Die topbestuur van die univer- siteit het reeds twee jaar gelede ’n gehalte-oudit as strategiese projek van die UV geïdentifiseer. Met die eksterne gehalte-oudit verseker die universiteit dat sy gehalteversekeringsmega- nismes en -prosesse wat in plek is, reg bestuur word en gehalte verseker word. “Die proses bied aan die UV die geleentheid om weer sistematies oor sy bestaansdoel en intellektuele identiteit na te dink, debat te voer en standpunte te formuleer,” sê dr. Louis van der Westhuizen, Senior Navorser in die Kantoor van die Registrateur: Strategiese Beplanning. Die oudit word deur ’n nasionale liggaam, die Hoëronderwys-gehalteversekeringskomitee, wat deel is van die Raad op Hoër Onderwys, ’n statutêre liggaam, gedoen. Die doel van die oudit is om antwoorde te formuleer op vrae rondom die toepaslikheid van die universiteit se selfverstaan, prioriteite en doelwitte. Wat sê ons oor onsself, hoe sien ons onsself en ons rol en wat wil ons doen? Die vol- gende vraag fokus op die wyse waarop die uni- versiteit aan hierdie aansprake gestalte gee. Doen ons dit wat ons sê: het ons navorsingspro- gramme en strukture om hulle te ondersteun? Dit fokus ook op getuienis. Hoe weet ons dat ons al die dinge doen wat ons sê en hoe weet ons dat ons dit goed doen? Akkreditasie van programme, evaluering van navorsers en navor- singsprogramme, en interne en eksterne eksaminering is alles getuienis van die universiteit se gehalte. Die tyd is reg vir gehalteversekeringAlles aan die UV is in rep en roer vir die

eksterne gehalte-oudit wat later vanjaarplaasvind. Die topbestuur van die univer-

siteit het reeds twee jaar gelede ’n gehalte-ouditas strategiese projek van die UV geïdentifiseer.Met die eksterne gehalte-oudit verseker dieuniversiteit dat sy gehalteversekeringsmega-nismes en -prosesse wat in plek is, reg bestuurword en gehalte verseker word.

“Die proses bied aan die UV die geleentheidom weer sistematies oor sy bestaansdoel enintellektuele identiteit na te dink, debat te voeren standpunte te formuleer,” sê dr. Louis vander Westhuizen, Senior Navorser in die Kantoorvan die Registrateur: Strategiese Beplanning.

Die oudit word deur ’n nasionale liggaam,die Hoëronderwys-gehalteversekeringskomitee,wat deel is van die Raad op Hoër Onderwys, ’nstatutêre liggaam, gedoen.

Die doel van die oudit is om antwoorde teformuleer op vrae rondom die toepaslikheid vandie universiteit se selfverstaan, prioriteite endoelwitte. Wat sê ons oor onsself, hoe sien onsonsself en ons rol en wat wil ons doen? Die vol-gende vraag fokus op die wyse waarop die uni-versiteit aan hierdie aansprake gestalte gee.Doen ons dit wat ons sê: het ons navorsingspro-gramme en strukture om hulle te ondersteun?Dit fokus ook op getuienis. Hoe weet ons datons al die dinge doen wat ons sê en hoe weetons dat ons dit goed doen? Akkreditasie vanprogramme, evaluering van navorsers en navor-singsprogramme, en interne en eksterneeksaminering is alles getuienis van dieuniversiteit se gehalte.

UV en Griekwaleiers ontmoet

’n Historiese ontmoeting het op 8 Maart 2006 by die UV plaasgevind, waar die Opperhoof van dieGriekwavolk teenwoordig was. Van links is prof. Frederick Fourie, Rektor en Visekanselier van die UV,Hoofman Cecil le Fleur, voorsitter van die Hoofmansraad van die Griekwa Nasionale Konferensie,Opperhoof Alan Andrew le Fleur I, ds. Kiepie Jaftha, Hoofdirekteur: Samelewingsdiens, en prof. PietErasmus, Departement Antropologie aan die UV.

Die UV is besig om in samewer-king met die Griekwavolk aan ’ninisiatief te werk getiteld: Van

miskenning tot erkenning – die rol vandie Griekwas in Suider-Afrika – ’n ven-nootskapsinisiatief van die Griekwavolken die UV.

Die Griekwa Nasionale Konferen-sie (GNK) het versoek dat in vennoot-skap met die UV navorsing gedoenword oor verskeie aspekte rakende

te stel nie, maar om die verbetering vanonderrigleer, navorsing en samelewings-diens na te streef. Ons probeer hard om’n kultuur van gehalte by personeel teskep. Elke personeellid moetvoortdurend vra: Wat doen ek? Hoekomdoen ek dit? Is dit die beste manier?”

