    Bullying

    defined

    Is the use of forceor coercion to abuse or intimidate others. The behaviourcan be habitual and involve animbalance of social orphysical power. It can include

    verbal harassment or threat,physical assault or coercionand may be directedrepeatedly towards particularvictims, perhaps on groundsof class, race, religion, gender

    , sexuality, appearance, behaviour, or ability. If bullying isdone by a group, it iscalled mobbing. The victim ofbullying is sometimes referredto as a "target".

    physically or mentally.

    Bullying is

    characterized by an

    individual behaving in

    a certain way to

    gain power over

    another person.

    Bullying in the

    PhilippinesAs provided for by House Bill No.5496, otherwise known as the Anti-

    Bullying Act of 2012:

    any severe or repeated use by

    one or more students of a

    written, verbal or electronic

    expression, or a physical act or

    gesture, or any combination

    thereof, directed at another

    student that has the effect of

    actually causing or placing the

    latter in reasonable fear of

    physical or emotional harm ordamage to his property creating

    a hostile environment at school

    for the other student; infringing

    on the rights of the other student

    at school; or materially and

    substantially disrupting the

    education process or the orderlyoperation of a school.

    Acts of

    bullying

    1. Any unwanted

    physical contact;

    2. Any act that causes

    damage to a victims

    psyche and/or

    emotional well-being;

    3. Any slanderous

    statement or

    accusations thatcauses the victim

    undue distress; and

    4. Cyber-bullying.

    REMINDER!!!Art. 19, New Civil Code of the Philippines provides, thus:

    Every person must, in the exercise of his rights and inthe performance of his duties, act with justice, give everyonehis due, and observe honesty and good faith.

    Art. 26 (Though they (acts) may not constitute a criminaloffense, shall produce a cause of action for damages):

    1. Prying into the privacy ofanothers residence;

    2. Meddling with or disturbing the private life or familyrelations of another;

    3. Intriguing to cause another to be alienated from hisfriends;

    4. Vexing or humiliating another on account of his religiousbeliefs, lowly station in life, place of birth, physical defect,or other personal condition.

    Special Parental Authority

    (Family Code of the Philippines)

    Art. 218. The school, its administrator andteachers, or the individual, entity or institution

    engaged in child care shall have special parentalauthority and responsibility over the minorchild while under their supervision, instructionor custody.

    Authority and responsibility shall apply to allauthorized activities whether inside or outsidethe premises of the school, entity or institution.
