JUBILEE HALL

UNIVERSITY OF DELHI

1. PREAMBLE

1.1 Jubilee Hall is a Hall of residence for full-time post graduate and research

students of the University of Delhi. It was founded in 1947 on the occasion of

the Silver Jubilee of the University of Delhi. In 1997, the Hall celebrated its

Golden Jubilee. Jubilee Hall has the largest number of rooms, among the

Post-graduate hostels of the University.

1.2 The internal administration and discipline of the Hall is vested in the Provost

who is assisted by a Warden and a Resident Tutor.

1.3 The policies of the Hall are decided by the Managing Committee under the

overall guidelines of the policies of the University of Delhi.

1.4 Applications for admission to Hall should be made on the prescribed form

which can be obtained either from the Hall Office on cash payment of Rs.

150/- or can be downloaded from www.jubileehall.in. The downloaded

application form must be accompanied with application fee of Rs.150/- in a

form of demand draft in favour of Provost, Jubilee Hall. The downloaded

application form without demand draft will not be accepted. The candidates

applying through either mode should submit their application to the Hall

Office on or before the last date notified on the Notice Board of the Hall.

Afresh application is needed every year. The Provost has the final

authority in deciding the admissions. Before actual admission to the

Hall, every applicant has to produce documentary evidence that he has

already been admitted to a Faculty/ Department concerned of

University of Delhi.

2. RULES OF ELIGIBILITY

2.1 The students should satisfy the following eligibility criteria to get themselves

registered for the Hall accommodation.

2.1.1 Should be a full-time bonafide post-graduate student of the University of

Delhi.

2.1.2 Should not be enrolled in a part-time or an evening course.

2.1.3 Should not have his parents residing in National Capital Territory and also

satellite cities of Delhi.

2.1.4 Should not be employed or enrolled as professional advocate/C.A. etc. (Part-

time/ Ad-hoc lecturers in Delhi University Departments /Colleges are

exempted for a period of six months provided they remain bonafide regular

research students).

2.1.5 Should not have availed of Delhi University/College hostel facility for a

course of the same level earlier.

2.1.6 Should not have completed five (as detailed elsewhere) years of stay in the

Delhi University hostel system.

2.1.7 Should have secured at least 55% marks in the course last attended on the

basis of which registration for Hall accommodation is being sought. This

condition is relaxable in case of students from:

(a) Reserved categories: SC/ST/Sports/Ward of War Widow/Handicapped /

Foreign students

(b) General category students admitted through entrance test to first year of

LL.B or any Masters course or any M.Phil./Ph.D. Course.

2.1.8 (a) Admission will be given to the students who are on the University roll or

have migrated from college to the Hall.

(b) The post graduate students for Arts Faculty (except Linguistics and

Buddhist Studies), and also the P.G. students of Mathematics Faculty are

not eligible for admission to the Jubilee Hall as there is no provision for

migration and enrolment of these students to the Hall, as per the

provisions of University of Delhi.

2.1.9 All the M.Sc. students of Science Faculty have to submit migration

certificate before admission to the Hall.

2.1.10 The admission form along with photograph should also be signed by the

concerned Head of the Department/In-charges, otherwise no form will be

accepted.

2.2.1 A weightage of 5% marks will be given to those internal/ex -residents of

Jubilee Hall at the time of admission who have stayed at least for one full

academic year as bonafide student and have passed examination(s) for which

they were enrolled in Jubilee Hall.

2.2.2 A weightage of 5% marks be given to those who have qualified NET

conducted by UGC/CSIR. However this weightage will only be on the marks

(merit or entrance) through which applicant has been admitted in his course.

2.2.3 Before re-admission during the period of stay, if a resident fails to fulfill any

of the above conditions, he shall have to vacate the Hall immediately.

2.2.4 Suppression of the facts or wrong information pertaining to any of these

eligibility criteria would make the students liable to disciplinary action

as deemed fit by the Hall Administration.