Die ouditproses werk soos volg:Eers moet personeel ’n indringendeselfevaluering aan die hand van ’n aan-tal kriteria doen. Dan, in die week van16-20 Oktober 2006 is daar ’n besoekvan die oudit-paneel waar onderhoudegevoer word met verskillende groepemense aan die UV, insluitende dosente,studente, bestuurslede, dekane,administratiewe personeel en andermense wat by die universiteit belanghet. Die persone wat betrokke sal weesby die onderhoude sal vooraf ingeligword oor wat van hul verwag word.

Na die ouditbesoek sal die ouditpa-neel ’n verslag by die Hoëronderwys-gehalteversekeringskomitee indien. Indie verslag sal die paneel uiteensit dít

die Griekwataal, -kultuur, -geskiede-nis, -leierskap, hul rol in die Suid-Afri-kaanse samelewing (verlede en hede)en die bewaring van hul kultuur-historiese erfenisse. Navorsers aandie UV sal op verskillende manierebetrokke kan wees by die vier moont-like fokusareas, naamlik ’n dokumen-têre film, die Adam Kok-huis, etno-historiese navorsing en leesmateriaalvir Griekwaleiers.

“Die oudit bied dus aan die univer-siteit die geleentheid om eerstehandseen ingeligte menings van deskundigesvan buite die universiteit te bekom endit te gebruik in die verdere ontwikke-ling van die gehalte van die universi-teit,” sê dr. Van der Westhuizen.

Die koördineringskomitee van diesuboudit bestaan uit prof. Magda Fourie,Viserektor: Akademiese Beplanning,mnr. Willem Malherbe, Registrateur:Strategiese Beplanning, prof. SakkieSteyn, Registrateur: Algemeen, en dr.Van der Westhuizen. Die span vergaderweekliks om die proses te monitor.

Dr. Van der Westhuizen sê: “Die heleinterne oudit word as ’n deelnemendeproses bedryf. Ons probeer om soveellynbestuurders as moontlik by die same-stellings van die selfevalueringsporte-feulje te betrek. Van Maart tot Junie van-jaar sal alle akademiese en ondersteun-ingspersoneel die geleentheid kry om opdie selfevalueringsverslag kommentaarte lewer. Buiten dit bied ons ook werks-winkels en inligtingsessies aan wat meerpersoneel die geleentheid gee om in tekoop in die proses. Op 18 April 2006 salnog ’n institusionele werkswinkel op dieHoofkampus gehou word, wat op 12 Mei2006 op die Qwaqwa-kampus herhaalsal word.

“ ’n Positiewe ouditverslag hou virelke personeellid die voordeel in dat ditin die openbaar bevestig dat ons aan ’ninstelling van hoë gehalte werk. Dieoudit kan verder daartoe bydra dat dieUV as universiteit van topgehalte erkenen respekteer word,” sê dr. Van derWesthuizen.

UFS improves the library servicesThe UFS Sasol Library is one of

the first five university libraries inSouth Africa to participate in the

LibQual Survey. “This survey is part ofthe university's 2006 strategic objectiveof quality and excellence,” said Prof.Magda Fourie, Vice-Rector: AcademicPlanning during the prize-giving whichwas held on 21 February 2006. Theother university libraries include that ofthe Northwest University, StellenboschUniversity, the University of Pretoria,and Rhodes University.

LibQual is a trade name designedby the Library Association in the UnitedStates of America (USA) for the librarysurvey.

“The aim of the survey was to col-lect information about the library users'opinions of the quality of service offeredby the library,” said Ms HuibréLombard, Deputy Director at the UFSSasol Library and Information Services.

More than 780 people participatedin this competition, including studentsand personnel from the Main Campusin Bloemfontein, Vista Campus andQwaqwa Campus. From participants ahundred finalists were randomly select-ed by a computer and Prof. FrederickFourie, Rector and Vice-Chancellor ofthe UFS, drew the nine winners.

Cooperation withNIHE sealed

Aformal memorandum of under-standing was signed betweenthe UFS and the National Insti-

tute for Higher Education in the North-ern Cape (NIHE) to give both institu-tions a clear understanding of the wayin which collaborative programmesshould be implemented.

