Tsukuba City maintains a beautiful balance of superior urban functionality, abundant nature, and a rigorous scientific environment. It is an intelligent ‘garden city’ offering each of its citizens a rich variety of options for housing, work, study, enjoyment, and living. A six-lane 50 m-wide main street runs through its central district, and green spaces are scattered throughout its expansive parks, research institutes, and residential areas. つくば市の中心地区には、他の都市に

例えば、全幅50メートルにも及ぶ６車線

つくばエクスプレスの沿線や駅周辺に

筑波研究学園都市であるつくば市には、

国家プロジェクトによって計画的に整備さ

れた、特徴的な都市空間が形成されていま

す。代表的なのは、市の中心地区に張り巡

らされた総延長約48㎞のペデストリアン

デッキ（歩行者専用道路）で、それに隣接し

て公園や広場などが配置されています。

市民の憩いの場となっている公園は、都

市に潤いをもたらしてくれます。市内には

１６３カ所の都市公園があり、特に研究学

園地区には88カ所・約１００haにも及ぶ公

園・緑地が整備されています。スポーツ施

設も整う洞峰公園、美術館や図書館などに

隣接した中央公園、シンボリックな展望台

がある松見公園など、それぞれに魅力的な

特徴を持っています。

The central area’s pedestrian deck roughly 48

km in length, is lined with numerous parks and

open squares—oases for Tsukuba’s residents.

The City contains 163 urban parks, as well as 88

parks and green spaces, totaling roughly 100 ha,

in its central, Kenkyu Gakuen District alone—

all with their own distinctive attractions.

まちに出るのが楽しくなるところが、つ

くば市の住環境の自慢です。中心地区に

は、国内有数の音響効果を誇るコンサート

ホール「ノバホール」をはじめ、茨城県つく

ば美術館と市立図書館からなる「つくば文

化会館アルス」、屋内スポーツや演劇公演

などの舞台となる「つくばカピオ」などがあ

り、日常的に芸術、文化、スポーツに触れ

ることができます。

市内を見回すと、あちらこちらでジョギ

ングやウオーキングを楽しむ市民の姿が目

に入ります。また、つくば市では「自転車

のまち」を目指し、大通りでは歩行者と自

転車の利用空間が分けられていたり、家族

で安心してサイクリングができる「りんり

んロード」が整備されています。さらに市

の北部には、市民の運動の場として、ジム

やプール、サッカー場を備えた「つくば

ウェルネスパーク」もあります。

市民を支援しています。生涯学習の拠点

は、市内17カ所の地域交流センターです。

子育て、歴史、英会話、音楽、絵画、手

芸、料理、運動など、幅広い内容の活動が

行われています。

秋には毎年、つくば市民文化祭を開催

し、作品展示やステージ発表により日ごろ

の活動の成果が披露されます。約３５０団

体、総勢４０００人を超える参加がありま

す。また、さまざまなスポーツ教室や地域

密着の競技会なども開催しています。

さらに、次世代の活力につなげるため、

子育て総合支援センターを中心に、まちぐ

るみで安心して子育てできる環境づくりを

進めています。

As Tsukuba City was designated an Eco Model City by the government in 2013, it is now making efforts to reduce CO2

emis-sions to achieve the target defined in its action plan, Tsukuba Eco Style ‘SMILe.’ Tsukuba’s efforts include the establishment of community-based low-carbon model areas, the introduction of low-carbon vehi-cles (electric vehicles and super-mini mo-bility platforms), and the provision of envi-ronmental education to children, who will be the leaders of the next generation, in order to create a sustainable low-carbon society.

