    The results displayed interesting trends as the first batch of students under CCE appeared in the class XII Board Examinations in March 2013. The class XII result registered an increase of 1.91% thus defying all apprehensions. The percentage of students in high percentage ranges also increased.

    Those who do not get accredited in the first instance will get a School Quality Enhancement Report (SQER) with an opportunity to improve in the next six months. Certification of Accreditation is based on the assessment of the school’s functioning on the basis of scholastic processes and outcomes, co-scholastic processes and outcomes, human resources, infrastructure, management and administration, leadership and beneficiary satisfaction. It is now mandatory to apply for Accreditation from 2014. Those schools who get accredited will retain their status for the next 5 years.

    During 2013, CAER actively worked to disseminate the core knowledge from Modern Assessment Theory and practice through CPD programmes to more than 1700 + teachers. CAER is thus actively building a culture of assessment in the country. On the ground level, CAER monitors the quality of in-school professional development. The centre provides for the capacity builidng of school leaders, improvements for teacher’s assessment literacy, training of the examination coordinators and paper setters.

    English as a medium of communication has acquired an important role in bringing the world together. Although all skills need to be integrated in the English language curriculum, speaking and listening should be fostered to equip children with better communication skills. Therefore, there is a formal testing of speaking and listening skills now in English for Classes IX and XI with 20% weightage provisioned in the total marks.

    Adolescents are vulnerable to many influences and must be empowered to take informed decisions. The CBSE Students Global Aptitude Index (SGAI) is one step in this direction. It is a unique programme which provides meaningful assistance to the stakeholders in deciding subject choices in class XI based on individual’s Aptitude, Interest and Motivation. It is a matter of great satisfaction that the assessment was conducted TWICE in 2013, first in January and later in November due to overwhelming response and also for students of HP Board. For the first time, students marked the responses on OMR sheet. Even when this activity is optional, more than 6 Lac students from approximately 10,000 schools across the globe have participated in four editions of SGAI so far.

    The facility of regular psychological counselling was provided to students and parents before, during and after exams through centralised access system and a toll free number. One of the major initiatives this year was setting up a rural centre for guidance and counselling for students of all or any board. The centre has been providing services to class X –XII students and their parents with respect to aptitude testing, remedial teaching, and career counselling free of cost.

    The first JEE (Main), earlier known as AIEEE, was conducted in 2013 in both online and offline modes smoothly for admission to NITs/IIITs/CFTIs and other Self financing technical institutions. The JEE (Main) is also the eligibility test for the second tier qualifying exam, JEE (Advanced), conducted by IITs for admission to the undergraduate programmes offered by the IITs/ ISM Dhanbad. The JEE (Main)-2014 will conducted in April on different dates in off and on line modes.

    The schools need to become more dynamic in addressing individual needs of all types of students. Involving families, community and other support groups or agencies is the most desirable specially in addressing the differently-abled, disadvantaged and marginalized students. Schools must be more gender sensitive and inclusive. No school under the guise of enforcing discipline should be insensitive to any student or parent. From time to time schools were advised to comply with norms of bus security, safety within the school, including bullying and child abuse, as the latter often goes unreported.

    The Central Board of Secondary Education (CBSE) is a National Board of School Education established in 1929 by a government resolution. It is a self-financed autonomous organization with Secretary (School Education and Literacy), Ministry of Human Resource Development, Government of India, as the Controlling Authority.

    The jurisdiction of the Board is extensive and stretches beyond the national geographical boundaries. From 309 schools in 1962 the Board today has 14974 schools on 31.03.2014. Out of these 14778 are located in India and 196 in different countries of the world.

    Scheme 1: There was no Board Examination at Secondary (Class X) level for students studying in the schools affiliated to the Board who did not wish to move out of the CBSE system after Class X. Schools conducted the examination during the second half of March between 16.3.2013 to 31.3.2013. Schools were given the facility to submit online date sheet to the board and generate online admit cards for students appearing in school based exams.

The Chief Nodal Supervisors were put in charge of the same subject, which he or she had taught or had been teaching as PGT or Principal. This ensured proper manageability, supervision and timely completion of evaluation work.

    As per the National Policy of Education (1986), Government of India started Jawahar Navodaya Vidyalayas (JNVs). Presently the JNVs are spread in 27 States and 7 Union Territories. The Admission in JNVs are made through the Jawahar Navodaya Vidyalaya Selection Test (JNVST) at Class VI throughout the country. The responsibility of conducting JNVST has been entrusted to the Board.

    In compliance with section 5(2) of the Act, effective operationalization of the mandatory provisions of the RTI Act, have been ensured in CBSE. The Public Relations Officer has been appointed as the Chief Public Information Officer (CPIO). All the Heads of the Department have been designated as the Appellate Authority. In addition, all the Regional Officers have been appointed as the Appellate Authorities for the Regions and the Assistant Secretaries have been appointed as Public Information Officers (PIO) in the regions. Public Information Counter has been set up in the Public Relations Unit. This counter functions during office hours on all working days. Public Information Counters have also been set up in the Regional Offices under direct supervision of Public Information Officers.

    Besides the public grievance redressal the public relations unit of the board also monitors malpractice cell, which has been set up under the aegis of MHRD, Govt. of India. The main objective of the cell is to keep a vigilant watch on educational activities of private organizations and institutions. The cell monitors misleading advertisements appearing in national, regional dailies and also verifies complaints received from other public sources promptly. Cases of disaffiliation, down gradation of schools because of irregularities committed by the schools are also highlighted through media for generating public awareness. 17 cases were received during the period under report.

Every week Wednesday forenoon is observed as ‘Meetingless Day’ in the Board’s head office and Regional offices when the public can directly approach senior officers regarding grievances, if any. Monthly and quarterly reports on the public grievances are sent to the Ministry of HRD and to the Deptt. of Public Grievances, Cabinet Secretariat by the Board. Complaints received during the period under report were settled in favour of the complainant within a reasonable time frame.

    The replies of board can be accessed through CPGRAMS by public. Every care is being taken to handle the grievance in the most efficient, effective and realistic manner.
