背景說明

為什麼全民英檢（GEPT）要調整題型和新增成績回饋？

「全民英檢」（GEPT）分級標準參考台灣學制與教育部英語課程綱要，題型與命

題內容符合各階段英語學習者的特質與需要。

GEPT 自 2000 年推出至今，持續進行信效度研究，精進測驗品質。本次 GEPT 題

型調整（範圍限初、中、中高級之聽讀測驗），與新增成績回饋，旨在反映 108 國

教新課綱以「素養」為核心的教育理念與「學習導向評量（Learning Oriented

Assessment）」的精神，期透過適當的測驗內容與成績回饋，更有效地促進學習，

提升國人英語溝通力。

本次初、中、中高級聽讀測驗的題型、題數調整後，各項測驗的整體難度、測驗時

間和測驗分數所代表的意義、通過標準都維持不變。成績回饋除提供現有的分數、

通過與否與 CEFR 級別的資訊外，特別針對每位考生當次的測驗表現，新增個人

化強弱項能力分析報告與學習指引。

什麼時候開始實施以上調整？

自 2021 年 1 月起實施。

題型會有什麼改變？

題型調整後，GEPT 內容將更貼近日常生活，且更符合我國各階段英語學習的歷

程，例如：納入更多元的體裁和文本，評量真實生活、校園與職場情境下英語溝通

及解決問題的能力。

成績回饋新增了哪些項目？

每位考生收到的成績單上，除了聽讀分數、通過與否與 CEFR 級別外，右上角新

增了可連結至「GEPT 聽診室」的 QR 碼，掃描後，提供個人化的成績回饋，包括

圖示當次聽、讀測驗表現的強弱項，以例題說明各項能力指標的具體意義，

整理考生在當次考試內容中可能尚未完整掌握的關鍵字彙與句型（含例句與發

音），下一階段的學習方法與策略建議。

成績回饋調整：GEPT 聽診室

GEPT 目的為協助國人有效地學習英語，期做

為國人的「英語學習好夥伴」。為落實以學習

為導向的評量理念，自 2021 年起，GEPT 初、

中、中高級聽讀測驗將新增個人化成績回饋。

考生可於收到成績單後一個月內，透過成績單

上的 QR 碼連結至「GEPT 聽診室」，即可藉

由電腦或行動裝置免費瀏覽自己當次測驗表現

的強弱項分析與具體的學習建議。內容可供列

印儲存，包含：

能力指標的達成率

聽力與閱讀測驗各含數個能力指標，以圖示呈現每位考生在當次測驗分項能力的表現。

除了現有的「聽讀證書」與「聽讀說寫合格證書」，若只通過「說寫」測驗的其中一個項目，仍可

申請該通過項目（口說或寫作）之證書（如下方樣例）。

為什麼推出「口說」、「寫作」單項證書？

讓考生升學、求職使用上更便利。舉例來說：某考生參加中高級測驗，聽讀及口說通過，寫作未通

過；該生即具有申請中高級「聽讀合格證書」及「口說合格證書」之資格。該生若要升學，可為自

己的學習歷程檔案加分；若要求職也可證明自己的「聽讀」及「口說」能力。

問：為什麼要新增「聽讀整合」和「多篇閱讀」題型？

答：生活中我們閱讀與聆聽時，常同時接收不同來源的資訊。GEPT 新增的「聽讀

整合」和「多篇閱讀」題型即反映使用語言的情境，這類型的題目也呼應 108

國教新課綱以「素養」為核心的教育理念。

問：「聽讀整合」題型怎麼考？

答：每篇對話或談話搭配一個主題相關的圖表，整合理解聽到和讀到的訊息後，就

能夠回答問題。

問：「多篇閱讀」題型怎麼考？

答：每個題組包含數個主題相關的文章或圖表，整合理解不同文字的資訊後，就能

夠回答問題。

問：聽、讀測驗都是選擇題，能評量出素養嗎？

答：選擇題是國內外考試最廣為採用的題目形式，因為評量的結果可以迅速提供回

饋給學生或教師。選擇題可以依不同認知的層次（擷取資訊、理解、反思、評

價）設計素養導向的試題，而高鑑別度或高層次認知的試題，需要更多的時間、

專業命題。從合理的測驗目標與題材，到適當的問題與選項，經由多元有層次

的設計，選擇題同樣可以評量素養。

問：說、寫測驗的題型將改變嗎？

答： 2021 年的 GEPT 題型調整僅針對聽讀測驗；目前說寫測驗的題型仍維持不變。

題型調整與否需經縝密的研究、試考程序確認後，才會對外公布施行。

問：難度會改變嗎？

答：不會，新題型的難度將維持不變。2021 年新題型的調整已經過縝密的研究、試

考程序，研究結果顯示新舊題型難度相當。

問：通過標準會變嗎？

答：不會。本次題型的調整修訂不影響難度，因此通過標準也不會受到影響。初、

中、中高級聽讀測驗通過標準維持不變：兩項測驗成績加總後達 160 分，且其

中任一項成績不低於 72 分，即可通過。

問：原有的 GEPT 成績是否仍有效？

答：是。本次題型修訂不影響過去成績的效力，2021 年起核發之成績與現行 GEPT

成績的意義相同，與歐洲語言學習、教學、評量共同參考架構（Common

European Framework of Reference, CEFR）的級數參照也不受到影響。

問：「GEPT 聽診室」有什麼內容？

答：除了當次測驗的分數外，還提供「強弱項分析」回饋和「學習指引」。其中，

「強弱項分析」包含各項能力指標的達成率、強弱項解析與說明。「學習指引」

則提供下一階段加強英語能力的學習方法與策略建議。此外，因字彙與句型是

語言學習的基礎，也根據當次測驗表現分析整理考生可能尚未完全掌握的關鍵

字彙與句型（含例句與發音）。

問：「GEPT 聽診室」的「強弱項分析」是怎麼整理出來的？

答：「強弱項分析」是根據考生當次考試的答題表現（答對或答錯）整理出來的個

人化回饋。GEPT 各級聽讀試卷的每一道題目在命題時，都是根據 GEPT 製卷

藍圖裡的評量目標與能力敘述設計。考後，依據每位考生的答題表現，統計分

析每一題所對應的能力敘述，提供考生詳細的個人強弱項分析，讓考生除了整

體的聽讀成績外，還能夠知道自己當次考試中，哪些題目已經精熟，哪些還需

要再加強，可以更有效率地規劃接下來的學習方向。

問：同一次考試分數相同，或者不同次考試分數相同，會得到相同的回饋結果嗎？

答：不一定。「強弱項分析」和「學習指引」是根據考生當次試卷上每道題目的表

