Saban tahun Kerajaan Malaysia menganjurkan Majlis Tilawah Al-Quran Peringkat Antarabangsa dengan penuh istiqamah. Majlis yang penting ini sudah semestinya akan membawa impak berterusan kepada kekuatan 1 ummah. Demikian menurut Perdana Menteri Malaysia, Dato Sri Mohd Najib Tun Abd Razak dalam ucapan perasmian Majlis Tilawah Al-Quran Peringkat Kebangsaan Kali Ke-54 di Sarawak pada 13 Jun 2011.
Dato Sri Mohd Najib juga berkata, Allah SWT telah menyatakan dengan tegas bahawa al-Quran itu adalah pedoman untuk seluruh umat manusia bagi mencapai kejayaan di dunia mahupun di akhirat. Tuntunan qurani yang dibawa oleh wahyu suci ini telah memerdekakan manusia daripada pemikiran dan kegelapan jahiliyah kepada cahaya keimanan dan kemuliaan insan.
Beliau juga menambah, al-Quran merupakan mukjizat Rasulullah SAW yang paling agung. Mukjizat al-Quran tetap relevan dan tidak terhenti untuk suatu masa atau tempat. Malah mukjizat ini akan kekal memandu kepada kesejahteraan dan kemajuan hidup umat manusia sejagat.
Every year without fail the Government of Malaysia organises an Al-Quran Recital Assembly at International Level. This important assembly will certainly have a continuous impact on the strength of 1 Ummah. This was stated by the Prime Minister of Malaysia, Dato Sri Mohd Najib Tun Abdul Razak in his opening speech at the 54th Al-Quran Recital Assembly at National Level in Sarawak on 13th June 2011.
Dato Sri Mohd Najib also said that Allah SWT has stated unequivocally that the Quran is a beacon light for all mankind to achieve success in this world and the hereafter. This Quranic guidance brought down by divine revelation has liberated mankind from the ignorance of the mind and from darkness into the light of faith and human dignity.
He also added that the Quran is the greatest miracle of the Holy Prophet SAW. Miracles of the Quran remain relevant and is continuous and does not stop at any time or place. In fact, this miracle will continue to guide towards the welfare and advancement of universal human life.

Tidak selayaknya al-Quran hanya dijadikan hiasan di dinding rumah, disimpan dalam almari, dilihat untuk dibaca pada masa-masa tertentu sahaja, atau dibaca tanpa memahami apa yang dibaca, sedangkan al-Quran itu mempunyai hikmah tersendiri yang harus digali dan dibongkar. Sudah tentu dalam galian dan pembongkaran tersebut, hasilnya ialah penemuan ilmu pengetahuan dan alat untuk memahami al-Quran ini ialah dengan menguasai bahasanya yang penuh dengan nilai-nilai estetika.
Masyarakat harus memahami tentang hakikat al-Quran bukanlah buku bahasa, sejarah, sains dan sebagainya tetapi al-Quran ialah kitab suci yang diturunkan Allah untuk menjadi dustur hidup bagi manusia dunia dan akhirat, mengenal yang hak dan batil serta melaksanakan perintah Allah yang sebenarnya. Kita harus akur dengan kenyataan bahawa dalam al-Quran terkandung berita atau peristiwa masa lampau, masa ini (tatkala al-Quran diturunkan) dan masa hadapan yang secara keseluruhannya berisikan peraturan hukum berkaitan dengan masalah akidah, ibadah, muamalah, akhlak, hukum-hukum dan sebagainya. Justeru memahami bahasa al-Quran itu terasa akan keindahannya dan mempunyai hikmah yang besar buat masyarakat.
It is not befitting that the Quran is only used as a decoration on the wall, kept in the cupboard, taken to be read at certain times only, or recited without understanding what is read, whereas the Quran has its own hidden wisdom and meaning that must be dug and exposed. It is certain that in this digging and exposure, the result is that the discovery of knowledge and tools to understand the Quran is by mastering its language which is full of aesthetic values.
Society must understand the fact that the Quran is not a book of language, history, science, and so forth, but the Quran is the holy book of Allah revealed to be a life guide for humans in this world and the hereafter, to identify between right and wrong as well as to perform the true command of Allah. We must abide by the fact that the Quran contains news or events of the past, the present (when the Quran was revealed) and the future, that on the whole is full of rules related to faith, worship, transactions, morals, laws and others. Therefore by understanding the language of the Quran the community can feel its beauty and experience its great wisdom.

