race. He nailed it likely his first and last in Manila as he declared his support to
Vice Mayor Isko Moreno come 2016.
It can be said that Estradas winning is his swan song before retiring from
politics in favor of Moreno.
A metaphorical phrase swan song refers to a final gesture, effort or
performance before retirement, sounds like that of Estrada who professes of

bigwigs showed signs of
surrender to the
uncontainable smuggling
in Philippine ports.
The countrys top
finance analyst, Secretary
Cesar Purisima, once
declared that it is quite
impossible to eradicate

the biggest protectors of
smugglers, from fear of
powerful people who can
order them reassigned to
less lucrative ports.
He boldly admitted
that smuggling is a
menace that is very
difficult to eradicate.
In raising white flag
of surrender on his war
against rampant
smuggling, Customs
Commission Ruffy
Biazon suggested to
President Benigno
Aquino III to abolish the
Bureau of Customs.
He admitted that
corruption is so deeply
entrenched in the
culture and system of
the agency.
Both Purisima and
Biazon expressed
negatively without
minding the possible
implementation of the
ASEAN Free Trade Area
(AFTA) that would lessen
if not putting an end to
the rampant smuggling
that is shortchanging the
government of duties and
taxes.
AFTA is a trade bloc
agreement by the

seven decades of living in
Manilas adjacent City of
San Juan, Estrada cannot
just ig nore the never
ending stories of
unemployment that ledto hunger in his
birthplace, Tondo. Likely
that in 70 years of his
absence, a way of living in
Tondo is getting more
stiffer as elected city
officials spelled promises
in the absence of deeds.

Estrada ran in Manila
mayoral race purportedly
to grab the power from
Lim whom he labeled as a
non-performing leader as
he did nothing to seize the
economic crunch that hit
hard the poor Manilenyo,
especially residents of
Tondo.His winning the
political contest is a
fulfillment of his dream,
especially when he
publicly declared that he
would serve only one
term.
Estrada was born in
Manila and he will retire
in Manila.
Im willing to give it
to my vice mayor (Isko
Moreno). He has proven
himself as a councilor and
as a vice mayor. He knows
the ins and outs of the
problems of Manila. He
came from the poor and
he has the heart of the
poor.
After he was
proclaimed by the city
board of canvassers,
Estrada declared:
Ibabalik ko ang sigla ng
Maynila (I will restore the
vitality of Manila).
Estrada won with
343,993 votes over Lim
who got 308,544. Moreno
was proclaimed winner
with 395,156 votes over
Councilor Lou Veloso
who garnered 234,256.
Estradas victory
reflects his strong mass
base and continuing
popularity despite being
ousted during hispresidency in 2001
because of accusations
that he defrauded the
Filipino people.
He was convicted of
plunder in 2007 and
sentenced to life
imprisonment, but he
was later pardoned by
then president and now
Rep. Gloria Macapagal-
Arroyo who succeeded
him in the middle of his
unfinished term.
Estrada ran but lost
in his second attempt to
bag the 2010
presidential election.
Topping the list of
priorities of Estrada is the
citys financial woes. As
per 2012 report by the
Commission on Audit,
the city government has
outstanding debts of
P3.5 billion.
Another priority for
Estrada is peace and
order. Citing his previous
experience as San Juan
from 1969 to 1986,
Estrada said crime
reduction is necessary for
economic growth.
While speaking with
reporters, Estrada
reiterated his early vow
of serving for one term
only before giving way toMoreno come 2016. He
(Moreno) has proven his
worth as vice mayor and
as councilor. Galing siya
sa mahirap at may puso
siya para sa mahihirap
(He has come from the
ranks of the poor and has
a heart for the poor).
In one televised
debate, Estrada mocked
Lim for seeking his
endorsement during his
2007 mayoralty bid. In
recent weeks, the Estrada
camp also revived the
claim that Lim is not a
natural-born Filipino
citizen.
But all is forgiven
now, according to
Estrada. Pinapatawad ko
na siya personally. Hindi
ba sabi sa Lords Prayer (I
have personally forgiven
him. Doesnt the Lords
Prayer say), Forgive our
sins as we forgive those
who sin against us? he
said. I wish him a happy
retirement, he quipped.
But he took a swipe
against the people
behind EDSA II. I have
long been vindicated.
The race between
Estrada and Lim
effectively began in May
of last year when Erap tohis newly-acquired house
in Sta. Mesa, Manila in
order to challenge Lims
hold on the city.
Lim has previously
served as its mayor from
1992 to 1998 before
regaining his old post in
2007. Prior to being the
countrys president from
1998 to 2001, Estrada
served as a mayor,
senator, and vice
president.
Lim and Estrada both
ran for the presidency in
1998. Estrada won the
race with over ten million
votes, while Lim finished
a poor fifth in a field of
eight candidates.
In January 2000,
Estrada appointed Lim as
secretary of the
Department of Interior
and Local Government.
A year later, Lim
joined 10 other members
of the Estrada cabinet in
resigning at the height of
EDSA People Power II.

