A. Sinopsis y conclusiones principales / Quick overview and main

conclusions

Durante el año 2020 se ha llevado a cabo una campaña de verificación de la conformidad en

circulación por parte de la Autoridad de Homologación en España para evaluar el comportamiento

de las emisiones de escape durante la vida normal de los vehículos en condiciones normales de

utilización. La campaña se ha realizado sobre vehículos que disponen de homologaciones parciales

de emisiones en base al Reglamento UE nº 715/2007 concedidas por la Autoridad de Homologación

en España (e9).

In 2020, an in-service conformity assessment campaign was carried out by the Approval Authority in

Spain to evaluate the performance of exhaust emissions during the normal life of the vehicles under

normal conditions of use. The campaign was carried out on vehicles with partial emissions approvals

based on Regulation EU No. 715/2007 granted by the Approval Authority in Spain (e9).

Esta campaña se ha compuesto de varias etapas, desde la recogida de información sobre

incumplimientos, la obtención de los datos de matriculaciones, el análisis de evaluación de riesgos

para seleccionar las familias PEMS/ISC a ensayar, la realización de los ensayos de ISC, la gestión

de la información proveniente de los ensayos realizados por los fabricantes y por terceras partes,

abriendo los correspondientes archivos estadísticos, así como el análisis de los resultados para

determinar si las familias PEMS/ISC cumplen o no con los requisitos exigidos.

This campaign consisted of several stages, from collecting information on non-compliance, obtaining

registration data, risk assessment analysis to select the PEMS/ISC families to be tested, performing

the ISC tests, managing the information from the tests performed by manufacturers and third parties,

opening the corresponding statistical files, as well as analyzing the results to determine whether or

not the PEMS/ISC families comply with the requirements.

Esta campaña se ha realizado sobre vehículos de las categorías M1 y N1, teniendo en cuenta los

datos de matriculaciones en la Unión Europea hasta el 31 de diciembre de 2019 y, por tanto, cubre

las familias PEMS/ISC y las homologaciones parciales de emisiones concedidas hasta dicha fecha.

This campaign has been conducted on vehicles of categories M1 and N1, taking into account the data

of registrations in the European Union until December 31, 2019, and, therefore, covers the

PEMS/ISC families and partial emissions approvals granted until that date.

Para situar el alcance de la campaña realizada ha sido necesario identificar el número de familias

PEMS/ISC para las cuales la Autoridad de Homologación en España ha expedido la homologación,

así como el número de vehículos que se han matriculado en la Unión Europea en el año 2019 bajo

estas homologaciones.

In order to determine the scope of the campaign, it was necessary to identify the number of

PEMS/ISC families for which the Approval Authority in Spain has issued the approval, as well as the

number of vehicles that have been registered in the European Union in 2019 under these approvals.

En total, se han identificado 111 familias PEMS/ISC cuya homologación parcial de emisiones

e9*715/2007*2018/1832*XXXXX ha sido concedida por España, englobando un total de 653.278

vehículos matriculados en Europa1:

In total, 111 PEMS/ISC families whose partial emissions approval

e9*715/2007*2018/1832*XXXXXXX has been granted by Spain have been identified, encompassing

a total of 653,278 vehicles registered in Europe2:

Para la recopilación de los datos de matriculaciones en la Unión Europea ha sido imprescindible

contar con la colaboración de los fabricantes, ya que son las organizaciones que disponen de la

información para poder relacionar los modelos que aparecen en las bases de datos de

matriculaciones, con las familias PEMS/ISC que tienen homologadas. Se ha realizado una tarea

compleja para gestionar los datos relativos a las matriculaciones de vehículos, trazarlos a las familias

ISC correspondientes y poder identificar así aquellas familias bajo las cuales se hayan matriculado

más de 5.000 vehículos durante el año 2019, que son las familias a las que les aplica este

procedimiento de conformidad en servicio.

In order to compile the data on registrations in the European Union, it was essential to count on the

collaboration of the manufacturers, since they are the organizations that have the information to be

able to relate the models that appear in the registration databases with the PEMS/ISC families that

they have approved. A comprehensive task has been carried out to manage the data related to

vehicle registrations, trace them to the corresponding ISC families and thus be able to identify those

families under which more than 5,000 vehicles have been registered during 2019, which are the

families to which this in-service conformity procedure applies.

Entre todas las entidades involucradas en el proceso (Autoridad, Fabricantes y Terceras partes) se

han ensayado un total de 22 familias PEMS/ISC diferentes lo que corresponde aproximadamente

con un 20% de las familias disponibles, y que representan alrededor de 450.000 vehículos

matriculados, lo que supone más de un 65% de los vehículos matriculados con homologación parcial

de emisiones e9.

