Words from the Board of Directors

2007 has been another successful year for the Chinese Civic Center, thanks to the support from our donors, patrons, and volunteers. The Chinese Civic Center continued to provide its community service this year in four programs: a Chinese library that services more than four thousand members, Community hubs that serves more than sixty community organizations and hosts community seminars and cultural exhibits, a senior service center that has registered more than three hundred members and a visa service program that helps community friends obtain visas to visit China, and hospitality program that receives delegations from China to visit Houston. Every week, we service more than 4,000 community patrons and friends. With the contributions and support from our community volunteers and donors, the Chinese Civic Center has been able to develop the services to our community members and serve as a vibrant link for US-China cultural, economic and education exchanges. 11th anniversary celebration: we held our eleventh anniversary gala on May 19th, 2007. On the gala, many volunteers and sister organizations that contributed to CCC in the past year were honored. Ms. Wang Chi, a well known and respected artist and educator in the Houston Chinese community was presented with the “distinguished contribution award” for her continuous promotion, donation and support of the Chinese Civic Center. About 500 guests along with the newly arrived Chinese Consul General Qiao Hong attended the gala. Houston International Festival Featuring China: This year, City of Houston had one of its most successful international festivals in its history featuring China. The turn out was at a historical high and the weather in late April Houston was fantastic. Chinese Civic Center took great pride in organizing this great cultural event along with the International Festival Organization Committee to introduce the rich culture of China. CCC was in charge of organizing the opening parade and twenty one shows on the HEB and Target stages. All received great compliments from the organizers and visitors. Expanded community services: We have added books and videos to our Chinese language library. Book fair at the center with our publishing house sponsors has become one of our main venues to add new books to our current library inventory. We continue to receive videos from the Chinese Overseas

Culture Exchange Association. We received over 6,000 VCD/DVDs in 2007. The Chinese language videos have been proven to be a great tool for Chinese language learning and have serviced our community for more than 10 years. We increased the library collections to meet the growth in readership. Almost every existing program, such as the dancing school, drawing class, and sports activities, has increased its enrollment. Home to other non-profit organizations: Chinese Civic Center has served as a hub to many grassroots organizations as well as to families, where they can gather and build a stronger community. In 2007, about 60 community organizations utilized the facility on a routine basis for annual meetings, news conferences, seminars, exhibitions, and social events. Promoting volunteerism and nurturing future leaders: In addition to current and former board members, we have many volunteers from the community that are involved in the operation of the Chinese Civic Center. School age children are the largest group of users of the Center. Most of them come to the Center to take various academic classes and to participate in sports activities. Being the beneficiaries of the Center, they also see the value of volunteerism firsthand. They take part in many of the Center’s assignments, including daily library operation, and special activity preparation and set-up. The youngsters benefit from the Center’s rich programs while the Center also benefits from the volunteer assignments contributed by the youngsters. Leadership skills have also been enriched among the youth who organized their peers to serve at the Center. Implementing new rules for better management: We passed a new set of operational rules in 2007. This 70-page document provides our board of directors effective and consistent guidance and a resource for the management of the organization, an important step in the development history of the Chinese Civic Center. In 2007, Chinese Civic Center completed its restructure, an important step towards a mature and energetic non-profit organization. After the restructure, the governing body is the board of trustees formed by our major donors. The executive board is now more focused on execution of the plan and daily operations. Reaching out to new funding sources: There is improvement of fund raising efforts in 2007 compared

to 2006. We were able to raise $30,000 for the repayment of our community loans for the facility purchase in 2009. Fund raising is always an important task for the center and we will continue our search for new grants and funds to support and expand our community services. We have also strengthened regular communication with our donors, keeping them informed of the new developments at the Center. Joining the mainstream community: The majority of the Center’s users and patrons are new immigrants from China and other Asian countries. The Center recognizes the need to help new immigrants adapt to main stream society and be part of the larger community. On the other hand, the Center has also

promoted our cultural heritage to a broader audience through participating in activities such as the Houston International Festival. Chinese Civic Center was featured In the November 2007 International Affairs newsletter by the City of Houston In the following pages of this report, you will read about the programs, services and events that the Chinese Civic Center has successfully provided or coordinated in the past year.. LIST OF MAJOR ACTIVITIES

Chinese Civic Center (CCC) organized cultural activities and provided a wide range of social and educational programs to serve the Chinese American community and other communities in the Greater Houston area. Chinese Civic Center hosted 113 activities organized by various organizations during 2007. Below are the highlights of our major accomplishments for 2007.

Celebration Gala for the 11th Anniversary of Chinese Civic Center & Welcome Gala for Consul General Qiao Hong on May 19, 2007 We celebrated the 11th Anniversary of Chinese Civic Center on May 19th , 2007 at the Phoenix Seafood Restaurant. More than 500 guest and VIPs attended this event. This is also a welcome gala for new Consul General Qiao Hong of China. We celebrated the achievements of year 2006, presented awards to outstanding members and contributing friends. We also presented certificate of appointment to our new advisors. We also welcome Consul General Qiao Hong to become the first female Consul Genera from China of Consulate General of P.R. China in Houston. The live auction of arts and paintings is very successful.