“Although the UFS has been pre-senting bachelors degree courses inB.Soc.Sc. in Human and Societal Dy-namics and B.Com. in General Man-agement and the Career PreparationProgramme at the NIHE since 2003,the cooperative agreement was neverformalised,” said Prof. Magda Fourie,Vice-Rector: Academic Planning at theUFS, at the signing ceremony.

These academic programmes, pre-sented by facilitators living in Kimber-ley and lecturers from the UFS, serve270 students and the entry require-ments of the programmes are deter-mined by the UFS.

Dr Kopano Taole, Acting Head ofthe NIHE, said: “The memorandum isthe culmination of many years of hardwork and of helping the people of theregion. The continued input and guid-ance of the UFS is of tremendous helpto us and through this we gained agreater sense of what the NIHE cangrow to be.

Internationalisation now a priority

The recently approved Internatio-nalisation Policy re-establishedthe international profile of the

university. “We are very optimisticabout the professionalising ofinternationalisation activities. It's longbeen overdue,” said Prof. FransSwanepoel, Director: ResearchDevelopment.

“Internationalisation is importantbecause it strengthens research andthat makes a university internationallycomparable,” he said. It is important tobe globally positioned in terms ofresearch.

As result the InternationalisationPolicy was developed. The policywhich focuses on internationalisationdevelopment at a strategic level will beintegrated as one of the university'smain functions.

To realise all the strategies and ob-jectives in the policy the directorate de-veloped an internationalisationbusiness plan. The business plan wasalso developed to suggest amanagement model for theinternationalisation office. The officewill facilitate and coordinate all inter-nationalisation activities and providesupport to faculties.

Around 10% of the UFS's studentcorps is from other countries. Althoughthe Department of Educationprescribes that the Southern AfricanDevelopment Community (SADC)represents five percent of a university'sstudent corps the university alreadyaccommodates seven percent. Thesestudents need more assistance andattention. The internationalisation officecoordinates welcoming and orientationprogrammes for these students, liaiseswith faculties on behalf of the studentsand provides assistance with visas,accommodation, etc. The office alsoprovides assistance to guest lecturers.

Students and staff who want tostudy abroad are also assisted by theinternationalisation office. The officeidentifies existing opportunities thatstudents can use. The UFS have longstanding partnerships with a number ofuniversities, including the New MexicoTech, the Catholic University of Leuvenand Cornell University.

The directorate adds more value toresearch development by mobilisingfunding, expanding and maintainingagreements with developed anddeveloping countries and by promotingthe UFS internationally.

Kovsie Alumni honours former students

Kovsie Alumni awarded its top honors during a Gala Banquet ceremony. Die UV het ’n ooreenkoms metCipal, ’n Belgiese sagtewareont-wikkelingsmaatskappy, onderte-

ken om as agent vir Cipal in SuidelikeAfrika op te tree.

Die UV gebruik reeds vanaf 3Augustus 2004 die Parnassus-sagtewa-re van Cipal onder lisensie vir die elek-troniese bestuur van die vergaderingsvan die Dagbestuur van die UitvoerendeBestuur van die UV. Dié sagteware wordonder meer aangewend vir vergade-rings, die universiteit se jaarverslag aandie Minister van Onderwys en die institu-sionele jaarkalender. Die gebruik vanCipal-produkte het ook al na vier van diefakulteite aan die UV uitgebrei.

Die universiteit sal ook dié produkteaan ander universiteite bemark as ’n en-trepreneuriese projek om vir die universi-teit derdegeldstroom-inkomste te ver-dien. Prof. Sakkie Steyn, Registrateur:Algemeen, sê: “Ons kon dit net nie virons self hou nie. Die universiteit transfor-meer op meer as een gebied. In dié ge-val is dit stelsels wat transformeer omdie bestuur van die UV te optimaliseer.

Ooreenkoms onderteken met sagteware-ontwikkelaars

By die ondertekening van ’n ooreenkoms met Cipal, ’n Belgiese sagteware-ontwikkelingsmaatskappy, isvan links prof. Sakkie Steyn, Registrateur: Algemeen van die UV, prof. Frederick Fourie, Rektor enVisekanselier van die UV, mnr. Leo Stevens, voorsitter van die Cipal Raad van Bestuur en Direksie, enmnr. Arthur Phillips, Direkteur-Generaal en HUB van Cipal.

Met die gebruik van die stelsel spaarons tyd en geld en is bestuur meer ef-fektief. Ons bemark meer effektiewe be-stuur deur e-bestuur.”

Die stelsel vereenvoudig omslagtigetake en stel die Bestuurskomitee in staatom beter te funksioneer. Tyd word noumeer betekenisvol aangewend.

