Introduction to the City Shibata City is located in the northern Echigo

Plain, near Niigata City. It flourished as a castle town in the Edo Period and still has many cultural heritages such as Shibata Castle and Ashigarunagaya.

Shibata’s many charms include the history and culture of the castle town, nationally famous Tsukioka Hot Spring and abundant nature from the mountains to the sea. ●Area: 532.82 Km

Support for Foreign Residents 2. 在住外国人支援事業 of Shibata

○Ayame News As a service to foreign residents of Shibata, the

city produces a free monthly newsletter, “Ayame News.” The paper is available in English and easy Japanese and Chinese, and is delivered for free to anyone who wishes to receive it.

The contents are taken from “Koho Shibata” and cover daily life, upcoming events, and other important information for Shibata residents.

○Shibata Japanese Class The Shibata Japanese Class is taught by

Japanese volunteers and is open to anyone who wishes to study Japanese communication. Aside from studying, there is also a time to just relax, drink tea and chat.

The emergency telephone numbers are 119 and 110. These numbers can be dialed 24 hours a day throughout Japan. When using a public phone to dial these numbers, pick up the receiver and firmly push the red button on the front of the phone before dialing 119 or 110.

○In the Case of a Fire If there is a fire, shout ”Kaji da!” to let your

neighbors know about it. After getting your safety, call 119 and let the dispatcher know what is burning.

* In case you call 119 with your cell phone from the area of border lines around the city, the town or the village, you may be unable to contact with the fire defenses headquarters. In that case, you may call the name of the city, the town or the village as far as you know because your call will be forwarded to the fire defense headquarters of your district.

○In the Case of Medical Emergency After dialing 119, please inform the dispatcher

whether the emergency involves an illness or an injury, as the hospital to which the ambulance goes will differ according to the nature of the problem.

○ In the Case of Theft, Crime or Traffic

Accident Please call 110 or the Shibata Police

Department (0254-23-0110), or go to the nearest Koban (police substation). Report what happened, where, your name, and your telephone number.

When calling 110 with your cell phone, notify the police of some highlighted things around you to report your position.

(1) Fires 〔3 Rules of Fire Extinguishing 〕

① Alert Others Immediately

You should let anyone know by shouting “Kaji da!” (Fire!) in a loud voice to call for help to the people nearby. You should call 119 even for small fires.

② Extinguish Fire Immediately

There is a 3 minute limit where you can extinguish fire. You should not think trying to put out the fire only by water or fire extinguisher, try something such as covering the fire with wet sheets or blankets.

③ Escape Immediately

If the fire spread to the ceiling, give up on extinguishing it and escape immediately.

〔Fire Extinguishing Tips 〕

・Burning Oil in a Pan

Do not douse with water suddenly (fire will grow dangerously). Cover with a wet towel or cloth from the front to cut off the fire’s air supply.

・Curtains, Sliding Doors, Paper Screen Doors

Tear down or remove to prevent flames from reaching the ceiling.

*When there is no fire extinguisher available...

Douse with nearby soup or water from a pot, flower vase, etc. (do not douse with oil). Cover with blankets or cushions to cut off air supply, then douse with water.

*Installation of a fire alarm for house is required from June 1, 2011.

〔Measures during Escape〕

・Shout “Kaji da!” (“Fire!”) to alert those nearby

people.

・To avoid inhaling smoke while escaping, cover nose

and mouth with a handkerchief and stay as low to the ground as possible.

・Alert bystanders if someone falls behind.

⑴火災

〔消火の３原則〕

①早く知らせる

「火事だ」と大声を出し、となり近所に助けを求

めましょう。小さい火でも１１９番に通報しましょ

う。

②早く消火する

出火から３分以内が消火の出来る限界です。水や

消火器だけで消そうと思わず、濡らしたシーツ、毛

布で火をおおうなど近くにあるものを活用しましょ

う。 ③早く逃げる

天井に火が燃え移ったら消火をあきらめ、いさぎ

よく逃げてください。

〔消火のコツ〕 ・油が入っている鍋

いきなり水をかけない。（火が大きくなって危険）

大きめの濡らしたタオル、フキンを手前から覆い、

空気を遮って消火しましょう。

・カーテン、ふすま、障子

火が天井に燃え移るのを防ぐため、引きちぎった

りして消火しましょう。

※消火器がないとき

身近にある鍋の汁、ポットや花瓶の水をかけまし

ょう。（油の入っている鍋以外）毛布、座布団をかけ

て空気を遮り、水をかけましょう。

※住宅用火災警報器の設置は、平成 23年(2011)６月

1日から義務化されています。

〔避難するときのポイント〕 ・大声で「火事だ」と周りに伝えてください。

・煙の中を逃げるときは、煙を吸わないように、ハ

ンカチで口や鼻を覆い、できるだけ姿勢を低くし

て逃げてください。

・逃げ遅れた人がいるときは、周りの人に知らせて

ください。

(2) Windstorms and Floods

Typhoons Typhoons occur often in summer and autumn,

bringing violent winds, heavy rains, and high tides. Pay attention to TV and radio typhoon information.

