Dale Dunlap, P.E., possesses over 20 years of experience in transportation design, land development, and other civil engineering disciplines. He has held project management responsibilities for design of new state highways, local streets, and associated bridge structures, as well as grading and drainage. Tom Wagner has 20 years of experience working in the fields of land surveying, civil and traffic engineering, and accident

investigation. He has performed land development surveying tasks that include topographic surveys for design and

construction; layout staking for buildings, pipelines, and roadways; pad certifications; lot corner staking; property

boundary surveys; grade staking; lot subdivisions and merges; ALTA Surveys; and other land surveyor duties. In addition to

hundreds of land surveying projects, Mr. Wagner has investigat-ed more than 2,000 traffic accident sites and is an expert in the

identification and preservation of evidence from vehicle and pedestrian collisions. Mr. Wagner is skilled in determining the limits of available sight distance in accordance with standards

Projects included the redesign of pedestrian walkways and parking lot

areas on the Cal-Poly campus for ADA compliance. Our assignment

was to prepare PS&Es for several projects that are part of an ongoing

effort by Cal-Poly to improve campus accessibility for disabled students, faculty, and visitors. The services provided included topographic

surveys; ADA evaluations of existing features; design plans for ADA

compliant walkways, ramps, parking lots, and other features; quantity calculations and estimates; and

demolition plans.

The project involved an on-call contract with the City of San Bernardino to provide traffic engineering services. Our responsibilities included working closely with the city engineer, city traffic engineer, and other city staff as required for engineering projects. The City of San Bernardino has called upon us to provide signal design services, traffic impact studies, and circulation plans at various locations throughout the City

On-Call Traffic Engineering Contract, San Bernardino, CA

The project was to prepare designs to accommodate the signal modification,

delineation and signing, for street improvements and upgrades to the

intersection of Mount Vernon Avenue at Fifth Street (S.R. 66) in the City of San

Bernardino. This project was contracted by the San Bernardino Redevelopment

Corporation in conjunction with the San Bernardino Public Works Department.

The project included signal modification plans for upgrading the existing signal to a full 8-phase operation. Improvements to the northwest curb return were also

designed that would accommodate existing drainage features while increas-

ing the curb return radius for turning trucks. ADA ramps were also designed and/or upgraded as part of this project.

Yum Yum Restaurant, 541 N D St, San Bernardino, CA

The contract provided engineering and surveying services for a $200,000

renovation of the Yum Yum Restaurant in San Bernardino. The

renovation was undertaken in 2011 in order to bring the 60-year old

structure into compliance with current Americans with Disability Act (ADA)

requirements for public buildings. Our office designed ADA

improvements to the interior of the restaurant that included access ramps,

service counters and booths, employee areas, and bathrooms. Exterior improvements included

ADA-compliant walkways, ramps, signage, and parking lots.

San Bernardino County Assessment District 91-1 (Sugarloaf), San Bernardino County, CA

We were retained to conduct a comprehensive evaluation of the traffic conditions in the Sugarloaf area and provided proactive measures to mitigate the potential for serious traffic accidents in a large residential subdivision. The study evaluated 73 intersections on 23 newly paved roadways in the assessment district, which had previously been unimproved. Our efforts included field evaluations of each intersection and roadway for available sight-distance, traffic levels, prevailing speeds, signage and other important traffic engineering considerations. The assignment was to provide recommendations for right-of-way controls, signage, speed zoning, and intersection visibility. Our office also developed implementation priorities for the recommendations to help district officials prioritize funding of the improvements.

This project was uniquely developed through cooperation between the private corporation developing the property and the City of Fontana. We were contracted to provide the design and survey support for the development prior

to subdivision. The scope of work for this extensive project included the following:

Accident ReconstructionThe ACTAR accredited experts at EES have provided accident reconstruction services to clients from Florida to Hawaii. We can reconstruct all types of accidents involving every kind of ground transportation vehicle. Our staff has reconstructed thousands of accidents involving passenger cars, bicycles, commercial trucks, golf carts, SUV’s, pickups, construction equipment, off-road vehicles, light rail, pedestrians, and others. We develop computer generated animations that show the circumstances that led to an accident, and/or present hypothetical scenarios showing how a crash might have been avoided. Our reconstructions are based upon the principles of physics and rely upon investigations that are conducted by our trained and experienced survey-ing staff. we have inspected and evaluated all types of vehicles for damge profiles, design defects, and potential maintenance issues. Our experts have conducted their our crash test studies and black box evaluations, which we can use to support opinions regarding collision dynamics.