3. ADMISSION PROCEDURE

3.1 The admissions are made for a period of one academic year. Re-admission

will be done on the beginning of each session for which the resident has to

apply on a prescribed form costing Rs. 10/- available in the Hall office. If

anyone fails to take re-admission within 10 days after declaration of result or

within due date, which ever is later, he will be charged Rs. 5 per day as late

admission fee and after the expiry of one month of this period he will

forfeit his right for re-admission in the Hall and will be evicted.

3.2 Admissions (except re-admissions) are made strictly on the basis of merit as

decided by each Department provided the applicant satisfies the eligibility

criteria.

3.3 A student who has taken admission in any hostel of Delhi University will not

be considered for admission to the Hall, till he completes the particular

course for which he has taken admission to the other hostel.

3.4 If admission to a course is through merit or written test and the Department

provides list to the Hall, the said merit list will be followed for admission to

the Hall. However, if an applicant is eligible for weightage of 5% marks,

under clause 2.2.1 it will be on the marks (written /entrance test) through

which applicant has been admitted in his course.

3.5 In case the Departments have any categories/preferences for admission to a

course, the categories/preference to admission to the Hall will be in the same

order as is followed by the Department.

3.6 For the students of a Faculty/Department, which neither follows any

category system for admission to a course nor holds written test/interviews

for admissions, the admission to Hall will be made on the percentage of

marks obtained in the examination on the basis of which admission is sought.

3.7 Name(s) of the applicants(s) for admission under the Sports-quota should be

forwarded by the Sports Council of the University of Delhi. Such

applications will be considered only if he has successfully represented at the

State or National level.

3.8 In no case, the horizontal mobility from M.A. / M.Sc. / M.Phil. / Ph.D. in

one course to M.A. / M.Sc. /M. Phil. / Ph.D. in other course of same level

will be allowed.

3.9 Students who have not passed their last examination will not be eligible

for re-admission to the Hall.

3.10 DISTRIBUTION OF SEATS

The Hall has 196 single seated rooms, 5 double seated rooms, one parent

guest room. If the candidates for SC/ST are not available among the

applicants in a Faculty, seats reserved for that Faculty, will be filled up by the

candidates of the same categories from other Faculties.

Out of these seats 15% & 7.5% seats are reserved for SC and ST students,

respectively. 10% Seats are for foreign students, 1% for wards of war

widows, 3% for handicapped and other disabled students and 1 % for

students under sports quota. The rules followed by University of Delhi

3. GRIEVANCE REDRESSAL

Complaints, if any, against admission list of the Hall should be given in

writing to the Provost within three days of the display of the list. These

complaints, if necessary, would be reviewed in a meeting of the

Admission Committee.

4. DURATION OF STAY

4.1 The total duration of stay in the Hall shall not exceed six/ six and half years

(details are given in 4.2).

4.2 A student shall be eligible to stay in the Hall for the duration of his course as

given below:

(a) M.A. / M.B.A. / M.Sc. / M.Com / LL.M: 2 year

(b) LL.B. / M.C.A./M.Tech. : 3 year

(c) M. Phill. Course will be 01 year and 06 month or two years

wherever applicable as per University of Delhi norms and guidelines.

Extension of any type given by concerned Department or completion

of M. Phil. Course will not be a case for extension of stay in the Hall.

(d) Ph.D.: 4 years as per revised (Ph.D.) Ordinance: (Applicable to

those Ph.D. students who have taken admissions to Ph.D. Course

as per revised Ph.D. Ordinance). In case of those Ph.D. student

who have enrolled in the Hall at P.G. or M.Phil. level, the total

stay in the Hall shall not exceed Six and Five & half years

respectively. One time extension of six months may be

grantedby the Hall Administration in appropriate cases on the

recommendation of competent authority. Extension will be granted

only to those residents whose conduct and behavior has been good

and who has not been issued disciplinary notice(s) by the Hall

Administration

(e) All the residents who become non-bonafide after expiration of

duration of their course will have to vacate the room within one

month from the date they become non-bonafide and all the hostel

facilities such as Computer Room, Common Room, Mess, Gym,

Library etc will be withdrawn during their non-bonafide status. If any

one fails to vacate the room, he has to pay Rs. 200/- per day till

his eviction from the Hall.

