SONGSONGSONGSONGSONGMAYOR-ELECT Joseph Ejercito Erap Estrada has nailed his winning the mayoral

race. He nailed it likely his first and last in Manila as he declared his support to

Vice Mayor Isko Moreno come 2016.

It can be said that Estradas winning is his swan song before retiring from

    politics in favor of Moreno.

A metaphorical phrase swan song refers to a final gesture, effort or

    against rampant

    smuggling, Customs

    Commission Ruffy

    Biazon suggested to

    President Benigno

    Aquino III to abolish the

    Bureau of Customs.

    He admitted that

    corruption is so deeply

    entrenched in the

    culture and system of

    the agency.

    Both Purisima and

    Biazon expressed

    negatively without

    minding the possible

    implementation of the

    ASEAN Free Trade Area

    (AFTA) that would lessen

if not putting an end to

    the rampant smuggling

    government of duties and

    taxes.

    After more than

    seven decades of living in

    Manilas adjacent City of

    San Juan, Estrada cannot

    just ig nore the never

    ending stories of

unemployment that ledto hunger in his

    birthplace, Tondo. Likely

that in 70 years of his

absence, a way of living in

    Tondo is getting more

    stiffer as elected city

    officials spelled promises

    in the absence of deeds.

ERAPS... PAGE 1 With a foresight to

    draw Manila from the

    rage of economic drought

    and to sing a swan

    song, Estrada returned

    to Manila with a chant:

    ERAP PARA SA

    MAHIRAP.Estradas swan

    song is realized as he

    defeated incumbent

    Mayor Alfredo Lim by

    31,000 votes out of the

    650,000 votes cast.

    Estrada ran in Manila

    mayoral race purportedly

    to grab the power from

Lim whom he labeled as a

    non-performing leader as

he did nothing to seize the

    economic crunch that hit

    hard the poor Manilenyo,

    especially residents of

    Tondo.His winning the

    political contest is a

    fulfillment of his dream,

    especially when he

    publicly declared that he

    would serve only one

    term.

    Estrada was born in

    Manila and he will retire

    in Manila.

    Im willing to give it

    to my vice mayor (Isko

    Moreno). He has proven

    himself as a councilor and

as a vice mayor. He knows

the ins and outs of the

    problems of Manila. He

    came from the poor and

he has the heart of the

    poor.

    After he was

    proclaimed by the city

    board of canvassers,

    Estrada declared:

    Ibabalik ko ang sigla ng

    Maynila (I will restore the

    vitality of Manila).

    Estrada won with

    343,993 votes over Lim

    who got 308,544. Moreno

    was proclaimed winner

    with 395,156 votes over

    Councilor Lou Veloso

    who garnered 234,256.

    Estradas victory

    reflects his strong mass

    base and continuing

    popularity despite being

    ousted during hispresidency in 2001

    because of accusations

    that he defrauded the

    Filipino people.

    He was convicted of

    plunder in 2007 and

    sentenced to life

    imprisonment, but he

    was later pardoned by

    then president and now

    Rep. Gloria Macapagal-

    Arroyo who succeeded

him in the middle of his

    unfinished term.

    Estrada ran but lost

    in his second attempt to

    bag the 2010

    presidential election.

    Topping the list of

    priorities of Estrada is the

    citys financial woes. As

    per 2012 report by the

    Commission on Audit,

    the city government has

    outstanding debts of

    P3.5 billion.

    Another priority for

    Estrada is peace and

    order. Citing his previous

    experience as San Juan

    from 1969 to 1986,

    Estrada said crime

    reduction is necessary for

    economic growth.

    While speaking with

    reporters, Estrada

    reiterated his early vow

    of serving for one term

only before giving way toMoreno come 2016. He

    (Moreno) has proven his

    worth as vice mayor and

    as councilor. Galing siya

    sa mahirap at may puso

    siya para sa mahihirap

    (He has come from the

ranks of the poor and has

    a heart for the poor).

    In one televised

    debate, Estrada mocked

    Lim for seeking his

    endorsement during his

    2007 mayoralty bid. In

    recent weeks, the Estrada

    camp also revived the

claim that Lim is not a

    natural-born Filipino

    citizen.

    But all is forgiven

    now, according to

    Estrada. Pinapatawad ko

    na siya personally. Hindi

ba sabi sa Lords Prayer (I

    have personally forgiven

    him. Doesnt the Lords

    Prayer say), Forgive our

    sins as we forgive those

    who sin against us? he

said. I wish him a happy

    retirement, he quipped.

    But he took a swipe

    against the people

    behind EDSA II. I have

    long been vindicated.

    The race between

    Estrada and Lim

    effectively began in May

of last year when Erap tohis newly-acquired house

    in Sta. Mesa, Manila in

    order to challenge Lims

    hold on the city.

    Lim has previously

    served as its mayor from

    1992 to 1998 before

    regaining his old post in

    2007. Prior to being the

    countrys president from

    1998 to 2001, Estrada

    served as a mayor,

    senator, and vice

    president.