Reka bentuk Astaka Tilawah Al-Quran kali ini adalah cerminan konsep ketamadunan Islam. Pemilihan konsep ini adalah bersesuaian dengan tema Tilawah Al-Quran Peringkat Antarabangsa kali ini iaitu Persefahaman Asas Perpaduan Ummah. Seni bina Masjid Nabawi telah dijadikan sebagai rujukan bagi reka bentuk astaka ini, iaitu sebagai simbolik kepada sebuah perjalanan, di mana Rasulullah SAW telah mendirikan sebuah masjid setelah penghijrahan baginda ke Madinah.
Teknologi pembinaa masjid pada masa kini pula adalah menjadi analogi kepada kemajuan yang dikecapi dan ini dilihat pada reka bentuk bumbung kubah di atas pentas qari yang dirujuk daripada Masjid Kristal di Kuala Terengganu. Reka bentuk astaka juga diilhamkan daripada konsep taman di dalam Tamadun Islam di mana elemen asasnya iaitu elemen air dan pepohon ditonjolkan di sekitar pentas.
Panel-panel hiasan yang disusun sebagai latar, dihias dengan corak geometri bagi melambangkan kesenian agama Islam manakala penggunaan songket pada lantai adalah melambangkan kesenian masyarakat Melayu di negara ini.
The design of this years Al-Quran Recital Assembly pavilion is a reflection of the concept of Islamic civilisation. The selection of this concept is in line with the theme Understanding Inspires the Unity of the Ummah. The architecture of the Nabawi Mosque has been used as a reference for the design of this pavilion, which is symbolic of a journey, where the Holy Prophet SAW had built a mosque after his migration to Madinah.
The construction technology of mosques today is analogous of the progress attained and this is seen in the design of the dome above the reciters dais that is based on the Crystal Mosque in Kuala Terengganu. The pavilion design was also inspired by the concept of gardens in the Islamic Civilisation where basic elements of water and plants are featured around the stage.
Decorative panels arranged as a backdrop are decorated with geometric patterns to represent Islamic arts, while the use of songket on the floor is symbolic of the arts of the Malay community in this country.

Penghakiman Majlis Tilawah Al-Quran Peringkat Antarabangsa disempurnakan oleh Jemaah Hakim yang terdiri daripada Pengerusi, Timbalan Pengerusi, Setiausaha, dan 13 orang hakim yang dilantik oleh Jakim. Setiap hakim mengetuai bahagian bidang yang dipertanggungjawabkan kepadanya oleh Pengerusi Jemaah Hakim. Bidang-bidang penghakiman dan wajaran markah ialah tajwid 40 markah dihakimi oleh 4 orang hakim, lagu 25 markah dihakimi oleh 4 orang hakim, fasahah 20 markah dihakimi oleh 3 orang hakim dan suara 15 markah dihakimi oleh 3 orang hakim.
Peserta yang mendapat markah tertinggi akan diisytiharkan sebagai pemenang. Sekiranya berlaku persamaan markah maka Jemaah Hakim akan merujuk kepada markah tertinggi bahagian tajwid. Jika terdapat persamaan, Jemaah Hakim akan merujuk kepada markah tertinggi bahagian lagu dan seterusnya markah fasahah. Seandainya masih terdapat persamaan, Jemaah Hakim akan membuat undian secara yang terbaik.
The judging at Al-Quran Recital Assembly at International Level is done by a Panel of Judges consisting of the Chairman, Deputy Chairman, Secretary, and 13 judges appointed by Jakim. Each judge heads the section of the area entrusted to him by the Chairman of the Panel of Judges. Areas of judging and the weightage score is 40 marks for tajwid judged by four judges, melody 25 marks judged by four judges, fasahah 20 marks judged by three judges and voice 15 marks judged by three judges.
The participant with the highest score will be declared the winner. In the event of a tie, the Panel of Judges will decide according to the highest score for tajwid. If there is still a tie, the Panel of Judges will refer to the highest score for melody and then the highest score for fasahah. If there is still a tie, the Panel of Judges will cast votes in the best possible way.