4.3 A residents will have to vacate the Hall:

(a) Immediately after final annual regular examinations,

(b) In case of M.Phil. programme after the expiry of the period

mentioned in clause 4.2.(c),

(c) Ph.D.: immediately after submission of thesis or after the expiry of

stay period mentioned in clause 4.2(d), whichever is earlier.

4.4 The rule regarding the vertical mobility will apply as given below:

A resident can move directly from M. Phil to Ph. D. only if he submits his M.

Phil dissertation within the statutory period of M. Phil course and is

registered subsequently in Ph.D. course as prescribed by Delhi University

norms and guidelines. In all other cases, M. Phil students (old residents) will

have to apply afresh for admission to Hall and they will be considered along

with other fresh Ph. D. applicants.

4.5 A resident-student of Ph. D. course is required to submit a certificate from the

Head of the Department and the Supervisor concerned every six months that

he is actively engaged in research and his work is satisfactory failing which

his residence in the Hall will be terminated.

5. RULES REGARDING RESIDENCE

5.1 Every resident is compulsorily a member of the Hall Mess. The Mess is to be

managed by the residents as detailed later. The Hall Mess may/may not

function during summer vacation for those who are permitted to stay in the

Hall during the vacation. If the Mess functions, the charges would be as per

arrangement. Cooking in the rooms is not allowed.

5.2 No resident is allowed to shift from one room to another without prior

permission of the Provost. The rules in this regard will be notified from time

to time.

5.3 Every resident is responsible for the care of the Hall property he uses.

Residents found responsible for any damage to the Hall property will be

charged for damage, individually or collectively, as the case may be, and

disciplinary action will be taken as per rules.

5.4 All final year students not covered under Clause 7.4.7 shall vacate their room st

by 21 May each year or immediately after their annual examination.

However depending upon the availability of rooms, the Hall Administration

may allow them to stay as Guest subject to submission of written request for

extension and payment of prescribed Guest fee mentioned under Clause 6 of

this Hand Book.

5.5 Residents leaving the Hall must hand over possession of their rooms before

leaving and must obtain a clearance certificate from the Hall Office,

Canteen, Photocopying and ISD/STD managers. The possession of the

room has to be given to the caretaker.

5.6. Residents who take up employment/ discontinue their course in the mid of

the session/detained / failed in their last examination will become non

bonafide from the date of their joining employment/discontinuation of their

course/detained/failed respectively and will vacate the Hall within one

month from the date they become non-bonafide failing which Clause 4.2(e)

will be implement.

5.7 Residents are not allowed to hand over the keys of their rooms to any person

other than the Caretaker/Hall Administration. In case of a resident residing in

a room meant for two students; one key of the room shall remain with the

Provost or under his authority with the Warden/Resident Tutor.

All the M.Phil. students from the date of submission of their M.Phil.

dissertation, if submitted before expiration of statuary period, will become

non-bonafide and will inform the Hall Office in writing. However they will

be allowed to stay in the Hall as Guest till the duration of their course or viva-

voice examination, which ever is earlier, subject to submission of a request

duly forwarded by the concerned Head of the department and on payment of

Guest fee as prescribed for Guests under Clause 6 of this Hand Book.

All Ph.D. students during their extension period will be treated as non-

bonafide residents and will pay Guest fee as prescribed under Clause 6 of this

Hand Book (Ph.D. student admitted prior to the session 2013-2014 will be

governed by the old rule for payment of their fee).

All the Ph.D. students from the date of submission of their Ph.D. thesis, if

submitted before expiration of statuary period, will become non-bonafide,

will inform the Hall Office in writing and will pay Guest Fee prescribed

under Clause 6 of this Hand Book. They will also vacate the room within one

month from the date they become non-bonafide, failing which Clause 4.2(e)

will be implemented.

