• Explore the various G/T processes (i.e., request for evaluation, admission, and transfers).

• Discover Houston ISD’s practices of rigorous curriculum & instruction and learn ways to support your student.

Definition of Gifted & Talented

A gifted/talented student is a child or youth who performs at orshows the potential for performing at a remarkably high level ofaccomplishment when compared to others of the same age,experience, or environment and who:

–Exhibits high performance capability in an intellectual, creative, or artistic area;

–Possesses an unusual capacity for leadership;

–Excels in a specific academic field.

(Texas Education Code §29.121)

Characteristics of Gifted & Talented

Giftedness presents differently for young scholars. Some signs that a scholar may be gifted include:

• Extraordinary memory compared to peers

• Highly curious

• Highly creative

• Exhibits abstract reasoning and problem-solving skills

• Draws inferences, grasps underlying principles, and

• Initiates projects.

Houston ISD G/T Programs & Services

• Gifted scholars are served by teachers who have completed the state-required G/T trainings.

• Gifted scholars are expected to work together as a group, work with other scholars, and work independently during the school day.

• Gifted scholars are given a variety of learning opportunities in the four content areas of English Language Arts / Reading, Math, Science and Social Studies.

Houston ISD G/T Curriculum & Instruction

• The Texas State Plan for The Education of Gifted/Talented Students mandates that districts meet the needs of gifted/talented scholars by modifying the depth, complexity, and pacing of the curriculum and instruction ordinarily provided by the school.

• Prior to selecting an instructional delivery model, the school shall conduct a comprehensive analysis of gifted scholars per grade level, as they relate to the schools’ academic goals/objectives.

GIFTED EDUCATION PLAN

• A Gifted Education Plan (GEP) is an annual written set of

individual goals and expectations with a system or product

to measure the goal for the current, active school year for

HISD GT identified students.

• To develop a more intentional and accountable plan to

address individual needs of gifted students in the curricular

area(s) of their identified giftedness: (Math, English Language

Arts/Reading, Science and Social Studies).

Houston ISD Neighborhood Program

• Designed to meet the needs of gifted scholars at the campus the student is zoned to, in accordance with the Houston ISD Neighborhood Standards.

• Upon identification as a gifted scholar the student will be served at their zoned campus by G/T trained staff.

Houston ISD Magnet Program

• Designed to meet the needs of gifted scholars in designated Magnet schools in accordance with the Houston ISD Magnet Standards.

• Upon identification as a gifted scholar and accepted to a Magnet School, scholars will be served at the school of acceptance regardless of neighborhood zoning.

Houston ISD Vanguard Program

• Designed to meet the needs of gifted scholars in accordance with the Houston ISD Vanguard Standards.

• Upon identification as a gifted scholar and accepted to a Vanguard School, scholars will be served at the school of acceptance regardless of neighborhood zoning.

• T.H. Rogers (K-8) and Carnegie HS are the two Vanguard campuses in Houston ISD and the student population is comprised of ONLY G/T students.

Initiation

The G/T request for evaluation can be

initiated in four different ways, by a :

• Parent/Guardian

• Teacher

• Student

• Campus G/T Committee member

• Scholars in all grades may request an evaluation for Gifted and Talented services in their neighborhood (zoned) school through Request for Evaluation in HISD Connect.

• Vanguard Magnet Applications are accessible and submitted at www.hisdchoice.com

G/T Testing: Entering Kindergarten

Students must be five years old on or before September 1st of the given school year to be eligible for Entering Kindergarten (EK) G/T testing.

Eligible EK scholars initiate testing by:• Completing a Magnet application to a Vanguard Magnet

school

• Submitting an E/K Request for Evaluation at a participating neighborhood school

Note: Vanguard applications are considered complete when submitted with a selected G/T assessment date. Please note that G/T assessment appointments are available on a first-come first-served basis.

2021 G/T Testing:

EK Testing Information

Testing Site: Young Women's College Preparatory Academy

(1906 Cleburne St., Houston, TX 77004)

Testing Dates: 11/6, 11/13, 12/4 and 12/11

• G/T Assessments will be face-to-face

• 1:1 Test proctor to scholar ratio

• Mandatory CDC, Federal, and Local PEP precautions.

