Chers participants,
Au nom de Son Excellence le Président Mohamed Ould Abdel Aziz, c’est un plaisir et un honneur de vous
accueillir en Mauritanie pour la 1ère Conférence Internationale de l’Initiative pour la Transparence dans
le Secteur de la Pêche, la Fisheries Transparency Initiative (FiTI).
Pour des millions de personnes partout dans le monde, la pêche créé des emplois, des opportunités de
commerce et est une source essentielle de protéines. Cependant la surpêche, les dégâts causés aux
écosystèmes et même le changement climatique menacent maintenant cet ancien équilibre. Pour mieux
protéger les ressources halieutiques du monde pour les générations actuelles et futures, il est crucial de
mieux générer nos pêches.
La bonne gouvernance est clé pour s’assurer que tous les acteurs reçoivent une juste part de leurs
ressources halieutiques et que ces ressources soient gérées de manière durable.
La Fisheries Transparency Initiative (FiTI) repose sur deux principes clés de bonne gouvernance : la
transparence et la participation. Ensemble, ces principes clés améliorent la qualité de l’information
disponible pour discussion ainsi que le processus de décisions politiques et de gestion.
La Mauritanie joue maintenant un rôle pionnier dans cette nouvelle initiative multipartite globale et porte
la conviction que la FiTI est essentielle pour améliorer la gestion des pêches, non seulement dans nos
eaux mais également dans celles de tous les autres pays rejoignant cet effort.
La Conférence d’aujourd’hui marque un jalon important de la FiTI, pour la Mauritanie, et pour une pêche
plus responsable à l’échelle globale. Ensemble, nous pouvons saisir les opportunités disponibles afin de
gérer nos pêches pour le bénéfice des générations actuelles et futures.
Pour cela, nous sommes reconnaissants aux institutions suivantes pour leur soutien : le Groupe de la
Banque Africaine de Développement, le Fond Arabe pour le Développement Economique et Social, le
Groupe de la Banque Mondiale, le Programme de Développement de l’ONU et le groupe Agence

Dear participants,
On behalf of His Excellency President Mohamed Ould Abdel Aziz, it is a pleasure and honor to welcome
you to the Islamic Republic of Mauritania for the First International Conference of the Fisheries
Transparency Initiative (FiTI).
For millions of people around the world, fisheries provide jobs, trade, and protein. But over-fishing,
ecosystem damage, and even climate change now threaten this ancient equilibrium. To protect the
world’s fisheries for current and future generations, we must better manage our fisheries.
Good governance is key to ensure that all stakeholders receive a fair share for their marine resources and
that those resources are managed sustainably.
The Fisheries Transparency Initiative (FiTI) rests on two core principles of good governance – transparency
and participation – which together improve the quality of information available for discussion as well as
the process by which policy and management decisions are made. By requiring the collaboration of
government, business, and civil society, the FiTI will build the necessary trust for necessary trust for
collective action.
Mauritania is taking a pioneering role in this new global multi-stakeholder initiative and believes that the
FiTI is essential to improve fisheries management, both, for our waters – as well as for all other countries
joining this endeavor.
Today’s conference marks an important milestone for the FiTI, for Mauritania, and for more responsible
fisheries globally. Together we can embrace the opportunities available to manage our fisheries for the
benefit of current and future generations.