〔Outdoor Precautions〕 It is dangerous to go outside when a typhoon is

approaching.

・Secure or bring in things that may be blown away

by wind, such as planters and laundry poles.

・Make sure windows and shutters are in place so

that they would not be broken or removed by strong winds.

・Support or firmly secure TV antenna, yard trees,

and fences so that they do not fall.

〔Indoor Precautions〕

・Prepare flashlights and portable radios in case of

power outages.

・Prepare drinking water in case of suspension of

water supply.

・In flood danger areas, secure household items,

foods, clothing, bedding, etc. to keep them away from flood inundation.

・Do not go outside unless you have to.

※火が自分の背の高さ位まで大きくなったら消火

をあきらめ、逃げてください。

⑵風水害 ◆台風

台風は、夏から秋に多く発生し、猛烈な風や大雨、

高潮を引き起こしたりします。テレビやラジオの

台風情報に注意してください。

〔屋外の備え〕 台風が接近しているときに屋外に出るのは危険で

す。

・風で飛ばされそうなもの（鉢植え、物干し竿ほか）

は飛ばされないように固定するか、家の中に入れ

ましょう。

・窓や雨戸が強風で壊れたり、外れたりしないよう

確認しましょう。

・テレビアンテナ、庭木、塀が倒れたりしないよう

補強したり、しっかりと固定しましょう。

〔屋内の備え〕

・停電に備えて懐中電灯や携帯ラジオを準備しまし

ょう。

・断水に備えて飲料水を準備しましょう。

・浸水のおそれのあるところでは、家財道具、食料

品、衣類、寝具などが浸水しないように備えまし

ょう。

・むやみに外出しないでください。

Heavy rains If heavy rains fall for many hours, rivers may

overflow or mudslides may result. Take special caution during the rainy season (June and July), as heavy rains may be brought on by typhoons.

〔Precautions When Heavy Rains Have

Fallen〕

・Stay away from risen rivers and irrigation channels.

・Beware of landslides, mudslides and rockslides.

(Cracks in rocks or water spouting from rocks during heavy rains are warning signs for landslides.)

〔Warnings and Advisory Alerts〕 The Meteorological Agency announces advisory

alerts on TV and radio when there is danger of heavy rains or strong winds. If there is danger of a serious disaster, a warning will be issued.

・Heavy Rain Warning: Issued when there is

danger of serious damage from heavy rains. Possible damage: Landslides, rockslides

・Flood Warning: Issued when there is likely to be

serious damage from rising rivers due to heavy rains. Possible damage: River overflows, levee collapse.

・Special Weather Warning：It is an announcement

done once every few decades when there is a very dangerous situation. It is announced through the TV or radio from the Meteorological Agency. When the special weather warning appears, the area is in a dangerous condition such as strong rain and major earthquake. You should pay attention to the surrounding circumstances and the information for evacuation instructions or advice announced from the city and act immediately to protect your lives.

Call for Evacuation

When there is danger of or damage from disasters,

evacuation preparation notices, evacuation advisories, and evacuation orders will be announced by the City. Information will be transmitted to households by

city loudspeaker cars, city firefighting vehicles, the chairman of residents’ associations, etc., as well as on the website (Japanese) and via FM Shibata (76.9 MHz).

◆大雨 大雨が何時間も降ると川から水があふれたり、土

砂崩れが起きたりします。梅雨の時期（６月から７

月）は台風のため、大雨になりやすいので注意しま

しょう。

〔大雨が降ったときの注意〕 ・増水した川や用水路には近づかないでください。

・山崩れ、土砂崩れ、がけ崩れに注意してください。

（大雨のときにがけに割れ目ができたり、水が湧き

出ているときは、がけ崩れが起きるおそれがありま

す。）

〔警報と注意報〕 大雨や強風で災害が起こるおそれがあるときに、

気象庁からテレビやラジオなどを通じて注意報が発

表されます。重大な災害が起こるおそれのあるとき

には警報が発表されます。 ・大雨警報：大雨による重大な被害が発生するおそ

れのあるときに発表します。

予想される災害：山崩れ、がけ崩れ ・洪水警報：大雨により川が増水し、重大な災害が

発生しそうなときに発表します。

予想される災害：川の氾濫、堤防の決壊

・特別警報：数十年に一度しかないような非常に危

険な状況時に気象庁からテレビやラジオなどを通じ

て発表されます。特別警報が出たときは、強い雨や、

大きな地震など、地域が非常に危険な状態にありま

す。周囲の状況や市から発表される避難指示・避難

勧告などの情報に注意して、すぐに命を守るための

行動をとってください。

◆避難の呼びかけ

災害時又は災害が発生するおそれがある場合、市

から避難準備、避難勧告、避難指示が呼びかけられ

ます。

市広報車、市消防団車両、自治会長等を通じて各

家庭に情報を伝えるとともにホームページ（日本語）

やエフエムしばた（７６．９MHz）でお知らせします。

Begin preparing for evacuation. Evacuate the handicapped, elderly, and children

early on.