6.7 Fee from foreign students: Besides other charges, a fee of Rs. 6000/-

would be charged annually from a foreign student at the time of admission

and every year on re-admission.

6.8 Fee under 6.3 & 6.4 will be charged for 05 months at the time of

admission and thereafter on monthly basis.

6.9 Caution Money under 6.1 & 6.4 will be payable at the time of admission only.

While Annual Charges under 6.2 will be payable at the time of

admission/re-admission.

6.10 Refund of Caution Money: No fees are refundable except the

Caution Money which will be refunded by cheque after the

resident has paid all the dues and vacated the Hall. The refund of

Caution Money can be claimed in the prescribed form obtainable from

the Hall office not later than one year of the date of their leaving the Hall.

6.11 Monthly Hall and Mess dues are payable in advance but not later than th

the 10 day of concerned month. A fine of Rs. 5/- for each day of default

or as approved by the Managing Committee from time to time will be th

charged after that date. Beyond 30 of the month, failure to pay the

dues will lead to double-locking of the room and the mess facility will be

withdrawn without any prior notice.

6.12 Rules regarding rebate on Mess Charges in case of absence from the Hall are

as follows:

(a) Only bonafide residents are eligible for the rebate on Mess Charges.

(b) All residents going out of Delhi during vacations or otherwise, should

make arrangement for the payment of dues by due date failing which

rule 6.11 will be implemented in their case as well.

(c) No rebate shall be allowed except in the case of absence from the Hall

for not less than 7 consecutive days in a month with prior

intimation given in writing to the Hall Office on a prescribed form.

(d) The rate of normal rebate will be Rs. 25.00 per day and full rebate will

be Rs. 50 per day.

(e) The full rebate will be applicable to the bonafide resident who would

be availing the rebate during their departmental Tour/ Seminar/

Project Work for which he has to submit a letter duly forwarded by the

Head of Department along with the rebate form.

(f) The rebate form for mess has to be filled in advance, before

departure. In any case no mess rebate will be granted to the bonafide

resident who will fill-up the form after arrival.

7. DINING HALL AND GUESTS

7.1 The mess in the Hall is to be run on no-profit-no-loss basis by a Mess

Committee, under the general supervision of the Provost, the Warden and the

Resident Tutor. The Mess Committee may consist of twelve Mess

Coordinators. The Mess Committee will function in accordance with the

Mess rules framed by the Provost. The accounts of the Mess will be

maintained by the Hall Office. Administrative control of Mess Staff in

matters such as granting of leave, transfer of an employee from one specific

kind of job to another, engagement of substitute staff in cases of temporary

vacancies etc. rests solely with the Provost.

7.2 Every resident is expected to opt, at the time of admission for either the

Vegetarian or Non-Vegetarian section of the Mess. Any change over from

one section to the other will not be permitted except in exceptional

circumstances. Such permission should be obtained in writing in advance

from the Warden.

7.3 Food will not be served outside the Dining Hall for Residents or their

guests except in the case of female guests who may be served meals in the

visitors Room. In case of illness, a resident may be allowed to have sick diet

in his room with the permission of the Warden.

7.4 Guest Rules

7.4.1 Any bonafide resident, who is visited by casual guests wants to stay in the

Hall Room allotted to the resident, is required to take prior written

permission of the Hostel Administration on the prescribed form available

with the Hall Office and the concerned resident shall be responsible for the

conduct of his guests. Hall Administration reserves the right to refuse

permission or cancel the permission for stay of any guest (s) at any time

without assigning any reason.

7.4.2 Casual guests are ordinarily not be allowed to stay for more than 15 days. In

special case where extension of stay is necessary, fresh permission is to be

sought from the Hall Administration in writing.

7.4.3 A resident is ordinarily not allowed to entertain a visitor other than permitted

as casual guest(s) in his room after 10.00 P.M.

7.4.4 The overnight stay of unauthorized persons/guests in the Hall will be

considered violation of the Hall discipline. Any resident violating this

rule shall be liable for expulsion from the Hall/Fine as decided by the

Administration.