H.E. Isabella Lövin
Isabella Lövin est la Ministre Suédoise de la Coopération Internationale pour le Développement depuis Octobre 2014. Isabella Lövin a représenté le Parti suédois des Verts au Parlement européen entre 2009 et 2014. Au sein du Comité pour la Pêche, elle a coordonné les 55 membres du groupe des verts. Elle est l’auteur du livre «Silent Seas, 2007 », un ouvrage sur les limites de la Politique Commune de Pêche européenne. Le livre a remporté 14 prix différents en Suède, dont le «Prix suédois du Journalisme», le prix suédois du journalisme d’investigation (« la pelle d’or ») et le prix du «Journaliste environnemental de l’année » qui lui ont été décernés en 2007.
Isabella Lövin is Minister for International Development Cooperation in the Swedish government since October 2014. Isabella Lövin was a Member of the European Parliament between 2009–2014, representing the Swedish Green Party. She was the team leader (coordinator) on the Fisheries Committee for the 55-strong Green Group of Members of European Parliament. She is the author of the book “Tyst hav” (Silent Seas, 2007), a revealing story about the shortcomings of the European Common Fisheries Policy. The book won 14 different prizes in Sweden, for instance “The Swedish journalism Award”, 2007, “Golden Spade of investigative journalism”, 2007 and the award “Environmental journalist of the Year”, 2007.
Ms. Louise Cord
Louise Cord est responsable pays pour la Banque mondiale, en charge du Sénégal, de la Mauritanie, de la Gambie, de la Guinée-Bissau et du Cap Vert depuis juillet 2015. De nationalité américaine, Mme Cord a intégré le Groupe de la Banque mondiale en 1991. Elle a occupé plusieurs fonctions au sein des départements œuvrant à la réduction de la pauvreté et au développement durable, travaillant notamment sur la croissance inclusive, la réduction de la pauvreté et le développement rural. Son parcours l’a amenée à travailler en Afrique, en Amérique latine et en Europe centrale.
Louise Cord is the World Bank Country Director for Senegal, Cape Verde, The Gambia, Guinea Bissau, and Mauritania, based in Dakar, Senegal. A US national, she joined the Bank in 1991 as a Young Professional in the Bank’s Young Professional Program. She has since held various positions in the Bank’s poverty reduction and sustainable development departments, working specifically on inclusive growth, poverty reduction and rural development. She has worked in Africa, Latin America, and Eastern and Central Europe.

H.E. Abdlatif Y. Al-Hamad
Abdlatif Y. Al-Hamad est Directeur Général et Président du Fonds Arabe pour le Développement Économique et Social depuis 1985. Il détient un baccalauréat en économie et une maîtrise en relations internationales de l'université de Harvard et de Stanford aux Etats-Unis. Il a été également président de la United Bank of Kuwait à Londres de 1981 à 1986. Mr. Al-Hamed a également occupé le poste de ministre des Finances de l'Etat du Koweït pour trois ans. Il a mis en place la garantie d'investissement arabe en 1965, et a joué un rôle important dans la création du Fonds arabe pour le développement économique et social. Il a participé au financement de nombreux projets de développement dans le monde arabe à savoir le projet de "barrage de Merowe de" au Soudan.
Abdlatif Y. Al-Hamad is General Director and Chairman of the Arab Fund for Economic and Social Development Management since 1985. He holds a bachelor's degree in economics and an MA in international relations from Harvard and Stanford universities in the US. He is also a chairman of the United Bank of Kuwait in London from 1981 until 1986. Mr. Al-Hamed also held the post of Minister of Finance of the State of Kuwait for three years. He established the Arab Investment Guarantee Corporation in 1965, and played an important role in the establishment of the Arab Fund for Economic and Social Development. He contributed in the funding for many development projects in the Arab world namely the "Merowe dam" project in Sudan.
Mr. Peter Eigen
Peter Eigen a travaillé dans le domaine du développement économique et de la gouvernance depuis plusieurs dizaines d’années et a été à la tête d’initiatives promouvant une meilleure gouvernance globale et combattante la corruption. Juriste de formation, M. Eigen a dirigé différents programmes de la Banque Mondiale en Afrique et en Amérique Latine. En 1993, il a fondé Transparency International (TI) et en est à présent le Président du Conseil Consultatif. Entre 2005 et 2011, M. Eigen a été membre de l’Africa Progress Panel de Kofi Annan. En 2014, il a co-fondé la HUMBOLDT-VIADRINA Governance Platform à Berlin. M. Eigen est actuellement Président du Groupe Consultatif International de la Fisheries Transparency Initiative.
Peter Eigen has worked in economic development and governance for several decades and has led initiatives for better global governance and the fight against corruption. A lawyer by training, Mr. Eigen has worked as a World Bank manager of programs in Africa and Latin America. In 1993, he founded Transparency International and is now Chair of its Advisory Council. From 2005-11, Mr. Eigen was the founding chairman of the Extractive Industries Transparency Initiative (EITI). Since 2007 Mr. Eigen is a member of Kofi Annan's Africa Progress Panel. In 2014 he co-founded the HUMBOLDT-VIADRINA Governance Platform in Berlin. Mr. Eigen is currently the Chair of the International Advisory Group of the Fisheries Transparency Initiative.

