I. Forestry has been brought into both domestic and

global agenda in addressing Climate Change 林业纳入应对气候变化国内外进程

1.  IPCC Assessment Report:

Forestry has multiple benefits with dual function of

climate change mitigation and adaptation, for the next

30 to 50 years, forestry is an economical and important

measure for climate change mitigation and adaptation.

•  政府间气候变化专門委员会(IPCC)评估报告指出：林业具有多种效益，兼具减缓和适应气候变化双重功能，是未来30-50年增加碳汇、减少排放成本较低、经济可行的重要措施。



2. Forestry Became One of the Emission Reduction Targets China Pledged

林业成为中国承诺的减排目标之一

•  By 2020, The CO2 emissions per unit of GDP will be reduced by 40% to 45% from the 2005 level;

•  By 2020, Endeavor to increase the ratio of non-fossil fuels in primary energy consumption to around 15%;

•  Increase forest area by 40 million ha and the standing volume by 1. 3 billion cubic meters by 2020 from the 2005 levels.

•  到2020年单位国内生产总值二氧化碳排放比2005年下降40％－45％;

•  2020年非化石能源占一次能源消费的比重达到15％左右；

•  通过植树造林和加强森林管理，森林面积比2005年增加4000万公顷，森林蓄积量比2005年增加13亿立方米。



3.Characteristic of China’s Carbon Forestry 中国提倡的碳汇林业

•  To respond to the national call for sustainable development and climate change mitigation;

•  To reach multiple goals, including sequestering carbon, improving biodiversity, protecting environment, benefiting local people etc.;

•  To set up a system that conforms to international rules and Chinese practice;

•  To promote the public awareness of climate change; •  To promote a payments ecosystem service (PES) scheme

in China. •  符合国家经济社会可持续发展要求和应对气候变化的国家战略； •  除积累碳汇外，要提高森林生态系统的稳定性、适应性和整体服务功能，推进生物多样性和生态保护，促进社区发展---森林多重效益! 建立与国际接轨并符合中国实际的技术支撑体系；

•  促进公众应对气候变化和保护气候意识提高；借助市场和法律手段，推动森林生态服务市场的发育。



4、China’s Forest Carbon Credit Potential 中国森林碳汇潜力

•  China has the fastest forest expansion in the world. •  Forest are 196 million ha, coverage 20.36%, stocking volume 13.7 billion m3, plantation 62 million ha, total carbon storage 7.8 billion tons of CO2-e. •  2005 GHG inventory: carbon sinks 4.21 millions ton , is 5% of total emissions. •  There are more than 40 millions ha barren mountain, more than 100 millions ha marginal land, and more than 60% young forests to be tended in China. 中国是森林面积增加最快的国家。现有森林面积1.96亿公顷，森林覆盖率20.36%，森林蓄积

137.21亿立方米，人工林面积0.62亿公顷，森林植被总碳储量78.11亿吨。2005年净吸收CO24.21亿吨

占当年温室气体排放总量的5%。现有4000多万公顷宜林荒山荒地和1亿多公顷边际性土地可造林，60% 以上的中幼龄林亟待抚育.

5. Carbon Neutral Corporation 促进企业利用碳汇实现碳中和

Measure corporate annual carbon emisions, and offset it through donation for afforestation. 测算企业年生产过程的碳排放，由企业捐资造林予以中和.

6. Receipts and Certificates for Donors Carbon Offset Logo --- car sticker



The total Emissions is 12,000 t CO2 -e . CGCF support US$ 0.56 million to plant trees 333 ha. and absorb the emissions in 10 years. 2010年10月，联合国天津气候会议产生1.2万吨碳放，CGCF出资375万元在山西造林5000亩十年全部抵消。

7.Forest Carbon Neutral for Emissions of

9 .Conducting Conservation Concession Agreement(CCA) Pilot Project

开展协议保护机制试点

CCA: An conservation agreement between the owner of natural resources and local farmers, clarify responsibility, rights, and benefits, protect natural resources and bio-diversity.

Functions:Respect community as a subject in “conservation and development system”, respect traditional culture and benefits of local people; community development on condition of ecological conservation. Enlarge conservation area and maintain ecological security.

Strengthen grassland conservation through CCA in community level.