7.4.5 The host resident will be charged at the rate of Rs.20/- per night per casual

guest for the permitted stay in the Hall.

7.4.6 The total stay of the guest should be not more than one month in the hall

in any case.

7.4.7 The bonafide Hall residents will become non-bonafide after completion of

their final examinations. If they intend to join some other course in Delhi

University, they may be allowed to stay in the Hall as Guest on payment of

Guest fee, subject to submission of written request till next academic session

beings and vacate the room immediately the same day. The guest will not be

allowed to withdraw their Caution Money during their guest status nor it will

be adjusted against their dues. The Guests will avail the mess facility and

make payment against that as applicable in case of a regular members.

7.4.8 In case there a vacancy of Rooms, the Hall Administration can provide accommodation to the delegates/scholars of other academic

institution purely as Guest at the Rate given below:

(a) Single seated Room (Sharing Basis) Rs. 100 /-per head

7.4.9 Parent's Guest Room

There is a "Parents Guest Room" in the Hall which will be made available for stay of parents of residents and not for friends & relatives on specific written request. The resident concerned will be charged Rs. 200/- per night for the "Parents Room" which has to be deposited in advance while booking the room.

7.5 Working Resident- Student

7.5.1 Any bonafide resident of the Hall working on a part-time or full-time job on an ad-hoc post of lecturer for a period less than one academic year may be allowed to continue to stay in the Hall up to 6 months by the Administration as a special case.

7.5.2 Working residents are required to submit a copy of their appointment letter immediately and pay the whole amount of HRA drawn on their job.

7.5.3 For the payment of hostel fee by working residents, the following rules shall apply: the resident would be required to pay full HRA drawn from the employer as monthly charges. They would also pay monthly Electricity and Water charges mentioned under clause 6 of this Hand Book. Such residents would be required to pay normal Mess Charges. However, in case, such a resident produces a certificate from the employer stating that he is not drawing HRA, in that case the resident has to pay Guest Fee as prescribed under Clause 6 of this Hand Book.

7.6 A resident who desires to entertain a guest in the Dining Hall shall in advance, purchase appropriate number of coupons for the required meals against cash payment from the Head Bearer.

7.7 Meal Charges for a guest are as follows:

(a) Breakfast Rs. 40.00

(b) Lunch Rs. 50.00

(c) Dinner Rs. 65.00

The rates are liable to change from time to time.

7.8 Mess Timings: will be notified from time to time.

7.9 Smoking is not permitted in the Hall.

7.10 Residents are expected to come to the Dinning Hall properly dressed.

8. CANTEEN

There is a Canteen in the Hall run by a contractor under the supervision of the

Resident Tutor/Warden and students' representatives. Residents are advised

to make payments to the Canteen contractor in time, which in turn, will help

the contractor to give a better service.

9. DISCIPLINE

9.1 Residents are not permitted to receive female guests in their rooms.

Female guest may, however, be met in the visitor's room.

9.2 Residents who intend to remain absent from the Hall overnight, or for a

period of few days, are required to leave advance information with the

office by filling in the prescribed form and giving their temporary

address for that period. Failure to do this will be considered an act of

indiscipline and disciplinary action may be taken as per the rules of the

University of Delhi.

9.3 All visitors must leave the Hall by 10.00 P.M.

9.4 (a) Bicycles; Scooters etc. must be kept in the cycle shed and should

be chained and locked properly.

(b) Residents must ensure that vehicles kept by them in the

premises of the Hall are duly registered with the appropriate

authorities, and that full particulars of registration should be

furnished to the Hall Office.

9.5 Consumption of alcoholic drinks or any other intoxicant is strictly

prohibited in the Hall.

9.6 To facilitate better performance by the Canteen contractor, and the

Photocopying/STD booth manager, it is essential that the residents pay

in cash.

9.7 A resident who violates any of the Hall rules or who is in any way

responsible for breach of discipline in the Hall is liable to disciplinary

action by the Provost.

9.8 If any Resident/Guest is found to be involved in ragging will be handed

over to the police authorities.