High-Level Panel: Global Efforts for Responsible Fisheries

Vera Songwe est la Directrice Régionale pour l’Afrique de l’Ouest et l’Afrique Centrale à la Corporation de Finance Internationale (IFC) du Groupe de la Banque Mondiale. Avant cela, Mme Songwe était responsable pays pour la Banque Mondiale, en charge du Sénégal, du Cap Vert, de la Gambie, de la Mauritanie et de la Guinée-Bissau. Avant cela, elle était Chef Economiste à la Banque Mondiale, conseillant le Directeur dans la supervision des Opérations de la Banque Mondiale en Afrique, en Europe Centrale, en Asie Centrale et en Asie du Sud. Elle a géré des programmes de la Banque Mondiale en Mongolie, au Cambodge et au Maroc, dont des projets concernant la gestion des ressources naturelles. Elle est également chercheur non-résident au Brookings Institute.
Vera Songwe is the Regional Director of West & Central Africa of the International Finance Corporation (IFC), the World Bank Group. Ms. Songwe was previously Country Director for Senegal, Cape Verde, Gambia, Mauritania and Guinea-Bissau at the World Bank. Prior to this she was a Lead Economist at the World Bank advising the Managing Director who oversaw the World Bank Operations in Africa, Europe Central Asia and South Asia. She has worked in Mongolia, Cambodia and Morocco managing different World Bank programmes including on natural resource management. She is also a non-resident senior fellow at the Brookings Institute.
H.E. Sid'Ahmed Ould Raïss
Sid'Ahmed Ould Raïss est le Ministre des Affaires Economique et du Développement de la République Islamique de Mauritanie depuis Juin 2015. Avant cela, Mr. Raïss était Gouverneur de la Banque Centrale de Mauritanie durant sept ans. Il a également siégé en tant que Ministre des Finances, Ministre délégué au budget et Ministre du commerce et de l'industrie.
Sid'Ahmed Ould Raïss is the Minister of Economic Affairs and Development of the Islamic Republic of Mauritania since June 2015. Prior to that, Mr. Raïss was Governor of the Central Bank of Mauritania for seven years. He also served as a Minister of Finance, Minister Delegate for Budget and Minister of Commerce and Industry.

H.E. Nani Ould Chrougha
Nani Ould Chrougha est le Ministre des Pêches et de l'Économie Maritime de la République Islamique de Mauritanie. Avant cela, il était président de l'Autorité de Régulation multisectorielle depuis 2010 et Directeur Général de l'Agence de Promotion de l'Accès Universel aux Services de Base en 2009. M. Chrougha a également dirigé le Cabinet du Premier Ministre entre 2007 et 2008.
Nani Ould Chrougha is the Minister of Fisheries and Maritime Economy of the Islamic Republic of Mauritania. Before that, he was President of the Multi-Sectoral Regulatory Authority since 2010 and Director General of the Agency for Promotion of Universal Access to Basic Services in 2009. Mr. Chrougha headed the cabinet of the Prime Minister between 2007 and 2008.
H.E. Abdessalam Ould Ahmed
Abdessalam Ould Ahmed est un citoyen mauritanien et est Sous-Directeur Général et Représentant Régional au Bureau Régional de la FAO pour le Proche Orient et l’Afrique du Nord depuis Janvier 2013. M. Ould Ahmed a rejoint la FAO en 2003. Il a été Représentant de la FAO au Liban, au Togo et en Egypte et Représentant Régional Adjoint pour le Proche Orient. En 2010, M. Ould Ahmed a été désigné Directeur du Bureau de liaison de la FAO avec l’ONU. Avant de rejoindre la FAO, M. Ould Ahmed a occupé plusieurs postes de haut niveau au sein de l’administration mauritanienne.
Abdessalam Ould Ahmed, a national of Mauritania, is Assistant Director-General and Regional Representative at the FAO Regional Office for Near East and North Africa since January 2013. Mr. Ould Ahmed joined FAO in 2003 and served as FAO Representative in Lebanon and Togo and as Deputy Regional Representative for the Near East and FAO Representative in Egypt. In 2010, Mr. Ould Ahmed was appointed Director of the FAO Liaison Office with the UN in Geneva and since 30 September 2012 has been Regional Representative for the Near East and North Africa. Before joining FAO, Mr. Ould Ahmed MS occupied several high level positions in the administration of Mauritania.