Organizational Restructure of Chinese Civic Center In October 2007, we finished the revision of By-Laws and organizational restructure of Chinese Civic Center. The Board of Trustees consists of Leon Chen, Ziqi Jing, James Jing, William Hua, Jun Yang, David Du, Aaron Fu, Frank Xu, Grace Li, Harry Guo and Elaine Zhang The Executive Board consists of: Jun Yang, Ke Chen, Yuxiang (Harry) Guo, David Tang, Zhong Xie, Frank Zhou, Xiuyun Zheng, Yangyan Liang, Jet Liu, Fengxiang Qiao, Harry Sun, Alex Wang, Hua Xu. Jun Yang was elected the President; Ke Chen, Harry Guo, David Tang, Zhong Xie and Fang (Frank) Zhou were elected Vice Presidents, Xiuyun Zheng was elected Treasurer; Chinese Civic Center as a key organization in success of the 2007 Houston International Festival -featuring China in April 2007 Chinese Civic Center took great pride in the organization of the 2007 Houston International Festival featuring China this year. We organized the opening parade that consisted of more than 250 participants from the community that performed cultural dances, ethnical costumes, martial arts and lion and dragon dancing. Twenty one shows on the HEB and Target stages were also organized by the Chinese Civic Center. Mr. James Austin, President of 2007 Houston International Festival, praised Chinese Civic Center for its great contribution that made this year’s iFest as one of the best in its history.

Visa Program and new Website A new program director position was added to the Chinese Civic Center staff. Her first assignment was to develop the new Visa Service program. This program facilitates obtaining Chinese visas for traveling to China from Texas and seven other southern states including Georgia, Florida, Alabama, Mississippi, Louisiana, New Mexico and Oklahoma as well as Puerto Rico. Chinese Civic Center started the Visa Program in November 2006, and launched a newly designed website to facilitate this program: http://www.cccvisa.com/

Chinese Language Library We continued the growth in our Jing Baoshan Library both in memberships and collections. The number of active members has reached 3747. The Center received donations from various sources in 2007 with over 2,000 books and 6,000 VCDs and DVDs added to its inventory. The library currently has over 50,000 books and over 20,000 VCDs and DVDs. The library is open to the public 6 days a week for a total of 32 hours per week. The success of the Center’s library has also drawn the attention of main stream society.

Cultural and Educational Classes CCC provides space to the youth programs listed below to promote quality education after-school enrichment. Competitions, exhibitions, auditions, and rehearsals were held throughout the year by various schools and clubs to motivate the youngsters.

Cultural Events Cultural exchanges and programs have always been the pillar of the Center.

Exhibitions Another facet of our cultural exchanges is in the folk art and Chinese language book exhibitions. The exhibition hall in the Center provides ample space for most exhibitions and the well-utilized building easily attracts over a thousand people over a busy weekend day. The Center, in association with various organizations, held an Art Exhibition Charity Sale to benefit the students in remote Chinese villages, We also hosted a Photography Competition to enrich the busy life of new immigrants, and book exhibitions to help the next generation learn about their cultural heritage.

China National Day Celebration The Center, together with many other organizations, organized the annual Gala to celebrate China National Day and to reconnect new immigrants to their heritage and culture. Besides showing the richness of Chinese culture, the gala also demonstrates the unity of Chinese communities.

The Award to Distinguished Friend of China during the China National Day celebration is an effort to promote mutual understanding between peoples and to further enhance the tie between the United States and China. This year, we presented Distinguished Friends of China Award Recipient Year of 2007 to Dr. David W. Leebron , the President of Rice University. Holiday and other entertainment activities Because of the excellent facility with large multipurpose room, exhibition hall, and meeting rooms, the Center has become the most popular place for the Chinese community to hold holiday events. We have seen, among many other events, the annual Huaxia Cup Pingpong competition, Chorus rehearsals and performances. Chinese New Year Reception is a tradition for Chinese Civic Center to provide a place for all the community leaders to greet each other and exchange information and future plans.

Educational seminars

Throughout the year, the Center provided space to many organizations and business to hold classes and seminars on topics such as tax preparation, English language skill improvement, health care, and immigration issues.

Senior activities-Xi Yang Hong Senior Club Chinese Civic Center provides facilities for educational seminars on health care and Chinese herbal medicine and is fast becoming a gathering ground to share Chinese Folk arts and music, to practice Taiji, and to host other social programs for seniors. The Center also employs several seniors, working through a Federal senior employment program. In addition, the Center hosted two Senior Club Birthday Celebration parties during 2007.
