    Vincent Nadin is Professor of Spatial Planning and Strategy in the Department of Urbanism at the Faculty of Architecture, Delft University of Technology, The Netherlands. He is a visiting fellow at the Institute of Environmental Planning, Leibniz University, Hannover.

    His main interests are European spatial development and planning for metropolitan regions, comparative planning systems and environmental sustainability and planning. His career has been mostly in teaching and research but he has previously worked in local government and as a consultant to many national and international clients. Vincent Nadin is joint author with the late Barry Cullingworth of the leading textbook Town and Country Planning in the UK (Edition 14, 2006, Routledge); co-author of European Spatial Planning and Territorial Cooperation (Febuary 2010, Routledge, with Stefanie Dhr and Claire Colomb); and editor-in-chief of the Taylor and Francis international peer reviewed journal Planning Practice and Research.

    He led the preparation of the EU Compendium of Spatial Planning Systems and Policies (1997); the EU Framework project SPECTRA: Sustainability and Spatial Planning (1997-2000); the Spatial Vision for North West Europe (2001); and numerous other research projects on cross-national comparisons of planning, subsidiarity and small towns. He has also played a key role in the research on Spatial Planning in Practice (UK 2005-06) and other projects on demography, polycentricity and development planning. In 2006-07 he led the design of a new curriculum for a masters degree in spatial planning for planning practitioners in the UK.

    Over the last 12 years he has been invited to present more than 50 papers to international conferences in 26 countries and has received sponsorship from numerous international bodies including the OECD, UNESCO UNECE, and others. He is an advisor to the European Union of Developers and House Builders, and has acted as referee for the UK ESRC, the Luxembourg National Research Funds and numerous academic journals. Vincent has acted as external examiner at nine universities. He has supervised six completed PhDs, examined ten candidates, and is currently promoting and/or supervising seven PhD candidates.

    Department of Urbanism, Faculty of Architecture, Delft University of Technology

    Delft University of Technology (TU Delft) is a major international research and education institution that consistently feature in the top 100 world universities and is ranked 17th in the world league table of universities of technology. TU Delft makes a significant contribution to advances in science, industry, commerce, public services and the professions.

    The Faculty of Architecture at TU Delft has over 3,300 students and a staff of 40 professors and 300 associate and assistant professors covering architecture, urban design, planning, real estate and housing and building technology. Every year, some 150 international exchange students study in the faculty. There is an extensive portfolio of research and education on the built and natural environments and in particular addressing issues of sustainable development of cities and regions, making use of context-sensitive research by design and social scientific empirical approaches.

    The Department of Urbanism includes urban design, urban and spatial planning, urban landscape and environmental technology. The central issue in urbanism concerns the manner in which planning and design mediate the territorial impacts of sectoral policy, market actions and socio-economic and cultural processes. The Department of Real Estate and Housing (RE&H) may also contribute to this project. The department is concerned with real estate, housing policy and urban management and development.

    Since 2000 the Department of Urbanism has enrolled 105 PhD candidates many of whom have been funded by the EU Alfa-Ibis programme, the Dutch National Organisation for Research (NOW), Nuffic and national and regional governments. They have investigated diverse topics on urban design tools and technologies, the spatial development of global cities, informal settlements, cross-national comparative studies and many other subjects.

    The Department of Urbanism has well-established research alliances with international organizations such as the International Forum on Urbanism, government departments such as the Dutch Ministry of Spatial Planning Environment and Housing (VROM), and public and private bodies especially in Asia and Latin America. The following are particularly relevant to this proposal:

    Cross-national Comparative Planning Systems Network

    ARL (German Academy for Spatial Research) are primary partner, others include Nordregio (Nordic Spatial Research Institute), Torino Polytechnic University, Prague Technical University, Athens University, Radboud University, Nijmegen, Dortmund University, Leuven University.

    The Chair of Spatial Planning led by Professor Vincent Nadin has competence in the role of planning and urban design in the transformation metropolitan areas from the neighbourhood to the regional scale. The outlook is international with staff from 20 different countries in the chair. The approach recognises that there can be no universal model of spatial planning but that methods and techniques must vary according to local conditions. The focus for teaching and research is on raising awareness of the politics of spatial development and increasing capacities to engage in a progressive, fair and inclusive planning practice, recognising the limitations of design and planning professions. The Chair cooperates closely with the OTB Research Institute for Housing, Urban and Mobility Studies. The Chair of Spatial Planning leads studio teaching and courses in the faculty on

    introducing spatial planning and its role in mediating conflicting interests and creating more sustainable development;

    complex cities, the transformation of metropolitan areas under globalisation, and the potential for better territorial management;

    urban regeneration in cross-national comparative perspective; mobility environments and spatial planning in metropolitan regions; research and design methodologies; metropolitan planning and lessons from the Randstad region.

    The Chair of Spatial Planning and the Department of Urbanism have extensive experience in leading or participating in international research and education projects. Recent projects include Innovation in Area Development in England and the Netherlands: Lessons for the

    Netherlands :to provide recommendations on a private sector led area development process in creating large-scale mixed use urban developments - for the Dutch Property Developer: Rabo-Bouwfonds

    Comparative European Spatial Planning Systems and Housing: To provide comparative information on the role of spatial planning systems in the delivery of new housing in five European countries (led Leicester De Montfort University, UK). UK Department of Communities and Local Government Agency: the National Housing and Planning Advice Unit (NHPAU).

    Randstad 2040 International Review TU Delft coordinated an international critical review of the Randstad 2040 structure vision of the polycentric metropolitan region.

    RUFUS: Rural Futures: European Union 7th Framework Project led by Leibniz University Hannover. The project is investigating the interaction of sectoral policies on rural and how they can be better combined or integrated in the interests of more sustainable development.

    Mixed Scanning (OTB project) investigating the relation between visions and projects for the Dutch Ministry of Housing, Spatial Planning and Environment (NL)

    The Chair of Spatial Planning has particular experience in organising international design and planning studios in collaboration with partners in other countries, including for example: 2009: Urban Emergencies, a Masters studio addressing the spatial development

    dimensions of reconstruction and humanitarian and architectural efforts in response to different natural or man-made disasters in impoverished areas., students posted to Indonesia, Philippines, Bangladesh, Colombia, El Salvador, Ghana and Venezuela.
