With good mood, suitable amount of exercise, always in the sun, variety of foods,

The monthly meeting of TANSEA PWD, Trichy Branch was conducted in the meeting hall of "HOTEL AJANTA", Trichy on 31.07.2016 Sunday @ 10AM with "Tamil Thaai Vazhthu".
Fourty five members along with family attended the meeting. The meeting was presided over by Er.M.P.Durairaj, President of this branch.
Er.P.Vembadi, Secretary welcomed the gathering and the chief guest.
Er.S.Rajasekaran, Joint secretary introduced the Chief Guest Dr.S.SKANDA,MS PLASTIC SURGION ,TRICHY.
The Chief Guest in his guesture explained about the A BIRDS VIEW & PLASTIC SURGERY and also explained various kinds ofsurgery
including plastic surgery with powerpoint .All the doctors and pacients will contact the plastic surgery doctor in the last.We will cure the pacient at any cost.
The meeting was hosted by Er.K.Sundararajan, Former Spl.CE.,PWD, and Er.R.Sekar, Former SE,PWD.

Two minutes silence were absorbed for Mrs.Rathinathammal age 92 yrs , who died on 14.8.16 at 6.30 AM (Mother of S.Appavuraj Executive member of the Trichy Branch). All are prayed for
her soul rest in peace.

GW Recharge Scheme by TANSEA Presented to Government
Based on the appointment given to TANSEA by the GOTN – TNPWD, TANSEA office
bearers Er.K.Natarajan (VP), Er.A.Veerappan (SS), Er.M. Moorthy (JS) and
Er.N.Kailsapathy (RE / Guest House) met the Principal Secretary PWD
(Thiru.S.K.Prabhakar) at the PWD Secretariat in the presence Er.K.V.Rajan (Spl.Secy
PWD), Er.Khaleel Ahamed E-in-C WRO, Er.S.Thinakaran, CE, PF WRO and
Er.A.Venkatachalam CE(i/c), WRO, Coimbatore Region on 29-09-2016 between
12.15 to 1.15PM
We presented our cost effective most efficient proposal of the Scheme without any
land acquisition and transporting bulk water by the closed RC pipes via MDR / State
Highways at an estimated cost of Rs. 950 Crores against the PWD proposal of open
canal at a cost of Rs. 3523 Crores (2014-15 rates –which may increase to Rs. 5000/-
Crores during execution)
We also clarified the queries raised by the Secretary to Government PWD and other
CEs present ; and also assured our voluntary technical guidance to the WRO, PWD
Engineers at all times.
It is really a positive response from the GOTN for our modified proposals. Let us wait
for further action by the PWD, GOTN in this regard.

Sub: Implementation of Government's decisions on the recommendations of
the Seventh Central Pay Commission - Revision of pension of pre-2016
pensioners / family pensioners etc.
These orders shall apply to all pensioners/family pensioners who were drawing
pension/family pension before 1.1.2016 under the Central Civil Services (Pension)
Rules, 1972, Central Civil Services (Extraordinary Pension) Rules
4.1 For existing pensioners, who have retired before 01.01.2016, the revised
pension/family pension with effect from 01.01.2016 shall be determined by
multiplying the pension/family pension, as had been fixed at the time of
implementation of 6th Central Pay Commission (CPC) recommendations, by 2.57.
The amount of revised pension/family pension so arrived at shall be rounded off to
next higher rupee.
Illustration: Case I
Pensioner 'A' retired at last pay drawn of Rs. 79,000 on 31st May, 2015 under the
6th CPC regime in the scale of Rs. 67000-79000:
Case II : Pensioner 'B' retired at last pay drawn of Rs. 4,000 on 31st January, 1989
under the 4th CPC regime in the pay scale of Rs. 3000-100-3500-125-4500:
4.2 For this· purpose, the existing pension/family pension will be the basic
pension/family pension only without the element of additional pension available to
the old pensioners/family pensioners of the age of 80 years and above. The
additional pension/family pension payable to the old pensioners/family pensioners
will be worked out in accordance with para 4.5 of this O.M.