Note: Any families who prefer not to assess during the designated dates of

the assessment window may opt for assessing in Spring 2022. However, the

latter assessment window will be after the Office of School Choice

deadline for applications.

Universal G/T Identification Process

Houston ISD will assess all kindergarten and 5th grade students. Additionally,due to the impact that Covid-19 had on the 2020-2021 school year, HoustonISD will assess students in grades 1 and 6(who were not G/T tested for the 2021-2022 school year). The following isimportant to note:

• All HISD scholars not currently G/T identified in K and 5 are assessed during the Universal Testing window

• Universal Kindergarten and 5th grade testing window:

• November 1, 2021 – November 13, 2021

• Universal 1st and 6th grade testing window:

• November 29, 2021 – December 18, 2021

The Request for Evaluation form is not required for universally tested students.

G/T Identification Process

• Elementary and Secondary

• Grades 1st- 4th and 6th – 12th

• The identification process takes place once a year for services to begin the Spring of the current school year

• Testing Window for the 21-22 School Year:• November 29, 2021 – December 18, 2021

• Request G/T Testing deadline: November 11, 2021

• Student application must be submitted before the posted deadline• Deadline: November 11, 2021

Test Administration

• All assessments are administered during pre-established testing schedules/timelines by trained HISD staff.

• Scholars who are applying for the Kindergarten Vanguard Magnet program are assessed at a centralized location.

• Scholars who are applying for the Kindergarten G/T Neighborhood Program are assessed at their zoned/neighborhood campus.

• Scholars who are applying for the Vanguard Magnet program or the Gifted and Talented Neighborhood program, grades 1-12, are assessed at their enrolled HISD school or, if not enrolled in HISD, their zoned HISD school.

Qualification

• Determination of eligibility is based on the HISD G/T Identification Matrix.

• Identification as G/T is determined by points obtained based on three criteria: • Achievement Test,

• Abilities Test, and

• other District Criteria

• Scores are entered and digitally calculated and converted into points based on HISD’s G/T Identification Matrix.

• Parents will be notified of scholars’ identificationvia US mail..

Furlough

• Furloughs are considered on an individual basis for scholars currently identified as Gifted and Talented in HISD.

• The purpose of a gifted and talented furlough is for the student to retain his/her G/T identification only.

• The gifted and talented furlough does not guarantee the student a seat at an HISD school to which he/she is not zoned to attend.

• The student will retain his/her G/T identification during the length of the furlough but will be coded G/T Identified Not Served in the Student Information System (SIS).

• If the student resumes HISD G/T services within the furlough’s specified timeline the student will be coded G/T Identified and Served in the Student Information System (SIS).

• The furlough cannot exceed one year.

Transfers

INTRADISTRICT

• Transfer scholars who have been identified as G/T according to established District criteria shall continue in the gifted and talented program at the campus to which they transfer.

• If an HISD G/T- identified student has not been coded in HISD’s Student Information System (SIS), the student’s Qualified HISD G/T Identification Matrix must be provided to the Gifted and Talented Coordinator at the campus to which they transfer.

OUT OF DISTRICT

• When a student identified as

gifted by a previous school district

transfers into the District, the student's

records shall be reviewed by the

District’s G/T office to determine

whether placement in the district’s

program is appropriate.

• The committee shall make its

determination within 30 days of

receiving G/T records and shall base

its decision on the recommendation of

the G/T office and the collection of

additional screening criteria. The

parent shall be notified in writing of the

placement decision.

Active Military Families

Children of active military families who have been

identified as G/T according to their previous school’s

criteria shall be served in the G/T Program at the HISD

campus to which they enroll, provided the student’s G/T

documentation is submitted.

Exiting from G/T Program & Services

In the Houston ISD, there are two ways that a student

may exit from the G/T Program:

1. Voluntary: Parent/guardian initiated

2. Involuntary: G/T committee initiated

Gifted & Talented Education Supporters (G.A.T.E.S.)

Contact your campus G/T Coordinator to get more information and to sign up for this committee. All campus representatives must have a student currently identified as gifted in HISD.

G/T Expo

• Campus Expo: Product gallery of projects and presentations representing rigor, depth and complexity. Date determined by campus.

• Virtual District-Wide G/T Expo: April 21, 2022

Each school may bring up to three individual or

group products.