elective position in the
province of Cavite.
Re-elected Governor
Jonvic Remulla and
Ayong Maliksi smoked
peace pipe with votes
registered in the final
precincts.
The political wound
might have been healed
when Maliksi conceded
defeat to Remulla.
In showing his
sincere acceptance ofdefeat to his younger
political rival, Maliksi sent
a letter to Remulla
expressing his
acceptance of the
outcome of the counting
of votes.
Maliksi stressed that
he conceded for the sake
of peace and unity in
Cavite.
The Commission on
Elections (Comelec)
Transparency Server
showed Remulla with
over 402,889 votes
compared to 352,538 for
Maliksi.
The political
campaign was tedious
and piercing in Cavite for
Maliksi accused Remulla
of limiting access into the
provincial capitol, while
Remulla accused Maliksi
of corruption when the
later served as Cavitegovernor.

history, the clans of
Maliksi and Remulla were
political allies and, most

Saquilayan battle is one
of the most controversial
local political races as the
two candidates got
tangled in a legal battle
over the 2010 poll results.

A young mother of two
kids is suffering from an
open heart valve and
rheumatic heart.
Shes just a plain
housewife in Iloilo while
her husband earns a
living as a company driver
whose monthly pay is
almost cut-by-half for her
medicines.
By their prayers, the
lowly family survives the
gigantic waves of life. And
by their prayers, the
sufferings of the young
mother was whispered to
the hearings of a
Canadian national who is
likely sent by an angel.
On February 18,
2013, the Canadian
national sent a parcel
containing medicines to
Ma. Eleanor Sombero
Galeno for the
consumption of the
young mother. It was sent
from the United States
through DHL.
Inhuman Bureau of CustomsCARLA
MAYO
Three days after, or
on February 21, 2013, a
DHL personnel informed
Ms. Galeno that the
package has arrived and
that the customs duties
to be paid was more than
Php7,000.
Knowing that the
package contains
medicines for the ailing
young mother, Ms.
Galeno immediately
agreed to pay the duties.
She was told that the
package will be shipped to
Iloilo in three to four days.
The waiting for the
delivery of the package is
very irksome from day 1,
or on February 24, 2013,
until today, but no
package was delivered to
ease if not cure the
physical illness of the
young mother.
More deadening is
the latest information
that the package is still
for clearance with the
Bureau of Customs
examiner.
For consideration ofthe bosses of the Bureau
of Customs, an unedited
open letter posted on
facebook by Ms. Galeno
reads:
A parcel was sent to
me from the U. S. on
February 18, 2013 thru
DHL.
On February 21, a
DHL personnel informed
me that the package
arrived and that the
customs duties
amounted to more than
P7,000.
I agreed to pay the
duties and that the
package will be shipped
to Iloilo in three to four
days.
It has been almost
three months and that
package is still for
clearance with the
Bureau of Customs
examiner.
I had been following
it up with the DHL
clearance department
ever since.
The package wasintended for the use of a
young and sick mother
who was diagnosed to
have an open heart valve
and rheumatic heart.
Her husband is an
ordinary company driver.
She has a two
children, a three year old
and a four month old
baby.
The package was
sent by the employer of
her husbands sister in
Canada because her
employer was touched by
the plight of the young
mother.
The package was
declared as food
supplements and beauty
products.
Initially, customs
required an FDA
requirement of License to
Operate.
I told DHL that the
contents of the package
are not for sale but
intended for the use of a
sick lady.
I even executed an
affidavit stating that the
food supplements were
for the use of the young
mother who is sick.
As of last week, DHL
relayed to me that the
initial amount of duties
was almost P18,000.
After the examiner
had my affidavit, I hoped
it will be reduced.
I had been
expecting the amount of
duties but up to now it is
still under review with
the examiner of the
Bureau of Customs.
When will they act
on this matter?
It will almost three
months.