② Evacuation Advisory

Evacuate to the designated emergency evacuation center.

③ Evacuation Order

Immediately evacuate to the designated emergency evacuation center.

(3) Earthquakes Japan has many earthquakes. Earthquakes are

the natural phenomena of shaking ground, mainly caused by the deformation of crust deep underground. Major earthquake present serious danger as houses and buildings may collapse and fires may break out. Daily precautions are essential for minimizing damage in the event of an earthquake.

In the Event of an Earthquake 〔If You Are Indoors〕

①避難準備

避難の準備を始めてください。

体の不自由な人、お年寄りや子どもは早めに避難

させましょう。

②避難勧告

指定された避難所に避難してください。

③避難指示

指定された避難所にすぐに避難してください。

⑶地震 日本は地震の多い国です。地震は主に地下深くの

岩盤がゆがむことにより、地面が揺れる自然現象で

す。大きな地震が起こると、家がつぶれたり、ビル

が倒れたり、火災が発生したりしてとても危険です。

地震が起きても被害を最小にとどめるために、日頃

の備えは欠かせません。

◆地震が起きたら

〔屋内にいた場合〕

●Prevent fires

(If you can move about, turn off gas appliances and stoves, and unplug electrical appliances.)

火事を防ぐ（動けるようであれば、ガス器具

やストーブの火を消す。電気器具のコンセン

トを抜く。）

●Protect yourself (Get under a desk or table; use a cushion or similar to protect your head.)

自分の身を守る

（机やテーブルの下にもぐる。座布団など

があれば頭を守る。）

●Open doors and windows to secure

escape routes.

ドアや窓を開け、出口を確保する

●Do not rush outside. (Glass, roof tiles, or signs may fall gerously.)

あわてて外へ飛び出さない（ガラス、瓦、看板

が落ちてくる場合があり危険です。）

・If glass shards fall, wear slippers and be careful not

to cut yourself.

・Obtain Accurate Information

Get accurate information from radio and TV, so as not to be confused by rumors. Also pay attention to city disaster information.

・Make Calm Judgments

If there is an evacuation order, evacuate immediately. Even if there is no evacuation order, calmly judge the situation and escape if there is danger of fire or building collapse.

〔If You Are on the Street〕 Window glass and signs may fall. Move away from

buildings, look out for danger above, and evacuate to a nearby park or other open space.

〔If You Are Driving a Vehicle〕 Do not slam on the brakes, but pull to the left side

of the road, stop, and turn off the engine. When leaving your vehicle, avoid locking the doors, leave the keys in the ignition, and take your registration card and any valuables.

〔If You Are in an Elevator〕 Push all the floor buttons and get off at the floor

stopped at first. If the elevator does not move, use the emergency button to call for help.

〔If You Are Near the Sea or a River〕 A tsunami may come. Evacuate to high ground

immediately.

〔On a Mountain〕 A landslide or rockslide may occur. Evacuate as

soon as possible.

〔Emergency Earthquake Bulletin〕 Emergency earthquake bulletins are

Meteorological Agency dispatches that alert in advance as to what regions will be affected by an earthquake and the level of intensity (only for magnitude 4 or higher) through TV and radio. (Emergency earthquake bulletins may not reach areas near the epicenter in time.)

(4) Landslide Disasters

・Landslides are ferocious natural disasters that can

result from heavy rains or earthquakes, causing earth and rock to flow with river water and destroy homes downstream. They warrant caution as they can destroy houses, farmland, roads, and even take lives.

・Most landslides are caused by rainfall. Evacuate

quickly if you feel danger from extended or intense rainfall.

