a year, 53% of which is devoted to internal consumption, and 47%, to exports. El sulfite-added and concentrated grape juice is almost exclusively used for the foreign markets.

La Provincia integra la Asociación Civil del Clúster de Frutos Secos de la Norpatagonia junto a la Provincia de Río Negro, organizaciones de productores, el Instituto Nacional de Tecnología Agropecuaria (INTA) y la Universidad Nacional de Río Negro, entre otros, para promover el desarrollo de la actividad y sus derivados.

La Provincia es una zona ecológicamente limpia y favorable para el cultivo de vides. 1.864 ha en producción. Con la ampliación del área irrigada y las inversiones internas y externas, el sector vitivinícola neuquino incorporó uvas finas (Cabernet Sauvignon, Malbec, Merlot, Pinot Noir, Syrah, Sauvignon Blanc y Chardonnay) y adoptó la mejor tecnología disponible en el mundo, tanto en el cultivo de viñedos como en la elaboración de vinos varietales y espumosos.10 bodegas producen en conjunto 10 millones de litros al año, 53% de los cuales se destina al consumo interno el 47%, a la exportación. El mosto sulfitado y concentrado se orienta casi exclusivamente a mercados externos.

38 39La superficie aproximada de tierras con aptitud para el desarrollo de forestaciones comerciales de coníferas en secano es de más de 500.000 ha. En los últimos 30 años, por fuerte inversión estatal, se realizaron forestaciones en más de 60.000 ha. La Corporación Forestal Neuquina CORFONE S.A. produce 650.000 plantas y registra 550.000 p2 de madera aserrada por mes. Recientemente invirtió 10 millones de pesos en la ampliación del aserradero de Abra Ancha, la modernización del aserradero de Junín de los Andes y la instalación del aserradero de Las Ovejas.En zona cordillerana hay más de 40 aserraderos con muy variada capacidad y nivel de tecnificación.

Forestry IndsutryOver 500,000 hectares are considered to be fit for the development of commecial forestry of dry-land conifers. In the last 30 years, given strong state investments, over 60,000 hectares have been planted. Corporación Forestal Neuquina CORFONE S.A. produces 650,000 plants and records 550,000 f2 of sawed wood a month. It has recently invested some 10 million pesos in the expansion of the sawmill Abra Ancha, the modernization of the sawmill in Junín de los Andes, and the deployment of the sawmill in Las Ovejas.Along the mountain area, there are over 40 sawmills with assorted capacity and technology level.

El stock ganadero provincial se compone por más de 1.300.000 cabezas de ganado (2014) correspondiendo 838.000 a ganado caprino. Neuquén es la tercera Provincia a nivel país en cantidad de cabezas de este tipo de ganado. El stock bovino provincial suma alrededor de 203.000 cabezas y el ovino de 190.000. El engorde se realiza sobre pastizales naturales (mallines) aunque existen emprendimientos que incorporan esquemas de feed-lot.

2.640 establecimientos ganaderos. 11 mataderos: La Provincia junto al PROSAP (Programa de Servicios Agropecuarios Provinciales) está invirtiendo en un Proyecto Pecuario y Comercial para crear y reequipar una Red de 11 Mataderos habilitados en distintas categorías (tránsito federal, provincial y municipal) y una planta elaboradora de subproductos de origen animal.

También se fomenta la inversión en el agregado de valor a la producción caprina, para la instalación de una planta de lavado y peinaduría de mohair y otras fibras y otra de clasificación, hilado y confección de prendas de cashmere (mini mills).

La cuenca del río Limay es ideal para la producción de salmónidos ya que los niveles de renovación de agua son altos en relación a los lagos naturales. En el lago Alicurá se encuentra la mayoría de los centros de engorde (producción en jaulas flotantes).95% de la producción nacional de trucha. Se aspira a incrementar la producción acuícola de 1.900 tn (en fresco) a un promedio anual de 5.000 tn. En simultáneo, se busca instalar una planta de elaboración de alimento balanceado, una de faena y procesado, un laboratorio y servicios para el desarrollo de un Polo Industrial para el sector.

Acuicultura

Provincial cattle stock is made up of 1,300,000 heads (2014), and some 838,000 are caprines. Neuquén is the third province at national levels with this kind of stock. The Provincial bovine stock adds some 203,000 heads, and sheep, some 190,000. Feeding is on natural pastures (small bushes) and there are ventures on the feed-lot scheme.

Most of the fattning centers are located along the Alicurá lake (production in floating cages).95% of the national production of trout. The plan is to increase water production from 1,900 tn (fresh) to an annual average of 5,000 tn. Likewise, there are plans to install a balanced food plant, a processing plant, and a lab. Plans also include the promotion of services aimed at developing an industrial hub for the sector.
