前言Preface

2013 年，是孔子学院发展史上

重要的一年。在各国孔子学院的支

持下，总部发布了《孔子学院发展

规划（2012-2020）》，各国孔子学

院制定了各自未来发展计划，确立

了新的发展目标。中外双方精诚合

作，锐意创新，孔子学院合作内涵

不断深化，办学质量不断提高，影

响力不断扩大，通过促进语言和文

化交流，努力搭建起联接中国与世

界人民的“心灵高铁”。

孔子学院世界大家庭不断发展

壮大，生机盎然。截至年底，已在

120 个国家和地区建立 440 所孔子学

院和 646 个孔子课堂。共有专兼职

教职员工 28670 人，注册学员 85 万

人。开办各类汉语教学班约 4 万班

次，举办各类文化活动 2 万多场，

参加人数 920 多万人。

孔子学院总部继续开拓进取，

加大对各国孔子学院的支持力度。

增设项目，开辟渠道，着力加强本

土师资培养，支持外国高校建立汉

语师范专业，资助设立骨干教师岗

位，优选来华留学生回国任教；加

强教材标准建设，修订《国际汉语

教学通用课程大纲》，开发《国际

汉语教材编写指南》，推进数字化

建设，上线运行孔子学院数字图书

馆、孔子学院教学案例库、信息库，

开发出版考教结合标准教材《HSK

标准教程》；提升办学层次，加强

学术研究，“孔子新汉学计划”招

收 30 个国家 70 名青年来华攻读人

文社会科学博士学位，开创中外联

合培养人文交流高端人才新模式；

加强对孔子学院支撑服务能力建设，

探索在美国、拉美设立孔子学院地

区中心，促进信息交流和资源共享；

加速建立全球汉语考试服务体系，

推动考试市场化运作，900 多个汉语

水平考试（HSK）考点覆盖107国。

一分耕耘，一分收获。孔子学

院事业的每一分进步，都是各国孔

子学院同仁们付出的辛劳和智慧的

结晶，也离不开各国政府和有识之

士的大力支持。在此，我谨代表孔

子学院总部 / 国家汉办，向所有为

年度报告Annual Report

概况Overview

首届美国孔子学院联席会议在西肯塔基大学召开。The 1st Joint Meeting of United States Confucius Institutes was held at the Western Kentucky University.

孔子学院总部发布并实施《孔

子学院发展规划（2012-2020

年）》，明确孔子学院发展的总

体目标和重点任务。计划到 2015

年全球孔子学院达到 500 所，中

小学孔子课堂 1000 个，学员人数

150 万人。各国孔子学院制定各

自未来发展规划。265 所孔子学

院所在大学将汉语教学纳入本校

学分课程。各常务理事单位、国

内各省厅、高校提交各自贯彻落

实的措施和方案。

孔子学院办学规模不断扩大，

办学质量日益提高。截至 2013 年

底，已在 120 个国家和地区建立

了 440 所孔子学院和 646 个孔子

课堂。其中，孔子学院在亚洲 32

国 ( 地区 )93 所，非洲 27 国 37

所，欧洲 37 国 149 所，美洲 16

国 144 所，大洋洲 3 国 17 所；孔

子课堂在亚洲 13 国 50 个，非洲

8 国 10 个，欧洲 19 国 153 个，

美洲 6 国 384 个，大洋洲 2 国 49

个。全年新建孔子学院 40 所，新

建孔子课堂 111 个。全球孔子学

院（课堂）开办各类汉语教学班

约 4 万班次，注册学员 85 万人，

比去年增长 30%。

增加办学投入，深化中外合

作。2013 年全球孔子学院支出总

计 5.69 亿美元，比 2012 年增加

43.7%。其中，外方现金支出、

人员经费及教学场地、水电消耗

等各项支出为 2.91 亿美元；中方

支出 2.78 亿美元，主要用于派出

中方人员的工资和各国孔子学院

开展文化交流活动。中外方投入

比例大致保持 1:1。目前共有专

兼职教职员工 28670 人，比 2012

年增加 43%。其中，中方人员占

30%。各国本土教师数量继续有

较大增长。

促进孔子学院之间的信息交

流和资源共享，加强沟通与合作，

组织召开了欧洲、亚洲、拉丁美洲、

大洋洲及美国等 6 个地区孔子学

院联席会议；在美国设立孔子学

院区域服务中心，以进一步改进

完善总部对美国孔子学院的服务。

继续开展孔子学院评估督导，

组织国内外专家团队对 28 个国家

100 多所孔子学院开展现场评估；

启动示范孔子学院建设，首批在

12 国建立 14 个示范孔子学院。加

强院长培训，选拔、培训中方院长

148 名；在华组织 4 期外方院长研

修班，来自 71 个国家（地区）的

181 名外方院长参加研修。

积极开展文化交流活动，举办

各类文化活动 2 万多场，参加人数

加强对汉语教师和志愿者赴外

培训的针对性，扩大中方教师、志

愿者和各国本土师资选派和培训规

模。向139国派出专职院长、教师、

志愿者 1.44 万人，较 2012年增加

3400人。其中，培训派出院长教师

5800 人，较 2012 年增加 45%。向

95 个国家派出志愿者 5660 人，比

2012 年增长 39%，支持各省、区、

市教育厅（委）和高校培训派出志

愿者 2940 人。加强汉语教师、志愿

者管理，颁布《汉语教师志愿者管

理规定》、《汉语教师海外志愿者

工作管理办法》、《汉语教师志愿

汉语考试和奖学金Chinese Tests and Scholarships

加快汉语考试服务体系建

设，考试规模不断扩大。考生数量

再创新高，各类汉语考试考生达 502

万人，比 2012年增长 43%。其中，

参加 HSK、HSKK、BCT、YCT

等考试的考生达 37.2 万人，比 2012

年增长 17%。全球考点从 2012年的

101 国（地区）640 个发展到 104国

（地区）837 个，增长 31%。网络和

计算机考试发展到美、加、韩、日、英、

法、荷、意、印尼、新加坡、西班牙、

哥伦比亚、马来西亚、泰国和中国

等 15国 233 个考点。

334所孔子学院（课堂）正式

开始举办汉语考试，比 2012 年的

287 所增长了 16%。

汉语考试信息化建设不断加强。

已初步形成从组卷、报名、缴费、

考务管理、在线模拟，到考试实施、

远程阅卷评分的考试全程网络化运

营模式。汉语考试服务网（www.

chinesetest.cn）日均点击率达 4700

多人次。

汉语考试影响力不断提升。除

在中国被作为外国人入学、就业的

汉语水平证明外，HSK、HSKK、

YCT 和 BCT 也已被韩国、日本、

新加坡、马来西亚、印度尼西亚、

泰国、澳大利亚、加拿大、爱尔兰

等国政府、教育机构和企业作为汉

语教学和人员选聘的标准。

支持孔子学院建设，着力培养

外国本土汉语教师，奖学金招生规

模进一步扩大，培养质量和效益不

断提高。

全年在华学习各类奖学金生规

模达 6929 名。招收来自 117个国家

的新生 4140人，其中汉语国际教育

专业学位硕士生 841 人。在 2967 名

毕（结）业奖学金生中，有 376 名

奖学金生毕业后回国从事汉语教学。

主动适应孔子学院需求，为汉语

教学薄弱的拉美和非洲国家新设“一

学年＋汉语国际教育专业硕士”项目，

招收 115名汉语国际教育专业硕士。