Hoewel daar algemene belas-tingverligting is, is daar tweewysigings in belastingwetge-

wing vanaf 1 Maart 2006, wat per-soneel kan raak,” sê mnr. ChrisLiebenberg, Direkteur: Finansies.

Die volgende wysigings hetplaasgevind in terme van maatskap-pymotors op die UV-motorskema:• Die belasbare byvoordeel word

vanaf 1,8% na 2,5% van die“vasgestelde waarde” van uvoertuig verhoog.

• Die belasbare byvoordeel van2,5% word verminder met 0,22%vir brandstof en 0,18% vir onder-houd. Hierdie verminderings hetongelukkig onveranderd gebly.Die belasbare byvoordeel vanvoertuie op die UV-skema saldus nou teen 2,1% van die “vas-gestelde waarde” van dievoertuig bereken word.

Tot 28 Februarie 2006 was diebelastingvrye gedeelte van die werk-gewerbydrae vir medies beperk tot 2/3van die totale premie. Slegs die werk-gewerbydrae meer as 2/3 was belas-baar. Hierdie bepaling het nou verval enword deur die volgende vervang: Diebelastingvrye gedeelte word nou be-perk tot ’n bedrag per afhanklike. Hier-die bedrag word bereken as R500,00per afhanklike (hooflid ingesluit) vir dieeerste twee en R300,00 per afhanklikevir daaropvolgende afhanklikes.

Well-developed reading skills supportstudying on all educational levels,therefore a tremendous amount ofreading must be completed forcourses, projects, papers andassignments,” said Mrs HelenPienaar, Student Councilor at theQwaqwa Campus and presenter ofthe Reading Development Course.

The course which is presentedover six weeks consists of sixtheoretical sessions and six prac-tical sessions. The theoreticalsession consists of the theory ofreading, whereas the practicalsession is a computer based appli-cation of the theory that was dis-cussed in the theoretical session.The course, which is presented inEnglish, is free of charge. Stu-dents receive a certificate aftersuccessful completion of thecourse.

Students are showing keen in-terest and are already registeringfor the course. The course will bepresented in the recently equippedreading laboratory in the Adminis-tration Building on the QwaqwaCampus. Eleven computers wereinstalled during November 2005for this purpose. Mrs Pienaar willbe assisted by two student assis-tants, Mr Jerry Mahamotse and MrJackie Dhlamini, in presenting thecourse. Mrs Pienaar, MrMahamotse and Mr Dhlaminireceived training to enable them topresent the course.

Decision made on phasing out of Vista students

The Executive Management hasapproved a procedure to phaseout students on the Vista Cam-

pus. “According to the incorporationagreement, pipeline students would beallowed to continue attending lecturesat the Vista Campus until 2008 takinginto account that no students were al-lowed to register after incorporation in2004,” said Prof. Engela Pretorius, co-chairperson of the Joint Vista TaskTeam.

This year (2006) is the final year forpresenting first-year courses, next yearwill be the final year for presenting se-cond-year courses and 2008 will be thefinal year for presenting third-year cour-ses. The following compulsory servicecourses – often first-year modules –could be presented until 2008:SSO553, SSO554, EUC501, CIT501,

CIT502, CIT503 and CIT504.“Equivalents should be considered inthe event of Vista students whoswitched to UFS programmes.

Thisshould be done on an individual basisat faculty level. This exercise should berepeated at the end of 2007.

“In 2008 relatively few studentsshould remain. In cases of students re-peating a module, it was proposed thatspecial measures be taken to makesuitable arrangements for such stu-dents in order that they are not com-promised in any way,” she said.

US Consul visits Qwaqwa Campus

Mr Steven Coffman, US Con-sulate General in Johannes-burg, visited the UFS Qwaqwa

Campus to develop a relationship withthe university. He donated a collectionof books to the Diphakweng PrimarySchool as well as to the Hlajoane HighSchool. The donation to the high schoolincluded 85 books on American Historyand US culture and values.

The primary school also receivedthe African-American Collection, con-sisting of 135 books. These booksfocus on the African-American expe-rience and selected biographies.

“Through this donation we hope tocontribute to the enhancement of areading culture,” said Mr StevenCoffman. He was accompanied by MsMary Jeffers, Public Affairs Officer ofthe Public Affairs section, Ms SelaeloRamoleta, IRC Director and Ms TebogoSepeng, Media Liaison Officer.

