Question No 1
Answer the question following the case study
A SCOOTER MANUFACTURING COMPANY
A scooter manufacturing company which is subsidiary of a reputed international
corporation has been operating in India for last 15 years.
The company has recently finalized an expansion plan and decided to shift the factory to
a new location about 10 km away. The company had to do shifting because more space
was required than what was available. The present factory was in the heart of town and
the workers did not face any transport difficulty and it did not cost much on transporteither. The new site though far off but was well connected by bus service and local train
and there was no transport difficulty.The workers agreed to shift to new premises only if the company granted a flat
increase of Rs 200 in their monthly salary. The company offered to give the workers a
lump sum of Rs. 500 as resettlement allowance and a permanent increase in salary of Rs
75 per month to each worker .This was the situation in October month of the financialyear.
When the plant was being shifted to new site ,negotiations between the
management and union went on for 6 months. The workers modified their original

demand and were content with a lump sum of Rs750 as resettlement allowance and a
permanent increase of Rs 125 pm as conveyance allowance .After further negotiations
and some informal bargaining ,the unions further diluted to Rs 600 as the lump sum andRs 100 per month as conveyance allowance. The company representatives promised to
consider this demand .This was taken by the union leaders to mean that the company had
already conceded this figure. The managements attitude became stiff and it stuck to itsold offer .The workers refused to compromise on those terms. A stalemate ensued. The
workers threatened to adopt the go slow tactics .For 3 months, they went slow and the
production declined to 5000 scooters per month from the earlier production rate of 6000scooters per month. The management refused to intimidate .It sat stiff on its stand.
At this stage, the company charge sheeted the 5 ring leaders and suspended them pending
enquiry .This proved too much for the workers .The labour leaders agreed to accept thevery original terms of the company and offered to give normal production provided the
suspended leaders were reinstated .The company refused to take any notice of even this
modified demand .
The workers gave notice of strike on 28 th February with the idea of putting pressure on
management since March is peak production month when the market requirements arehighest. This was the assumption on which the workers proceeded .The company refused
to yield .During the first three days , workers staged a stay- in strike .After that, the
company declared a lock out for two days and opened the gates of the factory on 6 th daybut the strike continued for one month.
The company refused to budge an inch from its stand.
QUESTIONS
