Figure 1 shows that the allocation failure starts when activating TCH, and such a flow is the initial flow of the object cell during the handover procedure.
After the channel activation starting, it is timeout that causes the channel activation to fail, which indicates that MS doesnt handover to the cell and the handover is a mistaken one. It requires checking data configuration for cases with same frequency and same BISC2Printing analysis:

It indicates that uplink timeout occurs during channel allocation.
