The only reason this whole endeavor can move favorably forward is due to the amazing, and in some cases pioneering, strides the company has made. Because we can all play some part in advocating for the best energy future for Colorado communities. And we all care. Let's try to stop "fighting," and make that happen.     External SenderCity Council,In advance of tomorrow’s Council discussion, the Boulder Shelter for the Homeless would like tothank the City for its support of the Shelter and of Homeless Solutions for Boulder County (HSBC)over the past few years. We continue to provide services to those experiencing homelessness froma collaborative, evidence-based approach, which has been paying dividends. For example, inFY2019, the Shelter helped 119 individuals move back into stable housing. This was a record forthe Shelter and almost double the number from two years ago. We were saddened by the fact that48 people were recognized at the homeless memorial this year. While almost half of those namedwere housed when they passed, it is a reminder that there is still work to be done. Here are someother highlights: · HSBC, a result of a City-led facilitation in 2016, has provided much needed structure that has

    significantly increased the collaboration between City staff, County staff and Boulder Countyhomeless service providers.

    · Boulder County Connect, the database being used by HSBC, is now supplying, for the first time,

    accurate regional data about those experiencing homelessness. This is important because wecan now coordinate efforts on an individual basis.

    · A combination of the Coordinated Entry process and increased housing exits has led to a

    reduction in nightly residents at the Shelter. This has reduced our capacity turn aways to zero

    and will allow Navigation clients to move from 30th St. to the Shelter in June, which will savelimited resources.

    · With the City’s help, the Shelter has moved from supporting 54 countywide clients in

    Permanent Supportive Housing to more than 90. And, more than 60 more units/vouchers are inthe works for 2020/2021.

    In 2020, the Shelter will continue to expand stable housing solutions for those experiencinghomelessness; because we know the solution to homelessness is housing. We are also excited aboutproviding new Diversion services as well as Navigation bed and Navigation case management

    services starting in June of 2020 when the 30th street facility shuts down. We are optimistic thatthose experiencing homelessness will benefit as we focus on long-term solutions rather thantemporary fixes.     Fact Sheet on Homelessness in Boulder County Homelessness in Boulder • Homelessness is a national problem. According to the Department of Housing and Urban

    Development (HUD), 553,000 people slept in shelters, in transitional housing programs, in their cars or on the street on a single night in January 2018 (called a Point In Time survey, or PIT).

    • In Colorado, 10,857 individuals experiencing homelessness were counted in the 2018 PIT. • From October of 2017 to October of 2018, 2,448 adults sought assistance due to

    homelessness in Boulder County. These numbers do not include families, youth or victims of domestic violence who are experiencing homelessness.

    • About 52,000 Boulder County residents are rent insecure, or live in households where more than half their income goes to housing (rent or mortgage). This is nearly one out of every six people in our county.

    • It may be obvious, but the solution to homelessness is housing. Improved Coordination and Collaboration • To better focus limited resources and increase coordination, Homeless Solutions for

    Boulder County (HSBC) launched in October of 2017. HSBC is an innovative public-private partnership to address homelessness across Boulder County, and it includes participation from the cities of Boulder and Longmont, Boulder County and more than a dozen human service and faith organizations working to reduce homelessness.

    • The goal of HSBC is to provide adults experiencing homelessness with targeted, responsive services to support their timely transition back into stable housing.

    • HSBC incorporates the Housing First philosophy: an evidence-based approach that prioritizes getting individuals and families experiencing homelessness into stable housing as quickly as possible.

    First Year Results • During its first full year of implementation, HSBC saw the following:

    • 383 individuals transitioned out of homelessness and into stable housing. • 66 new rental assistance vouchers became available to make housing more available

    to people in the HSBC system. How Coordinated Entry Works • The HSBC system incorporates a central coordinated entry (CE) point where all adults

    seeking homeless services complete an assessment. Once assessed, individuals are referred to Navigation Services, run by Bridge House and HOPE, or to Housing-focused Shelter, run by the Boulder Shelter for the Homeless. Individuals can also be referred to the Boulder Safehouse Progressive Alliance for Nonviolence (SPAN), Safe Shelter of St. Vrain Valley, Attention Homes, Emergency Family Assistance Association (EFAA) or the OUR Center when warranted.