9.9 At the time of admission, every student shall be required to sign a

declaration that he submits himself to the disciplinary jurisdiction of

Vice-Chancellor, the Provost, and other authorities of the University

who may be vested with the authority to exercise discipline under the

Act, the statutes, the ordinances and Rules that have been framed there

under by the University.

Ordinance XV-B

Maintenance of Discipline among Students of the University

1 All powers relating to discipline and disciplinary action are vested in the

Vice-Chancellor.

2. The Vice-Chancellor may delegate all or such powers as he/ she deems

proper to the Proctor and to such other persons as he/she may specify on this

behalf.

3. Without prejudice to the generality of power to enforce discipline under the

ordinance, the following shall amount to acts of gross indiscipline:

(a) Physical assault or threat to use physical force, against any

member of the teaching and non-teaching staff of any

Institution/Department and against any student within the University

of Delhi.

(b) Carrying of, use of, or threat of use of any weapons;

(c) Any violation of the provisions of the Civil Rights Protection Act,

1976;

(d) Violation of the status, dignity and honour of students belonging to the

scheduled castes and tribes;

(e) Any practice, whether verbal or otherwise, derogatory of women;

(f) Any attempt at bribing or corruption in any manner;

(g) Willful destruction of institutional property;

(h) Creating ill-will or intolerance on religious or communal grounds;

(i) Causing disruption in any manner of the academic functioning of the

University system;

(j) Ragging as per Ordinance XV -C.

4. Without prejudice to the generality of his/her powers relating to the

maintenance of discipline as may seem to him/her appropriate, the Vice-

Chancellor, may in the exercise of his/her powers aforesaid, order to direct

(a) that any student or students be expelled; or

(b) any student or students be, for a stated period , rusticated; or

(c) be not for a stated period, admitted to a course or courses of study

in college, department or institution of the University, or

(d) be fined with a sum of rupees that may be specified; or

(e) be debarred from taking a University College or Departmental

Examination or Examinations for one or more years: or

(f) that the result of the student or students concerned in the Examination

or Examinations in which he/she or they have appeared be cancelled.

5. The Principal of the Colleges, Heads of the Hall, Deans of Faculties, Heads of

Teaching Departments in the University, the Principal, School of

Correspondence Courses and Continuing Education and Librarian shall have

the authority to exercise all such disciplinary powers over students in their

respective Colleges, Institutions, Faculties and Teaching Departments in the

University as may be necessary for the proper conduct of the Institutions,

Hall and teaching in the concerned Departments. They may exercise their

authority through, or delegate authority to, such of the teachers in their

Colleges, institutions or Departments as they may specify for these purposes.

6. Without prejudice to powers of the Vice-Chancellor and the Proctor as

aforesaid detailed rules of discipline and proper conduct shall be framed.

These rules may be supplemented, where necessary by the Principals of

Colleges, Heads of Halls, Deans of faculties and Heads of Teaching

Departments in this University. Each student shall be expected to provide

himself her self with a copy of these rules.

7. At the time of admission, every student shall be required to sign a declaration

that on admission he/she submits himself/herself to the disciplinary

jurisdiction of the Vice-Chancellor and the several authorities of the

University who may be vested with .the authority to exercise discipline under

the acts, the Statutes, the Ordinances and the rules that have been framed

there under by University.

Ordinance XV-C

PROHIBITION OF AND PUNISHMENT FOR RAGGING

1. Ragging in any form is strictly prohibited, within the Premises of

College/Department of Institution and any part of Delhi University system as

well as on public transport.

2. Any individual or collective act or practice of ragging constitutes gross

indiscipline and shall be dealt with under this Ordinance.

3. Ragging for the purposes of this Ordinance, ordinarily means any act,

conduct or practice by which dominant power of status of senior students is

brought to bear on students freshly enrolled or students who are in any way

considered junior or inferior by other students and includes individuals or

collective acts or practices which

(a) involve physical assault or threat or use of physical force;

(b) violate the status, dignity and honour of women students;

(c) violate the status, dignity and honour of students belonging to the

scheduled castes and tribes;

(d) expose students to ridicule and contempt and affect their self-esteem;

(e) entail variable abuse and aggression, indecent gesture and obscene

behaviour.