High-Level Panel: Global Efforts for Responsible Fisheries
Mr. Roberto Cesari
Roberto Cesari est actuellement Chef d’Unité au sein de la Direction Générale des Affaires Maritimes et de la Pêches de la Commission Européenne, Unité B.3. « Accords bilatéraux et contrôle des pêches dans les eaux internationales ». M. Cesari possède 22 ans d’expérience en ce qui concerne la gestion des pêches au sein de la Commission Européenne. Au cours des trois dernières années, M. Cesari a géré l’unité en charge des Accords de Partenariats dans le Domaine de la Pêche Durable. Roberto Cesari is currently Head of Unit at the European Commission, Directorate General for Maritime Affairs and Fisheries, Unit B.3 "Bilateral agreements and fisheries control in international waters". Mr. Cesari possesses twenty-two years' experience in fisheries management within the EC and for the past 19 years he has been responsible, at various levels, for the EU multilateral and then bilateral fisheries policy. During the last 3 years, Mr. Cesari has been managing the Unit dealing with EU Sustainable Partnership Fishery Agreements, leading the EU Delegation in the main bilateral negotiations (Mauritania, Morocco, Greenland, Senegal, Seychelles, etc.) in the Atlantic, Indian and Pacific Oceans.
Mr. Yunus Husein
Yunus Husein est l’état-major spécial de la Force Opérationnelle Anti Pêche Illégale, une force directement sous la responsabilité du Président. En 2015, il était le Directeur Adjoint de la Force Opérationnelle pour la Prévention et l’Eradication de la Pêche Illégale, non régulée et non reportée au sein du Ministère des Affaires Maritimes et des Pêches de la République d’Indonésie. De 2002 à 2011, il a servi comme Directeur de Mission de l’Unité des Renseignements Financiers. Après cela, il a été nommé cadre supérieur de l’Unité Spéciale Présidentielle de Surveillance et de Supervision de 2012 à 2014. M. Husein est expert sur les questions de blanchiment d’argent et des lois anti-corruption.
Yunus Husein, is the Special Staff of National Task Force on Combating Illegal Fishing, a national task force directly under the President. Formerly, in 2015, he was the Deputy Head of the Task Force on Preventing and Eradicating of Illegal, Unreported, and Unregulated Fishing, Ministry of Marine Affairs and Fisheries of the Republic of Indonesia. From 2002-2011 he served as the Head of Indonesian Financial Intelligence Unit. Afterwards, he was appointed as a senior officer for President Delivery Unit for Development Monitoring and Supervisions from 2012-2014. He is an expert in anti-money laundering and anti-corruption laws.

Mr. Philippe Michaud
Philippe Michaud est actuellement Conseiller Spécial pour l’Economie Bleue du Ministre des Finances, du Commerce et de l’Economie Maritime de la République des Seychelles. Il occupe ce poste depuis Janvier 2015 au sein du nouveau département pour l’Economie Bleue. Il est également le Président de l’Autorité de Pêche des Seychelles. En Août 2015, de par le traité concernant la gestion commune du Plateau continental étendu des Mascareignes du 13 Mars 2012, il a été nommé co-président et Commissaire responsable du co-management de la Zone marine placée sous l’autorité conjointe des Seychelles et de l’Ile Maurice.
Philippe Michaud is currently the Special Advisor on the Blue Economy, to the Minister of Finance, Trade and the Blue Economy, in the Republic of Seychelles. A post held from Jan. 2015 with the newly established department of the Blue Economy. He is also Chairman of the Seychelles Fishing Authority. He was appointed in Aug. 2015 Co-Chair, and Joint Commissioner responsible for the Joint Management of the Seychelles-Mauritius Joint Zone of Jurisdiction, as per the signed Treaty Concerning the Joint Management of the Extended Continental Shelf in the Mascarene Plateau Region (dated 13th March 2012).