・ガラスの破片が落ちているときは、スリッパを履

き、けがをしないようにしてください。

・正しい情報を入手する。

うわさに惑わされることなく、ラジオ、テレビな

どで正しい情報を入手しましょう。市の災害情報

にも注意してください。

・冷静に判断する

避難指示があったらすぐに避難してください。避

難指示がなくても火事や建物の倒壊の危険を感じ

たら冷静に判断して避難しましょう。

〔路上にいた場合〕

窓ガラスや看板が落ちてくることがあります。ビ

ルなどの建物から離れ、頭上に注意しながら近くの

公園や広い場所に避難しましょう。

〔車を運転中の場合〕

急ブレーキはかけないで、車を道路の左側に止め、

エンジンを切りましょう。車から離れるときはドア

をロックしないで鍵をつけたままにし、車検証や貴

重品は忘れず持ち出しましょう。

〔エレベーターに乗っていた場合〕

各階のボタンを全て押し、停止した階で降りまし

ょう。エレベーターが動かなくなったら、非常ボタ

ンで救助を呼んでください。

〔海・川の近くでは〕 津波が来るおそれがあります。すぐに高台へ避難

しましょう。

〔山では〕

山崩れやがけ崩れに遭うおそれがあります。でき

るだけ早く避難しましょう。

〔緊急地震速報〕 緊急地震速報は、地震によって揺れる地域とその

揺れの大きさ（震度 4 以上のみ）を、揺れる前にテ

レビ、ラジオを通じて気象庁がお知らせする速報で

す。（震源地に近い地域では、緊急地震速報が揺れに

間に合わないことがあります）。

⑷土砂災害 ・大雨や地震をきっかけに、山やがけが崩れたり、

土や石が水とともに川を流れてきたりして、下流

の住宅を襲う恐ろしい自然災害です。家や田畑、

道路を壊し、生命までも奪う危険があり、注意が

必要です。

・土砂災害の多くは雨によって引き起こされます。

長期間の雨や一時的な大雨で危険だと思ったら、

早めに避難しましょう。

(5) Tsunami Tsunami are caused mainly by large earthquakes

on the ocean floor. The speed of a Tsunami when it hits land is faster than any person can run, so flee to high ground immediately if you feel an earthquake on the coast.

(6) Disaster Prevention Tips ①Everyday Precautions and Tips for

Evacuation

・Confirming Safe Escape Routes

Determine and verify routes to the emergency gathering point in advance.

・Prior Preparation of Emergency Supplies

Prepare evacuation supplies in advance, packing only what is necessary.

・Accurate Information Gathering and

Autonomous Evacuation Pay attention to the latest weather, disaster, and evacuation information on TV and the radio. If you sense danger, take the initiative to evacuate.

・Before Evacuating

To prevent fires, turn off electrical breakers and gas mains.

・Evacuation by Automobile is Dangerous

Vehicles may become engulfed and stop running in areas deluged with water. Vehicles washed away by overflow may destroy houses, block roadways, or hamper recovery efforts. Avoid evacuating by automobile.

If water overflows, evacuate to the third floor or higher of a sturdy building and wait for help. The second floor of buildings in certain areas can sometimes still be dangerous.

②At an Evacuation Center At an Evacuation Center, a large number of

people will live communally. Your stay at the gathering point may continue for a while, so be sure to follow the instructions of the attendant, adhere to the rules, and help each other out during the crisis.

・The emergency gathering point will have food,

bedding, and other supplies.

・Do not be swayed by rumors; disaster information

will be supplied as needed.

・When leaving the emergency gathering point,

always tell the attendant where you are going and for what purpose.

⑸津波 津波は、主に海底で起こる大きな地震により引き

起こされます。津波が陸に上がってくる速度は、人

が全速力で走るよりも早いので、海岸で地震を感じ

たらすぐに高台へ避難しましょう。

火災を防ぐため、電気のブレーカーを落とし、ガ

スの元栓を閉めましょう。

・車での避難は危険

水があふれている場所では、車が水に浸かり動け

なくなることがあります。また、車が、氾濫した

水に流され、家屋を破壊したり道路をふさぎ、復

旧活動の妨げになることがあります。車での避難

はやめましょう。

・なるべく運動靴を履き、足元の安全を確認しなが

ら避難

水があふれている場所では足元が見えなくなり、

用水やマンホールのふたが開いている場所などは

非常に危険です。先頭に立つ人は傘や長い棒で確

認しながら進みましょう。

・万が一、逃げ遅れたら

水があふれてきたら、近くの丈夫な建物の３階以

上に避難して救助を待ちましょう。住宅の２階部

分でも場所によっては危ないときもあります。

②避難所では 避難所では、大勢の人が共同生活をします。

避難所での生活が長くなる場合もありますので、係

員の指示に従って、ルールを守り、お互い助け合っ

て生活するよう心がけましょう。

・避難所から出るときは、係員に行き先や用件等を

④What to Prepare in Case of Earthquakes Many earthquake-related injuries in recent years

have resulted from furniture falling over or falling objects. Prevent furniture and appliances from falling over.

・Secure the Tops and Bottoms of Furnishings

Bi-level furnishing, computers, TVs, etc. should be attached and held together with metal fixtures.

・Place Furniture So That It Will Not Fall Over

Wedge a small board under furniture to secure it against a wall or pillar. For closets and other tall furniture, place a pole support between the item and the ceiling and place an earthquake-proof sticky mat under it.