Bio-diversity Conservation 草原生物多样性保护

yearly income of farmer Li Weijun was increased from 300$ to 10000$.

Conduct pilot project in Ningxia Yunwushan National Grassland Natural Reserve: Base on CCA, our project protected grassland ecosystem, provided high quality seeds and micro-credit loan, help farmers with grass planting and house feeding of sheep, cattle, increased farmers’ income.

The 1st Reforestation Methodology Approved by EB   Facilitating Reforestation for Guangxi Watershed

Management in Pearl River Basin;   Plantation 4,000 ha, World Bank-Bio Carbon Fund pay US

$2 million to buy 0.48 million t CO2-e;   Key of success: carbon sequestration, biodiversity

conservation, soil erosion control, local livelihood improvement.

全球第一个获得批准的再造林方法学 “中国广西珠江流域治理再造林项目”   2006年始广西苍梧、环江县营造4000公顷人工林, 世界银行生物碳基金支付200万美元，15年购买48万吨 CO2-e。价格：4.35美元/吨 Price: US$ 4.35/t CO2 -e

  项目成功的关键：除吸收大气中的 CO2 外，还增加当地农民就业和收入、涵养水源、保护生态、保护生物多样性多重效益！

2.The Global First CDM Forest Carbon Project 成功实施全球首个CDM碳汇项目



•  10 corporations bought the 148,000 t CO2 -e from projects of CGCF A/R . a price of 18 Yuan RMB per ton. Henan Yongsheng company bought the 6000 t CO2-e of the Improved FM for Carbon project in Yichun at a price of 30 Yuan RMB per ton.

•  包括阿里巴巴在内的10家企业，购买了来CGCF的碳汇14.8万吨。价格：18元/吨。

•  河南勇盛公司购买伊春森林经营碳汇6000吨，价格:30元/吨。

3. China’s First A/R and FM Carbon Trade

实施了国内首个造林和森林经营项目碳汇交易



4. Promote Forestry Carbon As Part of National Carbon Trading System 推进林业碳汇进入国家碳交易体系

•  The NDRC plans to issue relative methodology on A/R , Bamboo, Forest Management for Carbon Sequestration project.

•  Promote forest carbon involved into national carbon tradingsystem

•  Pilots carbon market in 7 provinces/cities: Beijing, Guangdong, Chongqing etc. 所编方法学已报国家发改委审核备案：

5. Farmers Get Benefits From FM and Carbon Trade

帮助农民可持续经营森林通过碳交易增收

Farmers were authorized rights to use forest land and hold, use and disposal forest. Facilitate sustainable forest management to increase Farmers’ income. Make forest sustainable management solution to increase carbon sinks. CGCF can buy carbon sinks from farmers as pilot carbon trade. 帮助农民编制森林经营碳汇项目方案，计量碳汇推进交易让农民获利，巩固林改成果。

7、Implementation Plan of Forest Carbon Increase and Emissions Reduction

中国林业增汇减排展望

•  Expanding forest area and increasing forest carbon sequestration：by 2020, forest coverage increase from 20.36% to 23% and lager than 26% by 2050 with planting 6 million ha per year ;

•  扩大森林面积，增加森林碳汇: 到2020年，森林覆盖率由现在的20.36%提高到23%，到2050年提高到2 6 %以上。每年计划造林9000多万亩；

•  Improving forest quality and enhancing the capacity of forest carbon sequestration by tending 5.4 million ha of forest per year;

•  提高森林质量，增强森林碳汇功能，通过抚育间伐，提高森林质量、增加碳储量；每年拟完成森林抚育8000多万亩；

•  Strengthening forest and wetland protection to reduce carbon emissions from forests;

•  加强森林、林地、湿地等保护，减少碳排放；

•  Using wood products properly to increase the capacity of carbon storage;

•  增加木制林产品储碳，提倡“以木代塑、以木代钢”；

•  Promoting bio-energy and increasing energy efficiency.

•  发展林业生物质能源促进节能减排。



8. Worldwide Pilot Projects on Methodology of Bamboo Carbon

Sequestration 在全球开展竹子碳汇项目方法学试点

Pilot projects in Kenya and Ethiopia 2012 ,试点在肯尼亚和埃塞俄比亚两国举行