Béatrice Gorez a commencé à travailler en 1994 pour le Collectif International d'Appui aux Travailleurs de la Pêche (ICSF/CIAPA), qui a mis en place, cette même année, le secrétariat de la Coalition pour des Accords de Pêche Equitables (CFFA/CAPE), pour lequel elle travaille depuis lors, comme coordinatrice. Son activité principale au cours des 22 dernières années a consisté à fournir des informations sur les relations de pêche ACP-UE aux organisations du secteur de la pêche artisanale africaine, et aux ONG africaines et européennes, et à les aider à participer et influencer les processus de prise de décision régissant les relations de pêche de l’UE avec les pays africains.
Béatrice Gorez starting working in 1994 for the International Collective in Support of Fishworkers (ICSF), which set up, later on that year, the Coalition for Fair Fisheries Arrangements (CFFA) secretariat, for which she has been working since, as permanent coordinator. Her main activity in the last 22 years has been to provide information on ACP-EU fisheries relations to African artisanal fishing sector organisations, African and EU NGOs, and to help them participate and influence the decision making processes governing EU fisheries relations with African countries.
Ms. Sheila Khama
Sheila Khama est conseillère en politiques dans le secteur des ressources naturelles et est une ancienne cadre du secteur privé avec 20 ans d’expérience en Afrique et à l’international. Elle est membre de l’équipe dirigeante de la Banque Africaine de Développement (AfDB) et dirige le Centre Africain des Ressources Naturelles qui a été établi en 2013. Le mandat du Centre est de mener à bien les stratégies de la Banque dans le secteur des ressources naturelles. Mme Khama fournit des conseils en matière de politiques et de renforcement des capacités aux Etats Membres par le biais des Ministres des Finances et des Ressources Naturelles. Précédemment, Sheila était à la tête d’un programme de renforcement des capacités dans le secteur du pétrole, du gaz et des minéraux au Centre Africain pour la Transformation Economique (ACET) au Ghana, un programme de soutien aux décideurs politiques d’Afrique sub-saharienne.
Sheila Khama is a natural resources policy advisor and a former private sector executive with 20 years’ experience in and out of Africa. She is a member of the senior management team of the African Development Bank Group (AfDB) and heads the AfDB’s African Natural Resources Center established in 2013. The Center’s mandate is to lead strategies of the Bank on natural resources. She provides leadership on policy advice and capacity building to member states through ministers of finance and natural resources. Previously Sheila led a gas, oil and minerals capacity building program of support to sub-Saharan policymakers at the African Center for Economic Transformation (ACET) in Ghana.

Ms. Bowba Mint El Khaless
Mme Bowba Mint El Khaless est Conseillère Technique du Ministre des Pêche et de l’Economie Maritime, démontrant d’une expérience de 24 années au service de l'Etat passées entre autres dans le suivi économique des entreprises de pêche, la recherche scientifique et l'environnement marin. Elle possède un master en gestion des ressources maritimes de l’Université du Québec à Rimouski (UQAR), Canada, ainsi qu’une Maîtrise en Science et Techniques Halieutique de l’Institut Supérieur Scientifique de Nouakchott. Elle a reçu plusieurs décorations, dont une distinction par la FAO à l’occasion de la journée mondiale de l’alimentation en 2011.
Ms. Bowba Mint El Khaless is the Technical Advisor to the Minister for Fisheries and the Maritime Economy. During her 24 years of experience working for the Government, she has amongst others been in charge of the economic monitoring of fishing companies, scientific research, marine environment issues. She has a MA in marine resources management from the University of Quebec in Rimouski (UQAR), Canada, as well as a MA in Sciences and Marine Technics from the Institut Supérieur Scientifique of Nouakchott. She received three awards, including a Distinction awarded by the FAO at the occasion of the world food day in 2011.
Ms. Marième Diagne Talla
Marième Diagne Talla est la Secrétaire Permanente par intérim de la Commission Sous-Régionale des Pêches depuis 2013. Avant cela, Mme Talla était conseillère juridique du Ministère de l’Economie Maritime. Elle a également travaillé sur la Législation et le suivi des accords et conventions à la Direction des Pêches maritimes, sur la réflexion pour la révision du Code de la Pêche Maritime. Mme Talla a siégé comme membre de l'Organe Consultatif d'experts sur le droit de la mer de la Commission Océanographique Intergouvernementale de l'UNESCO. Elle participe aux réunions internationales parfois en qualité de juriste des droits de la mer.
Marième Diagne Talla is the Permanent Secretary of the sub-regional Fisheries Commission since 2013. Prior to that, Ms. Talla was a Legal Advisor of the Ministry of Maritime Economy. She also worked on the legislation and monitoring of agreements and conventions in the Maritime Fisheries Directorate and the review of the Marine Fisheries Code. Ms. Talla served as a member of the Advisory Body of Experts on the Law of the Sea of the Intergovernmental Oceanographic Commission of UNESCO. She also participates in international meetings on her quality as a lawyer for the Law of the Sea.