・Preventing Flying Objects and Scattering

Place protective film over window glass and cupboard glass doors to prevent the scattering of utensils and glass shards.

・Stove Precautions

Get a stove with an automatic extinguishing function for earthquakes and avoid placing burnable objects nearby while using it.

⑤Voice Message Service for Disasters This service provides recording and playback of

messages to confirm safety and care for loved ones in times of disaster when it is difficult to connect to the disaster area by telephone. Dial “171” with no area code and follow the Japanese guidance to record or play back a message. NTT East Japan provides information on service commencement by TV, radio, Internet, etc.

④地震に備えておくべきこと 近年の地震では、家具の転倒や落下物による負傷

者が多いです。家具の転倒を防ぎましょう。

・家具の上下は連結させる

二段重ねの家具や、パソコン・テレビなどは、金

具で連結させ、安定させます。

・家具は倒れないように置く

家具の下に小さな板を差し込んで、壁や柱に寄り

かかるように固定します。

タンスなど背の高い家具は天井との間にポール式

の支えを取り付けたり、耐震粘着マットを家具の

下に挟んだりします。

・飛び出し防止・飛散防止

窓ガラスや食器棚のガラス扉には、飛散防止フィ

ルムを貼って食器やガラス扉の破片が飛び散らな

いようにします。

・ストーブに注意

ストーブは耐震自動消火機能付きにし、使うとき

は燃えやすいものを近くに置かないでください。

⑤災害用伝言ダイヤル 災害が発生し、安否の確認、見舞いの電話などで、

被災地の電話がつながりにくい状況になった場合、

安否の確認などの伝言を録音・再生できるサービス

です。局番なしの「１７１」をダイヤルし、日本語

のガイダンスに従って伝言の録音・再生を行います。

garbage into designated bags and place them at the drop-off site by 8:30 a.m. on specified days.

○ To dispose of medium-size garbage, affix a

designated yellow sticker and leave it at the drop-off site on the appropriate day.

Garbage that doesn’t fit into the designated bags and is less than 80cm × 50cm × 40cm in size and less than 15kg in weight is classified as medium-size garbage.

○ Garbage larger than medium-size garbage and

less than 150cm × 100cm × 100cm in size and 60kg in weight is classified as large-size garbage. You can have this garbage picked up at your house

by contacting the City Office（Kankyo Eisei Ka Tel.

is only available once a month.

○Marriage The condition and necessary documents for

(3)Registering a Private Seal Personal seals are used in Japan in much the

same way signatures are used in the West. There are two types of seals. The first type is called the “official seal” (jitsuin), which is actually registered at the local municipal office and is usually only used for very important legal procedures like registering real estate property with the government. The second type of seal is the “private seal” (mitomein).

This type of seal is for daily matters and is commonly used for things such as opening saving accounts, recording monetary transactions, registering a marriage notice, and acknowledging the receipt of special mail or deliveries.

○When You Register Your Seals When you make a large purchase such as a car or

real estate, or when you transfer the ownership rights to a telephone line, you are required to use the “official seal” (jituin) which is actually registered at the city office. Registered Seals are limited in size, material, and

the type of letters that may be engraved. Consult Shimin Seikatsu Ka before you order a seal. ●Who can apply

活課窓口に相談にきてください。

private and 14 public. ●Eligibility for entering nursery school

Children who are younger than elementary school age and whose parents cannot take care of them due to illness or work are eligible to attend nursery school. ●Nursery School Fees

Fees are determined by the amount of income and municipal tax the family paid in the previous year, and the child’s age. In some cases, the amount of income tax paid by the child’s grandparents may be counted as well. In the case that more than two children from the same family are enrolled in nursery school, there is a fee reduction. ●Extended Hours Childcare Charges for Public Nursery Schools

Extra charges apply in the case where childcare past 6 PM is necessary.

(4) Elementary School and Junior High School The Japanese school system is divided into 6

years of elementary school, 3 years of junior high school, 3 years of senior high school, and 4 years of college/university. The first 9 years (elementary school through junior high school graduation) are compulsory. The Japanese school year begins in April.

○Participation in the National Pension Japanese residents ages 20 to 60 are entered into

the national pension program and must pay the insurance fees. Those who have made regular payments are eligible for disability support if disabled, survivor’s support for their families in the case of death, and elderly support.

Additionally, non-Japanese citizens who, because they have returned to their home countries, were only able to contribute to the national pension fund for a short time and were unable to receive retirement or old age support, are eligible to receive money back in the form of a lump sum payment.

have filed their residence in Shibata City become mandatory members of the National Health Insurance Program. But in the noted conditions from

① to ④ below, membership is not allowed.

①People with “short-stay” residential status and

those who have “designated activities,” such as medical treatment or everyday care.

②Those who are employed by private firms or a

local government office and receive medical insurance coverage under the Social Insurance Policy.