    Lim and Estrada both

    ran for the presidency in

    1998. Estrada won the

    race with over ten million

    votes, while Lim finished

a poor fifth in a field of

    eight candidates.

    In January 2000,

    Estrada appointed Lim as

    secretary of the

    Department of Interior

    and Local Government.

    A year later, Lim

    joined 10 other members

    of the Estrada cabinet in

    resigning at the height of

    EDSA People Power II.

    THERE is peace in Cavite.

    There will be no

election protest tochallenge the result of

    elections for the highest

    elective position in the

    province of Cavite.

    Re-elected Governor

    Jonvic Remulla and

    Ayong Maliksi smoked

    peace pipe with votes

    registered in the final

    precincts.

    The political wound

    might have been healed

    when Maliksi conceded

    defeat to Remulla.

    In showing his

sincere acceptance ofdefeat to his younger

    political rival, Maliksi sent

    a letter to Remulla

    expressing his

    acceptance of the

    outcome of the counting

    of votes.

    Maliksi stressed that

    he conceded for the sake

    of peace and unity in

    Cavite.

    The Commission on

    Elections (Comelec)

    Transparency Server

    showed Remulla with

    over 402,889 votes

    compared to 352,538 for

    Maliksi.

    The political

    campaign was tedious

    and piercing in Cavite for

    Maliksi accused Remulla

    of limiting access into the

    provincial capitol, while

    Remulla accused Maliksi

    of corruption when the

    later served as Cavitegovernor.

    In Cavites political

    history, the clans of

    Maliksi and Remulla were

    political allies and, most

    In fact, in Remulla

    family albums, pictures

speak clear of JohnnyRemulla and Maliksi

    together with their

    families.

    May mga sandali na

    kapag ako ay nag iisa,

    gawa ng sa kanila,

    Maliksi admits.

Actually, the closerelations of the Remullas

    and Maliksis can be

    determined by the fact

    that in Cavite, the two

    families live just across

    (Maliksi), ako nalapit sa

    kanya. Hindi pwedeng

hindi ako lalapit. Ayokona nasa isang kwarto ako

    tapos hindi

    nagpapansinan.

    Maliksi and Remulla

    parted ways when they

    served together as

    governor and vice

    governor of the province,

    respectively.

    Maliksi claimed that

    they parted ways when

    Remulla opposed his

    policies. Remulla

    allegedly tried to control

    the fund of Cavite.

Ang paniwalamarahil ni Jonvic noon eh

    komo ako ay bata ng

    kanyang ama eh dapat

    bata niya din ako. Eh

    pwede naman pag

    usapan yung ganun.

    But Remulla denied

    Maliksis story.

    He insisted that

    corruption was the

    foremost reason why he

    walk a separate way.

    Number one dyan

    yung corruption. Number

    one dyan yung LRT

    relocation.

    Kahit anong itanong

    mo sa kanya, ang

    sasabihin lang niya

    pulitika lang yan pero I

    can prove that with

    hundred percent clarity

and I will do so, that there

    was massive deception.

    importantly, familyfriends.

    Maliksi never denied

    that he was the protg

    of patriarch and former

    Governor Juanito

    Johnny Remulla,

    Jonvics father.

nalulungkot din ako gawang para sa akin, yung

    pagkakaibigan, yun ang

    aking puhunan. Namulat

    ako na siya ang aming

    political godfather, yung

    matandang Remulla. Kaya

    ako napasok sa politika

    the street from eachother.

    Despite their

    differences, the younger

    Remulla maintained civil

    toward Maliksi. Ako,

    kung makita ko si

    Congressman Ayong

    Remulla was

    referring to the relocation

of people displaced bythe Light Railway Transit

    (LRT) expansion project.

    He divulged that 500

    million pesos was paid by

    the LRT Authority to the

    provincial government.

    He disclosed that instead

    of 2,100 houses, only 180

    were built, or an

    estimated cost of 2.8

    million pesos for a 22-

    square meter house.

    Maliksi clarified that

    part of the 500 million

    pesos was used to buy

land in Gen. Trias for therelocation site, and

    develop the property to

    include drainage,

    electricity and perimeter

    walls.

    Meanwhile, in Imus,

    Ayong Maliksis son,

    Emmanuel, has been

    officially proclaimed

    mayor.

    Maliksi got 52,137

    votes while his fierce

    rival, Homer Saquilayan,

    had 49,562.

    The Maliksi-

    Saquilayan battle is one

    of the most controversial

    local political races as the

    two candidates got

    tangled in a legal battle

    over the 2010 poll results.

    Saquilayan won in

    his election protest

    against Maliksi.

    MUSCLES TO PRIVITIZE

    PHILPOSTD I N G L O RE S C O

    FOR more than a decade,

    or since the time of

former president FidelRamos, all the appointed

    postmaster generals

    dreamt the privatization

    of the Philippine Postal

    Corporation (Philpost),

    but all failed until their

    appointments expired.

    That dream dies not

    with the conclusion of

    each appointment. In

    fact, incumbent

    Postmaster General

    Josefina dela Cruz, is

    making a successful intro

    in building bridges for a

    possible privatization of

    the countrys postalservice.