つくば市は、２０３０年までに市民１人当たりの温室

効果ガス排出量50％削減（２００６年度比）を目標とした

「つくば環境スタイル」を打ち出しました。

２０１３年には国から「環境モデル都市」に選定され、

翌年、「つくば環境スタイル〝ＳＭＩＬｅ〟（つくば市環境

モデル都市行動計画）」を策定しました。市民や企業・研

究機関等と連携し、オールつくばで低炭素社会づくりの

取り組みを進めています。

特に、建築や移動に関わる対策に力を入れ、コミュニ

ティ型低炭素モデル街区の整備や、低炭素車（電気自動

車や超小型モビリティ）の導入などを促進しているほか、

研究機関の集積を活かして、最先端技術を用いたプロ

ジェクトなども実施しています。

また、持続可能な低炭素社会を目指して、次世代を担

う子どもたちへの環境教育も積極的に行っています。さ

らには、市民や事業者が参画する「つくば環境スタイル

サポーターズ」も展開。会員は「無理せず、楽しく、エコ

活動！」を合言葉に、グリーンカーテンコンテストに応

募するなどそれぞれが可能な範囲で活動しています。

世界とつながる国際都市

An International CityWelcoming Foreign Residentsy

Approximately 7,000 foreign residents, from more than 130 countries, live in the City; and nearly half of these are researchers, students, and their families. Tsukuba pursues a number of initiatives designed to make the city more comfortable and attractive to foreign residents. The City’s website, public relations publications, and other guidance and information materials are available in various languages. With the cooperation of related organizations, the City has provided street signage in foreign languages or roman letters. Roughly 250 children from about 40 foreign countries are studying at elementary or junior high schools in the City; and at Tsukuba International School, an authorized International Baccalaureate (IB) World School, students can gain a world class education in English.

つくば市には７０００人余り、１３０カ国以上の

国籍の外国人が居住し（人口比率約３・２％）、

その約半数が研究者・留学生とその家族で占められています。

さらに海外生活を経験した日本人も多いことなど、

国内の他市町村には見られない際立った特徴があります。

それに伴い、つくば市では、日本人にとっても外国人にとっても

快適で魅力あるまちづくりのため、さまざまな事業を展開しています。

つくば市では、国際都市にふさわしい都市環境

を整備するため、誰もが国籍や文化の違いを意識

することなく快適に暮らせるまちづくりを進めて

います。例えば、つくば市では、ホームページ、

広報紙、生活ガイドをはじめさまざまな情報を多

言語で提供していたり、つくば市国際交流協会で

は「外国人のための生活相談室」を設けて、外国人

の安全・安心な生活をサポートしています。また、

街中の案内板には、関係機関と連携し外国語また

はローマ字ルビを併記しています。

さらに、外国人研究者の家族も多いことから、

外国人研究者家族専用の住居があり、市内の小中

学校には約40カ国・２５０人の児童・生徒が在

籍。国際的に認められた教育課程「国際バカロレ

ア」の認定を受けたインターナショナルスクール

もあり、世界標準の教育が行われています。

外国人の生活を高レベルで支援するとともに、

各機関が市民との交流を積極的に進めることで、

外国人の社会参画も促しています。

全ての市民が国際感覚を養い、国際社会の

一員として異文化を受け入れていけるよう、

つくば市ではさまざまな国際交流事業を展開

しています。国際色豊かなイベントは、国籍

を超えてコミュニケーションを深める絶好の

機会です。その一つが、毎年５月に開催して

いる国際交流フェア。美しい民族衣装が行き

交い、世界各国のダンスや演奏、歌などが披

露され、異国の料理を味わうこともできま

す。また、スポーツイベントも国際色豊か

で、つくばワールドフットサル大会には多数

の外国人が出場し盛り上がりを見せます。

さらに、つくば市国際交流員が外国の生活

や文化を紹介する国際理解講座をはじめ、国

際交流料理教室や日本語教室、外国語教室な

　つくば市は、アメリカのアーバイン市、ミルピタス市、ケンブリッジ市と姉妹都市の提携を結び、幅広い分野で交流してきました。2013年11月12日にフランスのグルノーブル市が加わり、姉妹都市は全部で4都市に増えています。Tsukuba City has concluded sister-city agreements with the cities of Irvine, Milpitas, and Cambridge in the U.S., and has conducted various exchange programs. Recently, Grenoble France became the fourth city with Tsukuba sister-city affiliation.