Qwaqwa Maintenance Division plans ahead

Prof. Peter Mbati, Campus Principalof the Qwaqwa Campus, faci-litated a planning workshop with

the gardening and workshop personnelto develop a firm understanding of theircore responsibilities and to collectivelydevelop a functional strategy that willallow full participation of personnel in theexecution of their work.

The vision of the division is to pro-vide an excellent cleaning, gardeningand workshop-related service to theQwaqwa Campus community withinreasonable turnaround times, and toproactively create and maintain afriendly external and internal workenvironment conducive to the corebusiness of the university.

To facilitate better delivery of service,new gardening tools will be purchased tosupplement those currently in store.Prof. Mbati also undertook to upgradethe changing rooms for the gardenersand to install cabinets where they canstore their tools and other belongings.

The members of the gardening staffwere enthusiastic about many of thenew arrangements tabled during theworkshop, which included a proposal toassign specific individual work arrange-ments to the various staff members anda new work schedule. It was generally

Shortage of quantity surveyors discussed at UFS

“The South African building indus-try is experiencing a high levelof economic growth, causing a

shortage of registered quantity sur-veyors,” said Mr Egon Wortmann, Direc-tor of the Association of South AfricanQuantity Surveyors (ASAQS).

“This shortage is noticeable in localand national governments where un-qualified and inexperienced staff is nowappointed. The authorities that haveadopted this approach are not incompliance with the legal and statutoryrequirements in South Africa,” he said.

“Universities offering programmes inquantity surveying and construction man-agement are also negatively affected.The ability of the tertiary institutions toattract young academics, to train themand to keep them in the longer term, isalmost impossible,” said Prof. BasieVerster, Head of the Department of Quan-tity Surveying and Construction Ma-nagement at the UFS and representativeof the Free State on the ASAQS.

Elizabeth Nchapi, Assistant Director:Finance, Qwaqwa Campus. Thenameplate on her door could just

as well have read, Elizabeth Nchapi, dili-gent, punctual and friendly.

Surely these qualities must haveplayed a role when Elizabeth was ap-pointed Assistant Director: Finance onthe Qwaqwa Campus in June 2005.“This was the highlight of my career,” shesays.

Elizabeth started working at the uni-versity in 1994. Before that, she success-fully completed first her B.Com. degreeand later her B.Com. Honours at theQwaqwa Campus, after which sheworked for the government and the FreeState Development Corporation.

She started her career at the univer-sity in the Finance Division on the Qwa-qwa Campus where she respectivelydealt with student enquiries, worked ascashier and later in the debt collectionunit. In 2001 the head of the Finance Di-vision resigned, giving only 24 hours'notice, and she was asked to act in thisposition. “It was not an easy task. I indi-cated that I needed support and some-one was sent from the Finance Depart-ment at the Main Campus to assist me.

“The position as head of the FinanceDepartment came with responsibilitiesand challenges. I told myself that therewas someone at Main Campus who hadconfidence in me and that I must not dis-appoint that person. I needed to deliverresults and to achieve,” Elizabeth said.

It is also important to Elizabeth tomaintain good relationships with herpeers at the Main Campus. “People's

attitudes have changed since the incorp-oration. We started to build relationshipswith the personnel at the Main Campus.After three years, it is no longer a strangeworld to me. During the registrationperiod the support we received from theMain Campus was excellent. One wouldcall and they were immediately availableto assist us,” she said. Not only is she

passionate about her work, but the futureof the Qwaqwa Campus lies close to herheart. She said: “It is encouraging; morestudents showed interest and registeredthis year. We received a 1 000 first-yearapplications compared to the hundred wereceived last year and we gave financialaid to about 800 students through theNational Financial Aid Scheme.”

Elizabeth, who was born and atten-ded school in Mount Fletcher in theEastern Cape, is married with threechildren, one daughter, Palesa, and twosons, Motebang and Molapo. Her hus-band, Ntiti, is Chief Planner at theDepartment of Land Affairs and Palesastudies at the Central University ofTechnology in Bloemfontein. In her sparetime she enjoys reading motivationalbooks written by Christian writers. Shealso does community work in church-based hospices.

She concluded: “After the incorpora-tion we became a new institution with anew culture. This campus now has morepower, and power comes with accounta-bility and responsibility. The challengenow is to deal with people's mindsets.”

Translation Studies celebrates 30 years

Bloemfontein. A symposium with thetheme One profession – multiple appli-cations was presented to celebrate theoccasion, as well as the fiftieth anni-versary of the South African

Translators' Institute (SATI). “This is aprofession whose time has come. In-terpreters' function has become moreimportant, especially in handling situa-tions arising from our becoming a newsociety,” said Prof. Frederick Fourie,Rector and Vice-Chancellor of theUFS.