    Dela Cruz is the first

    woman postmaster

    general who surpassed

    the determination and

    bravado of former

    postmaster generals who

failed to move an inch to

    privatize the public mail

    services.

    Philpost is now in

    partnership with the

    worlds leading privateexpress services provider,

    the DHL Express.

    The partnership is

    perceived as first-of-a-

    kind collaboration that is

    part of Philposts plans to

    reinvigorate its

    international service

    offering by providing

    more shipping options to

    customers.

    In starting the

    partnership, DHL Express

    services will be offered at

    twelve (12) Philpost

    locations in Ortigas, Pasig

City; Greenhills, San JuanCity; Cebu City; Baguio

    City; Sta. Rosa, Laguna;

    Angeles, Pampanga; Iloilo

    City; Legaspi City; Davao

    City; and central post

    offices in Manila, Quezon

    City and Makati City.

    It is promised by the

    partnership that

    customers will be able to

    enjoy the ease of

    shipping internationally

to over 220 countries andterritories by simply

    registering their

    documents and packages

    at the post offices.

    The availability of

    the 24/7 customer service

    hotline and track and

    trace capability give

    customers the ability to

    closely monitor their

    shipments from pick up

    to delivery.

    Dela Cruz proudly

    states that the

    partnership will see

    leverage on the extensive

network and services ofDHL Express to further

    boost product offerings

    and reach.

    Dela Cruz claimed

    the partnership will

    extend beyond the

    maximum weight limit

    permissible and outside

    the existing serviceable

    countries of EMS.

    The partnership will

    allegedly enable the

Philpost to be moreglobally competitive and

    ready to serve the

    increasing demands of

    customers.

    The extension of

    services would allow the

    Philpost to continue

    adding value to

    customers through the

    provision of prompt and

    affordable services.

    Yasmin Aladad Khan,

    Senior Vice President

    DHL Express Southeast

    Asia, said that

    international trade is a

    key driver of economicgrowth.

    He said that he is

    seeing efforts by both the

    public and private sectors

    working hand-in-hand to

    revitalize the logistics

    industry in the country.

    The partnership is a

    showcase of Philposts

    commitment towards

    elevating its service

    offering to its customers.

    Khan proudlyclaimed that the

    companys experience in

    working with some of

    Southeast Asias national

    postal offices in

    Singapore, Malaysia and

    Vietnam will allow its

    local team to share best

    practices with Philpost.

    We are excited

    about this partnership

because it is borne out of

    both parties mutual

    desire to provide Filipinos

    with fast and reliable

    ways to send heavier

parcels and packages tomore countries abroad,

    Nurhayati Abdullah,

    Country Manager, DHL

    Express Philippines said.

    The collaboration is

    claimed as a perfect

    combination of the

    unrivaled global network

    and expertise in

    international express

    industry of DHL Express,

    with PHLPosts local

postal services and itsextensive reach in the

    country.

    Her further claimed

    that local small and

    medium enterprises will

be able to tap on the

    wealth of knowledge that

    DHL and PHLPost possess

    to expand their business

    overseas more efficiently.

    The DHL Express

    service offering will cover

    shipments weighing 0.5

    kilograms and above that

    are to be sent to

    countries currently not

    covered by PhilpostsExpress Mail Service.

    It will also cover

    shipments sent to

    countries where EMS is

    offered, but which exceed

    the maximum weight

    that can be accepted.

    DHL services will be

    rolled out in more Philpost

    locations in 2014.

    A young mother of two

    kids is suffering from an

    open heart valve and

    rheumatic heart.

    Shes just a plain

    housewife in Iloilo while

    her husband earns a

    living as a company driver

    whose monthly pay is

    almost cut-by-half for her

    medicines.

    By their prayers, the

    lowly family survives the

    gigantic waves of life. And

    by their prayers, the

    sufferings of the young

    mother was whispered to

    the hearings of a

    Canadian national who is

    likely sent by an angel.

    On February 18,

    2013, the Canadian

    national sent a parcel

    containing medicines to

    Ma. Eleanor Sombero

    Galeno for the

    consumption of the

    young mother. It was sent

    from the United States

    through DHL.

    Inhuman Bureau of CustomsCARLA

    MAYO

    Three days after, or

    on February 21, 2013, a

    DHL personnel informed

    Ms. Galeno that the

    package has arrived and

    that the customs duties

to be paid was more than

    Php7,000.

    Knowing that the

    package contains

    medicines for the ailing

    young mother, Ms.

    Galeno immediately

    agreed to pay the duties.

    She was told that the

    package will be shipped to

Iloilo in three to four days.

    The waiting for the

    delivery of the package is

    very irksome from day 1,

    or on February 24, 2013,

    until today, but no

    package was delivered to

    ease if not cure the

    physical illness of the

    young mother.

    More deadening is

    the latest information

    that the package is still

    for clearance with the

    Bureau of Customs

    examiner.

For consideration ofthe bosses of the Bureau

    of Customs, an unedited

    open letter posted on

    facebook by Ms. Galeno

    reads:

    A parcel was sent to

me from the U. S. on

    February 18, 2013 thru

    DHL.