つくば市は、豊かな自然に恵まれた田園都市です。

市内には桜の名所が数多く、夏には街路樹や公園の木々が緑の葉を茂らせ、

秋には見事な紅葉に彩られます。

こうした四季折々の美しい風景に誘われて、

のんびり散策したくなる場所がたくさんあります。

また、関東平野を一望する筑波山は観光地として人気が高く、

つくばエクスプレスで都心から気軽に訪れる観光客も増えています。

美しい花々や紅葉が、まちを染め上げるよ

うに彩るつくばの四季。たくさんの公園や街

路樹が美しい緑の景観をつくり、さらに、北

条大池、農林研究団地、科学万博記念公園の

桜並木をはじめ、筑波山梅林やつくば牡丹園

など、あちらこちらに花の名所があります。

つくばの自然といえば、日本百名山の一つに

もなっている筑波山。雄大な眺めを満喫できる

登山・ハイキング、国内屈指の古社として知ら

れる筑波山神社、身も心も癒やされる筑波山温

泉郷など、思い思いに楽しめます。２０１４年

には、筑波山中腹に森林体験型アウトドアパー

ク「フォレストアドベンチャー・つくば」がオー

プンし、さらに楽しみが広がりました。

また、ブルーベリーの摘み取りや田植え、

稲刈りなどの農業体験も人気。高崎自然の森

では、里山の四季を体験するイベントが開催

されています。

Harmony with Abundant Nature in All Four Seasons

Tsukuba is a garden city surrounded by nature, with many locations known for their beautiful cherry trees. In summer, roadside and park trees are in full leaf; and in autumn, their leaves turn beautiful shades of red and orange. Mt. Tsukuba is a popular sightseeing spot which provides a fabulous view of the Kanto Plain. The Tsukuba Express brings an ever increasing number of visitors from Tokyo.Visitors climb or hike up Mt. Tsukuba to enjoy the panoramic view, and the mountainside Tsukuba-san Shrine is known as one of the oldest shrines in Japan. Visitors can also refresh themselves at the mountain’s hot springs. Farm tours such as blueberry picking, and rice planting and harvesting, are also popular.

筑波北条米かつて皇室にも献上された筑波山麓で栽培されるコシヒカリHojo rice grown at the foot of Mt. Tsukuba was once a tribute to the Royal Family.

温暖な気候と肥沃な大地に恵まれたつく

ば市では、一年を通して豊富な種類の農産

物が生産されています。特産品には、栽培

面積・生産額ともに日本一を誇る芝をはじ

め、関東有数の良質な米、パン用小麦「ユ

メシホウ」、日本三大生産地の一つである

ブルーベリー、茨城県の銘柄産地指定を受

けたネギなどがあります。

収穫したての新鮮な農産物や加工品を販

売する直売所は、市内に20カ所。中には全

国的に有名で、野菜の品質向上や担い手育

成で注目されている直売所もあります。

これらの直売所をはじめ、農産物フェア

やつくばプチマルシェの開催、地元農産物

を使った学校給食など、地産地消の取り組

みも盛んです。また、自ら生産した農産物

を使って加工品を製造・販売する、農業の

６次産業化を積極的に推進しています。

With its temperate climate and fertile soil, Tsukuba produces a variety of produce throughout the year. The City’s lawn grass ranks first in the country in terms of production area and monetary value. High-quality rice, bread wheat, and blueberries are three other primary crops. Twenty farm stands in the City sell fresh produce and food products, and Tsukuba is striving to produce and consume locally by organizing produce fairs and using local-area produce in school lunches.

Mt. Tsukuba Area Geopark Project

Mt. Tsukuba is one of the 100 famous moun-tains of Japan; as the saying goes, ‘Mt. Fuji in the west, Mt. Tsukuba in the east.’ It appears in 25 poems in the Man-yoshu anthology, and has in-spired much cultural and artistic activity. Given the mountain’s historical, cultural, and geologi-cal characteristics, Tsukuba and its five neigh-boring cities have established the Mt. Tsukuba Area Geopark Project, to promote the area for educational and tourist purposes by protecting its geological heritage and developing various tour routes.

日本百名山に数えられる筑波山は、古代より

山自体を御神体とする山岳信仰の対象とされて

きました。時代や地域を越えて人々に愛され、

「西の富士、東の筑波」と並び称され、万葉集に

筑波山を詠んだ和歌が25首もあるなど、文化芸

術を育む舞台ともなってきました。また、筑波

山と周辺地域は、白亜紀後期から古第三紀に形

成された花崗岩（稲田石）や斑れい岩（筑波石）が

分布し、その地層から関東平野の形成史を垣間

見ることができます。

こうした歴史的・文化的・地質的な特徴を有

することから、つくば市周辺６市が連携し「筑波

山地域ジオパーク構想」を推進しています。これ

は、ジオ（地球・大地）に関わる遺産を保護する

とともに、歴史・文化・自然の魅力に触れる多

彩なコースを整備し、教育の場や観光資源とし

て活用していこうという取り組みです。