Pressing parking problems addressed

Aplan to alleviate the pressing park-ing problems as quickly aspossible was approved by the

Executive Management (Exco). “Morethan 500 additional parking bays havebeen created since 2002. However,complaints are streaming in about park-ing on campus, mainly because of a lackof appropriate management systems,”says Ms Edma Pelzer, Director: PhysicalSupport Services and Special Projects.

Several problems were identified interms of parking. While both staff andstudents experience a shortage of openand covered parking bays, there areunderutilised parking bays within walk-ing distance of the campus core. Theseproblems often lead to conflict betweenstaff and students. Parking bays ear-marked for staff are used illegally bystudents and covered parking baysallocated to staff members are usedillegally by other staff members.

On campus there is not adequateprovision for special needs in terms ofparking. This includes allowable routes,stopping places and unloading points forbusses and large delivery vehicles. Largevehicles and unscheduled busses enterthe campus illegally and disrupt trafficflow and parking. This sometimes resultsin delivery vehicles parking on pedestrianwalkways and other non-drivable pavedareas. This causes damage andinconvenience to pedestrians.

Problems are also experienced re-garding effective law enforcement. Aneasily accessible system of traffic andparking rules for staff and studentsdoes not exist. Road paint marks toindicate restrictions are not alwaysclear and signposts are not alwayseasily understandable.

Ms Pelzer says: “There are plans tocreate more parking bays annually.However, budget and space constraintsin relation to the increasing demand forparking imply that we will never be ableto create high-quality parking near themain areas on campus such as work-places and classes for everybody fastenough.

“Great expectations exist amongusers of cars on campus regarding theavailability of enough parking close toall campus destinations. In earlieryears, when the university was smalleverybody could park near their work-

places and lecture halls. Staff and stu-dents still expect this, in spite of the factthat there are more students. In otherurban areas a greater tolerance inrespect of traffic realities exists.”

To manage parking on the MainCampus, the guidelines approved byExco will serve as a basis for furtherplanning and policy development.• Decisions about parking mustpromote the UFS's strategic objectives.• Everybody does not automaticallyhave the right to bring a vehicle to thecampus. The university maygrant/refuse permits.• The university has no obligation toprovide a formal parking bay neareveryone's workplace, but will attemptto deliver quality services in terms ofparking for everybody within budgetlimitations. • The university has made a choice tobe pedestrian-friendly. Much hasalready been spent on this with goodresults. Provision has therefore beenmade for people to reach campusdestinations conveniently, quickly andsafely on foot rather than by car.• Conflict must be avoided as far aspossible when parking areas areplanned and managed. The possibilityof conflict between staff, students andvisitors, between car users and law

enforcers and between car users andpedestrians must be eliminated. Thisimplies that areas reserved for a certainpurpose, an individual or groups, mustbe closed off electronically to limit theopportunity and temptation to trespass.• It was recommended that provisionbe made for car users' willingness topay. This implies that fenced-in,guarded and paved areas may becreated for students who are willing topay more.• The use of private cars must bediscouraged and public transportsystems promoted.• An attempt must be made to createparking areas within five minutes(300m) from destinations.• Maintain existing approvedprivileges that are currently enjoyed bya specific individual or group, andcreate acceptable alternatives if newmeasures influence them negatively.• Car access and traffic in the centralpart of the campus must be restricted.This area will be earmarked for staffand visitors.

One of the recommendations was totighten discipline and law-enforcementmeasures with regard to all vehicleusers. Good systems and good facilitiescan only function well if people aredisciplined to act within the rules.

Big developments on Main Campus in the pipeline

Aplan for the development of a partof the “west campus” of the MainCampus in Bloemfontein was

approved by Council. “There is greatinternal and external interest in the WestCampus. It is one of the few large opentracts of land in this part of Bloemfontein.Enquiries and proposals by developersare received almost weekly,” said MsEdma Pelzer, Director: Physical SupportServices and Special Projects.

The plan was developed by BannieBritz Architect and Urban Designer andThe Roodt Partnership (architects andplanners). It is a detail plan for a specificprecinct based on the Structural Plan forthe UFS which was approved in 1999.

The plan indicates how facilities forthe academic, accommodation servicesand sport will be zoned. A concentricapproach with the Library as academiccore was proposed. This means that amirror image of the current academiccore, which is at the eastern side of theLibrary, would be created in a newhorseshoe form on the western part ofthe campus.