4. The Principal of Colleges, Head of the Department or an Institution, the

authorities of College, or University Hostel or Halls of Residence shall take

immediate action on any information of the occurrence of ragging.

5. Notwithstanding anything in Clause (4) above, the Proctor may also suo

motu enquire into any incident or ragging and make a report to the Vice-

Chancellor of the identity of those who have engaged in ragging and the

nature of the incident.

6. The Proctor may also submit an initial report establishing the identity of the

perpetrators of ragging and the nature of ragging incident.

7. If the Principal of a College or Head of the Department of Institution or the

Proctor is satisfied that for some reason, to be recorded in writing, it is not

reasonably practical to hold such an enquiry, he/she may so advise the Vice-

Chancellor accordingly.

8. When the Vice-Chancellor is satisfied that it is not expedient to hold such an

enquiry, his/her decision shall be final.

9. On the receipt of a report under clause (5) or (6) or a determination by the

relevant authority under clause (7) disclosing the occurrence of ragging

incidents described in clause 3(a), (b) and (c), the Vice-Chancellor shall

direct or order rustication of a student or students for a specific number of

years.

10. The Vice-Chancellor may in other cases of ragging order or direct that any

student or students be expelled or be not for a stated period, admitted to a

course of study in a college, departmental examination for one or more years

or that the result of the students concerned in the examination or examination

in which they appeared be cancelled.

11. In case the students who have obtained degrees or diploma of Delhi

University are found guilty under this Ordinance, an appropriate action will

be taken against them under Statute 15 for withdrawal of degrees or diplomas

conferred by the University.

12. For the purpose of this Ordinance, abetment to ragging will also amount to

ragging.

13. All Institutions within the Delhi University system shall be obliged to carry

out instructions/directions issued under this Ordinance, and to give aid and

assistance to the Vice-Chancellor to achieve the effective implementation of

the Ordinance.

9.10 Eviction Procedure

The Hall Administration is authorized to evict any resident/

guest/person from any room or the hostel, if in their opinion, such

resident/guest/person becomes ineligible to occupy the room or he

becomes liable for eviction on the ground of indiscipline.

10. USE OF ELECTRICITY

10.1 Every resident is expected to provide his own electric bulb, which should not

be more than 60 watts. Not more than one such bulb may be used in any single

room.

10.2 Since the electrical installations in the Hall cannot carry any extra load,

the use of electrical appliances such as room heater, room cooler, stove,

iron, immersion rod, etc. in the Hall by the residents is strictly forbidden.

However, in cases where, for emergent reasons, the use of such

appliances is found necessary, permission may be sought from the

Provost.

The charges for such use will be as follows:

Desert/Room Cooler Rs. 75/- per month,

Computer Rs. 50/- per month

Kettle/Rod/Iron Rs. 15/- per month

Television Rs. 50/- per month

Refrigerator Rs. 100/- per month

Use of the above appliances without appropriate permission will be subject to

a penalty of Rs. 100/- per item. Discontinuance of using any of the above appliances must be intimated to the office in writing.

The residents are warned against tampering with the electrical installation in the room or in the Hall premises.

11. THE HALL UNION

11.1 The Jubilee Hall Union consists of all bonafide residents of the Hall, and it functions in accordance with the Union Constitution.

11.2 There is a Hall Union Executive consisting of a President, a Vice-President, a General Secretary, a Sports Secretary, and a Cultural Secretary.

11.3 The Union Executive is In-charge of the Common Room and it organizes games and other social and cultural activities under the general supervision of the Hall Administration.

11.4 All the union activities will be under the control of Provost through the Resident Tutor.

11.5 All operations of the mess (menus, purchases and monthly accounts) will be normally performed through the Mess Coordinator. In the absence/non-availability of the Mess Coordinator, the functioning of the mess will come to a stop.