③Their dependent family members who have the

same membership.

④Those who have the latter period elderly Health

Insurance Program.

⑤Those who receive social security.

○Application Procedure Please go to the city office and apply at Hoken

Nenkin Ka. You will need to bring your Residence Card when applying.

○Necessary Reports When changing your name, address, health

insurance policy or when you move out of Shibata City, you should file a report at the city office.

○Coverage You will be required to pay from 10% to 30% of all

medical bills after receiving treatments. This can be done at the payment window of the medical facility you use. Still less, there are some treatments which are not covered by National Health Insurance, such as routine medical checkups, immunizations, normal infant births, cosmetic surgery, etc. When you share of the fees for medical treatment exceed a certain amount, there is a program for high amount medical bills.

○Payment of Insurance Taxes

You may choose to have monthly tax automatically deducted from your account at a bank, post office, etc. To register for this service, please take your bank or post office account passbook, personal seal (inkan), if you have one, and your National Health Insurance Certificate (or latest receipt of your tax) to the financial institution where you have your account in Shibata City.

○When You Are Injured by Someone When you are injured due to the fault of another

(such as injuries resulting from a traffic accident), the party at fault is liable for the cost of your medical treatment. However, in cases where receipt of compensation takes an inordinate amount of time, you may use your National Health Insurance Certificate to receive treatment. The liable party will still be responsible for your medical expenses, and will be required to repay the amount of your treatment expenses to the National Health Insurance Program. Because of these complications, you are required to call Hoken Nenkin ka when you receive medical treatment under these circumstances and then to send a notification by mail letter. Failure to do so will cause complications.

○Payment of Childbirth Expenses If the mother has National Health Insurance, she

will receive lump-sum allowance for childbirth and nursing from this insurance. And if she wishes, she can pay to the hospital using this lump-sum allowance. For more information, please ask the hospital. She can also make the procedures at the City Office and receive it there later. For more information, please ask Hoken Nenkin Ka. Note that the holders of private health insurance, such as insurance provided by the employer are ineligible. She may ask her company to find out what assistance she is entitled to.

○Payment of Funeral Expenses When a person who has National Health

(1) Shibata Castle (An Important National Cultural Property)

Construction of Shibata Castle was started by Mizoguchi Hidekatsu who came to this area in 1598, the first clan leader, and was completed by Nobunao, the third clan leader, in 1654. After that, Shibata politics, economy and culture flourished.

The Omote gate and Sumi yagura turret remain from the old days and are the national important cultural properties. The wall outside the turret called Namako kabe, is waterproof. The stone wall is made of regularly piled stones in the manner of Kirikomihagi. In recent years, requests to restore Shibata castle to its original state increased. As a result, the Tatsumi yagura turret and Sangai yagura turret were restored in 2004. ●Open Dates: April 1

(2) Shimizuen and Ashigarunagaya

○Shimizuen

(Government-designated Scenic Spot) Shimizuen was constructed by the fourth Shibata

clan leader Mizoguchi Shigekatsu as his Shimoyashiki, a kind of villa, in 1693 .The villa was visited by him for recreation or inviting guests. In the premise of the villa, there is a hippodrome which was used for practice of equestrian art or archery. Now there is a museum which has displays of Japanese sword, body armor or items related with Horibe Yasube, who is of the famous samurai appeared in the famous epic of Japanese history.

(1) 新発田城

（国指定重要文化財）

新発田城の建設は、1598年に新発田にやってきた

初代藩主溝口秀勝によって始められ、1654年 3代藩

主宣直のとき完成しました。新発田城を建て、城下

町を築いたことで新発田の政治、経済、文化などが

発展しました。

昔のまま残っている表門と旧二の丸隅櫓はとても

貴重なもので、国指定重要文化財となっています。

また、櫓の外側の壁は「海鼠な ま こ

壁」と言われ、防水効

果に優れています。石垣（市指定史跡）は「切り込

みはぎ」という方法できれいに積まれています。

清水園は新発田藩藩主四代溝口重雄の 1693 年に

完成しました。下屋敷とはお城の別荘のようなもの

で、殿様が休息を取ったり、お客さんを招いたりし

ていました。美しい庭園の中には、かつて馬術や弓

術の演練が行われた百間馬場などもあります。資料

館では、甲冑や日本刀、赤穂四十七士の堀部安兵衛

にまつわる品々を見学できます。

(4) Ichishima Residence (A Prefecturally-designated Cultural Property) The Ichishima Residence is one of the wealthiest

farms and it became the second highest taxpayers in Japan. The residence is constructed on reclaimed land around the Fukushima lagoon.