What is CLAA?CLAA is a familiar
acronym for all
prospective parents.
It stands for Cer-
tificate declaring a
Child Legally
Available for
Adoption. It is a
certification process
that establishes a
status of a child as
legally available for
adoption, and issued
thru its Regional
Offices by Depart-
ment of Social
Welfare and Deve-
lopment sign by no
less than the
Secretary. Issuance
of a CLAA is a prelude
for filing a petition
for adoption of those
a b a n d o n e d ,
surrendered andneglected child.
Under the new
law which is RA 9523,
CLAA is prerequisite
for initiation of
a d o p t i o n
proceedings. This
certification is a
requirement that
adopters must
complied with to
commence an
adoption case. It
mandates that
Secretary of DSWD to
process and issued
CLAA to prospective
parents.
With the pro-
mulgation of RA
9523, it virtually
amends some of the
salient features
under RA 8552 or
otherwise known as
Domestic Adoption
Law of 1998 which
imposes a judicial
process for decla-
ration of a child
legally available for
adoption in all cases.
Thus, prior to the
effectivity of RA 9523it is mandatory to
secure first a judicial
fiat for declaration of
child legally available
for adoption before a
proper judicial
proceeding for
adoption may be
had. This makes the
entire proceeding of
CLAA completely an
administrative in
nature as it falls
within the
jurisd iction of the
DSWD and it needsthe imprimatur of
the Secretary of
DSWD.
In a way RA 9523
is a corrective
measure that
addresses and
corrects the in-
adequacies of
previous laws on
adoption such RA
8043 or the Inter-
Country Adoption
Law, and RA 8552 or
otherwise known as
Adoption Act 1995.
First, the intention of
the law is to provide
the most expeditious
way for adoption
cases to proceed so to
encourage would be
parents to adopt
legally and not to
resort non-formal
adoption; Second, to
shield away the childfrom stress and
psychological effects
that might be
associated with the
processes of adoption.
The recent law
provides an
a d m i n i s t r a t i v e
procedure for the
child to be legally
available for
adoption by filing a
petition in a form of
an affidavit,
subscribed and
sworn to before anyperson authorized by
law to administer
oaths. Lawyers are
not necessary
needed to file this
petition before
regional office of the
DSWD where the
child was found
a b a n d o n e d ,
neglected or
surrendered.
Another flexible
feature of CLAA law is
that the said petition
may be filed by the
following persons:
1. Any head or
executive director of a
license or accredited
child-caring or child-
placing agency or
institution managed
by the government,
local government unit,
non-governmental
organization;2. A ny Soci al
Welfare Develop-
ment Officer (SWDO)
who has actual
custody of the minor;
3. T he ag ency
or institution with
the consent of the
child custodian;
The aforesaid
recent law on
adoption does not
only provide greater
latitude as to people
or person who may
actually file Petitionfor CLAA but requires
only a considerable
number of
documents for
support the petition
such as:
1. Socia l Case
Study Report;
2. P roof that
effort was exerted to
locate the parent or
any relatives of the
child;
3. W r i t t e n
Certification from
local or national
radio or television
station that the case
was aired on three
different occasions;
4. Publication in
one (1) newspaper of
general circulation;
5. Police Report
or Barangay Certi-
fication that the child
was found, neg-lected;
6. R e t u r n e d
Registered Mail of
the last known
address of the
parents of the child;
7. B i r t h
Certificate of the
child; and
8. Photograph
of the child at
present and at the
time he/she was
a b a n d o n e d ,
neglected.
Furthermore, inkeeping with goal
of expediting the
process of adoption
and making it less
expensive, the time
or total duration
involved on the
Petition for CLAA
was considerably
reduced. We still
recall the
dispensation when
the Court had to
issue two (2)
decrease, the order
declaring the child
legaly available for
adoption and the
final degree of
adoption.
Thus, it shall
only take a little less
than two (2)
months for the
whole petition to
be completed.
After this, theDSWD shall issue
C e r t i f i c a t e
declaring the Child
Legally Ready for
Adoption. Then,
prospective parents
shall now proceed
for the Adoption
Case Proper.

The AFTA agreement
was signed on January28, 1992 in Singapore.
When it was
originally signed, ASEAN
had six members,
namely, Brunei,
Indonesia, Malaysia,
Philippines, Singapore
and Thailand. In 1995,
Vietnam joined AFTA,
and Laos and Myanmar in
1997 and Cambodia in
1999.
The primary goals of
AFTA seek to Increase
ASEANs competitive
edge as a productionbase in the world market
through the elimination,
within ASEAN, of tariffs
and non-tariff barriers,
and to attract more
foreign direct investment
to ASEAN.
It was also claimed
that the primary
mechanism for achieving
such goals is the Common
Effective Preferential
Tariff scheme (CEPT),
which established a
phased schedule in 1992with the goal to increase
the regions competitive
advantage as a
production base geared
for the world market.
The CEPT only applies
to goods originating
within ASEAN.
The implementation
of AFTA could possibly
stop smuggling because a
free-trade area is a trade
bloc whose member
countries have signed a
free-trade agreement
(FTA), which eliminatestariffs, import quotas, and
preferences on most (if
not all) goods.
Now, there can never
be smuggling if
importations are free
from tariffs and import
quotas, and smugglers
are to abandone their
illicit operations as
money is no longer a
consideration for the
release of imported
goods.
Because there is notrade tariffs or import
quotas, there will be no
delays as goods pass from
one part of the country to
another, and there are
usually no differences of
taxation and regulation.
However, the after

