CITEL PCC II Terms for WRC Proposals

• PRELIMINARY PROPOSAL (PP): input WRC proposal that one or more CITEL Member State presents to PCC.II to be discussed in the WG‐WRC, regarding any item on the agenda for WRC, with a view to it becoming an INTER‐AMERICAN PROPOSAL.

• DRAFT INTER‐AMERICAN PROPOSAL (DIAP): PRELIMINARY PROPOSAL which is being considered by PCC.II, has been supported by more than one Member State, and is ready to receive support or opposition of other CITEL Member States.

• INTER‐AMERICAN PROPOSAL (IAP): DRAFT INTER‐AMERICAN PROPOSAL, for which the PCC.II has ended its consideration, and has been supported by at least six (6) CITEL Member States and is not opposed by more than 50% (fifty percent) of the number of supports obtained

Preliminary Proposal ‐ CANADA– Proposal 1 (Resolution 413): Support CPM Method A that includes

amendment of Resolution 413 to suppress “invites ITU‐R 1”.

– Proposal 2 (Resolution 417): Supports CPM Method B2 that amends Resolution 417, but the original resolves 2 remains unchanged.

– Proposal 3 (Resolution 420): Supports CPM Method C2, which proposes a new primary AM(R)S allocation in the 5 000 – 5 010 MHz band.

required;• any necessary transition arrangements are provided;• IMO supports the idea of the creation of wide band channels within

Appendix 17 for new technologies;• frequency bands currently allocated for Morse telegraphy could be re‐

allocated for new technologies, while allowing Administrations to use Morse telegraphy on a non interference, no protection basis.


Agenda Item 1.10: Frequency allocation requirements and regulatory provisions for operation of safety systems for ships and ports (Res. 357)

• Add a footnote to frequency band 156.7625 – 156.8375 indicating the use of frequency 156.775 MHz and 156.825 MHz to MSS (E‐s for the reception of Automatic Identification system (AIS) emissions, using solely message 27 as specified in Rec. ITU‐R M.1371.)

band 22.55‐23.15 GHz.• Modify Table 21‐3 of Article 21 to include the frequency band 22.55‐23.15

GHz so that the limits in No 21.8 apply.• Modify Table 7C of Appendix 7 to include the parameters for the

determination of coordination distance.• Suppress Resolution 753.

Agenda Item 1.11: Primary allocation to the space research service (Earth‐to‐space) within the band 22.55‐23.15 GHz (Res. 753)


Agenda Item 1.12: Protect primary services in the band 37‐38 GHz from interference resulting from aeronautical mobile service operations in accordance with Res. 754

DIAP ‐ CANADA, USA: Method B• Modify the Table of Allocation to include a new footnote (No. 5.AMS) to

protect existing services by applying a power flux‐density limit at the surface of the Earth on the emissions radiated by any device on an aircraft in flight or on the ground.

• Suppress Resolution 753.


Agenda Item 1.13: Spectrum usage of the 21.4‐22 GHz band for plan BSS in Regions 1 and 3

IAP ‐ BRAZIL, CANADA, COSTA RICA, GUATEMALA, MEXICO, USA:• to adopt pfd limits to the BSS in 21.4 – 22 GHz which are only applied on

territories of Region 2 countries. The proposed pfd values are the same as the values that are applied to the BSS systems that were introduced in the 21.4‐22.0 GHz band prior to 1 April 2007

• to suppress Resolution 525 (WRC‐07) since it only provides interim procedures for the introduction of BSS(HDTV) systems in the band 21.2‐22.0 GHz in Regions 1 and 3. The WRC‐12 is expected to make a decision on definitive procedures under agenda item 1.13.


Agenda Item 1.14: Allocations or regulatory provisions for radiolocation service in the range 30‐300 MHz

Preliminary Proposal:• CANADA: supports method of country footnote to solve the

allocation issue in Region 1 only• USA: supports no change


Agenda Item 1.15: Consider possible allocations in the range 3‐50 MHz to the radiolocation service for oceanographic radar applications

Preliminary Views:• USA: if studies demonstrate compatibility with incumbent services, the United

States supports new allocations, to include primary allocations for the radiolocation service, limited to oceanographic radars, as defined in Resolution 612.

• CAN, USA: supports studies of sub‐bands near 4.5 MHz, 13 MHz, 27 MHz, and 45 MHz. If a radiolocation allocation is made in these sub‐bands then appropriate regulatory provisions may be necessary to ensure that incumbent services are protected


Agenda Item 1.16: Needs of passive systems for lightning detection in MetAids, including possibility of an allocation in the range below 20 kHz

DIAP – [BRAZIL], CANADA, GUATEMALA:• New primary MetAids allocations in the 8.3‐9 kHz and 9‐11.3 kHz frequency

bands• New footnote with provisions limiting the use of the bands 8.3‐9 kHz and 9‐

Agenda Item 1.18: Extend the existing primary and secondary RDSS (s‐E) allocation at 2483.5‐2500 MHz in order to make a global primary allocation

DIAP:[CANADA], MEXICO, USA:• NOC: Article 5 ‐ No proposals are made on the Table of Frequency Allocations in

2483.5-2500 MHz. Presumed that WRC‐12 will allocate this band to the RDSS (s‐E) on a primary basis in R 1 and R3.