Among all the entities involved in the process (Authority, Manufacturers and Third Parties) a total of

22 different PEMS/ISC families have been tested, which corresponds to approximately 20% of the

available families, representing around 450,000 registered vehicles, which represents more than

65% of the vehicles registered with a partial emissions approval e9.

Durante la campaña correspondiente al año 2020, se han ensayado un total de 80 vehículos, con

resultados aportados por la Autoridad de Homologación, por los propios fabricantes y por terceras

partes. La aportación de resultados de ensayos se distribuye de la siguiente manera:

Es decir, que se han abierto un total de 27 ficheros estadísticos hasta el momento, de los cuales 17

han sido cerrados de manera favorable y otros 10 están aún abiertos, a la espera de incorporar más

muestras para poder tomar una decisión.

Cabe destacar que los resultados de los ensayos han sido muy satisfactorios, obteniéndose en el

conjunto de ensayos realizados un porcentaje superior al 98% de resultados favorables.

Con el objetivo de facilitar la lectura y la compresión del seguimiento de las actividades de ISC que

ha realizado cada fabricante durante el ejercicio 2020, se ha desglosado la información

correspondiente a cada fabricante en un anexo.

In order to make it easier to read and understand the monitoring of the ISC activities carried out by

each manufacturer during the 2020 financial year, the information for each one has been broken

down in an appendix.




B.1. FORD-WERKE GMBH

Los vehículos ensayados disponían de entre 15.000 km y 45.000 km y han sido matriculados tanto

en Alemania, como en Reino Unido.

Este fabricante había realizado una planificación de ensayos basada en la agrupación de vehículos

por motor, hecho que no encajaba totalmente con la filosofía recogida en el Reglamento UE nº

2017/1151*2018/1832. Esta planificación tuvo que ser redefinida a mitad de ejercicio, para que la

agrupación de ensayos se realizará por familias PEMS/ISC en lugar de agruparse por grupo de

motor. Esto ha implicado un pequeño retraso en la ejecución de ensayos, que está siendo corregida

durante el año 2021. Este hecho también ha conllevado que se realicen más ensayos de los

necesarios sobre alguna de las familias ensayadas, hasta un total de 6 vehículos para alguna de las

familias.

This manufacturer had performed a test planning based on grouping vehicles by engine, a fact that

did not fully fit with the philosophy outlined in EU Regulation No. 2017/1151*2018/1832. This

planning had to be redefined in the middle of the year so that the grouping of tests was performed

by PEMS/ISC families instead of grouping by engine group. This has implied a small delay in the

execution of tests, which is being corrected during the year 2021. This fact has also led to more tests

than necessary being carried out on some of the families tested, up to a total of 6 vehicles for some

of the families.

Se ha detectado únicamente un vehículo que no ha cumplido con los requisitos de emisiones en

cuanto al número de partículas, no obstante, el resultado global de la familia fue favorable.

There was only one vehicle detected that did not meet the emission requirements for the number of

particles, however, the overall result of the family was favorable.

La Autoridad de Homologación en España ha recibido 4 notificaciones de una tercera parte, la

organización Nederlandse Organisatie Voor Toegepast Natuurwetenschappelijk Onderzoek TNO,

informando de la intención de realizar ensayos de conformidad en servicio sobre alguna de las

familias PEMS/ISC otorgadas por la Autoridad de Homologación en España.

The Spanish Approval Authority has received 4 notifications from a third party, the Nederlandse

Organisatie Voor Toegepast Natuurwetenschappelijk Onderzoek TNO, informing of the intention to

perform in-service conformity tests on any of the PEMS/ISC families granted by the Spanish Approval

Authority.

No obstante, se desconoce la metodología empleada por dicha organización para seleccionar las

familias que han sido ensayadas, ni la evaluación de riesgos que se ha realizado.

However, the methodology used by the organization to select the families that have been tested and

the risk assessment that has been carried out are not known.




A pesar de haber recibido notificaciones por parte de la entidad mencionada para llevar a cabo

ensayos de conformidad en servicio, no se ha procedido a la apertura de ningún fichero estadístico

ya que no se han seguido las pautas establecidas en el Reglamento UE nº 2017/1151*2018/1832

en cuanto a los plazos para las comunicaciones (Puntos 5.10.1 y 5.10.3 del Anexo II, parte B).

Despite having received notifications from the aforementioned entity to carry out in-service

conformity testing, no statistical file was opened as the guidelines established in Regulation EU No.

2017/1151*2018/1832 regarding deadlines for communications were not followed (Articles 5.10.1

and 5.10.3 of Annex II, Part B).

No obstante, en el apartado G del presente informe, se recogen los resultados obtenidos

correspondientes a ensayos no válidos.