Philippines signed the
AFTA, economic think
tank Josef Yap insisted

ready to join the ASEAN
Economic Community

because the policemen
were in the middle of
their own dreams.
She narrated that
one policeman has
alighted from the mobile
car a minute later but his
concern was only unto his
colleague who was then
was sleeping at the top of
the steering wheel.

policeman felt sound,
outside the mobile car.she narrated, and
she has seen the police
quick awake.
The police
thereafter, as she
recounted, had brought
them to Police Station 4,
Novaliches Quezon City.
She tearfully
narrated that no action
were taken but only
question and answer
about the incident that
transpired that night and
the subsequent blotter
report had only made.

victims who are all
workings and the night
are the only get-away
from work and traveling
time that ordinary

THE story of Lee Jong
Woo, 69, is a story that
would shake many to
their veins.
It is because his
name that was written
on a mail that contains
a prohibited substance
sent him to prison, to
condemnation.
Lee Jong Woo is a
South Korean national
living a peaceful life in
Angeles City,Pampanga.
On December 12,
2012, a folder in the
name of Lee Jong Woo
was sent via Federal
Express air mail from
Angeles City to Seoul,
South Korea.
U nfo rtunate l y ,
that folder was seized
by Customsauthorities at the
Incheon International
Airport in Seoul, South
Korea as it was
discovered to contain
illegal drugs, 1.3
grams of shabu.
Because the
name of Lee Jong Woo
was printed on the
face of the folder, it
was concluded that he
intended to transport
the prohibited
substance.With that
conclusion, Lee was
charged in absentia
with drug smuggling.
Lee has no
knowledge of the
charges leveled
against him until his
arrest by agents of the
Bureau of
immigration on May 2,2013.
On that fateful day,
while Lee was taking a
rest, Immigration
agents in civilian
clothes entered into his
rented apartment at
New York Villas in
Angeles City,
Pampanga.
The agents asked
him whether he is Lee
Jong Woo. Upon his
confirmation, a
warrant issued byI m m i g r a t i o n
Commissioner Ricardo
David, Jr. was shown to
him.
At that instance, he
was told that he has a
pending case of drug
smuggling in Seoul,
South Korea. This
information caught
him by surprise as he
knew not of any case,
especially drugsmuggling, filed
against him.
At first, Lee
resisted knowing
pretty well his rights
against false
accusations. But his
strength was not
enough to subdue
the concerted efforts
of the operatives of
the bureaus fugitive
search unit (FSU)
Lee is now
detained at the BI jailin Bicutan, Taguig
City, where he is
waiting deportation.
As clearly
explained by BI
intelligence chief
Atty. Ma. Antonette
Mangrobang, the
operation against Lee
was launched after a
warrant was signed by
David pursuant to a
summary deportationorder issued against
the Korean last April
11, 2013 by the
Bureau of
Immigration board of
commissioners.
The deportation
of Lee was sought by
the South Korean
Embassy in Manila
which informed the BI
that the fugitive is
wanted by
prosecutors in Seoul
for drug smuggling.The case
stemmed from
alleged Lees attempt
to bring into Korea via
Federal Express air
mail some 1.3 grams
of methamphetamine
hydrochloride or
shabu on Dec. 12 last
year.
Lee had been
overstaying since he
arrived on June 1, 2007and there is no record
he ever extended his
stay.
During the
operation, the Bureau
of Immigration agents
also arrested another
Korean national who
had been overstaying
since 2011.
Lim Joung Sup will
also be deported for
violating the conditions
of his stay as a tourist.
Lee and Lim wereplaced in the
immigration blacklist
of undesirable aliens
and banned from re-
entering the country.

win the next two games,
108-90 and 86-81,
primarily through the
heroics of Jojo Lastimosa.
With pressure
mounting, Jaworski
summoned his players to
give everything on Game
Six.
Four locals
backstopped King with
twin digits.
After taking a 46-44
lead at the half, the Gin
turned the game into arout, exploded for 33
points while limiting Alaska
to just five.
The Gin took a 79-49
lead going into the fourth
quarter, and wound up
with the 105-79 victory.