The quantum of pension/family pension available to the old pensioners/ family
pensioners shall continue to be as follows:-

(b) FAMILY PENSION
All Pension Disbursing Authorities including Public Sector Banks handling
disbursement of pension to the Central Government pensioners are hereby
authorised to pay pension/family pension to existing pensioners/family pensioners at
the revised rates in terms of para 4.1 and 5 above without any further authorisation
from the concerned Accounts Officers/Head of Office etc. Wherever the age of
pensioner/ family pensioner is available on the pension payment order, the additional
pension/ family pension in terms of para 4.4. above may also be paid by the pension
disbursing authorities immediately without any further authorisation from the
concerned Account Officer/ Head of Office, etc. A suitable entry regarding the revised
pension shall be recorded by the pension Disbursing Authorities in both halves of the
Pension Payment Order.
10. The pension/family pension as worked out in accordance with provisions of Para
4.1. and 5 above shall be treated as 'Basic Pension' with effect from 01.01.2016. The
revised pension/family pension includes dearness relief sanctioned from 1.1.2016
and shall qualify for grant of Dearness Relief sanctioned thereafter.
13. It is considered desirable that the benefit of these orders should reach the
pensioners as expeditiously as possible. To achieve this objective it is desired that all
Pension Disbursing Authorities should ensure that the revised pension and the
arrears due to the pensioners in terms of para 4.1. and para 5 above is paid to the
pensioners or credited to their account by 31st August, 2016 or before positively.

1. At the outset, I extend my best compliments to Er.K.Manuraj,

Training Institute (IMTI), Tiruchirapalli for his brilliant initiative in bringing out a
compendium titled ‘Projects for Irrigation Development in Tamil Nadu’. The IMTI
has rightly entrusted this task of compilation to a committee of three
distinguished retired water resource engineers, Er.A.Veerappan, Er.N.Kilasapathy
and Er.M.Moorthy. My sincere compliments to them too. In his introductory
remarks Er.K.Manuraj made the intention clear that the compendium is proposed
to help the future Engineering Community. If I am to add, this compendium will
also empower the farming community and the commoner as well with valuable
information on water resource development.
2. I am thankful to everyone concerned for choosing me to write a ‘Foreward’ to
this compendium. Please believe me that so much was the interest and pleasure,
I ended up enjoying in reading almost every sentence of the contributions on
various subjects relevant to Tamil Nadu’s irrigation projects. May be, this is
more due to my past association with the Public Works Department. It is
however, a mix of pleasure for the department having accomplished so much
and concern that much more is needed to be done to reach a sustainable
irrigation development system in the State.
3. The compendium carries the major aspects of ‘water resource’ in terms of its
development, usage and conservation. Just to appreciate the content in it’s
perspective, let me touch upon the main highlights;
Er.C.S.Kuppuraj, who unfortunately is not with us today was a legend. He
brought out in his presentation that the country is at enormous loss for not
taking up the interstate river linking with required sense of urgency and
seriousness. He is perfectly right in conveying his anguish as more the delay in
seeing through the inter- state river connectivity more the probability of losing
this project for ever.
Er.A.Veerapan, a distinguished personality who remains a role model to his
junior colleagues made his point loud and clear that we do have adequate water
resources which need to be harnessed through appropriate development projects
with commitment and dedication. It is true that the need of the day is well
planned execution of projects with greater conviction than ever.
Er.K.Ramalingam on a past occasion brought out a brilliant compendium titled
“Tamil Nadu PWD – Past & Present” in 2011. He has in his paper elaborated on