La Autoridad de Homologación en España para realizar la evaluación de riesgos que se describe en

el Reglamento UE 2017/151*2018/1832 y en base a la cual seleccionar las familias PEMS/ISC a

ensayar, ha tomado como criterio principal el número de vehículos matriculados por familia

PEMS/ISC durante el año 2019. No obstante, otros factores como los resultados de los ensayos de

conformidad de la producción, y en su caso las reclamaciones de garantía y reparaciones de

garantía relacionadas con las emisiones o las llamadas a revisión han sido tenidos en cuenta a la

hora de realizar dicho análisis de riesgos.

The Approval Authority in Spain to perform the risk assessment described in Regulation EU

2017/151*2018/1832 and based on which to select the PEMS/ISC families to be tested, has taken

as main criterion the number of vehicles registered per PEMS/ISC family during 2019. However,

other factors such as the results of conformity of production tests, and where applicable warranty

claims and warranty repairs related to emissions or recalls, have been taken into account when

performing such risk analysis.

La experiencia obtenida durante este año servirá para mejorar la metodología para las sucesivas

campañas de ISC en cuanto a la selección de las familias a ensayar la recogida de información y la

evaluación de riesgos que se realice.

The experience gained during this year will serve to improve the methodology for successive ISC

campaigns in terms of the selection of the families to be tested, the collection of information and the

risk assessment to be conducted.

Con respecto al programa de ensayos correspondientes al año 2020 se han ensayado, hasta la

fecha de elaboración del presente informe, por parte de la Autoridad de Homologación, a través de

los Servicios Técnicos designados, un total de 26 vehículos, que pertenecen a un total de 9 familias

PEMS diferentes y que cubren el 36% de vehículos matriculados en la Unión Europea bajo una

homologación parcial de emisiones concedida por la Autoridad de Homologación en España.

As of the date of preparation of this report, a total of 26 vehicles belonging to a total of 9 different

PEMS families and covering 36% of the vehicles registered in the European Union under a partial

emissions approval granted by the Approval Authority in Spain have been tested by the Approval

Authority through the designated Technical Services for the year 2020.

A pesar de las dificultades derivadas de la pandemia originada por la COVID-19, se han llevado a

cabo un total de 51 ensayos sobre 26 vehículos diferentes, tanto de tipo 1 como de tipo 1A (RDE),

para cumplir con los requisitos exigidos a las autoridades de homologación.

35.000 km, y más de 6 meses; es decir, cumplían con los requisitos definidos en la Reglamentación

Cabe destacar que los problemas o inconvenientes detallados en la tabla anterior han podido

solucionarse sobre la marcha, ya sea reparando o cambiando los elementos afectados, y repitiendo

los ensayos, siempre bajo las condiciones indicadas en el Reglamento UE nº 2017/151*2018/1832.

It should be noted that the problems or drawbacks detailed in the table above could be solved on the

go, either by repairing or changing the affected elements and by repeating the tests, always under

the conditions indicated in Regulation EU No. 2017/151*2018/1832.

Es importante resaltar también la dificultad que los fabricantes han tenido para poder relacionar los

datos de matriculaciones con las familias PEMS/ISC a las que pertenecen los vehículos

correspondientes. Esto se debe en gran parte a que para clasificar los vehículos en función de las

matriculaciones se utilizan denominaciones comerciales o modelos, y son gestionados,

normalmente, por el departamento comercial y los equipos de ventas; mientras que las

clasificaciones por familias PEMS se realizan, según se indica en el Reglamento UE nº 2018/1832,

a través de las distintas configuraciones de motor, sistemas de escape y son gestionadas por los

departamentos técnicos. No obstante, a medida que ha ido avanzando el año se han podido

observar grandes avances en este sentido.

It is also important to highlight the difficulty that manufacturers have had in relating registration data

to the PEMS/ISC families to which the corresponding vehicles belong. This is largely due to the fact

that, in order to classify vehicles based on registrations, commercial designations or models are

used, and are normally managed by the commercial department and sales teams; whereas

classifications by PEMS families are made, as indicated in Regulation EU No. 2018/1832, through




the different engine configurations, exhaust systems and are managed by the technical departments.

However, as the year has progressed, it has been possible to observe major advances in this regard.

Dadas las circunstancias especiales provocadas por la pandemia durante el año 2020, en algunos

casos, no se han podido ejecutar todos los ensayos que estaban programados o se han retrasado.

No obstante, se sigue trabajando con las familias abiertas y los resultados se irán incluyendo en una

próxima revisión de este informe.

Given the special circumstances provoked by the pandemic during 2020, in some cases, not all tests

that were scheduled could be conducted or have been delayed. However, work continues with open

families and results will be included in a future revision of this report.

Como se describía en el apartado C de este informe, la organización TNO ha llevado a cabo una

serie de ensayos de conformidad en servicio que no cumplían con todos los requisitos del

Reglamento UE nº 2018/1832, en cuanto a los plazos para informar de la intención de realizar