    On February 21, a

    DHL personnel informed

    me that the package

    arrived and that the

    customs duties

    amounted to more than

    P7,000.

    I agreed to pay the

    duties and that the

    package will be shipped

to Iloilo in three to four

    days.

    It has been almost

    three months and that

    package is still for

    clearance with the

    Bureau of Customs

    examiner.

    I had been following

    it up with the DHL

    clearance department

    ever since.

The package wasintended for the use of a

    young and sick mother

    who was diagnosed to

    have an open heart valve

    and rheumatic heart.

    Her husband is an

    ordinary company driver.

    She has a two

    children, a three year old

    and a four month old

    baby.

    The package was

    sent by the employer of

    her husbands sister in

    Canada because her

    employer was touched by

    the plight of the young

    mother.

    The package was

    declared as food

    supplements and beauty

    products.

    Initially, customs

    required an FDA

    requirement of License to

    Operate.

    I told DHL that the

    contents of the package

    are not for sale but

intended for the use of a

    sick lady.

    I even executed an

    affidavit stating that the

    food supplements were

for the use of the young

    mother who is sick.

    As of last week, DHL

    relayed to me that the

    initial amount of duties

    was almost P18,000.

    After the examiner

    had my affidavit, I hoped

    it will be reduced.

    I had been

    expecting the amount of

duties but up to now it is

    still under review with

    the examiner of the

    Bureau of Customs.

    When will they act

    on this matter?

    It will almost three

    months.

    Ano ba talaga and

    kailangan nila?

    BY HERNANICUARE

What is CLAA?CLAA is a familiar

    acronym for all

    prospective parents.

    It stands for Cer-

    tificate declaring a

    Child Legally

    Available for

    Adoption. It is a

    certification process

    that establishes a

    status of a child as

    legally available for

    adoption, and issued

    thru its Regional

    Offices by Depart-

    ment of Social

    Welfare and Deve-

    lopment sign by no

    less than the

    Secretary. Issuance

of a CLAA is a prelude

    for filing a petition

    for adoption of those

    a b a n d o n e d ,

    surrendered andneglected child.

    Under the new

    law which is RA 9523,

    CLAA is prerequisite

    for initiation of

    a d o p t i o n

    proceedings. This

    certification is a

    requirement that

    adopters must

    complied with to

    commence an

    adoption case. It

    mandates that

    Secretary of DSWD to

    process and issued

    CLAA to prospective

    parents.

    With the pro-

    mulgation of RA

    9523, it virtually

    amends some of the

    salient features

    under RA 8552 or

    otherwise known as

    Domestic Adoption

    Law of 1998 which

    imposes a judicial

    process for decla-

    ration of a child

    legally available for

    adoption in all cases.

    Thus, prior to the

effectivity of RA 9523it is mandatory to

    secure first a judicial

    fiat for declaration of

    child legally available

    for adoption before a

    proper judicial

    proceeding for

    adoption may be

    had. This makes the

    entire proceeding of

    CLAA completely an

    administrative in

    nature as it falls

    within the

    jurisd iction of the

DSWD and it needsthe imprimatur of

    the Secretary of

    DSWD.

    In a way RA 9523

    is a corrective

    measure that

    addresses and

    corrects the in-

    adequacies of

    previous laws on

    adoption such RA

    8043 or the Inter-

    Country Adoption

    Law, and RA 8552 or

    otherwise known as

    Adoption Act 1995.

    First, the intention of

    the law is to provide

    the most expeditious

    way for adoption

    cases to proceed so to

    encourage would be

    parents to adopt

    legally and not to

    resort non-formal

    adoption; Second, to

shield away the childfrom stress and

    psychological effects

    that might be

    associated with the

    processes of adoption.

    The recent law

    provides an

    a d m i n i s t r a t i v e

    procedure for the

    child to be legally

    available for

    adoption by filing a

    petition in a form of

    an affidavit,

    subscribed and

sworn to before anyperson authorized by

    law to administer

    oaths. Lawyers are

    not necessary

    needed to file this

    petition before

    regional office of the

    DSWD where the

    child was found

    a b a n d o n e d ,

    neglected or

    surrendered.

    Another flexible

    feature of CLAA law is

    that the said petition

    may be filed by the

    following persons:

    1. Any head or

    executive director of a

    license or accredited

    child-caring or child-

    placing agency or

    institution managed

    by the government,

    local government unit,

    non-governmental

    organization;2. A ny Soci al

    Welfare Develop-

    ment Officer (SWDO)

    who has actual

    custody of the minor;

    3. T he ag ency

    or institution with

    the consent of the

    child custodian;

    The aforesaid

    recent law on

    adoption does not

    only provide greater

    latitude as to people

    or person who may

actually file Petitionfor CLAA but requires

    only a considerable

    number of

    documents for

    support the petition

    such as:

    1. Socia l Case

    Study Report;

    2. P roof that

    effort was exerted to

    locate the parent or

    any relatives of the

    child;

    3. W r i t t e n

    Certification from

    local or national

    radio or television

    station that the case

    was aired on three

    different occasions;

    4. Publication in

    one (1) newspaper of

    general circulation;

    5. Police Report

    or Barangay Certi-

    fication that the child

    was found, neg-lected;

    6. R e t u r n e d

    Registered Mail of

    the last known

    address of the

    parents of the child;

    7. B i r t h

    Certificate of the

    child; and

    8. Photograph

    of the child at

    present and at the

    time he/she was

    a b a n d o n e d ,

    neglected.