The house was designed luxuriously and was built in early years of Meiji era. The beautiful garden which matches each seasons was constructed for wandering in the pond. In the resource center (former rice warehouse), the fine arts such as Hina Dolls, vases, tea bowls and paintings are displayed to let us know the prosperity of the Ichishima Residence. ●Time:

(5) Former Prefectural Governor’s Mansion Memorial Museum

The Governor’s Mansion, built by Niigata City in 1909, was moved to Shibata in 1988 and opened as a Memorial Hall by Shibata City. The rooms where Prefectural Governors conducted their official business are built in European style while the private living area is built in Japanese style. Old calligraphies, and objects used by the former governors are on display.

It is also called “Food Guest House” because this hall has a kitchen. You can dine with your company and view Ijimino Ochaya Tea Ceremony House’s garden next door. You can also have tea ceremonies, exhibitions and meetings. ●Time: 9:00 a.m. - 9:30 p.m. ●Closed: Monday (In case Monday is a public

の多額納税者になったこともある豪農、市島家。

明治初期に建築された風雅な建物、池を中心に回

遊できるように構成され、四季に応じ美しく変化

する庭園、資料館（米蔵）に展示された市島家の

おひな様、花瓶、茶碗、掛け軸など昔の繁栄ぶり

を伝える品々が展示されています。

(5) 旧県知事公舎記念館 1909 年に新潟市に建てられた旧県知事公舎を

1988年に新発田市が移築・復元し、記念館として公

開しています。書斎など公務を行った場所は洋風建

築、生活のためのスペースは和風建築となっており、

館内随所に展示された県知事の遺愛品、記念品など

を見ることができます。

また、厨房設備があり、隣接する五十公野御茶屋

庭園を眺めながらの会食のほか、お茶会、展示会、

会議などに使用することができる、食の迎賓館です。

(6) Fukiya Koji Memorial Museum Fukiya Koji was a multi-talented artist who was

born in Shibata. He was famous for illustrating girl’s magazines in the Taisho and Showa eras (around 1920-1979). And he was also active as a designer and a poet. His most famous work is considered to be Hanayome Ningyo (Bride Doll). The model is said to have been his mother who died at an early age. The exterior of the museum looks like a Russian church and goes well with the surrounding view of the city. (7) Token Densyo Kan Amata Akitsugu Memorial Museum

It is said that the highest quality Japanese swords were made in the Kamakura era (around 1200).

Amata Akitsugu born in Shibata was known for making swords similar to those of that era. He was recognized as a Holder of Important Intangible Cultural Assets, a living National Treasure. He made swords in his studio in Tsukioka, Shibata. He made swords from steel at his home. He was awarded the ‘Masamune Prize’ three times. The prize is said to be the highest Sword smith skill. In the museum you can see those swords and another swords which were made to commemorate the completion of Sangai yagura and Tatsumi yagura (the part of the rebuilt Shibata Castle). *A Living National Treasure: A person who has splendid skills in the fields of drama, music and technical arts. ●Open Time: 9:00 a.m. - 5:00 p.m.

(6)蕗谷虹児記念館 大正・昭和期（1920 年~1979 年ごろ）に活躍した

少女雑誌の挿絵などで有名な蕗谷虹児は、新発田が

生んだ多彩なアーティスト。画のほかにも、図案の

デザインや作詞なども手がけました。画の代表作「花

嫁人形」は、若くして亡くなった母がモデルといわ

れます。ロシア正教会風の外観は、周囲の空間と調

和して、街中に美しい景観をつくりだしています。

また、郷土画家の作品も展示し、見ることのできる、

まちなかの美術館です。

(7) 刀剣伝承館 天田昭次記念館 もっとも品質の高い刀剣は、鎌倉期（1200年前後）。

その当時の名刀をめざし、生まれ故郷の新発田月岡

に工房を構え、自家製鉄の工程から作刀をおこなっ

ていた重要無形文化財保持者（人間国宝）・故天田昭

次。刀剣界最高の賞である「正宗賞」を過去最多の

三度受賞されました。正宗賞を受賞した刀剣をはじ

め、新発田城の三階櫓・辰巳櫓の復元完成を記念し

て制作された太刀など、天田氏の名刀などを館内で

鑑賞できます。

(10) Mt. Omine Tochidaira Cherry Blossom Forest (A National Natural Treasure)

Tochidaira Cherry Forest, which is gregarious plants of wild cherry trees on Mt. Omine, is a National Natural Treasure. About 1,000 and 40 kinds of cherry blossoms bloom like wrapping the mountain. The view from the Ipponmatsu observation deck is the best part especially. How about taking a hike along the beautiful cherry blossoms?

(11) Fujitsuka Beach Fujitsuka Beach with pine forests has white sands

and the sea is shallow for some distance from the shore with good quality of water. This is the popular spot in summer where you can enjoy and you can take your children safely. Marine sports are also actively played.

