PREFACE
BuildingRegulationshadbeeninusebyvariousMunicipalAdministrationsfromaboutthe1940s,andin1960,thethenWestAfricanBuildingResearchInstitute(WABRI)published,aPartIIIoftheCodedealingwithloads,tobeusedincivilengineeringstructures.
Bytheearly1970stheCodeandBuildingRegulationswereobviouslyoutofdateandtheBuildingandRoadResearch Institute (BRRI)of theCouncil forScientificand IndustrialResearch (CSIR)decided toproduceadraftdocument,fordiscussion,modificationanduseasabasisforafinalCodetoaddresstheredundancyoftheearlierdocuments.
TheeffortwasundertakenbyDr.K.AmonooNeizerandPart3and4oftheDraftCodewaspublishedin1977,followedbytheParts1,2and5by1988.
Withchangesinlandusepatterns,materialsandconstructionmethodsandlocalgovernmentstructure,theMinistryofWorks andHousinghadproduce, adocument NationalBuildingRegulations,1996whichwasgazettedasLI1630. Thisdocumentwas to improveupon theBuildingRegulationsof theColonialtimesandtocomplementtheBRRIDraftBuildingCode.
Thepresenteffort is toproduceaDraftBuildingCodewhichwill take in,all the requirementsof theexistingbuilding regulationsand theBRRIDraftBuildingCodeandbe in tunewith requirementsofabuilding code toanswer current landusepatterns,materials for construction, constructionmethods,constructionmanagementpractices,safetyandenergyefficientuseofresources.
This document, theDraftGhanaBuilding Code (2012) has been compiled under the auspices of theMinistryofWaterResources,WorksandHousing(MWRWH)withfundingfromtheUNDP,throughtheNationalDisasterManagementOrganization(NADMO).
A technical committee made up of representatives of relevant stakeholding institutions (as givenbelow)compiledthedocument,usingtheBRRIDraftBuildingCode,thenationalBuildingCodesofIndia(2005)andCanadaastemplates.

GuidetotheUseoftheCode
TheGhanaBuildingCodecontainsregulationswhichcanbeimmediatelyadoptedorenactedforusebyvariousdepartments,metropolitan,municipalanddistrictassemblies,privateandpublicbodies.Itlaysdownasetofminimumregulationsdesignedtoprotectthesafetyofthepublicwithregardtostructuralefficiency,firehazardsandhealthaspectsofbuildings.Solongasthesebasicrequirementsaremet,thechoice ofmaterials andmethods of design and construction is left to the ingenuity of the buildingprofessionals. The Code achieves the foregoing by covering aspects of administrative regulations;development control rules and general building requirements; stipulations regarding structural loadsanddesign;materials;building services;measures toensure safetyofworkers and thepublicduringconstructionandrulesforerectionofsignsandoutdoordisplaystructures.
Aswithotherbuildingcodes,thiscodeisnotintendedtobeatextbookonbuildingdesign;adviceuponwhichshouldbesoughtfromprofessionalsources.
ThepresentCodeisamodificationoftheBRRIDraftBuildingCodeinthefollowingareas:
1) A summaryofdefinitionsas contained invariousPartsof theCode,with reference towheresuchdefinitionswillbefound.
2) Anewsection(Part4)onDevelopmentControlRulesandGeneralBuildingRequirements.
3) Anew section (Part8)onacceptablematerials foruse inbuilding inGhanaand standardsbywhichtheywillbeassessed.
4) Anewsection(Part9)onBuildingServices.
5) AnewsectiononEnergyEfficiencyandSustainability(Part10),settingouttherequirementsandrecommendations for the energy efficient use of service appliances and other equipmentinstalledinbuildings.ThecontentsofthissectionareextensivelyexpandedoninPart9.
6) Anewsection(Part11)onHealth,SafetyandtheEnvironment.
