CENTER FORENVIRONMENTAL STUDIES

Center for EnvironmentalStudies in Gdansk � CENVIG

Center for Environmental Studies � CENVIG � is aninterdisciplinary study and research unit at Technical Universityof Gdansk. It was established in 1991 in the frame of theTEMPUS Project (JEP 0487).First three years of CENVIG activities were devoted mainly todeveloping courses for students, upgrading university teachersand teaching, and bringing the environmental perspectivethroughout the whole university curricula.On the basis of experience gained during running the abovementioned courses CENVIG prepared program for the next stepof its educational goals - one year course, which was run for thefirst time in academic year 1992/93 and is from that time runeach year.

DANEBOD HOJSKOLE

Folk University in Fynshav, Denmark52 students participated in 3-4 month coursesfrom 1997 to 2000 year

ROME CLUB Cenvig cooperated with the Rome Clubin organizing the summerenvironmental practice in Hamburgfor students from Gdansk(2000 � 2003 year, about 30 students eachyear)

The next phase of the established CENVIG institution wasfocused around strengthening the university-industryrelations. This phase was supported by the next TEMPUSProject “EMIT - Eco-Management for Industry in Transition”(JEP 8274). The project started in 1994, and since 1996CENVIG/EMIT staff has been largely involved in developmentof the EMS in Poland in various aspects:

· training (in self-arranged courses or in the coursescarried out in the frame of the following projects:

- Training programme on EN 14000 series / EMAS(Contract between Gdansk University of Technology andCEN - European Committee for Standardization),

-PHARE Management Box - FIESTA II Programme:Project PL: “Quality management system andenvironmental management system in the enterprisein the context of the European integration”.

· implementing environmental managementsystems - EMS (in about 10 companies), · auditing EMS, · publishing (about 20 articles and first originallyPolish manual containing principles of environmental management, directed towards the

industry, with special focus on SMEs).

EMITEco - Management for Industry

In TransitionTempus Project

September 1994 � August 1997

Aim of the project was to develop curricula of training

courses (and test them by running pilot-courses) forstudents, academic teachers, representatives of industryand authorities on introduction and maintenance ofEnvironmental Management Systems in the companiesbased on current EU and other internationallyrecognized standards (ISO 14000 series, BS 7750). As aresult of the project stronger links between GUT andindustry in the field of environmental protection wereestablished.

OKKAPOS

“OKKAPOS - Public AdministrationEnvironmental Training Centre”

November 1999 � December 2001

The objective of the Project was toestablish a new unit - within the Centerfor Environmental Studies � competentin environmental training and advice forpublic administration in the context ofthe pre-accession strategy in theenvironmental field.

OKKAPOS

During the OKKAPOS Project several courses where run:• Changes in Polish environmental legislation due to EU

accession• Environmental Impact Assessment procedures (4 times)• Regulating emission to air• Integrated Pollution Prevention and Control 151 people participated in the courses.

The main outcome of OKKAPOS Project are CD-ROMbased training materials containing handbook onadministrative procedures in environmental issues. It isa very useful guide on integrated permits according toEU Directives.

OKKAPOS

The objective was achieved by:• upgrading and professionalising the Center for

Environmental Studies at GUT (Cenvig) � by trainingand experiences exchange - to become a qualifiedinstitution on teaching and training (local and regional)public administration in understanding andimplementing EU environmental regulation;

• establishing and training a group of Polishprofessionals, linked to the Center, as teachers andtrainers for public administration employees on EUenvironmental regulation, (train a group of trainers);

• developing, jointly testing and making available a setof courses for teaching and training local and regionaladministrative staff on EU environmental regulationand the pre-accession strategy.

HERMES is designed to initialize a network of SHE(Safety, Health, Environment) managers, which willenable to improve skills of those already employed inthis field and to get required knowledge by those, whoare looking for employment in this field. The networkincludes three major elements:

• Internet based forum for exchanginginformation/experience with case-study database anddiscussion groups on “hot-issues” - hot issuesseminars (hereafter referred as HERMES Forum).

• Internet based training modules for environment-health-safety-risk-fire protection managers (hereafterreferred to as Standard Modules),

ECO PORTS �Information exchange and impact

assessment for enhanced environmentalconscious operations in European ports andterminals - ECO PORTS”

• 5 EU Frame Program• June 2002 � May 2005, ECOPORTS aims at creating a better

understanding of the environmental impactof port and terminal-related activities and atformulating policy and concrete actions tominimize their environmental impact anddamage and to improve the quality of theterminal area and of the logistic chain.

ECO PORTS

ECOPORTS Project is started by a group ofEuropean port authorities. Through the port &environment foundation, European portauthorities, industries and terminals takeadvantage of the results. Several otherterminal owners, universities, environmentalmanagement experts, certification firms andICT-companies support the work.

ECO PORTSMain objectives are:

• developing, validating and implementing anEnvironmental Management & Information System (EU-standard) supported by advanced ICT,

• gather and exchange realized solutions forenvironmental issues,

• involving over 150 European ports & terminals in anenvironmental network,

• training ports to use tools and transferring approach tonew terminals,

• creating bottom-up industrial activities and execution ofcase studies (e.g. waste) and

• making an impact assessment on environmental policy& regulations. The port/terminal sector is workingtowards self-regulation concerning environmentalissues.

ECO PORTSThe project is constructed on 7 work packages (WPs)

that are subdivided in ~30 separate tasks. WP1 - Development of Environmental Management &

Information System (end-user requirements, SDM Pro,EMS for port communities, technical solutions database,decision support system, port visitors info tool);

WP2 - Development of Training Schemes (on-site, web-based) and helpdesk;

WP3 - Development of ICT tools to support EMIS, trainingschemes, website and ITS portal;

WP4 - Training, validation of tools and creation of technicalcontents (ports, port industry, other terminals in thelogistic chain, demo);