Alexander Biryukov est le Président de l’Association des Armateurs Russes en Afrique. Jusqu’à Janvier 2016, M. Biryukov était le représentant de l’Agence Fédérale russe pour la Pêche en Afrique. M. Biryukov a également occupé plusieurs postes politiques et diplomatiques en Libye, Syrie, Algérie et Belgique.
Alexander Biryukov is the President of Russian Ship Owners Association in Africa. Until January 2016 Mr. Biryukov was a representative of the Russian Federal Agency for Fisheries in Africa for which he was in charge of maritime affairs and fisheries agreements. Mr. Biryukov also held several political and diplomatic posts in Libya, Syria, Algeria and Belgium.
Mr. Gaoussou Gueye
Gaoussou Gueye est coordonnateur de la Fédération Nationale des Mareyeurs du Sénégal et du Comité d’initiative pour la relance du Conseil National Interprofessionnel de la Pêche Artisanale au Sénégal. Il préside également l’Association pour la Promotion et la Responsabilisation des Acteurs de la Pêche Artisanale à M’bour et il occupe la fonction de Secrétaire Général de la Confédération Africaine des Organisations Professionnelles de Pêche Artisanale (CAOPA).
Gaoussou Gueye is the coordinator of the National Federation of fishmongers in Senegal and of the initiative for the relaunching of the Interprofessional Artisanal Fisheries Committee in Senegal. He also heads the Association for the Promotion and Empowerment of Artisanal Fisheries actors in M’bour and is the Secretary General of the African Confederation of Artisanal Fishery Professional Organizations (CAOPA).

José Eduardo Rolón Sánchez est Directeur Exécutif à Causa Natura, un think-tank spécialisé dans la recherche politique, la participation du public et la transparence en ce qui concerne la gestion des ressources halieutiques. Il possède un Doctorat en Environnement et Développement de l’Université d’East Anglia (Royaume-Uni). Il a travaillé pour plusieurs institutions civiles et gouvernementales au Mexique et a reçu un prix national pour la recherche sociale et l’opinion publique, prix délivré par la Chambre mexicaine des députés pour son travail de recherche.
José Eduardo Rolón Sánchez is Executive Director of Causa Natura, a think tank engaged in policy research, public participation and transparency for the management of marine resources. He has a Ph.D. and MSc in Environment and Development by the University of East Anglia in the U.K. He has worked in several governmental and civic institutions in Mexico and received the National Award for Social Research and Public Opinion by the Mexican Chamber of Deputies for his research work.

FiTI en bref LE BESOIN DE TRANSPARENCE ET PARTICIPATION
La pêche constitue une source essentielle d’emplois, de protéines et de commerce partout dans le monde. Pourtant, dû à la surpêche, nos pêches font face à un futur incertain.
Nous sommes maintenant confrontés à la lourde tâche de réformer la gouvernance de nos pêches de façon à appuyer le développement durable et la sécurité alimentaire.
On pointe de plus en plus souvent du doigt la nécessité de s’attaquer à la mauvaise gouvernance dans le secteur de la pêche, et notamment au manque chronique de transparence et de participation. Dans un grand nombre de pays, les contrats sont confidentiels, ce qui empêche les populations de savoir qui possède le droit de pêcher et pour quel prix. La participation aux processus décisionnels clés est également souvent limitée, en particulier pour la société civile.
Le besoin de transparence et de participation occupe une place centrale dans les principaux efforts visant à réformer le secteur des pêches. C’est le cas des Directives volontaires pour une gouvernance responsable des régimes fonciers applicables aux terres, aux pêches et aux forêts de la FAO (2012) ou encore des Lignes Directrices pour l’élaboration d’une législation nationale sur l’accès à l’information, la participation du public et l’accès à la justice dans le domaine de l’environnement (UNEP, 2010).
Malgré cela, les progrès ont été limités et inconstants. Cela est en partie dû au manque de consensus global pour définir les informations qu’il est nécessaire de rendre publiques. En outre, les accords politiques et les directives ne se réfèrent aux réformes de transparence qu’en termes généraux, sans en spécifier les détails.
A PROPOS DE LA FiTI
La Fisheries Transparency Initiative (Initiative pour le Transparence des Pêches – FiTI) est une initiative multipartite globale qui vise à rendre la pêche plus responsable et plus durable par le biais de la transparence et de la participation.
Transparence: La FiTI fournira des informations
relatives à l’accès à la pêche maritime qui seront
fiables, publiquement accessibles et généralement
acceptées. Celles-ci seront publiées dans des
rapports nationaux réguliers. Ces rapports seront
adoptés lors de processus consultatifs. Le
Secrétariat de la FiTI élabore actuellement le cadre
de ces rapports avec le soutien d’un Groupe
Consultatif International.
Participation: Le processus de délibération de la
FiTI (qui comprend des représentants du secteur
public, du secteur privé et de la société civile)
permettra de rendre les informations publiées plus
crédibles. Avec le temps, cette approche permettra
d’établir un environnement multipartite basé sur la
confiance et orienté vers le consensus qui soit
propice à une action collective.
Une plus grande transparence et une participation de toutes les parties prenantes constituent une base crédible pour initier un débat national. Cet environnement permet de créer une concurrence positive entre les pays et entre les entreprises du secteur privé pour rendre la pêche plus responsable.
La FiTI a été initiée sous la direction du Prof. Dr. Peter Eigen, Fondateur et Président du Conseil Consultatif de Transparency International. La HUMBOLDT-VIADRINA Governance Platform sert actuellement de Secrétariat International pour l’Initiative.