    Furthermore, inkeeping with goal

    of expediting the

    process of adoption

    and making it less

    expensive, the time

    or total duration

    involved on the

    Petition for CLAA

    was considerably

    reduced. We still

    recall the

    dispensation when

    General and now

    C u s t o m s

    Inteliigence boss

    Danilo Lim is not a

    yes, sir military

    man, but when he

    perceived that the

    order of his superior

is for the good of the

    country, he will

    definitely followdespite danger on

    his way.

    Lim is no

    follower of former

    president and now

    Mayor-elect Joseph

    Erap Estrada of

    Manila, but he

    cannot hide his

    admiration to the

    guts of the former

    actor during his

    heydays in

    Malacaang.

    Sometime in

    January 2011, or

    more than two years

    ago, I was with

    friends, Atty. Betreni

    Toto Causing,

    Lane Afable and Jun

    Valdecantos, when I

    met Lim at his

    friends house in

    Ayala, Alabang,

    Muntinlupa.(Valdecantos is

    still recovering at a

    hospital in Imus,

    after he was

    ambushed by

    gunmen riding-in-

    tandem in Bacoor,

    Cavite, on March 5,

    2013.)

    I happened to

    talk to Lim over cans

    of beer.

    In that short

    conversation, he

    talked of coup d

    etats and wars in

    Mindanao. And he

    forgot not to speak

    of the unwavering

    decision of Estradawho ordered the

    bombardment of

    the strongholds of

    Muslim rebels.

    Lim shared that

    after Estrada

    ordered to besieged

    Camp Abubakar,

    Muslim combatants

    were sent to

    nowhere like rats,

    hiding from their

    hunters in tanks and

    in full-battle gears.

    It should have

    been the end for the

    Moro Islamic

    Liberation Front

    (MILF), but the tide

    was reversedfollowing the power

    grab by then vice

    president and now

    Rep. GMA.

    Among the

    presidents of the

    republic, it was only

    Estrada who had

    ordered heavy

    bombardment of

    Muslim strongholds

    until Camp

    Abubakar fell under

    the control of

    government forces.

    Camp Abubakar

    is a 32,000-hectare

    land inhabited by

    MILF armed men.

    That war was

    won, and Estrada,

    with government

    soldiers, killed and

    roasted pigs.

    The feast for

    victory wascelebrated in Camp

    Abubakar.

    The Muslims

    condemned Estrada

    and the solciers for

    allegedly eating

    lechon baboy

    inside the mosque,

    an act desecrating

    their holy place,

    their house of

    worship.

    However, Lim

    belied such

    insinuations saying

    that Estrada with

    government troops

    were in the open field

    of Camp Abubakar.

    As claimed by

    Lim, the war was won

    twice in Mindanao,

    during the heydays of

    the late dictator, ex-

    president Ferdinand

    Marcos, and theousted president,

    Joseph Estrada, but

    twice, the war was

    unfolded by power

    grabbers.

    In those two wars

    Gen. Lim shed blood

    twice in Mindanao.

    And the marks of two

    bullets can never be

    removed from his

    skin.

    A 20-year old

    She is presently

    Apol started in

    She continued

    Association of Southeast

    Asean Nations

    supporting local

    manufacturing in all

    ASEAN countries.

    The AFTA agreement

was signed on January28, 1992 in Singapore.

    When it was

    originally signed, ASEAN

    had six members,

    namely, Brunei,

    Indonesia, Malaysia,

    Philippines, Singapore

    and Thailand. In 1995,

    Vietnam joined AFTA,

    and Laos and Myanmar in

    1997 and Cambodia in

    1999.

    The primary goals of

    AFTA seek to Increase

    ASEANs competitive

edge as a productionbase in the world market

    through the elimination,

    within ASEAN, of tariffs

    and non-tariff barriers,

    and to attract more

    foreign direct investment

    to ASEAN.

    It was also claimed

    that the primary

    mechanism for achieving

    such goals is the Common

    Effective Preferential

    Tariff scheme (CEPT),

    which established a

phased schedule in 1992with the goal to increase

    the regions competitive

    advantage as a

    production base geared

    for the world market.

    The CEPT only applies

    to goods originating

    within ASEAN.

    The implementation

    of AFTA could possibly

    stop smuggling because a

    free-trade area is a trade

    bloc whose member

    countries have signed a

    free-trade agreement

(FTA), which eliminatestariffs, import quotas, and

    preferences on most (if

    not all) goods.

    Now, there can never

    be smuggling if

    importations are free

    from tariffs and import

    quotas, and smugglers

    are to abandone their

    illicit operations as

    money is no longer a

    consideration for the

    release of imported

    goods.