現整理出來的個人化回饋，因此即使分數相同，得到的回饋也不一定相同。

問：「GEPT 聽診室」有瀏覽時間的限制嗎？

答：收到成績單後，考生可於一個月內掃描成績單右上角的 QR 碼連結至「GEPT

聽診室」，瀏覽當次測驗的成績回饋。「GEPT 聽診室」連結逾期無效，恕不

補發。

Pity Oslob’s Whale Sharks By Daniel Ortega

The waters surrounding the Philippines are home to whale sharks, the

world’s largest fish. Some of these animals, however, are being illegally

captured for their meat, fins, and skin, causing a steady drop in the whale

shark population.

Despite the decline in whale shark numbers, there is one location

where they can always be seen: the town of Oslob. Every morning, whale

sharks gather in Oslob’s bay for a feeding time. Locals hired by companies

paddle canoes close enough to the whale sharks to feed them while scores

of paying visitors pose to snap photos with the beasts.

This thoughtless activity has been rightly criticized for its adverse

impact on the sharks. This species normally consumes a wide variety of

fish and plant material. Oslob’s sharks, in contrast, are only fed krill. These

shrimp-like creatures are used by locals to lure the whale sharks but do not

meet the animals’ nutritional needs.

The easy availability of krill also prevents Oslob’s whale sharks from

migrating as they should. It is unclear what happens when the sharks are

conditioned to stay in one place, or what effect that may have on their

social interactions.

Scientists fear that this activity is causing the whale sharks to

associate all boats with food. As a result, the animals may be drawn to

commercial fishing boats, whose propellers could injure the animals.

Sadly, these concerns mean little to the tour operators. As long as the

whale sharks come, these entrepreneurs will seek to profit from them.

What an amazing morning I had swimming with whale sharks in Oslob! The

gentle giants brushed my legs as they swam by me while gulping down tons of

krill thrown from boats. And the whole experience cost me only 300 Philippine

Pesos. What a bargain!

After my group got out of the water, we learned from our guide how whale

shark watching sustains the local community. Hundreds of boatmen are now

employed by the whale shark watching companies. Many fishermen also earn a

living by providing those firms with krill for the daily feedings. In addition,

dozens of new hostels, guesthouses, and resorts have sprung up in Oslob to

provide accommodations for visitors.

As for the whale sharks, they're well-fed and safe from poachers as long

as they remain in the bay. So I guess by joining these tours, we tourists are

contributing to the conservation of this endangered species.