11.6 The Mess Coordinator will look after the mess operations for one full month.

11.7 The weekly menu and the cost of items at the current rate shall be determined by the Mess Coordinator on day to day basis.

11.8 In no case the officers of the hostel or the hostel office will manage the mess on day to day basis.

11.9 The Union will prepare the Union Budget and get it approved in a general body meeting of the members of the Union, under the Chairmanship of the Provost or his nominee.

11.10 The Union has to manage all its activities/ functions only out of the Union/Common Room/Sports Funds. All expenditure out of Union fund should be incurred through the office and shall have prior approval of the Provost.

11.11 The President of Union should take permission of the Resident Tutor/Warden

for all Union functions. The later, in consultation with the Provost reserves

the right to disallow any of activities, which according to the administration

are against the healthy development of the academic environment in the

hostel and the University.

11.12 All functions of the Union should end normally by 10.30 P.M. In case the

function is likely to be extended beyond that time, prior permission in writing

should be taken from the Provost.

11.13 Election to the Executive shall be by secret ballot and the elected office

bearers would hold office for one academic year. Election of the office thbearers of the Residents Union will ordinarily be held by 30 October. The

announcement calling the elections will be made 7 days in advance. No

postal ballots shall be allowed in the elections. Those who are not

bonafide students of the Delhi University or on extension either in

University as non-bonafide student or in Jubilee Hall cannot be the

member of J.H.S.U.

11.14 Resident Tutor will act as an Election Officer for conducting the election of

the Hall Union.

11.15 The Hall Library is available for use by the residents, and is looked after by

the Cultural Secretary.

12. COMMON ROOM

The Common Room will remain open during the following hours:

7.00 a.m. to 9.30 a.m.

12.00 noon to 2.30 p.m.

6.00 p.m. to 12.00 night

The Provost may, however, allow the use of the Common Room beyond these

hours for holding special functions.

13. HEALTH

The residents of the Hall should get themselves enrolled members of the

World University Service (WUS), Health Centre maintained by the

University of Delhi. The Centre's facilities are open to them at fixed timings

notified by the Centre. Incase of illness, residents should contact the Health

Centre promptly for assistance.

Health Centre membership forms are to be filled in at the time of first

admission to the Hall, and should be accompanied with a recent photograph.

Under emergencies medical advice is available through a qualified doctor of

WUS Health Centre on 24 hours basis in the emergency ward.

14. FACILITIES

14.1 FAX

The Hall is provided with a FAX facility (27666265) for its residents. The

residents are not allowed to use the hostel's office telephone for their

personal use. The local FAX can be received/dispatched @ Rs. 5/- per page

in Hall Office on Telephone number 27666265.

14.2 COMPUTER

(a) The facility is restricted to bonafide residents including Resident

including Resident Guests who are paying their dues regularly.

(b) The facility of using computer is 2 hours for one person at a

stretch.

(c) The Computer room is also equipped with printer facility. Printouts

can be taken on payment @ Rs. 1.00 per page with the limit of 20

pages per day and above 20 pages the charges will be Rs. 1.50 per

page.

15. HALL ADMINISTRATION

The Hall Administration will be available for consultation during fixed hours to be

notified from time to time. However, in case of emergencies, residents are advised to

get in touch with the Hall Administration.

16. INSTRUCTIONS FOR CANDIDATES

16.1 Application for admission to the Hall should be furnished with the required

particulars fully and correctly filled and should be duly forwarded by the

Department /Faculty where the student has been admitted. Incomplete

application forms are liable to be rejected.

16.2 Applications should be accompanied by one attested photograph (passport

size) of the applicant.

16.3 Candidates selected for admission will be required to pay the prescribed fees

within three days after the notification. If any candidate fails to pay the fees in

time, his selection will be cancelled without any further reference.

16.4 Those students who have completed 5 years of residence in all the Post-

graduate Hostel of the University (taken together) will not be admitted

for further period.

In case of any discrepancy between Hindi and English versions of this

Handbook, the English version will be Final.