Because there is notrade tariffs or import

    quotas, there will be no

    delays as goods pass from

one part of the country to

    another, and there are

    usually no differences of

    taxation and regulation.

    However, the after

    more than 20 years the

    Philippines signed the

    AFTA, economic think

    tank Josef Yap insisted

that the country is not yet

    ready to join the ASEAN

    Economic Community

(AEC) by 2015.This is so because

    Yap believes that the

    Philippines lacks an

    industrialization policy

    which may prevent the

    country from sharing the

    gains of globalization.

    NO CHASE FOR SLEEPING COPS

    NURSING is a profession

    within the health care

    sector. A Nurse,

    according to its

    definition, is a person

    educated and trained to

    care for the sick or

    disabled. Most of them

    are woman and some of

    them have the schedule

    of going home from

    respective duties at night

    and midmorning time.

    The risk of going

    home by the nurses at

the midst of the night is

    not differ to call center

    workers, working-

    students in closer

    schedules, and night shift

    employees, whose most

    of the time were traveling

    home nothing but

    prayers to be at home

    safely from evils that

    widespread all over the

    metropolis.

    Those workers were

    not alone in terms of

    performing duties andresponsibilities at night.

    They have company

at night, and they are no

    other than the honorable

    and respected members

    of the Philippine National

    Police forces whose

    motto is TO SERVE AND

    PROTECT.

    They are oftentimes

    denominated as

    SERBISYONG MAY KUSA

    who fulfills duty,

    mandate of the

    constitution, and has an

    immediate response in

times of danger withoutbeing waited from

    anything.

    But what really is

    actually happening at the

    time that majorities of

    people were at intense of

    sleeping.?

    Are the men in

    uniform are fulfilling their

    motto?

    Are those passengers

    at night are protected? Or

Was there aprotection that needs to

    be protected?

    Nagtatanong lang po

    Station Commander ng

    Novaliches Station 4,

    Quezon City.

    It was reported that

    crime rates within the

    Metropolis are getting

    lower than previous.

    But how do we count

    the incident of a robbery

    holdup to the six

    passengers that

    transpired sometime last

    week along Quirino

    Highway, between Sauyoand Seminary Roads,

    Novaliches, Quezon City

    District 2?

    The emptiness and

    trust to the Motto and

    denomination to the

    policemen started after

    members of Station 4

    Quezon Police District

have give no action to a

    crime and that should

    one of them was not

sleeping at the steeringwheel of the mobile

    patrol car the cohorts of

    holdapers are all been

    arrested.

This is a story of a

    nurse who is currently

    working in one of the

    government hospital in

    Manila.

    Gena, not her real

    name, recounted that on

    May 14, 2013 at about

    11:00 in the evening

    while she and other five

    passengers were aboard

    passenger of a public

    utility jeepney bound for

    Novaliches Bayan, three

    unidentified young

    looking men were rode

    the same PUJ.

    According to her,

    upon approaching

    Seminary Road, those

    three guys declared a

    holdup and that due to

    fear of death, she freely

    gave her bag which

    contained of her

    pertinent and personalidentification cards and

    documents, including her

    ATM card, cash, and Sony

    Xperia worth P15,000.00.

    The incident was

    held to just a nightmare

to her and to other five

    passengers.

    But more severe was

    the fact that even they

    had reached a mobile car

    parked along the same

    highway more or less

    meters from the place

    the bad guys alighted, no

    immediate response

    because the policemen

    were in the middle of

    their own dreams.

    She narrated that

    one policeman has

    alighted from the mobile

car a minute later but his

    concern was only unto his

    colleague who was then

was sleeping at the top of

    the steering wheel.

    Maybe that

    policeman felt sound,

outside the mobile car.she narrated, and

    she has seen the police

    quick awake.

    The police

    thereafter, as she

    recounted, had brought

    them to Police Station 4,

    Novaliches Quezon City.

    She tearfully

    narrated that no action

    were taken but only

    question and answer

    about the incident that

    transpired that night and

    the subsequent blotter

    report had only made.

    Gena and the other

    victims who are all

    workings and the night

    are the only get-away

    from work and traveling

    time that ordinary

    peoples only remedy is

    letting just happened,

    proceed to a normal life,

    and recover the things

    lost.

    OFWS MASS EVACUATION

    FILIPINOS in Taiwan

    should be repatriated

    instead of telling them to

    just stay cautio us and

    extra careful, not to go

    out drinking in

    restaurants or places of

    entertainment, and avoid

    exposing self to danger

    because no one can tell

    how these people

    (Taiwanese) will react.

    After the report that

    an Overseas Filipino

    Worker (OFW) walking in

    the street of Kaohsiung

    City, Taiwan was

    confirmed to have been

    attacked with a baseball

    bat, there is no logical

    reason for Malacaang to

    claim that it was an

    isolated case.

    The claim of

    Malacaang might only

    mislead other Filipinos

    who have limited access

    to information on the

    said criminal act against

    an OFW.

    The attack was not

    an isolated case as it

    happened after the

    sanctions by Taiwan

    against Philippines was

    openly declared

    worldwide.