The big distance between the sportsgrounds and the central campus willeffectively be reduced by lengthening theKampuslaan-noord pedestrian route tothe west to a portal from which differentsports facilities could easily be reached.

This sports portal will provide facilities toserve spectators to major sport activities,maybe also for rag activities to promoteinteraction between students fromdifferent cultural groups during rag.

The plans also indicate the positionfor the new astro hockey fields and asoccer stadium and the linking of thesewith existing sport facilities. The planindicates an extension of FürstenburgRoad to connect to Wynand MoutonAvenue. This will form a boundary

between academic university activities inthe east and the sport activities in thewest. Immediately east of FürstenburgRoad a green area, possible a botanicalgarden, will be created. A small sectioneast of Fürstenburg Road is set aside forcommercialisation purposes to generateincome to help finance the newdevelopments on the west campus.

These plans will be phased in over aperiod of time as money becomesavailable.

During the recent meeting ofthe Board of Directors ofthe International Institute for

Development and Ethics (IIDE),office bearers were elected andapproval was granted for itsconversion into a Section 21company.

The IIDE specialises in thestudying and research of generalquestions of developmental theoryand practices and providesservices and support in education,strategic planning, policy formula-tion, advocacy and capacitybuilding of development agencies.The office of the IIDE in Africa issituated on the Main Campus ofthe UFS in Bloemfontein. The UFSis a funder of the IIDE togetherwith the Paul Foundation andprivate sponsors from theNetherlands.

The National Department of Science and Technology handed over a cheque for R2,3 million to the UFS'sFaculty of Natural and Agriculture Science for a Disaster Management Learnership Programme - the first ofits kind in South Africa. The UFS became the first tertiaryinstitution in the country to imple-ment a learnership programme on

Disaster Management with a grant ofR2,3 million from the National Depart-ment of Science and Technology (DST).

The grant will be used by the Disas-ter Risk Management Training and Edu-cation Centre for Africa (DiMTEC) at theUFS over a period of three years to train15 students in its Master’s Programme inDisaster Management.

“Fifteen learnership candidates (in-cluding seven unemployed graduatesand eight currently employed but withouta formal masters level qualification) havebeen accepted into the Masters Pro-gramme,” said Mr Andries Jordaan, Dir-ector of DiMTEC at the UFS.

“The programme also includes anexperiential learning component whereinthe learnership students will be placed atthe Council for Scientific and IndustrialResearch (CSIR), the Department of Pro-vincial and Local Government (DPLG)and other government departments. Thiswill enhance the experience and employ-

Community learns to build with earth bricksAbout 3 200 learners and members of thecommunity attended a play at schools inBotshabelo and Thaba ’Nchu. The play,performed to teach communities how tobuild houses using earth bricks, wasdeveloped by the UFS's Departments ofArchitecture and Urban and Regional Plan-ning. These departments have beenresearching the use of earth bricks asbuilding material for the past two years.The project is conducted in co-operationwith the Technical University of Eindhovenand funded by the South African-Netherlands Research Programme onAlternatives in Development (SANPAD).The play was also performed at schools inthe Northern Cape. The play, written by MrDavid Brink from Stage Alive, wasperformed in Sesotho and Setswana bytwo students – Galie Malebo and GodfreyManenye – of the UFS. Mnr.Markham sê die boek is ook in ’nSuid-Afrikaanse konteks geskryf enSuid-Afrikaanse voorbeelde wordgebruik. Dit maak die boek meerprakties.

Die boek, wat reeds deur eerste-jaarstudente by die Universiteit vanWes-Kaap gebruik word, sal vanaf dietweede semester deur eerstejaarstu-dente aan die UV gebruik word.

Legality of abortion again in the spotlight

The Department of Constitutional Law and Philosophy of Law at the UFS presented a colloquium on legal ethics. The topic was “The churches and the legality ofabortion in South Africa”. UV stel nuwe SA Media bekend

SA Media, die Universiteit van die Vrystaat (UV) se koerant- en tydskrifknipseldiens, het ’n gerekenariseer-de databasis in gebruik geneem. Die diens is een van die meer omvattende media-inligtingstelsels inSuid-Afrika en bestaan uit meer as 3,25 miljoen koerant- en tydskrifknipsels. Ongeveer 60 koerante en tyd-skrifte word daagliks deur SA Media gemonitor. Die rekenariseringsproses is befonds deur die Free StateLibrary and Information Consortium (Frelico). Van die gaste wat die bekendstelling bygewoon het, was vanlinks mnr. Theo Venter, Spesiale Raadgewer in die kantoor van die visekanselier, Noordwes-Universiteit,me. Hester van der Berg, Bestuurder: SA Media, mnr. Dux van der Walt, voormalige projekkoördineerder,en mnr. Herman van Dyk, Adjunkdirekteur: Biblioteek- en Inligtingsdiens aan die UV.

