Executive Summary
This Application is submitted to the Town Planning Board (“TPB”) under Section 16 of the Town Planning
Ordinance by the Applicant who seeks planning permission for the current ‘Concrete Batching Plant’ use (“the
Use”) at Tsing Yi Town Lot No. 108RP (Part) (“the Application Site”) for a period of five years. The Application
Site is about 8,465m2 in size and currently zoned “Industrial” (“I”) on the draft Tsing Yi Outline Zoning Plan
(“OZP”) No. S/TY/29.
The Application Site is subject to a previous planning application No. A/TY/128 for the same use which was
approved on 7 August 2015 for a period of 5 years until 7 August 2020. All the approval conditions under the
previous planning approval have been complied with. According to the TPB Guidelines No. 34C, application
for renewal of planning permission should be submitted to the TPB no more than 4 months before the expiry
of the temporary approval. Nevertheless, in order to allow sufficient time for the consideration of relevant
departments, a fresh section 16 planning application is hereby submitted to facilitate the continuous operation
of the Use.
In view of the on-going / planned large scale public infrastructural and development projects, the continuation
of the current concrete batching plant is essential to provide stable supply of concrete to cater for the
construction sector. There are no proposed changes in the key development parameters when compared with
the current concrete batching plant at the Application Site. As the Use has commenced operation since 2003,
the required technical assessment of subsequent development should have been taken into account the
existence of the concerned concrete batching plant. It is anticipated that no adverse traffic, air or noise impact
will arise.
In view of the above and the detailed planning justifications put forward in the Planning Statement, we sincerely
seek TPB’s favourable consideration to approve the Application for a temporary period of 5 years.

申請人按<<城市規劃條例>>第 16 條向城市規劃委員會(『城規會』)提交規劃許可申請將青衣市地段第 108
餘段(部分)(『申請地點』)闢設為期五年的臨時混凝土配料廠(『有關用途』)。申請地點地盤面積約
8,465平方米及位於青衣分區計劃大綱草圖編號 S/TY/29上的『工業』用途地帶內。
有關地點先前申請作為期 5年的相同用途 (No. A/TY/128) ,該申請於 2015年 8月 7日獲批,有效期至 2020
年 8月 7日。所有先前的規劃許可附帶條件均已履行。根據城規會規劃指引第 34C,臨時用途的規劃許可續期
需在有效期屆滿前不超過 4個月提交城規會。為了讓各部門有更多時間考慮及在先前的規劃許可到期前續期,
本申請就有關用途重新提出第 16條規劃申請 ,以避免中斷混凝土配料廠的營運,造成不良的影響。
隨著各項大型公共基建工程陸續實施,現有的混凝土配料廠需繼續營運以提供穩定的混凝土供應,滿足建築行
業的需要。將申請地點繼續用作有關用途並不會改變現有混凝土配料廠的發展參數。另外,有關的混凝土配料
廠自 2003 年開始營運,附近一帶隨後開展的用途的技術評估應已考慮到有關用途,因此預計不會產生不良的
交通,空氣或噪音影響。
