ENGINE, TURBINE ASSEMBLY – INSPECTION OF 4TH–STAGETURBINE WHEELS (23066744)
1. PLANNING INFORMATION
A. Effectivity
(1) Engines
All Rolls-Royce Model 250–C30, –C40 and –C47 series engines are affected by thisbulletin.
(2) Spares – Affected
B. Reason
Recently, an incident was experienced in which a 4th–stage turbine wheel (23066744) wasfound to have an over blended, thin trailing edge. Although blending is a common procedure forturbine wheels, in this particular case the turbine wheel blade trailing edge was blended beyondprint requirements. All Rolls-Royce Model 250–C30, –C40 and –C47 series 4th–stage turbinewheels (23066744), S/N X504345 and earlier require a one-time inspection to verify that theblades do not have a thin trailing edge. A specific lot of wheels also require that this inspectionbe done within the next 300 hours.
C. Description
This commercial engine bulletin gives you the instructions to do an inspection on all 4th–stageturbine wheels (23066744) for a thin trailing edge condition.
D. Approval
Technical aspects are FAA approved.
E. Compliance
For 4th–stage turbine wheels (23066744, S/N HX76702 to HX76755):Compliance Code 2. Turbine wheels which have over 1000 hours must be inspected within thenext 150 hours. Turbine wheels which have less than 1000 hours must be inspected within thenext 300 hours or at 1000 hours, whichever comes first.
For 4th–stage turbine wheels (23066744, S/N X504345 and lower):Compliance Code 4. To be complied with the next time the affected wheel (23066744) is at anauthorized repair/overhaul facility and is disassembled for any reason.

H. Tooling – 0.010 inch (0.25 mm) Inspection Tool, “No–Go” Gage
(1) Option 1, assemble a 0.010 inch (0.25 mm) Inspection Tool.
Use two 1/8 inch (3.16 mm) radius post gage blocks with a nut and screw to clamp twopieces of 0.010 inch (0.25 mm) thick shim stock or feeler gage as shown in figures. Aspacer gage block may be used in addition if desired. Position the post gage blocks suchthat a 0.010 inch (0.25 mm) gap exists between the inspection ends (Ref. Fig. 1, 2, and 3).
(2) Option 2, manufacture a 0.010 inch (0.25 mm) inspection tool
Repair/overhaul facilities can manufacture an inspection tool similar to the Rolls-Royceexample provided the gap is not less than 0.010 inch (0.25 mm) and the tool is smallenough to access the trailing edges of the wheel.

2. ACCOMPLISHMENT INSTRUCTIONS
A. Option 1, do an inspection with wheel installed on engine.
(1) Get access to the 4th–stage turbine wheel through the exhaust collector.
(2) Do an inspection on the wheel using the “No Go” gage.
(a) Carefully put the small end of the “No Go” gage next to the trailing edge of a blade.
(b) Carefully check each blade trailing edge thickness with the small end of the “No Go”gage.
(c) Check the entire length of the blade trailing edge from the shroud to the rim.
NOTE: Do not slide the “No Go” gage down the edge of the blade.
(d) If the trailing edge of the blade does not fit into the gap of the “No Go” gage, the bladepasses this inspection (Ref. Fig. 4).
(e) If the trailing edge of the blade fits into the gap of the “No Go” gage, the blade doesnot pass this inspection (Ref. Fig. 5).
(f) Doing a visual inspection and/or using your finger tips to feel the trailing edges of theblades can help to detect thin trailing edges.
NOTE: After checking a number of blades with the “No Go” gage in this manner, theinspector can check 100% of the blade trailing edges visually and samplechecking some of the blades on each wheel with the “No Go” gage. Aftervisual inspection, any blades that appear to be too thin can be checked withthe “No Go” gage.
(g) After inspection of the wheel, please fill out page 10 of this CEB and return toRolls-Royce. The document is to be filled out for all affected wheels, pass or fail.
(3) Any engine or turbine with a 4th–stage turbine wheel that fails the above inspection mustbe sent to an authorized repair/overhaul facility for replacement of the wheel (O/H).
(a) Remove the engine or turbine (Ref. OMM).
(b) Send the engine or turbine to an authorized repair/overhaul facility.
(c) Install the engine or turbine (Ref. OMM).
B. Option 2, remove engine or turbine for inspection at an authorized repair/overhaul facility.
(1) Remove the engine or turbine (Ref. OMM).
(2) Send the engine or turbine to an authorized repair/overhaul facility. The facility must beinstructed to do an inspection of the 4th–stage wheel as outlined in 2.A. Option 1. If anywheel fails the inspection, the 4th–stage wheel is to be replaced (Ref. O/H).
(3) Install the engine or turbine (Ref. OMM).