• NOC: No. 5.398 – Operation under the RDSS in this band is not intended to be used for safety‐of‐life applications

• NOC: No. 5.402 – Need for coordination between networks operating in the space services and between space and terrestrial networks will continue in the future

MEXICO, USA:• MOD: Appendix 5, Annex 1, Table 5‐2‐ Coordination trigger values in the band

2483.5-2500 MHz for MSS. RDSS (s‐to‐E) could cause unacceptable interference to the MSS (s‐to‐E) based on current operating conditions. Relaxation of the coordination trigger pfd level given in Appendix 5, Annex 1, Table 5‐2 would allow this potential interference to be overcome


Agenda Item 1.19: Regulatory measures related to the introduction of SDR and CRS

can be demonstrated that the existing identified spectrum has been put into use


Agenda Item 1.21: Consider a primary allocation to the radiolocation service in the band 15.4 – 15.7 GHz

Preliminary View:

• CANADA: supports ongoing ITU‐R studies to evaluate the feasibility of sharing between radiolocation and existing services;

• USA: supports new primary allocation to radiolocation service in the band 15.4‐15.7 GHz, if studies demonstrate compatibility with incumbent services.


Agenda Item 1.22: To examine the effect of emissions from short range devices on radiocommunication services in accordance with Res. 953

Preliminary Proposals:USA:• NOC to Article 5 of the RR and SUP of Resolution 953 (WRC‐07)• Since no regulatory action or further work is required for agenda item 1.22,

Resolution 953 (WRC‐07) can be suppressed.

CANADA:• ADD Draft General Resolution: Use of the radio‐frequency spectrum by short‐

range devices (SRDs)• Encourages harmonization of frequency bands and the development of

common technical rules for SRDs at the ITU‐R, while recognizing that the regulation and certification of SRDs is a national matter


Agenda Item 1.23: Secondary Allocation of about 15kHz to Amateurs in the Band 415‐526.5 kHz

Preliminary View:

CANADA, DOMINICAN REPUBLIC, USA:• Support allocation of about 15 kHz to amateur service on secondary basis in

the band 415‐526.5 kHz provided that studies demonstrate compatibility with existing services, including the maritime mobile service

CANADA:• Support allocation of about 15 kHz to amateur service on secondary basis in

the range 493‐510 kHz, noting that protection of incumbents could be further addressed in a manner similar to provisions in No.5.82B


Agenda Item 1.24: Expansion Non‐GSO MetSat (s‐E) from 7750‐7850 MHz to 7850‐7900 MHz

IAP ‐ BRAZIL, CANADA, DOM. REPUBLIC, MEXICO,URUGUAY, USA:• Modify the Table of Frequency Allocations and No. 5.461B to

extend the current MetSat allocation by 50 MHz to 7 900 MHz.• Modify Table 21‐4 to amend the frequency band so that the

limits that are currently applied to the existing MetSat allocation shall also be applied to the extended band.

• Modify Table 8c of Appendix 7 to include the parameters for the determination of coordination distance.

which allows those administrations already identified as affected administration under No. 9.36 to add networks outside the coordination arc, provided the trigger level of ΔT/T is exceeded for these networks.


Agenda Item 7 (cont’d): Changes in response to Resolution 86 (Rev. Marrakesh, 2002)

Issues: Considerations about Nos. 9.51 and 9.52 as applied to coordination under No. 9.7

Preliminary proposal ‐ USA:• Support the introduction of changes to Article 9 of the Radio Regulations in

order to allow that: (1) if an administration, in respect to a coordination request from another administration, is not in a position to give its agreement under No. 9.51 then this administration would not need to respond to such a request; and (2) the lack of such a response would be understood by the Bureau to mean that this administration believes that coordination with one or more of its networks is required

• Proposes changes to Nos. 9.51, 9.52, 9.60 and 9.62 and the addition of a new No. 9.52.1 which lifts the mandatory nature of making comments under No. 9.52 for the coordination category of No. 9.7 (GSO/GSO).



Issue: Bringing into use date (RR No. 11.47).

Preliminary proposal – USA:• To have a new WRC Resolution that would improve administrations’ access to

orbital resources by:– providing transparency to the notification process for satellite networks;– making information on frequencies actually being used more readily

available.



Issue: Application of No. 11.41 and No. 11.42 (Provisional/definitive recording of frequency assignments)

Preliminary proposal – USA:• Proposes changes to No 11.42 to clarify that the harmful interference

situations addressed in No.11.42 should be addressed treated equally following the provisions of Article 15 instead of using a specific procedure applicable only to such situations

• Proposes changes to No 11.43C to ensure the status of an assignment initially recorded under No. 11.41 is equal to the status of the existing assignment which was the basis for the unfavourable findings under No. 11.32A ifcoordination is later completed with respect to that existing assignment.


Agenda Item 8.1.1, Issue A – Protection of radiocommunication services against ISM interference

Issues• Protection of radiocommunication services against ISM equipment

interference.

Preliminary views• The guideline in the International Special Committee on Radio Interference

Publication 11 (CISPR 11) emission limits for ISM equipment are considered satisfactory in the ISM band

• One administration supports the continued development of limits for bands not yet covered by CISPR 11


Agenda Item 8.1.1 (cont’d), Issue C – Radiocommunications use for Earth observation applications Res. 673 (WRC‐07)

Issues: Concerns about long‐term availability of spectrum used for Earth observation activities

Preliminary views:• Brazil supports ongoing ITU‐R studies related to this agenda item.• Canada supports the development of the ITU‐R Report on “The essential role

and global importance of radio spectrum use for Earth observations and for related applications”.

• Canada could support a proposal to revise Resolution 673 to underline the essential role and global importance of Earth Observation with the objective to improve its recognition, as long as the revision does not imply new additional allocations or is not used as an argument to request further protection.


Agenda Item 8.1.2 – Difficulties and inconsistencies encountered in the application of the Radio Regulations

Issues• Consider options to resolve the difficulties or inconsistencies encountered

in the application of the RRDIAP – BRAZIL, CANADA, URUGUAY, USA:• Changes to No 5.388 to remain consistent with Resolution 212 (WRC‐07).• Changes to No 5.388A to remain consistent with Resolution 221 (WRC‐