    The confirmation

    that the situation in

    Taiwan now is very tense;

    Taiwan on

    Wednesday recalled its

    envoy to the Philippines,

    froze applications for

    work permits and

    ordered military exercises

    in waters between the

    two sides to press its

    demand for an apology

    for the shooting death of

    a Taiwanese fisherman.

    Taiwan earlier had

    issued an ultimatum to

    Taiwan government

    said the Philippine

    government is insufficient,

    sincerity, and President Ma

    Ying-jeou expressed strong

    dissatisfaction and he

    cannot accept the reckless

    and perfunctory responses

    from the Philippines.

    After a high-level

    meeting, it added, Taiwan

    decided to immediately

    impose sanctions, including

the recall of its envoy and a

    freeze on work permit

    applications.

    There are more than

    85,000 Filipinos working in

    Taiwan, many are domestic

    workers.

    Separately, a Taiwan

Defence Ministry official saidmilitary vessels and aircraft

    would be dispatched to the

    Bashi Channel, which divides

    Taiwan and the Philippines,

    to carry out a two-day

    military drill.

    A Philippine fisheries

official said one of its vessels,

    acting under the threat of

    being rammed, opened fire

    last Thursday on a Taiwanese

    fishing boat about 170

    nautical miles southeast of

    Taiwan, killing one person on

    board.

    The Philippines has

    expressed sympathy over

    what it called an

    unfortunate incident

    and promised to conduct

    an investigation, but has

    stopped short of an

    official apology.

    that Taiwanese are so

    emotional about theshooting incident; that

    tempers are running very

    high, belied the

    pronouncement by

    Malacaang that hurting

    a Filipino by a Taiwanese

    is an isolated case.

    the Philippines to

apologize to the familyof the Taiwanese

    fisherman who died in a

    shooting last week by

    LAST May 13, 2013, the

    constituency of the

    Municipality of Kalayaan

    gave a fresh and new

    mandate to Eugenio Bito-

    the next three years.

    Mayor-elect Jun Bito-

    flagship of the Liberal

    Party.

    What endeared him

    to the voting public of

    Kalayaan was his

    sincerity to help these

    people alleviate their

    plight against poverty to

    a more manageable

    level.

    Kalayaan Island is

    part of the Spratly group

    of islands in the hotly

    disputed area West of

    Puerto Princesa City,

    Palawan. It was created

    in 1978 through a

    Presidential Decree 1596

    administration of the

    Armed Forces of the

    by former President

    Ferdinand Marcos.

    Filipino settlers in

    Kalayaan Island are as

    same as old as the

    Philippines has begun to

    administer the islands.

    The smallest town

    and a Fifth class

    municipality of Kalayaan

    Island is an

    administrative unit that

    has a population 288 and

    registered voters of 100.

    Mayor Bito-onoran

    still maintains the

    integrity over the 95

    islands.

    His jurisdiction

    including the one

    residential village even

    there is no government

    office but a liaison office

    in Puerto Princesa City.

    In the next several

    years, Kalayaan is

    projected to be the next

    eco-tourism dive spot

    because of its unique,

    prestine and diversified

    coral reefs, which entices

    nature lovers

    everywhere in the

    country as well as

    foreigners alike.

    With the energetic

    Mayor Bito-onon around,

    the people of Kalayaan

    would surely be in the

    best situation, to

    transform the place into

    a world class eco-tourism

    THE story of Lee Jong

    would shake many to

    their veins.

    It is because his

    name that was written

    on a mail that contains

    a prohibited substance

    sent him to prison, to

    condemnation.

    Lee Jong Woo is a

    South Korean national

    living a peaceful life in

    Angeles City,Pampanga.

    On December 12,

    2012, a folder in the

    name of Lee Jong Woo

    was sent via Federal

    Express air mail from

    Angeles City to Seoul,

    South Korea.

    U nfo rtunate l y ,

    that folder was seized

    by Customsauthorities at the

    Incheon International

    Airport in Seoul, South

    Korea as it was

    discovered to contain

    illegal drugs, 1.3

    grams of shabu.

    Because the

    name of Lee Jong Woo

    was printed on the

    face of the folder, it

    was concluded that he

    intended to transport

    the prohibited

    Lee has no

    On that fateful day,

    At that instance, he

    At first, Lee

    resisted knowing

    pretty well his rights

    against false

    accusations. But his

    strength was not

    enough to subdue

    the concerted efforts

    of the operatives of

    the bureaus fugitive

    search unit (FSU)

    Lee is now

detained at the BI jailin Bicutan, Taguig

    City, where he is

    waiting deportation.

    As clearly

    explained by BI

    intelligence chief

    Atty. Ma. Antonette

    Mangrobang, the

    operation against Lee

    was launched after a

    warrant was signed by

    David pursuant to a

    summary deportationorder issued against

    the Korean last April

    11, 2013 by the

    Bureau of

    Immigration board of

    commissioners.