  • • Navigation Services provide short-term resolution assistance to lower-need individuals who have no ties to Boulder County. Services can include case management, mediation, financial assistance and reunification with friends or family. Short-term shelter (approximately 7-14 days) and help with basic needs are provided.

    • Housing-focused Shelter is available to individuals who have ties to Boulder County, have a disability and a higher vulnerability. Eligible individuals can reserve a bed and stay at the Boulder Shelter for the Homeless until they obtain stable housing. Shelter-based, housing-focused case managers work with clients to find the best housing exit strategy for each individual.

    Why Housing First? • The Housing First approach is a highly evidenced approach that focuses on helping

    individuals obtain stable housing as quickly as possible and then providing additional support as needed.

    • The Housing First model is saving Boulder taxpayers money. For example, nine residents at 1175 Lee Hill, the City of Boulder’s first permanent supportive housing community, had previously spent 4,100 nights at the Boulder Shelter for the Homeless, had a total of 1,250 jail bed nights and averaged 20 ambulance trips to the emergency room every year.

    Information on the Boulder Shelter for the Homeless • The Shelter owns and operates a 160-bed, year-round shelter for adults. This program is

    called Housing-focused Shelter (HFS). • Shelter case managers support 90 formerly chronically homeless persons who are now in

    stable housing throughout Boulder County through its Permanent Supportive Housing program.

    • The Shelter owns and operates 12 units of Permanent Supportive Housing in Boulder. • A Shelter case manager works in Longmont to provide housing outreach. • The Shelter provides case management for 15 clients in its Rapid Re-Housing program. • The Shelter operates the coordinated entry assessment function for all of Boulder County.

    Shelter employees staff the assessment offices, which are located in both Boulder and Longmont.

    Shelter Outcomes (2018) • Shelter staff performed more than 2,400 coordinated entry assessments. • The Shelter served over 1,400 unique individuels. • The Shelter provided over 51,000 bed nights of Housing-focused Shelter. • The Shelter supported over 22,000 bed nights of Permanent Supportive Housing. • The Shelter served over 100,000 hot meals. • 64 clients moved from the Shelter into stable housing. • Nearly 900 volunteers provided over 13,000 hours of service at the Shelter. • The VA, Clinica and Mental Health Partners provide on-site services at the Shelter. • Via Mobility Services provides bus service for Shelter clients.

    Folks:

    As you may have heard, at a little past midnight last night, the city council voted 6 to 2 toplace on the November ballot the opportunity for the Boulder voters to decide whether toaccept the settlement proposal negotiated with Xcel Energy, or to continue the decade-longmunicipalization litigation. Many thanks to those who wrote to city council, encouraging themto place the settlement proposal on the ballot. And double thanks to those who spoke tocouncil at the public hearing last night. Your written and spoken advocacy made a difference.

    On September 1, city council will take one more procedural vote to place the measure on theballot. Barring an unexpected change of mind by council members, this should happenwithout much drama. With that said, it never hurts to thank council members for doing theright thing and encouraging them to continue. You can reach council [email protected].

    There undoubtedly will be vigorous campaigns this fall urging voters to either support or rejectthe settlement ballot measure in November. Your continued support will be greatlyappreciated, so that the community can move on to immediate and meaningful climateaction.

    Mission: To provide advice and direction to the campaign director (Angelique Espinoza)and the various subcommittees (fundraising, LTE, social media, signs) on campaignstrategy and tactics.

    Experience: We're looking for a diverse group of 10-12 people (a) who are smart andcreative; (b) who have good local networks; and (c) who want to ensure that theBoulder community makes an informed, fact-based decision on whether to accept theproposed settlement or continue with municipalization. Technical experience or deepknowledge of municipalization is not necessary. Most of the voters won't have this and,indeed, those who have experiences and knowledge comparable to the generalelectorate are going to have the best insights into effective communications.

    Commitment: One-hour Zoom call once a week between late August and late October.Participation on a subcommittee optional.

In general criminal people steal vehicles and do felony crimesalso then leave the state, this is not saying Mitchell will. In my opinion there is no way Mitchell can payback past money owed plus new money owed to that dealership and Mitchell said to others he has nodrivers license, also likely no insurance when that dealership will not let go of that new van fromrepossession, Mitchell understands.