PRINCIPALES CARACTERISTIQUES
La FiTI est une initiative globale. Elle ne se limite
pas à un pays ou à une seule région. La FiTI cherche
à établir une concurrence équitable entre les
différents pays engagés dans le secteur de la pêche.
Plus le nombre de pays mettant en œuvre la FiTI
augmentera, plus l’initiative gagnera en puissance!
La mise en œuvre de la FiTI se fait au niveau de
chaque pays. L’intention de rejoindre la FiTI et
l’initiation du processus officiel doivent émaner du
gouvernement d’un pays. Pour cela, le
gouvernement d’un pays doit montrer un soutien
actif à la mise en œuvre de la FiTI. Ceci inclut, entre
autres, l’engagement du gouvernement à garantir
un environnement favorable, l’établissement dans
le pays d’un groupe national multipartite et la
publication d’informations préalablement définies
dans des délais impartis.
La FiTI est une initiative volontaire avec des
conditions obligatoires. La mise en œuvre de la FiTI
est volontaire. Cependant, une fois que le pays a
décidé de participer, les conditions doivent être
obligatoirement remplies.
La FiTI est basée sur une structure de gouvernance
multipartite qui assure que toutes les parties
prenantes (secteur public, secteur privé et société
civile) soient représentées de façon égale.
Cette gouvernance multipartite sera appliquée au
niveau international par le biais d’un comité
multipartite international et au niveau national par
le biais de groupes consultatifs nationaux.
La FiTI fournira des directives de procédures claires pour la collecte, la vérification et la publication d’informations pertinentes liées à la pêche. Ce processus devra mener à la publication régulière d’un Rapport National dans des délais impartis.
DEVELOPPER LA FiTI
La FiTI est actuellement dans sa phase conceptuelle.
Un cadre détaillé (le FiTI Standard) est en ce moment
en cours d’élaboration par le Secrétariat de la FiTI.
Pendant cette phase, le Secrétariat est soutenu par le
Gouvernement de la République Islamique de
Mauritanie.
Ce cadre sera élaboré en prenant en compte les efforts existants qui cherchent à promouvoir la transparence
et la participation dans le secteur des pêches. Il définira:
Les informations qui devront être rendues publiques;
Comment la transparence peut être atteinte; et
Comment l’initiative sera régie.
Les principes de la FiTI, qui reflètent les valeurs et les objectifs des parties prenantes de la FiTI, constituent les piliers de l’initiative.
Le Standard de la FiTI est en cours de développement, en étroite consultation avec le Groupe Consultatif International de la FiTI. Ce groupe multipartite de haut niveau est constitué d’experts de la gestion des pêches et de la gouvernance qui émanent du secteur public, du secteur privé et de la société civile. Ce groupe conseille le Secrétariat de la FiTI en ce qui concerne les directions stratégiques de l’initiative.
Le processus de la FiTI est appuyé par des groupes de travail d’experts techniques qui conseillent le Groupe Consultatif International de la FiTI, par exemple en ce qui concerne la pêche industrielle ou la pêche artisanale.