(8)白壁兵舎広報史料館 白壁兵舎は 1874 年に兵舎用として建てられたフ

ランス様式と和風城郭様式の特徴を併せ持った建物

です。2014年には、旧兵舎の部材を使い、白壁兵舎

史料等が展示してあります。

樹林」は国指定の天然記念物です。約 40種類 1,000

本もの桜が山を包むように咲いています。特に一本

らハイキングなどはいかがですか。

(2) Ijimino Park Ijimino Park includes facilities for track and field

sports, soccer, tennis, wooden outdoor play equipment and more. It also features Ayame En (the Iris Garden) where 600,000 irises (including 300 different varieties) blossom in June and July, and a lake (Masugata) for fishing.

(3) Shibata Chuo Park

Chuo Park includes the Culture Center, tennis courts, a kid’s tunnel and other outdoor play equipment, and the Fureai Hiroba where you can watch nature. It’s a spacious park.

(4) Shibata Castle Park

This park features Shibata Castle, the symbol of Shibata. In spring, there are about 360 cherry trees blossoming around the castle.

(5) Housendo Park Here, visitors can see the Ijimino Ochaya Tea

Ceremony house and Japanese style garden.

(6) Tsukioka Carillon Park

The park is located at Tsukioka Onsen. You can enjoy strolling and walking around this area. There is a playground which all of your family members may enjoy.

(7) Makiyama Chuo Park

Makiyama Chuo Park has wooden outdoor play equipment and a gate ball field. Campsites and tennis courts are next to the park.

(8) Kajikawa Chisui Memorial Park In 1913, this park was created in commemoration

of the completion of the Kajikawa River improvement project. In the past, it was a famous place for cherry blossom viewing. The water gates were restored in 1989 and there are about two thousand cherry blossom trees bloom in spring.

(9) Kiyogata Park

This park extends 800 meters around the Kiyogata Lagoon and covers an area of 4 hectares. The lagoon is fed by underground water. At the beginning of summer, many lotus flowers bloom on the surface of the water.

(10) Otenjo Park

This park features an old castle site. There is a legend that a blue ogre lived here. There is also a baseball diamond and tennis courts.

月岡温泉にある公園です。散歩やウォーキングが

楽しめます。子どもたちが遊べる遊具もあり、家族

で楽しめる公園です。

(7)真木山中央公園 真木山中央公園には木製遊具やゲートボール場な

どがあります。公園の隣にはキャンプ場やテニスコ

1913年、加治川の改修工事完成を記念して整備さ

れた公園です。昔、桜の名勝地でした。1989年には

水門が復元され、春には約二千本の桜の花がきれい

に咲きます。

(9)清潟公園

清潟は周囲約 800ｍ、面積４ha 余りの湖で、流入

する河川がなく、地下水が湧き出てできたものです。

初夏には水面に蓮の花がたくさん咲きます。

(10)大天城公園 この公園は青鬼が住んでいたという伝説が残って

いる古い城跡です。野球場やテニスコートなどがあ

ります。

Chonai Kai: Neighborhood Association In Shibata City, there are community

organizations referred to as the Neighborhood Association (Chonai Kai) or Residents Association (Jichi Kai). Neighborhood associations cooperate with residents to circulate city newsletters and keep residents informed about the important city or neighborhood information by means of Circular Notices (Kairanban). These associations also coordinate such activities as local cleanup efforts, managing waste-collection points, organizing festivals, and holding emergency drills. Joining Neighborhood Associations enables you to become acquainted with your neighbors and it works for crime prevention, or in the case of emergencies such as earthquakes. We suggest you to strengthen your relationships with others in your neighborhood by joining the neighborhood association.

In case you join the neighborhood associations you are required to observe the rules of the associations such as to pay neighborhood association fee (Chonai Kaihi) and so on. To take part in a neighborhood association, residents must pay the neighborhood association fee.

If you would like to join a neighborhood association, ask someone who lives nearby or inquire at the Civil Cooperation section at Shibata city office.

町内会 新発田市内には、同じ地域に暮らす人々による「町

内会」と呼ばれる住民組織があります。町内会を「自

治会」とよぶ地域もあります。

「町内会」では住民同士で協力して、市の広報紙を

配ったり、市や地域からの各種情報を「回覧板」で

お知らせしたりしています。また、地域の清掃、ご

み置き場の管理、町内会の祭り、防災訓練などもし

ています。近所に住む人たちと「顔見知り」になる

のは、大地震などいざという時にも助け合うことが

でき、防災・防犯にも有効です。

「町内会」に入って、近所の人たちとつながりを深

めましょう。

「町内会」に入ると、「町内会費」を払います。「町

内会」に入った場合は、会費の納付など「町内会」

で決めたルールを守って、近所の人たちと一緒に活

動しましょう。

なお、「町内会」に入りたいときは近所の人に聞く

か、市民まちづくり支援課に聞いてください。
