废弃物的真正成本不仅是废弃材料的成本，还包括原材料的低
效使用和不必要的水和能源消耗。减少废弃物是一个迅速发展
的领域，越来越多的行业致力于通过回收和堆肥实现废弃物减
少和废弃物回收。借助行业最佳实践，通常可节省成本 15%
至 20%。
环境保护局创建了一套四级排序的固体废弃物分级管理体系，
如右图所示。该分级体系将各种废弃物管理策略按照可持续的
优先级从高到低排列。该分级体系强调减少废弃物来源，也称
废弃物预防，即减少产生废弃物的源头（第 1 级）。减少废弃
物来源的例子是少用包装和批量购买。在制定废弃物管理计划
时，全盘考虑非常重要。

The true cost of waste is not simply the cost of discarded
and the unnecessary use of water and energy. Waste reduction is
and waste recovery through recycling and composting. Typical cost savings of 15% to 20% are readily available by using industry best practices.
The Environmental Protection Agency created a four-tier preferred solid waste management hierarchy , highlighted in the diagram to the right. The hierarchy ranks various waste management strategies from most to least sustainably preferred. The hierarchy places emphasis on source reduction, also known as waste prevention, which is the idea of reducing waste at its source (tier 1). Examples of source reduction are reducing packaging and buying in bulk. When developing a waste management plan, it is important to think holistically.