    The deportation

    of Lee was sought by

    the South Korean

    Embassy in Manila

    which informed the BI

    that the fugitive is

    wanted by

    prosecutors in Seoul

    for drug smuggling.The case

    stemmed from

    alleged Lees attempt

    to bring into Korea via

    Federal Express air

    mail some 1.3 grams

    of methamphetamine

    hydrochloride or

    shabu on Dec. 12 last

    year.

    Lee had been

    overstaying since he

arrived on June 1, 2007and there is no record

    he ever extended his

    stay.

    During the

    operation, the Bureau

    of Immigration agents

    also arrested another

    Korean national who

    had been overstaying

    since 2011.

    Lim Joung Sup will

    also be deported for

    violating the conditions

of his stay as a tourist.

Lee and Lim wereplaced in the

    immigration blacklist

    of undesirable aliens

    and banned from re-

    entering the country.

    The Sokor will

    provide for the plane

    tickets of Lee and Lim

    because the country

    has no fund for them.

    BARANGAY Ginebra,

the all-time favoriteteam in the PBA

    (Philippine Basketball

    Association) is now

    flexing muscles

    against the Alaska

    Milkmen to repeat

    basketball history way

    back 1997, or sixteen

    (16) years ago.

    In the 1997

    C o m m i s s i o n e r s

    Conference, the Ginebra

    (Gordons Gin Boars)

    went up against the

    formidable Alaska

Milkmen, just like today.Robert Jaworski was

    then the playing coach

    for the Gin, while Tim

    Cone struggled hard to

    win the first final berth

    for the Milk.

    The Milk seek to

    sustain their dominant

    run in the conference as

it leads 2-0 versus the Gin

    in the PBA Commis-

    sioners Cup best-of-five

    finals showdown.

    However, Alaska

    coach Luigi Trillo is

expecting a toughcomeback from the Gin

    as it definitely learned

    lessons from severe

    beating, 70-87, in the

    series opener Wednesday

    at the Smart Araneta

    Coliseum.

    Despite their two

losses to Alaska, the Ginsremain the never-

    say-die crew of the

    Ginebras coach

Alfrancis Chua admittedthat the defense of the

    Milk was so solid.

    Hopkins who was given

the pink slip at the end ofthe elimination round in

    1997.

    game, relying on speedy

Bal David and sniper PidoJarencio to quarterback

    the team.

    Jaworski also

    assigned sophomore

    center Marlou Aquino to

    cover Holland in the post

    one-on-one.

    In the first game,

    Aquino even outscored

    Holland, 24-21, while the

    Gin had a triple-double to

    lead to a surprise 99-89

    victory.

    Game Two turned

out to be a pivotal game.

    With his confidence

oozing, King went for aslam at the end of the

    third quarter, but

    suffered a hamstring

    injury in the play.

    With Alaska ahead

    95-93, Jaworski sent King

    back into the game, and

    the import responded by

    nailing a dagger three-

    pointer that inspired the

    Gin to a 102-96 victory.

    Jaworski and co.

surged to a 2-0 lead, but

    a dark cloud hung over

    Ginebra fans because of

the injury to King. With the hampered

    King playing just 15

    minutes, Jarencio and

    reserve Terry Saldaa

    went to work.

    Jarencio sizzled with

    seven three-pointers for

    league, having survived

    tight situations in the

    elims, in the quarters and

    in the semis.

    We need to play to

    our identity. They have

their own identity. Theylove run-and-gun and

    they draw energy from

    the crowd when they play

    that. We have to take

    away their strengths,

    Alaska Milk coach Trillo

    said.

    Theyre (the Milk) very

    organized. Theyre

    patient. By next game,

    the guys hopefully should

    already know how to

    handle them. Weve seen

    them.In 1997, the

    Milkmen were reinforced

    by former Pepsi import

    Kevin Holland, while the

    Gin brought in Chris King

    as late replacement for

    the high-flying Tyrone

    Jaworski felt that he

    needed a more complete

    player to reinforce the

    team, so while Hopkins

    was no slouch, Jaworski

    pulled the trigger on the

    import change.Their marathon duel

    with the Beermen just

    three days before the

start of the finals had Gin

    fans worried.

    Jaworski had kept

    himself on the bench all

    23 points, while Saldaa

    did a solid 26-minuterelief job, scoring 10

    points and hauling down

    12 rebounds while

    outrebounding the entire

    Alaska team in the third

    quarter.

    With 1:20 remaining

    and Alaska ahead, 86-84,

    Jarencio sank his seventh

    trey to put Gordons ahead,

    87-86, the same score when

    the buzzer sounded.

    Jarencios seven treys was

one short of the PBA record

    owned by Jaworski, which

    he established way back in

    1980.Alaska battled back to

    win the next two games,

    108-90 and 86-81,

    primarily through the

    heroics of Jojo Lastimosa.

    With pressure

    mounting, Jaworski

    summoned his players to

    give everything on Game

    Six.

    Four locals

    backstopped King with

    twin digits.

    After taking a 46-44

lead at the half, the Gin

turned the game into arout, exploded for 33

    points while limiting Alaska

    to just five.

    The Gin took a 79-49

    lead going into the fourth

    quarter, and wound up

    with the 105-79 victory.