Interne Oudit verseker beste manier

Interne Oudit aan die universiteit isontwerp om die operasionele aktiwi-teite van die UV te verbeter. “Ons

volg ’n sistematiese en gedissiplineerdebenadering om risikobestuur asook kon-trole en bestuursprosesse op kampus teevalueer en te verbeter,” sê mnr. Gertvan den Berg, Direkteur: Interne Oudit.

Personeel in dié departement sal allebestuursvlakke bystaan met inligting oordie daarstelling van beheer oor aktiwi-teite in hul werksomgewing om te ver-seker dat dié aktiwiteite op die bestemanier gedoen word.

Mnr. Van den Berg en sy span isdaarvoor verantwoordelik om risiko's uitte wys in beide akademiese en steun-diensdepartemente. Hulle monitor dieuniversiteit se aktiwiteite in terme vanrisikobestuur en doen aanbevelings aandie Rektor om die risiko's te verminderen uit te skakel. Die Rektor doen dan viadie Ouditkomitee verslag aan die Raad.

“Meeste mense dink ons monitor netfinansiële aktiwiteite. Dit is egter nie diegeval nie. Ons monitor ook nie-finansiëleaktiwiteite soos byvoorbeeld die sekuri-

teit rondom eksamens,” sê mnr. Vanden Berg.

Interne Oudit het reg op onbelem-merde toegang tot alle funksies, rekords,fisiese fasiliteite en personeel. Hulle kanbesluit watter tegnieke hulle gaan aan-wend om die doelwitte van die oudit tebereik. Dié departement is ook bevoegom enige personeellid in enige departe-ment aan die universiteit se samewerkingte verkry wanneer hulle ’n oudit uitvoeren hulle is by magte om rekords tekonfiskeer waar ’n personeellid van dieuniversiteit toegang daartoe weier.

Om ’n onafhanklike en objektieweouditverslag aan Bestuur en die Oudit-komitee voor te lê moet Interne Oudit sywerk vry en ongehinderd, sonder dieinmenging van universiteitspersoneeluitvoer.

Mnr. Van den Berg sê: “Nie alle per-soneel besef werklik wat Interne Ouditdoen nie.” Meeste personeellede seervaring is van mense wat baie doku-mente aanvra en ook baie vrae vra. Hyvertel kortliks wat hulle doen: “Onsevalueer die betroubaarheid en bruik-

baarheid van finansiële en nie-finansiëleinligting, die kontrolestelsels wat ver-seker dat beleid, planne, prosedures,wette en regulasies nagekom word as-ook die doeltreffendheid waarmee ad-ministratiewe prosedures uitgevoerword. Verder bepaal ons of die universi-teit se bates voldoende beveilig word enons verifieer of die bates wel bestaan.”

Volgens mnr. Van den Berg is Inter-ne Oudit ook gemagtig om spesiale enforensiese ondersoeke, uit te voer enkan ongerymdhede ook direk aan homdeurgegee word.

Wanneer daar wel ’n oudit gedoenword, versoek mnr. Van den Berg datdie bestuurder van die afdeling binne 30dae verduidelikings sal verstrek en kom-mentaar sal lewer op die verslag. Dieantwoord moet die spesifieke stappewat gedoen gaan word spesifiseer en ’ntydskedule vir die voltooiing van diebeplande stappe voorsien.

In die volgende uitgawe verskyn ’npaar van die voorbeelde wat InterneOudit gevind het met van hul ondersoeken ook wenke hoe om dit te vermy.

best oral paper

Ms Kimberly Jennings (23),B.Sc. (Hons) student in theDepartment of Soil, Crop

and Climate Sciences at the UFS,was awarded the medal for the bestoral paper by an author under 30years old at the combinedconference of the Soil and CropScience Societies held at theHoward College Campus, Universityof KwaZulu-Natal.

The conference was attended by290 national and internationaldelegates who contributed 150papers on a wide range of subjects.Ms Jennings' paper discussed theredox behaviour of a Kroonstad soilform in the Weatherley catchment.The research was partly funded bythe Water Research Commission.
