Our City… In the World Competitiveness Yearbook, the
International Institute for Management Development ranked HK first in technological infrastructure in 2012 and 2013.
2.4 mobile subscription per person, making Hong Kong one of the places with the highest ratio in the world.
4.7 millions aged 10 or over had used Internet services, accounting for 74.2% of population in this age group.
What have we done in using IT to promote the quality of education?
Launched a series of IT in Education Strategies (ITE) since 1998/99
Investment of over $10 billions
Focus on infrastructure, e-resources and e-leadership
ITE1: more emphasis on Infrastructure

First Key: Infrastructure
Infrastructure: WiFi environment
• Support Scheme (WiFi-100) as a start In early 2014, we have provided funding and advisory services to 100 schools to enhance their WiFiinfrastructure
• Equipping all schools with WiFi (WiFi-900)To be accomplished by phases in 3 years starting from 2015/16 school years
• Encourage adopting subscription mode (WiFi-as-a-service)
Infrastructure: Mobile devices
Provide one off funding to schools for acquiring mobile learning devices
Support schools in adopting BYOD as a long term strategy in e-Learning
Second Key: Teachers’ competency
Refining the Professional Development Framework Encouraging Community of Practices (CoP) and
enhancing the services provided by Centre of Excellence (CoE)
Encourage bottom-up schools’ initiatives through QEFPopular Themes (2014/15)(1) e-learning of cross KLAs(2) e-learning of specific KLAs(4) campus TV(4)/(5) using IT to facilitate school administration/Coding,(6) support SEN and NCS(7) flipped classroom(8) e-assessment