FiTI at the Glance
NEED FOR TRANSPARENCY AND PARTICIPATION
Global fisheries are a critical source of jobs, food, and trade for millions of people around the world. Yet, as overfishing is threatening many fish stocks, our fisheries have an uncertain future.
We are now facing the tremendous task to reform global fisheries governance in ways that support the sustainable development and food security.
To meet this challenge, there is increasing agreement that the way forward must address poor governance at all levels. This includes addressing the chronic lack of transparency and participation in fisheries management. In many countries contracts are kept confidential, thus preventing oversight of who has which fishing rights, and at what cost. Participation in key decision-making processes is often limited, especially for civil society.
The need for transparency and participation is central to major fisheries reform efforts, including: the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries (FAO; 2015); the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests (FAO; 2012); and the Guidelines for the Development of National Legislation on Access to Information, Public Participation and Access to Justice in Environmental Matters (UNEP; 2010).
Yet, progress has been limited and inconsistent. This is partly because no global consensus exists on which information should be made publicly available. Moreover, important policy agreements and guidelines refer to transparency reforms in general terms, but do not specify the details.
ABOUT THE FiTI
The Fisheries Transparency Initiative (FiTI) is a global multi-stakeholder initiative, which aims at enhancing responsible and sustainable fisheries through transparency and participation.
Transparency: The FiTI will produce reliable, publicly-accessible and generally-accepted information on ‘access to marine fisheries’ in form of regular country reports as a product of a consultative process. The provision of such country reports will be based on a coherent framework, which is currently being developed by the FiTI Secretariat, supported by an International Advisory Group.
Participation: The FiTI will enhance the credibility of the provided information through a deliberative process, which involves all major stakeholder groups (i.e. government, companies, civil society). Over time, this approach will help establish a trust-based, consensus-oriented multi-stakeholder environment for collective action.
Increased transparency and multi-stakeholder participation provide a credible basis for national debate. They also create positive competition amongst countries and companies to enhance responsible fisheries.
The Fisheries Transparency Initiative (FiTI) was initiated under the leadership of Prof. Dr. Peter Eigen, Founder and Chair of the Advisory Council of Transparency International.
The HUMBOLDT-VIADRINA Governance Platform is
currently acting as the International Secretariat of
the initiative.

KEY CHARACTERISTICS
The FiTI is a global initiative. The initiative does not focus on a single country or a region. It seeks to establish a global level playing field among fisheries countries. The more countries participate, the more powerful this initiative will get!
The implementation of the FiTI is country-centered. The intention to join the FiTI and the initiation of the official process must come from a country’s government. For this, a country’s government must demonstrate active support for the implementation of the FiTI. This includes – inter alia – the commitment to an enabling environment, the establishment of a National Multi-Stakeholder Group and the publication of timely information.
The FiTI is a voluntary initiative with mandatory requirements. The implementation of the FiTI is voluntary; however, once a country has decided to participate, mandatory requirements must be followed.
The FiTI is built on multi-stakeholder governance, ensuring that stakeholders from government, companies and civil society are equally represented.
This multi-stakeholder governance will be applied at the international level through an International Multi-Stakeholder Board as well as in all participating countries through National Multi-Stakeholder Groups.
The FiTI will provide clear procedural guidelines for gathering, verifying and disclosing relevant information on fisheries. A key deliverable of this process is the timely publication of a FiTI Country Report.
DEVELOPING THE FiTI
The FiTI is currently in its conceptual phase. A detailed framework (the so-called FiTI Standard) is being developed by the FiTI Secretariat, which is currently supported by the Government of the Islamic Republic of Mauritania.
This framework will build on and support existing efforts that seek to strengthen transparency and participation in fisheries. It will define:
what information should be made public;
how transparency can be achieved; and
how the initiative will be governed.
Cornerstones of this initiative are the FiTI Principles, reflecting the beliefs and aims of all FiTI Stakeholders.
The FiTI Standard is being developed in close consultation with an International FiTI Advisory Group. This high-level multi-stakeholder group consists of renowned fisheries and governance experts from governments, companies and civil society. The group advises the FiTI Secretariat on strategic directions regarding the overall framework.
The process is supported by expert working groups (e.g. large-scale fisheries, small-scale fisheries) which provide recommendations to the International FiTI Advisory Group.

Western powers in 1944, the World Bank was originally tasked with
rebuilding the decimated economies of post-war Europe. More than
sixty years later, it has expanded its reach into nearly all of the world's
developing countries. The Bank currently maintains more than 1,800
projects aimed at poverty alleviation and the promotion of sustainable
globalization.

and the reduction of inequalities and exclusion. We help countries to
develop policies, leadership skills, partnering abilities, institutional
capabilities and build resilience in order to sustain development
results.
Agence Française de Développement is the operator for France’s
bilateral development finance mechanism. It is a public industrial and
commercial institution with the status of specialized financial
institution. Its action is in line with the policy set out in France’s
Framework Document for Development Cooperation. AFD’s teams are
based in Paris and Marseille and in a network of seventy agencies and
representations in developing countries and the French overseas
provinces. AFD is among other things responsible for the management
of the French Global Environment Facility (French GEF), which co-
finances projects that reconcile environment and development.