improving irrigation in Cauvery delta. He touches upon the relevant aspects as a
plan of action for Cauvery delta and it’s irrigation system.
Er.R.Paranthaman and Er.V.Balusamy in their paper supplemented various
measures needed for Cauvery delta irrigation system.
Er.N.Natarajan made a passionate presentation supported by enormous data
highlighting the importance of tank source of irrigation and the systems to be
put in place for its optimal use. There cannot be a second opinion in this matter
as we should rebuild the tank infrastructure which is undoubtedly a reliable
source for irrigation and ground water recharge.
Er.Gomathinayagam’s vivid presentation, one can see how the traditional
sources of irrigation were harnessed and maintained. The currently much talked
about ‘rain harvesting’ had the roots way back to chola’s dynasty.
The contributions that followed from the authors Er.S.M.Rathinavel,
Er.S.N.Kallapiran are of no less significance as these focused on design details of
water bodies like tanks, ponds, check dams, etc., and the emerging technology
development and it’s application for sophisticated water management practices.
Er.A.Veerapan in yet another presentation deals with the wastage of flood flows
into the sea. This has a reference to the details of Technical Expert Committee
constituted in the year 2000 under the Chairmanship of
Thiru.T.S.Vijayaraghavan, I.A.S with the key members being Er.C.S.Kuppuraj,
Er.Mohan Krishnan and Er.A.Veerappan.
- In another article Er.A.Veerappan detailed about the need to deepen the tanks
and ponds for water storage enhancement, groundwater retention,
environmental sustenance etc,. This paper includes a synopsis of various
projects implemented at different stages over the years in Tamil Nadu and also
current practices adopted in some neighbouring States.
- Er.N.Natarajan in his paper focused on linking of rivers within the State of Tamil
Nadu. This provides an interesting reading as it is vital for Tamil Nadu. The
details given will be of great importance to all engineers particularly new
entrants of Water Resources Department.
- Er.V.Muthaiah in his article confined his coverage to flood menace in
Tiruchirapalli town and its suburbs and the relief measures taken and to be
taken.
- Er.V.Balusamy in his contribution explained his views to improve the
maintenance efficiency in Cauvery delta irrigation system.
- Er.R.Paranthaman’s article is quite fascinating that he chose to do his doctoral
research on a subject of historical importance. His final research finding is to
confirm the fact that kallanai was constructed by Karikalan for which he cited
several instances of circumstantial evidence that includes the construction of
dam across Godavari river.

- Er.K.Nagarajan in his article provided adequate data and information which can
be considered to be valuable for the engineers of water departments and the
water users as well.
- Er.A.Balasubramanian in his contribution provides an insight in cleaning the
Coovum river and its technical details. This includes temple tanks and
community ponds which form a wide network for water storage and retention of
ground water in and around Chennai Metropolitan Area.
4. I am aware that my reference to each of the contributions is disproportionately
brief as I wanted the ‘Foreward’ to be reasonably short. I sincerely convey my
appreciation to all those who contributed for this invaluable compendium.
5. Conclusion
This is eminently a compendium of enlightened contributions on ‘Irrigation
Development Projects in Tamil Nadu’ brought out by the IMTI with the support of
distinguished engineers of Public Works Department. Any compendium of this
nature will go a long way to help all, particularly the beginners in the department
besides stake holders. The most valuable resource today is water and it’s
development and use are undoubtedly crucial for sustainable prosperity world
over.In the context of water stressed Tamil Nadu, there are two areas which
need to be focused on.
Firstly, the inter- linking of Indian rivers which was proposed way back in 1972
by Central Government still remains a dream for various reasons, mainly due to
self- Centered politics in some of the water surplus states and lack of a strong
resolve with Central Government. There appears to be a ray of hope now that
Central Government is preparing itself for going forward with the river-links that
have no objections among the states concerned. Eventhough, such a strategy is
welcome, the imminent benefits from such links will only be very much limited.
The Central Government should therefore go back to drawing board and
restrategise the project representation by carrying all the States involved in this
massive project. While doing this, the Central Government should push the
States with liberal funding for intra-state river and canal linking. On the part of
Tamil Nadu, the utmost need is to follow both the project streams up.
Secondly, the irrigation network of tanks, ponds and streams in Tamil Nadu
should be fully restored to its optimal capacity for obtaining direct and indirect
benefits of water storage, ground water recharge, flood prevention and
ecological balance. It is heartening to know that Tamil Nadu Government in its
annual budget presented on 21.07.2016 announced embarking on a mission for
water resource management to restore water bodies and to revive the age-old
‘Kudimaramath’ through user communities. Hopefully this will put an end to
misuse and disuse of water bodies so that the tanks and ponds network will
serve to its optimal potential.
I sincerely wish that this compendium and the compendia to be brought forth in
future by the IMTI will serve the water engineers, water users and all other stake
holders for overall prosperity of the State.
